                    THIS WORKBOOK
                 This workbook will help you prepare for your role as a
                             Registration Officer (RegO)

                                 To complete the workbook, you need:
                                 • EC 50357 Registration Officer Guidebook
                                 • EC 50102 COVID-19 Guide for Election Officers
                                   at the Polls
                                 This workbook adds information and questions and
                                 provides practice activities.
                                 You can complete the workbook without Internet
                                 access. However, if you have Internet access,
                                 some videos are available to support your learning
                                 process. You can find them in the Employment
                                 section of Elections Canada’s website at
                                 www.elections.ca

    You will likely have questions as you complete the
    workbook. Make a note of them.
    When you have completed the workbook, let your
    training officer know. They will call you to discuss your
    job and specific situation and to answer any questions.

                   ELECTION BASICS

                                                             Canada is divided
                                                            into 338 “electoral
                                                             districts.” Between
                                                           60,000 and 120,000
                                                            electors live in each
                                                          electoral district. These
                                                             electors elect one
                                                          member of Parliament
                                                              for their district

    In a general election, all 338 electoral districts
     have elections. In between general elections,
     if there is a vacancy in a district, a by-election
      is held to elect a new member of Parliament

                                          The person who runs the election in
                                          each electoral district is known as a
                                          returning officer (or RO).

                                          The RO divides their electoral district
                                          into ordinary polling divisions. Between
                                          300 and 500 electors live in each polling
                                          division. Those electors can only vote at
                                          a specific polling station.

For advance polls, polling divisions
are grouped together into advance
polling districts. Each advance
polling district includes many
ordinary polling divisions.

The RO determines the places where
electors will go to vote. They find
places for advance polls and ordinary
polls that are easy to get to for as
many electors as possible. These
locations are called polling places.
Polling places include churches,
school gymnasiums, community
centres and other buildings.

In many cases, a polling place—the
building—has more than one polling
station, which is the table where the
elector votes. This makes it easier for
the RO to organize staff to work on
polling days.

HOW POLLING PLACES WORK

                     THE            SUPERVISOR

           Supervisors oversee the voting process. They
           make sure that voting desks and registration
           desks are set up, and that voting is done
           properly and as easily and efficiently as
           possible. They support and oversee the work
           of DROs and they ensure that the registration
           desk is functioning as it should

           Supervisors also oversee the running of the
           polling place. Working with one or more
           information officers, supervisors make sure
           the polling place is set up properly, that
           electors can easily access the voting room,
           that candidates’ representatives and other
           visitors are served properly and are following
           the rules. Supervisors ensure all health and
           safety measures are being taken, they prevent
           problems and solve them quickly.

           Ask your supervisor for help when you need it,
           and be prepared for a supervisor to help make
           sure you are doing everything properly.

         INFORMATION
            OFFICER
    While the poll is open, information officers
    direct electors from the entrance of the building
    to the voting room.

    IOs facilitate health and safety measures at
    the poll. They offer masks and sanitizer to
    everyone entering the polling place. They
    may gather information for contact tracing if
    it’s required locally. An IO regularly sanitizes
    surfaces in the voting room and elsewhere.

    As electors enter the voting room, an IO asks if
    an elector has ID and a voter card, and - based
    on the answer - directs each elector to the
    appropriate service desk.

    Inside the voting room, an IO regularly
    collects some of the documents produced
    at voting desksto be sent back to the
    office. On election day an IO gives
    sequence number sheets to candidate’s
    representatives.

    On election day after voting is finished,
    most IOs are assigned to a voting desk to
    assist the DRO with counting the ballots.

     REGISTRATION
       OFFICER
Every polling place has a registration desk, and
most polling places have a registration officer
who sits at it. Bigger polling places will have more
than one.
Registration officers sit at the registration desk.
With support and guidance from a supervisor,
they work out the situation of electors who come
to the desk. Usually electors are directed to
the registration desk by the information officer
because they didn’t bring a voter card and a
piece of ID with their name on it
The registration officer uses a flowchart in their
guidebook and several tools at the registration
desk to work out each elector’s situation before
deciding what to do next.
Some electors just need to be directed to their
correct voting desk, others need extra steps
before they are ready to vote. Some of those
extra steps can be completed at the registration
desk. If the elector needs to be registered, or if
someone is vouching for their name and address,
the registration officer can complete those
procedures. The registration officer may also
complete the Helper Form in either of the two
situations which need that form. The registration
officer can start - but not complete - the
procedure for correcting an elector’s information
on the list. All other situations – though they might
be discovered at the registration desk – have
procedures which must be done by the DRO at
the voting desk.
On election day, after voting hours, registration
officers are usually assigned to a voting desk to
assist the DRO with counting the ballots.
A well-run registration desk saves time for
electors and relieves some of the pressure on
DROs.

           DEPUTY
         RETURNING
          OFFICER
     Each voting desk is run by a Deputy
     Returning Officer (DRO). The DRO
     administers the vote with oversight from a
     supervisor.

     The DRO checks each elector’s situation
     using the DRO’s List of Electors and by
     reviewing the ID and any other documents
     the elector brings to the voting desk. In
     some cases the DRO will complete extra
     procedures and documents to get the
     elector ready to vote.

     Occasionally an extra form or certificate
     is needed depending on the elector’s
     situation. Some of them would have been
     completed at the registration desk, others
     are completed by the DRO.

     On election day, after voting hours, the
     DRO sorts the ballots, counts the votes for
     each candidate and records the results
     of voting at their voting desk. Usually the
     supervisor calls the results into the office.

                  WHAT’S IMPORTANT
                                        HEALTH AND SAFETY
                                        Health and safety has always been important at polling
                                        places. The pandemic means there are more things
                                        to do, but polling places can still be healthy and safe
                                        places to vote and to work.

     ACTIVITY
     Read the COVID-19 Guide for more information about health and safety.
     In general, if you see something that may be a risk to health and safety, do something to
     reduce the risk. You might be able to solve a problem, or you might need to let someone
     else know about it so that they can solve it.
     Slipping and tripping hazards are both quite common. They are usually easy to address
     before anyone gets hurt. Other hazards may not be as common and you may not be able to
     solve them yourself.

                                    NEUTRALITY
                                    It’s important that the polling place remain neutral.
                                    That means that the polling place should not be
                                    associated with any of the candidates or parties. You
                                    should not wear or display any party colours or political
                                    messages. When you serve electors, you are helping them
                                    to vote, but you should never do anything that could affect
                                    who they vote for.

                                    Electors can wear colours or buttons, but they should
                                    otherwise remain neutral.

ACTIVITY
Take a look at your wardrobe. Plan your neutral outfit/s for polling days.

                                    ACCESSIBILITY
                                    It is important that everyone be able to access the voting
                                    place and services within it.

                                    Many people will be able to do so without assistance,
                                    but some might need extra help. It is important that you
                                    provide any help that the elector asks for, though there are
                                    some voting process rules that you must follow at the
                                    same time.

                                        PRIVACY
                                        It’s important that you protect personal information.

                                        When you work, you will use the list of electors, containing
                                        electors’ names, addresses and years of birth. Electors will
                                        also show you their ID.

     ACTIVITY
     Review the tips at the beginning of the During Voting Hours section of your guidebook.
     Which tip is helping to protect personal information?

                                        SECRECY OF THE VOTE
                                        It is important that only the elector knows who they
                                        voted for.

                                        Many of the procedures include steps designed to make
                                        sure that no one can find out who an elector voted for.

     ACTIVITY
     The steps to ensure the secrecy of the vote are done by the DRO at the polling station. If
     you have questions about secrecy of the vote, write them here and discuss them with your
     training officer or supervisor.

                                   BILINGUAL SERVICE
                                   It is important that an elector be served in the official
                                   language of their choice.

                                   If you are bilingual, use whichever language the elector
                                   uses. If you are not bilingual, there are still some things
                                   you can do.

ACTIVITY
In your guidebook, find the procedure called, Elector wants to be served in French. Make a
note of any questions you have so that you can ask your training officer.

                     GETTING READY
      IMPORTANT NOTE
      As you review sections in the guidebook, you will see many references to
      documents and other materials you will use. Only some of them are actually
      shown in this workbook and/or guidebook. If you have your poll materials,
      you can look at the real thing. However, be very careful not to lose any items,
      and remember that you are responsible for keeping the materials secure.
      Do not allow anyone else to handle them.

                                           Prepare the things you will need for
                                           the next activity:
                                           1   Tear out the blank certificates on
                                               pages 53 to 60. Organize them so
                                               that you can find them easily when
                                               you need them.

                                           2   Tear out the Have your ID ready to
                                               vote page on page 61, so you can
                                               refer to it more easily

                            ALPHA LIST
 The Alphabetical List of Electors by Site – or ‘Alpha List’ – is a list of
 all the electors who are registered to vote at all the voting desks at
 a polling place.

  Use the list on p. 47 – 50 of this workbook, and the reference page in your
  guidebook to review the following:
  • The electors are in alphabetical order by surname.
  • Next to each elector’s name you’ll find the number of the polling
    division in which the elector lives and
  • their sequence number.
  The Alpha List shows whether an elector is registered and - if they are
  registered - their polling division number. That will tell you which voting
  desk they should vote at.

                                  POLL KEY
         The poll key is a list of all the addresses in all the polling divisions
         served by all the polling stations at a polling place.
         It is used when an elector is not on the Alpha list to find an elector’s
         polling division and / or their advance poll district, based on their
         address. Advance poll district numbers are only used at advance polls.

         Use the poll key on p. 51 of this workbook, and the reference page in your
         guidebook to review the following:
         • The streets in the left hand column are in alphabetical order.
         • The 4th, 5th and 6th columns show house numbers. Each row represents
           a different section of the street.
         • The 7th column shows the polling division for that section of the street.
         • The 8th column shows the advance poll number for that section of the
           the street

The registration officer serves each elector in two stages:
1. Determine the elector’s situation
2. Filling out forms and certificates. Only some of the forms and certificates
can be completed by the registration officer

                   SERVING ELECTORS:
                        STAGE 1
     For this activity you’ll need the Have your ID ready to vote sheet and the Alphabetical List
     of Electors from the back of this workbook. You’ll also refer to the elector IDs on page 27
     to 39.

     Electors must be at least 18 years old on election day and they must be a Canadian
     citizen. However, they don’t have to prove those things when they vote.

     In Stage 1, the RegO determines the elector’s situation with regard to 5 issues.

 1. Has the elector proved their name and address?
 Electors prove their name and address by using one of the three options shown on the Have your
 ID ready to vote sheet.

                                       ACTIVITY
     Use the sheet to find out whether each of these electors has proved their name and address :

2. Is the elector at the correct polling place?
An elector must vote at the voting desk assigned to the polling division they live in.
The registration officer confirms which is the right voting desk by finding them on
their list or by finding their address on the Poll Key.

   ACTIVITY
   Assume your polling place includes polling station 201, where electors living in polling division
   201 can vote, and polling station 202, where electors living in polling division 202 can vote.

   Find out whether each of these electors is at the correct polling place:

   a. Jaqueline Boisvert (p. 27)

   b. Denis Caron (p. 31)

   c. Laura Allard (p. 39)

   NOTE: The Transfer Certificate is not common. In certain circumstances it allows an elector to
   vote at a different polling station. If you see a transfer certificate, ask the supervisor for help.

 3. Is the elector registered?
 Electors who are on the List of Electors are already registered. Electors who are not on the list can
 register at your desk using a Registration Certificate, checking they are at the right polling place
 and have acceptable ID.

 NOTE: The Transfer Certificate is not common. In certain circumstances it allows an elector to vote
 at a different polling station.

 4. Has the elector already requested a ballot?
 If an elector has already requested a ballot, their name will be crossed out on your list of electors
 with a Code S or X shown to the left of the list. These codes are important because some electors
 will be crossed off your list for other reasons too. If the Code is S or X, but they say it must be a
 mistake, they will also need to complete a Voting Status Certificate at the polling station (not at the
 registration desk).

      Find out whether each of these electors may already have requested a ballot:

 As the guidebook explains, if electors are crossed out with other codes, you can find what the
 codes mean at the bottom of the list. Electors crossed out with codes M-, R- and T- have all been
 ‘unregistered’, and would need to register again.

5. Does the name and address on the List match the name and address
on the ID?
If the name and address don’t match, there are several possibilities depending on what does not
match. The flowchart will guide you to the correct procedure.

    ACTIVITY
    Compare the name and address of the following electors. If they don’t match, use the
    flowchart to find out what to do:

    a. Jaqueline Boisvert (p. 27)

    b. Francine Benett (p. 35)

    All these possibilities are built into the Stage 1 flowchart in the guidebook so that at the
    end of stage 1 the registration officer knows the elector’s situation.

PRACTICE SERVING ELECTORS

In this section you will serve several electors. Turn to
the Stage 1 flowchart in your guidebook.

Start on that page for every elector.

Carry out every step as if you were actually serving
the elector, and keep the proper records. Imagine
that the elector does everything you ask them to do!

You will need all the documents you removed from
the back of this workbook.

Before you start, arrange those documents using the
picture in the What should be on my desk to serve
electors? section of your guidebook.

You have met many of these electors before. For
each one, the documents they bring are shown on
the first page. Some of them also have additional
information which may be useful at some point in
the procedure. Use your guidebook to decide what
to do. When you have finished serving each elector,
turn the page. The correct steps are described
in detail.

                    COUNTING BALLOTS
     On election night, you will play an important part in counting the ballots after
     polls close. Advance poll ballots are not counted until election night
     For the count, a CPS will match you with a DRO. The CPS may ask you to help
     with other things while you wait, but when the DRO is ready to count, you will
     join them to help.
     Normally your role will be to keep a tally of the votes as the DRO examines
     and sorts each marked ballot. The person who keeps the tally (probably you!)
     is called the Recorder. The DRO themselves is usually the Counter.
     Review the instructions for Supporting the Counting of Ballots in your
     Guidebook. That section includes the instructions for the counter so that you
     can understand what’s happening.

                                                Cut out the Tally Sheet on page 63. You

                ACTIVITY : COUNTING
For this activity, you will need a full deck of cards. Shuffle the cards to make
the activity more interesting! Imagine that the cards are marked ballots. The
suits (clubs, diamonds, hearts and spades) are candidates and the jokers are
rejected ballots.

1. Write the “names” of the candidates - their suits, one per column - across
   the top of the tally sheet. Write “Rejected” in the last column.
2. Turn over one card at a time. You can have someone else do this if you like.
   They are the ‘Counter’. They should say the suit out loud as they turn over
   each card.
3. When the suit is stated, make a mark in the first empty box of the matching
   column on the tally sheet. The counter then places the card in a pile with
   other cards of the same suit, or jokers.
4. This process continues until all the cards are sorted. The recorder makes a
   mark in a box below the candidates name each time the suit is called.

When it’s finished you should have 13 cards in each pile and 13 boxes marked
under each candidates name on the tally sheet. There should be 2 cards in the
rejected pile and 2 boxes marked in the rejected column. It’s as easy as that!
