Section 4 – Tournament Information
Section 4–1 Facility Information
The Brownsville Tennis Center features sixteen courts with viewing stands and bleachers in different parts of the facilities along
with an office and pro shop. The Brownsville Tennis Center is located at #3 Event Center, Brownsville, Texas 78521.
Section 4–2 Lodging
There is no host hotel for the tournament. Teams may stay at whichever property they choose.

Section 4-4 Spectator Information
Parking: Parking will be available for free on the north and south ends of the facility.
Entrances: Spectators may enter the facility through gates on the north and south ends of the facility, or through the front
entrance at the Pro Shop building.
Ticket Prices: There will be no charge for admission to the tournaments.
Section 5 – Tournament Operations
Section 5–1 Awards
The following awards will be presented at the awards banquet: Player of the Week in the spring, Player of the Week in the fall, reg-
ular season champion trophy, Coach of the Year, Freshman of the Year, Player of the Year and the All-Conference First and Second
Teams. The First and Second All-Conference teams shall each consist of six singles players and three doubles teams selected on the
basis of regular season conference play.
The Tournament Champion trophy will be presented at the completion of the men’s and women’s tennis tournaments. The All-Tour-
nament team shall be announced on Tuesday, May 3. Ballots will be distributed at the coaches’ meeting prior to the tournaments
and are due back to the conference office by noon MT on Tuesday, May 3. The All-Tournament team shall consist of six singles
players and three doubles teams selected on the basis of tournament play.
All participating coaches are required to cast a complete ballot for the above awards. Athletes and coaches from institutions
whose coaches do not vote or do not complete the entire ballot will not be considered for the awards.
Section 5–2 Awards Banquet
The student-athlete awards banquet will be held on Thursday, April 28 at 6:30 p.m. in the UTRGV Brownsville Campus-Student
Union, El Gran Saloon Ballroom located at One West University Boulevard, Plains Capital Bank El Gran Salon, Student Union,
Room 2.36, Brownsville, TX, 78520. Dinner will be served, followed by the presentation of awards. Only those listed on the Official
Travel Party Form will be provided a meal. Family and friends may attend the banquet to view the presentation of awards only.
The banquet is expected to last 60-90 minutes. Attendance is required by all teams and dress for the awards banquet is business
casual.
Section 5–3 Balls
The type of ball used for the men’s and women’s tennis championship shall be an extra-heavy duty Wilson U.S. Open Tennis Ball as
provided by the Conference. Three balls shall be used for each match except the ball must be changed at the end of the second set
and three additional balls provided for play in the final set. The ball change in singles is a can of balls for each set (3 balls per set)
and four balls in doubles pro-sets. Institutions shall provide their own balls for any practices related to the tournaments.
Section 5–4 Banners
Signs or banners promoting the participating institutions are permissible under the following circumstances: (1) they are hung
only in areas designated by the host institution, and (2) the tournament manager approves their appearance and content.
Commercial identification on banners cannot be visible.
Section 5–5 Cancellation of Tournament
In the event the Conference tournament is unable to be completed, the highest seeded team shall be the automatic qualifier to
the NCAA Tournament. Should the highest seeded team not be eligible for NCAA post-season play, the second highest seeded
team shall represent the Conference.
Section 5–6 Coaches’ Meeting
A tournament meeting with the coaches and institutional representatives will be held on Thursday, April 28, at approximately
1:30 p.m. in the Players’ Lounge at the Brownsville Tennis Center to review tournament procedures, rules and policies. Attendance
by each head coach is mandatory. The meeting is expected to last no longer than 30 minutes.

Section 5–7 Court Assignments
The host team’s matches are considered feature matches and shall be assigned accordingly. Courts 1-2 shall be considered the pre-
miere courts throughout the tournaments. On Friday and Sunday, all matches shall be played on Courts 1-2 and 5-8. On Saturday,
Courts 1-2 and 5-8 shall be used for one match, and Courts 3-4 and 13-16 shall be used for the other match. Courts 9-12 shall be
used for warm-ups and practices.
Section 5–8 Court Conduct
Players and coaches shall conduct themselves in an ethical manner consistent with accepted tennis etiquette at all times. Use of
profanity, obscene gestures, or unsportsmanlike conduct shall subject the offending player to penalties prescribed by NCAA rules
and/or the Compliance and Enforcement section of this Code.
[1] A player will be penalized in accordance with the point-penalty system for engaging in any unsportsmanlike conduct in
cluding, but not limited to:
[i] Cursing in any language
[ii] Throwing a racket
[iii] Making obscene gestures
[iv] Stalling
[v] Any other conduct that is intended to disrupt the course of the match (i.e., trading insults with the crowd), or adversely
affect the concentration of the opponent.
[vi] Arguing with the chair umpire.
[2] If it is mandatory that the chair umpire and/or championship referee enforce the ITA point-penalty system in the event
there is a delay in play or unsportsmanlike conduct, the point penalties shall be assigned as follows:
[i] Point penalty
[ii] Game penalty
[iii] Disqualification upon consultation with the championship referee and conference representative.
[2] Should a player be disqualified, they are barred from any further competition at the tournament site.
[3] Players may be defaulted or penalized due to tardiness. This decision will be made by the championship referee with the
approve of the Conference representative, which always remains the ultimate authority on all such championship issues
and policies.
[4] If an umpire overrules a player’s call three times in a match, the offending player will lose a point. If it occurs a fourth
time, a game will be lost, and on the fifth time, the match will be defaulted.
Section 5–9 Courtside Coaching
The head coach or assistant coach may sit courtside during play. A player, designated by the head coach at the beginning of the
match as an assistant coach, may be included in the courtside seating. Coaches may talk to players as long as play remains contin-
uous and it does not interfere with play. Coaches may talk to players up to a maximum of one minute while players are changing
sides. No one shall be allowed on the playing court or an adjacent court except the participants or in the case of injury.
Section 5–10 Format
Tournament Format
The format for the championship is a single elimination team tournament with a straight-draw five-team bracket. The top three
seeds receive a first-round bye.
Match Format
The matches shall be regulation dual matches with three (3) six-game, pro-set doubles played for one team point, followed
by six singles matches, each valued at one team point, played in best-of-three sets. No-Ad scoring will be used and a 12-point
tiebreaker will be played at six-games-all in doubles and at six-games-all in singles. The team winning four or more team points
advances in the tournament bracket.
During the tournament, all matches will be stopped after the doubles point is decided. All remaining individual matches will
be stopped once a team winner (four points won) has been determined. The score will only reflect completed matches.

Section 5–11 Games Committee
The games committee shall consist of the host institution’s tournament manager, the tournament’s head referee and the Conference
office representative on site. The committee will meet to determine action on inclement weather, protests or any other unusual
circumstance that may occur.
Section 5–12 Hospitality
Player Hospitality
Hospitality for student-athletes will be available at the Brownsville Tennis Center located in the tent on the south side of the
main clubhouse. Hospitality will be available one hour prior to the start of the first match each day and will remain open until
the conclusion of the final match. Fruit, granola bars and water will be provided.
Coach/Media/Administrator Hospitality
Hospitality for coaches, working media, administrators, and event staff will be available at the Brownsville Tennis Center in the
players’ lounge. Light breakfast items (coffee, fruit, bagles), drinks, light snacks and lunch will be provided each day.
Official Hospitality
Hospitality for officials will be available in the officials’ room, located next to court 3. Light breakfast items (coffee, fruit, ba-
gles), drinks, light snacks and lunch will be provided each day.
Section 5–13 Inclement Weather
ITA regulations will be followed. In the event of rain or sustained winds exceeding 20 miles per hour, the matches shall be sus-
pended until the weather subsides. The games committee shall make the decision whether or not to suspend the championship
in the event of inclement weather. The procedures to follow in the event of inclement weather, including interruption of play
policy, shall be discussed at the coaches’ meeting prior to the tournaments.
Section 5–14 Introductions
All student-athletes will be announced prior to the matches. Teams shall line up on the main court. The National Anthem will be
played prior to the first dual match of each day of the tournament.
Section 5–15 Injury Time-outs
In the event of an injury, ITA rules shall be followed. A player will have three minutes from the start of treatment to resume play.
Section 5–16 Lineups
Each institution shall enter a team consisting of six singles players and three doubles teams. Seventh and eighth singles player may
be entered as alternates. For rules and information on lineup changes during the tournament, please see section 5-31 ‘Substitutions’.
The below procedures shall be followed in submitting lineups:
[1] Monday prior to the first match of the Tournament (No later than 9:00 a.m. MT) – Coaches submit lineups and player
position(s) record to the Conference office.
[2] Monday prior to the first match of the Tournament (No later than 11:00 a.m. MT) – Conference office forwards the sub-
mitted lineups and player position(s) records to each participating school’s coach.
[3] Monday prior to the first match of the Tournament (No later than 5:00 p.m.- MT) – Coaches submit protests to the Con-
ference office in writing.
[4] Monday prior to the first match of the Tournament (No later than 5:00 p.m. – MT) – Conference office, in the event of a
protest, will notify all involved coaches.
[5] Monday prior to the first match of the Tournament (No later than midnight MT) – Coach(es) whose lineups have
been protested must provide an explanation/defense.

[6] Tuesday prior to the first match of the Tournament (No later than 11:00 a.m. MT) – Conference office will send all coaches
the protest, along with the explanation and will request a vote on the two scenarios. The coach whose lineup has been
protested is not permitted to vote on his/her lineup.Voting is mandatory by all other coaches. Coaches’ decision is final and
may not be appealed.
Lineup Forms are available at http://wac.org/forms.html. In the Tennis section of the table, click the Lineups Form to complete
the form and then submit it electronically to kpreble@wac.org. Please note that if a match is bewteeen two schools from the
same conference, any protest must be sent directly to and handled by the conference office, and the ITA is not permitted to be
involved. Match and Lineup protest forms can be found in Appendix 3.
Section 5–17 Locker Rooms
Individual locker rooms are not available at the Brownsville Tennis Center. There are restrooms with showers in the main building.
Towels will be made available upon request. Request for towels can be made to Ashley Elwell at 210-831-9868 or ashley.elwell@
utrgv.edu.
Section 5–18 Media Services
Danny Elizondo (daniel.elizondo@utrgv.edu | 956-533-7357) will serve as the media relations coordinator for the tournaments
and will be on-site each day. Each visiting institution should submit media lists to Danny. Megan McDonald (mmcdonald@wac.
org | 703-850-2677) will serve as the media representative from the Conference office.
Section 5–19 Medical Procedures
An athletic training area will be set-up next to Courts 1-2 and will be staffed on all practice and competition days. The training
area will be open two hours before all practices and matches. Visiting teams should coordinate with the host sports medicine
staff if use of the training area is needed outside of normal operating hours.
Ice bags and water will be provided at practices and matches. The following modalities and supplies will be available in the
athletic training area: water, cups, hot packs, ultrasound, E-Stim, laser, TENS, stretching, foam roller, ice, ice bags, Flexi Wrap, AED,
splint bag, crutches, and limited first-aid supplies.
Teams traveling without a Certified Athletic Trainer are required by WAC bylaws to bring a written request for treatment of a
student athlete. For athletes receiving additional treatments outside of ice and hot packs, the written request should include a
list of desired treatments. Special treatment and taping instructions should be included in the written request along with any
necessary supplies.

Section 5–20 NCAA Qualification
The winning men’s and women’s teams will receive the WAC’s automatic qualification to the NCAA Tournament.
Section 5–21 Officials
[1] Head Referee. The head referee and a deputy shall be secured by the WAC. The referee must be a certified USTA official
and his/her duties include:
[i] Ensuring that the championship is conducted according to the rules of the USTA with modifications by the WAC,
NCAA and ITA.
[ii] Ruling on defaults with regard to tardiness or improper conduct.
[iii] Assigning umpires to each match.
[iv] Assisting in scheduling of matches, including decisions concerning inclement weather or darkness.
[v] Rendering decisions necessary to ensure the proper conduct and operation of the championship.
[2] Number. In all singles and doubles matches, there shall be an official in the chair on each court. This count does not
include the Head and Deputy Referees.

[3] Solo Chair Umpires. The chair umpire shall keep the score of the match, ensuring that it is conducted under USTA, WAC,
NCAA and ITA rules.
[4] Payment. The Conference office is responsible for paying referees and officials.
Section 5–22 Post-Match Interviews
Coaches will be given a ten minute cooling off period before post-match interviews. The tournament media relations coordina-
tor will arrange post-match interviews with the visiting sports information director. If a team travels without a sports information
director, the tournament media relations coordinator will work with the head coach directly.
Section 5–23 Practice
The WAC will schedule all practices for Thursday and Friday of the tournament at the Brownsville Tennis Center based on match
times and travel arrangements. All teams will receive two hours of practice time on a minimum of two courts on Thursday. Seeds
1-3 will receive a minimum of one hour of practice time on a minimum of two courts on Friday.
If teams wish to practice at the Brownsville Tennis Center on Wednesday prior to the tournament, they are responsible for secur-
ing court time and paying for court usage. Participating teams may call the Brownsville Tennis Center (956-547-8326) to arrange
practice times. Times are available on a first come, first serve basis.
Section 5–24 Rules
Rules for play shall be those adopted by the NCAA for tennis and the ITA, unless modified in the Conference regulations.
Section 5–25 Scoring System
The scoring system adopted by the ITA for the NCAA tennis championship shall be used for the Conference championship.
Section 5–26 Seeding
Seeding for team position shall be determined by regular season Conference standings. The team with the highest winning
percentage of regular-season Conference matches played will be the Conference champion. Two or more teams that are tied
with the same Conference record shall be considered co-champions. In the event that all matches have not been completed due
to weather issues, the seeding for the Conference tournament and the determination of the regular season champion will be
determined as follows:
[1] Head to head competition
[2] Ranking in the top 75
[3] Ranking outside the top 75
[4] Win over common opponent
[5] Win over team in the top 75
[6] Coaches’ vote (to be conducted via conference call on the Monday prior to the tournament)
Section 5–27 Sportsmanship
All phases of intercollegiate athletic contests shall be conducted in a sportsmanlike manner. Each member institution shall
endeavor to instill and maintain principles of good sportsmanship for the guidance of all persons participating in or witnessing
contests. Conduct by student-athletes, coaches and other institutional athletics personnel which is patently unsportsmanlike in
nature is subject to sanction. An institution’s representatives shall refrain from making negative comments regarding another
institution’s student-athletes, teams, coaches, staff or the institution itself.
Each institution is responsible for maintaining such measures as necessary to assure orderly conduct of contests, including con-
trol of spectators who interfere with conduct of contests, and for maintaining standards of spectator behavior.
Section 5–28 Squad Size
The official squad size for the Conference championship shall be limited to eight (8) student-athletes.

Section 5–29 Stringer
A racquet stringer (Tennis Masters | 956-821-7329) will be available at the Brownsville Tennis Center throughout the tournament.
Cost will be $10 per racket, with teams providing their own string.
Section 5–30 Substitutions
Changes in the line-up for reasons other than injury or illness should be requested two hours before the scheduled start of the
match to the chair of the games committee. The games committee has the right to review and, if necessary, overrule a coach’s
decision regarding a line-up change based on the ability of the players and the matches during the last half of the season. Sub-
stitution due to injury or illness must be made prior to the start of the championship. The substitution shall be made at the No. 6
singles position or No. 3 doubles position. Others move up one position.
Section 5–31 Travel Party/Team Information Forms
The official travel party size for each women’s and men’s tennis team is 12 individuals. Each institution is required to complete a
Travel Party/Banquet Form, along with a Team Information Form. Forms are available at http://wac.org/forms.html. In the Tennis

(adocter@wac.org) by 11:59 p.m. on Tuesday April 26. No changes will be accepted after this deadline.
Section 5–32 Uniforms
Players are expected to dress in appropriate tennis attire.
Section 5–33 WAC Digital Network
Practice Presence
The WAC Digital Network staff is permitted to watch practice for research purposes and to engage in private conversations
with coaches immediately following practice.
Interviews
Coaches and requested student-athletes must be made available for WAC Digital Network interviews post practice and win-
ning coaches/student-athletes must be made available for post-match interviews at the tennis center and/or at the Awards
Banquet.
Section 5–33 Warm-Up
Warm-ups prior to each match may begin when the prior match is concluded, but not more than one hour prior to the match’s
scheduled start time. If a team is the first match of the day, they may begin warm-ups one hour prior to their scheduled match
time. There will be no warm-up with opponents. However, if the teams have not been able to take their 30-60 minute warm-up
before the start of the team match, a 10 minute warm-up with opponents is permitted.
