Introduction
Sightsavers is a disability-focused UK-based international non-governmental organisation
working in the fields of health, education and social inclusion.
Our vision is of a world where no one is blind from avoidable causes and where visually
impaired people participate equally in society.
Sightsavers is seeking to recruit a national consultant to support a European Union funded
inclusive education project in Chinsali zone, Muchinga Province, Zambia. The project will
ensure children with disabilities have increased access to a continuum of quality, inclusive
education. It will be implemented in in the 18 demonstration centres of learning – two Early
Childhood Education and Development (ECED) centres, nine primary schools, three
community schools, three secondary schools, and one youth resource centre.
The project has four outcomes
    1. Communities in Chinsali zonal cluster support children and youth with disabilities
       (CYWD) to access inclusive education, with a particular focus on girls.
    2. Education service providers have enhanced capacity to provide quality learning for
       CYWD, girls and boys, in mainstream education.
    3. Environments of schools and other learning centres are more inclusive for CYWD,
       especially girls.
    4. Stakeholders and policy makers consolidate voice and create a platform for advocacy
       for inclusive education.
Partners will include Ministry of General Education (MOGE) at national, provincial, district
and zonal levels and Zambia Federation of Disability Organisations (ZAFOD).
Funding has been obtained for four years and the project will begin in February 2021.

Areas of responsibility
The consultant will be expected to contribute to the successful implementation of the project
across the four outcomes.
Working with Sightsavers Country Office, Zambia and UK based technical staff, the
consultant will develop a workplan identifying ways they can contribute to the following areas
of activity:
    •    General project management support as stipulated by Country Director (CD) and
         Global Technical Leads (GTLs).
    •    Technical support on issues pertaining to inclusive education and disability.
    •    Support in the production of donor reports and other project documentation.
    •    Working with Zambia Country Office and local education stakeholders, design and
         develop social behaviour change (SBC) materials for teachers and other stakeholders
    •    The design and delivery of trainings

•    Participation in project meetings, including quarterly programme review and oversight
         (PRO) meetings

The work plan will need to be flexible in response to changing project realities.
The consultant will be expected to visit Chinsali district quarterly.

Deliverables
    a) Completion of an annual workplan (2021-2022)
    b) Contributions to project outputs: donor reports, SBC materials etc.
    c) Other necessary documentation.

Process
The consultant will be line-managed by the Country Director, Zambia Country Office, and will
also report to the Global Technical Lead, ECSA, where appropriate.
The consultant will be expected to work closely and collaboratively with a variety of local
actors, including:

    •    The Project Coordinator and Disability Specialist, Tusabilile Chapamo
    •    Other Sightsavers Zambia staff of based in the country office in Lusaka and the
         project office in Chinsali
    •    Government officials, representatives of organisations of people with disabilities, head
         teachers, teachers, community members, and other relevant stakeholders.

 vi.     Excellent interpersonal skills and high levels of cultural sensitivity
vii.     Excellent IT skills (including familiarity with Word)
viii.    Expertise and experience in inclusive education
 ix.     Report-writing expertise, including the ability to write succinctly, relevantly and clearly
  x.     Commitment to person-centred, context-sensitive, participatory international
         development

Desirable

   i.    Experience working in Zambia
  ii.    Experience working with children with disabilities
 iii.    Experience working with health systems

The successful candidate will be offered a one-year consultancy contract, renewable
annually over the course of the four-year project.
The consultancy will be part time – 20% per year (52 days) per annum.
Terms and conditions will be finalised after discussions with the consultant.
