   Summary:            Sam Wilson and Bucky Barnes realize that their futures are anything
                       but normal.

                                                         As Sam Wilson examines Captain Amer-
                                                         ica’s shield before placing it in a circular
                                                         bag, he recalls the last conversation he
                                                         had with Steve Rogers: he felt the shield
                                                         belonged to someone else.
                                                            Six months after the Battle of Earth,
                                                         in the skies above Tunisia, the U.S. Air
                                                         Force sends Wilson to rescue Captain
                                                         Vassant after his abduction by the ter-
                                                         rorist organization LAF, with First Lieu-
                                                         tenant Joaquín Torres providing ground
                                                         assistance. Wilson intercepts a plane hi-
                                                         jacked by Georges Batroc and his forces.
While attempting to retrieve Vassant inside, the resulting firefight ends up killing LAF’s sole pi-
lot, dooming the aircraft. Batroc’s troops retain hold on Vassant as they all disembark the plane,
with Wilson following them. Batroc’s aerial reinforcements arrive in an attempt to disrupt Wil-
son, damaging his Falcon suit. Batroc’s forces board their exfil with Vassant, aiming to reach
the Libya border to prevent the U.S. Military from legally continuing their assault. As Torres pre-
pares to fall back, Wilson successfully rescues Vassant and forces Batroc to the ground. While in
a Tunisian city, Wilson repairs his suit as Torres debriefs him about LAF: a group of anarchists
calling themselves the "Flag Smashers," looking to revert the world to its inter-Blip state.
    Returning to Washington, D.C., Wilson retires the late Rogers’ shield to the Smithsonian,
wanting to preserve and celebrate his legacy. He meets with fellow Avenger James Rhodes as
the two ponder about the Blip’s effect on the world: alliances broken, with nobody remaining
"stable."

    In a nightmare, Bucky Barnes revisits his days as the Winter Soldier, single-handedly am-
bushing a group of men. A young, innocent bystander nearby fails to escape and pleads for
his life to the Winter Soldier before being shot dead. In the present, while in pardon-mandated
therapy, Barnes is reluctant to confess to Dr. Raynor about his recurring nightmares. When
Raynor threatens to report Barnes’ behavior, Barnes reveals that as part of his process of "mak-
ing amends," he was able to track down and detain a HYDRA member whom the Winter Soldier
helped get elected to Congress. Inspecting his phone, Raynor discovers that Barnes has minimal
contacts and has been ignoring texts from Wilson. Barnes confesses that after 90 years of con-
stant combats, he seeks a life of peace, but Raynor urges him to reject isolation. In the streets
of Brooklyn, Barnes breaks up a fight involving Yori Nakajima and his neighbor. While having
lunch, Nakajima goads Barnes into dating Leah, a waitress working at the restaurant. Observing
the red bean mochi, Nakajima soon breaks down in memory of his late son, noting that it was
his favorite food. He reveals to Barnes that his son was murdered while working abroad, which
troubles him.
    Sam Wilson drives down to Delacroix, Louisiana to meet up with his sister Sarah, a survivor
of the Blip who has maintained her struggling seafood business. As Sarah prepares to sell the
family boat, Sam urges her to take out a loan to repair it and turn their financial situation
around. Meanwhile, Barnes meets up with Leah in the evening for their date. The two share
details about their lives, although Barnes dodges the questions that cover his past. It was not
until Leah began bringing up Nakajima’s son to Barnes that he abruptly left the eatery and
attended to Nakajima at his apartment. There, he noticed a photograph of a young man on
Nakajima’s shrine: the young bystander whom the Winter Soldier had shot dead in the past.
Barnes flees.
    In Switzerland, Torres continues to track down the Flag Smashers when he finds a group slid-
ing on masks. Confused, Torres puts one on, but it soon became apparent that he has wandered
into the middle of a robbery led by the same terrorist organization he was searching for. A local
cop attempts to arrest the masked Torres, but he is able to escape. A Flag Smasher is shown
knocking away a cop with superhuman force. When Torres attempts to confront the terrorist, he
is knocked unconscious.
    At the bank, Sam and Sarah Wilson are denied a loan, forcing Sam to fix the boat himself,
although his efforts prove fruitless. A recovered Torres sends him footage of the Switzerland
incident. As Sam observes the video, Sarah alerts him to the television for a WHiH World News
breaking report: the U.S. Government has appointed a new Captain America, one who "embodies
America’s greatest values". Sam watches in anger as he sees an unknown white man brandish
Rogers’ shield.

   Summary:            John Walker is named Captain America, and Sam Wilson and Bucky
                       Barnes team up against the rebel group, the Flag Smashers.

                                                       Captain John Walker is in his old high
                                                       school’s locker room, reeling from his ap-
                                                       pointment as the next Captain America.
                                                       His friend Lemar Hoskins arrives to help
                                                       him prepare for his interview in front of
                                                       the stadium audience and on national
                                                       television. On TV, Walker, despite being
                                                       a highly-decorated soldier, admits that it
                                                       would be a tough job filling in the shoes
                                                       of his idol and predecessor, Steve Rogers.
                                                           Among those watching the interview
                                                       is Bucky Barnes, who angrily confronts
                                                       Sam Wilson about giving up Rogers’
                                                       shield to the U.S. Government. Wilson’s
                                                       drone Redwing is able to track the Flag
Smashers down to Munich; Barnes tags alongside Wilson for the mission despite the latter’s
wishes. In the middle of a forest stood a ruined warehouse, where they find the Flag Smashers
transporting vaccines to trucks. The two attempt to stealthily ambush the group, but Redwing’s
heat vision discovers an apparent hostage in a truck, prompting them to chase the transports.
   Barnes breaches one truck and finds a young woman inside, but quickly realizes that she is
not a hostage when she attacks with super strength. While the Flag Smashers pin down Barnes,
the woman destroys Redwing and fends off Wilson. Walker and Hoskins arrive via helicopter to

aid the two Avengers, having used Redwing to track their location. Barnes is left hanging from
the transport’s chassis, and while Wilson rescues him, Walker and Hoskins are overpowered and
forced off the vehicle.
   As Barnes deduces that the eight Flag Smashers are enhanced by a super-soldier serum,
Walker offers him and Wilson a ride to the airport, which they reluctantly accept. Walker explains
that while the Global Repatriation Council manages resources for the blipped refugees, he and
Hoskins are assigned to maintain order throughout the world. He also unsuccessfully tries to
recruit the two to his cause, while attempting to assure Wilson that he is not trying to mimic
Rogers’ persona, but rather trying to become the best Captain America he can be. Meanwhile,
the Flag Smashers take refuge inside the home of a supporter. Their leader receives a threatening
text from an unknown number, and the group quickly discovers that Interpol had issued arrest
warrants for all of them, prompting them to purge all traces of their identity.
   Arriving in Baltimore, Barnes brings Wilson to the home of Isaiah Bradley, a super-soldier
whom Barnes fought during the Korean War as the Winter Soldier, to recruit him against the
Flag Smashers. At the mention of the appearance of more super soldiers globally, however, Isaiah
quickly breaks down, recalling his 30-year imprisonment as an experiment following the War,
before forcing them out of the house. Wilson is infuriated at Barnes for not informing him and
Rogers about the existence of an African-American super-soldier. Their heated argument attracts
the attention of the police, who attempt to racially profile Wilson. After discovering their identities,
the police instead arrest Barnes for missing his pardon-mandated therapy session.
   Walker arrives at the detention facility to release Barnes, while Dr. Christina Raynor forces
him and Wilson into a therapy session as part of their release. As Raynor uses a couples-related
exercise to get the two to talk to each other, Barnes tells Wilson that by giving up the shield, he is
essentially throwing away Rogers’ legacy and all that he stood for, as well as his trust. Impatient,
the two abandon therapy to find Walker outside, who informs them that the identity of the Flag
Smashers’ leader is named Karli Morgenthau, and that the group has been spotted in Central
Europe.
   As they are free agents, Barnes and Wilson decide to separate from Walker to confront the
Flag Smashers. Meanwhile, at an airport, the group is loading their boxes of stolen vaccines in
an airplane as authorities close in. However, a Flag Smasher sacrifices himself to buy enough
time for the plane to take off. Taking Isaiah’s word to heart, Barnes gets the idea to visit Helmut
Zemo in prison, seeking to extract all of HYDRA’s secrets from him.

   Summary:            To find the source of the Super Soldier Serum, Sam and Bucky must
                       scale a ladder of low-lifes starting in Madripoor with Zemo.

                                                          In a campaign to track down the Flag
                                                          Smashers and any civilian allied with
                                                          them, GRC forces led by John Walker
                                                          infiltrate a hideout in Munich that had
                                                          harbored the anarchists. As the men in-
                                                          side speak German, Lemar Hoskins is
                                                          brought in as a translator, but the two
                                                          deduce that the group had already ran
                                                          elsewhere. Despite multiple unproductive
                                                          rounds, Walker decides to continue find-
                                                          ing civilians.
                                                              In Berlin, Bucky Barnes decides to
                                                          visit Helmut Zemo in his cell alone, due
                                                          to their histories with HYDRA and Sam
                                                          Wilson’s status as an Avenger. Knowing
that super soldiers go entirely against Zemo’s beliefs, Barnes reveals to him about the existence
of multiple super soldiers running rogue throughout the world, later helping him to break out of
prison by initiating an inmate brawl to create a distraction. Wilson is reluctant to accept Zemo
as an ally, but relents on the condition that the Sokovian would be under their supervision.
   Zemo informs the two he spent years hunting down HYDRA affiliates who worked on the
serums, and has no intention with leaving his mission incomplete. He then leads them to
Madripoor, a criminal sanctuary located in the Indonesian archipelago, where the three assume
the identities of the local criminals for a disguise. Meanwhile, Karli Morgenthau is at a GRC camp
in Riga, Lativa, comforting and mourning her dying mother.

    At a bar, Zemo uses a Russian trigger phrase making it appear to activate the Winter Soldier
within Barnes, causing a ruckus that earns them a meeting with Selby. Upon offering Barnes
as a bargaining tool, Zemo learns from Selby that Dr. Wilfred Nagel is the one responsible for
the recreation of the serum, having been hired by the Power Broker. Before Selby can offer
Nagel’s location for a fee, Sam Wilson receives a call from Sarah, and is forced by Selby to put
it on speaker. The call blows Sam’s identity, forcing Selby to be killed, and the three to flee the
premises.
    The entirety of Madripoor is alerted to Selby’s death, with a bounty placed on Zemo, Barnes,
and Wilson. A mysterious figure guns down several bounty hunters, later revealing herself as
Sharon Carter. Having stolen Steve Rogers’ shield, she is now a fugitive living off the grid on
the archipelago. Wilson offers to obtain a pardon for Carter in exchange for her help in tracking
Nagel’s location, to which she accepts. At a shipyard, Carter brings them to Nagel’s laboratory,
hidden inside several shipping containers.
    While Carter remains outside to fend the lab against the remaining bounty hunters, Nagel is
interrogated at gunpoint about the serum; revealing that he was recruited into HYDRA’s Winter
Soldier program after Zemo had killed them in Siberia, only to be brought into the CIA once
HYDRA collapsed. Using blood samples from an American super soldier, Nagel was able to isolate
the stable particles which comprised the serum. Upon blipping five years later, he took his work
to the Power Broker, who eagerly hired him. Nagel later revealed that he was able to produce 20
vials of the serum, which were stolen by Morgenthau.
    As more bounty hunters close in on the lab, Carter storms in to alert the men, only for Zemo
to suddenly shoot Nagel dead. The lab is destroyed by an RPG, and a firefight erupts at the
shipyard. Zemo, slipping on his purple mask, defeats multiple bounty hunters before stealing a
getaway vehicle from inside a shipping container. While Barnes and Wilson rejoin the Sokovian,
Carter remains behind, as she is a fugitive of the United States.
    In Lithuania, Morgenthau mourns her mother’s death while she reminisces with fellow Flag
Smasher Dovich about what their lives were like before the Blip caused their displacement. The
Flag Smashers later raid a GRC facility for their materials, aiming to deliver it to the displaced
children sitting in the camps. The facility is then set ablaze with people still inside. Meanwhile,
Walker and Hoskins arrive in Berlin only to find out Zemo had escaped, knowing Barnes and
Wilson were involved.
    Looking forward to meeting with Morgenthau, Zemo redirects them to Riga. There, Barnes
separates from the two to investigate mysterious beads littered on the street. He comes face-to-
face with Ayo, who demands Zemo’s location.

   Summary:            John Walker loses patience with Sam and Bucky as they learn more
                       about Karli Morgenthau.

                                                       During Bucky Barnes’ stay in Wakanda,
                                                       Dora Milaje member Ayo was assigned
                                                       to free him from HYDRA’s mental pro-
                                                       gramming of the Winter Soldier. After his
                                                       treatment, Ayo took him to a remote lo-
                                                       cation where she recited HYDRA’s activa-
                                                       tion words. However, it does not trigger
                                                       the Winter Soldier, much to their com-
                                                       bined elation.
                                                           In the present day, Ayo berates Barnes
                                                       for freeing Helmut Zemo, King T’Chaka’s
                                                       killer, from his incarceration. She gives
                                                       him eight hours before the Dora Milaje
move to capture Zemo. Barnes reunites with Sam Wilson and Zemo, where he informs the two of
the Wakandans’ involvement. He also briefs them on the fatalities from the Flag Smashers’ bomb-
ing of the GRC Supply Depot. While Zemo remarks that the heightened "supremacist" mindset
embedded within Karli Morgenthau would make it useless to approach her passively, Wilson in-
sists that they can redeem her. Noting that Morgenthau’s adoptive mother, Donya Madani, was a
well-known member of her community, the three head toward the GRC camp to find information
about her.
    Unbeknownst to them, the refugees in the camp are Flag Smasher sympathizers, and openly
refuse Barnes and Wilson’s requests about Donya Madani. Zemo approaches a group of children
and learns about Madani’s upcoming memorial later in the afternoon from a girl. While briefing
Wilson and Barnes, Zemo intentionally withholds intel to gain leverage over them, knowing that
his two "allies" will turn on him once they reach Morgenthau. Wilson calls Sharon Carter in
Madripoor, who has access to satellites. As Carter is recruited for recon duty, she shares that
the Power Broker has become frenzied after Wilfred Nagel’s death, and the group cannot afford
to lose Morgenthau.

    At a graveyard, Morgenthau and fellow Flag Smasher Nico retrieve their vials of the super-
soldier serum before heading to Madani’s memorial. Barnes, Wilson, and Zemo run into John
Walker and Lemar Hoskins on their way back to the camp. Walker wants to take Morgenthau
into immediate custody, but Wilson pushes to see her alone, noting her vulnerability from losing
a loved one. The rest remain behind, and Walker handcuffs Zemo to a furnace.
    While eulogizing her adoptive mother, Morgenthau sees Wilson at the memorial; they meet
after the gathering’s conclusion to talk. She declares her intentions to abolish the oppressive
system to Wilson. He notes that his sister Sarah had also suffered from their injustices, and that
while he supports Morgenthau’s cause, he cannot support her tactics. Suddenly, a patience-
expired Walker storms the room, leading Morgenthau to believe that Wilson is trying to subdue
her for Walker. Meanwhile, Zemo frees himself from his handcuffs before confronting and repeat-
edly shooting Morgenthau. This causes her to drop the vials of serum, which Zemo promptly
destroys.
    As Morgenthau and Nico flee, Walker knocks out the Sokovian with the shield and recovers
the only surviving vial. The Power Broker sends more texts to Morgenthau regarding the serum
she stole from Nagel, threatening to kill her if she did not produce said serum. Wilson tells Carter
to keep tabs on Walker, just as he and Hoskins arrive to apprehend Zemo. The Dora Milaje appear
shortly after for the same man, leading to a fight between Walker, Hoskins, and the Wakandans.
As Wilson and Barnes join in to break up the fight, Zemo slinks away into the sewers from the
bathroom.
    The Dora Milaje leave for Zemo once Walker is left pinned to a table and Barnes cannot
fight (Ayo momentarily removes his vibranium arm). Walker, humiliated at the prospect of being
defeated by a non-super soldier, leaves with Hoskins for a cafe where they fantasize about the
superheroics that come from the serum’s power. Morgenthau calls Sarah Wilson and threatens
her and her family if Sam does not arrive for another meeting alone. However, Barnes insists on
coming along with him. While attempting to reason with Morgenthau, Carter informs Wilson and
Barnes about Walker’s arrival, prompting the Flag Smashers to attack them both.
    While infiltrating the camp, Hoskins is abducted and tied up, leaving Walker alone. As Barnes
and Wilson arrive, Walker begins displaying superhuman force as he fights Dovich. As a horde
of Flag Smashers attacks the three, Hoskins frees himself from his restraints and rejoins his
allies, only to be accidentally killed when Morgenthau violently caves his chest inward with her
fist, sending him flying into a pillar. Attempting to flee with his fellow teammates, Nico is hunted
down by a vengeful Walker, who brutally murders him with the shield, to the horror of onlookers.
A sea of recording phones surrounds a now-mad Walker with the bloody shield as he attempts
to scout out Morgenthau.

   Summary:            Sam Wilson, Bucky Barnes, Baron Zemo, John Walker, and Karli Mor-
                       genthau must all deal with the fall out from their actions.

                                                       Having just publicly executed Nico, John
                                                       Walker runs away into an abandoned fa-
                                                       cility. With the death of Lemar Hoskins
                                                       and Nico’s murder still fresh in his mind,
                                                       he is confronted by Sam Wilson and
                                                       Bucky Barnes, who demand he give up
                                                       the shield. Walker retaliates by fighting
                                                       them both, momentarily incapacitating
                                                       Barnes and severely damaging Wilson’s
EXO-7 Falcon by destroying the wings. As he proclaims that he is Captain America, Walker at-
tempts to kill Wilson, but is stopped when Barnes pins Walker down. Wilson uses his remaining
thrusters to take Walker’s shield away, breaking one of his arms.
   In Riga, the GRC raids the camp in an attempt to find Karli Morgenthau, but can only subdue
her followers. Reuniting with Joaquín Torres there, Wilson is informed that government officials
are taking over and investigating Walker’s actions. Morgenthau is also revealed to be laying low
after Nico’s murder, with Wilson and Torres believing she will be rebuilding her forces and cover
during this time. As Wilson leaves the camp with the shield in tow, Torres is told to keep the
damaged EXO-7.
   Walker is summoned to a council of government officials in Washington, D.C. who strip him of
the Captain America mantle, OTH-discharge him from the military, and revoke all of his benefits

in retirement, leaving him frustrated and manic. As his wife Olivia suggests seeing Hoskins’ par-
ents to cope with the loss, the couple is visited by a woman named Valentina Allegra de Fontaine,
who voices her support with Walker’s actions, including taking the Super Soldier Serum. She in-
forms him about the legal gray area surrounding ownership of the shield before leaving behind a
mysterious contact.
    While wandering the abandoned GRC camp, Morgenthau– furious about the deaths of her
fellow Flag Smashers and Donya Madani– rallies her remaining teammates and plans to ramp
up their mobilization. At a memorial in Sokovia, Barnes confronts Helmut Zemo with a cocked
firearm. Zemo reiterates his belief that Morgenthau cannot be redeemed from her radicalization,
and because her influence stretches across the globe, the only reasonable solution is to kill her.
Barnes decides to disregard his advice. He aims the gun toward Zemo, only for him to reveal that
it is unloaded. The Dora Milaje arrive to detain Zemo for imprisonment in the Raft; he bids his
well-wishes toward Barnes before leaving. Ayo advises Barnes to distance himself from Wakanda
for the time being due to his role in Zemo’s escape.
    Wilson returns to Baltimore to visit Isaiah Bradley, wanting to know from his past. Bradley
informs Wilson that, along with him, a number of additional black soldiers were taken in to be
unknowingly injected with different versions of the serum. Despite the serum being unstable
within a vast majority of the recipients, they were all sent out on missions. While some began
dying off, some became prisoners-of-war After overhearing an officer’s desire to destroy the POW
camp to eradicate the evidence, Bradley infiltrated the camp alone and liberated his comrades.
Due to being the eventual sole survivor of the serum, Bradley himself was captured and experi-
mented on for the next 30 years. During this time, letters written to Bradley from his wife before
her death were not allowed to reach him.
    It was only until a nurse helped falsely declare Bradley dead that he was able to escape. A
distraught Wilson insists on sharing his story with the world. However, Bradley is adamant on
keeping his name buried in history, fearing the people who erased him from society would come
for him if news of his survival broke. He tells Wilson that America would not allow a black man to
be Captain America, nor would a conscious black man want to be. Wilson glances at the shield
before eventually leaving the house with it, calling his sister Sarah to inform her he would be
coming home.
    Sam learns from his nephews that Sarah could not sell the family boat, as it was a total
loss. He gets the idea to call the Delacroix community to come together to fix the boat, as they
are indebted to the Wilson family from years past. Barnes arrives with a case Ayo delivered to
him as a favor, and stays to help with the fix-up. During this, the two brief each other about
Morgenthau; while Torres would be drafting a plan to defeat her, Barnes mentions Zemo’s beliefs
about her. Wilson also convinces Barnes to stay in Louisiana despite the latter’s scheduled flight
out the following day.
    Elsewhere, Walker is with Hoskins’ family, hoping to bring them solace, "knowing" that he had
brought Lemar’s killer to justice. While walking out on the street, he encounters his promotional
poster on a wall. In Madripoor, Sharon Carter contacts Georges Batroc hoping to offer him a job.
Before Sam and Barnes could complete their boat repair, Sarah relieves them of their work. As
Sam begins to practice throwing the shield between trees, Barnes apologizes to him regarding
his previous frustrations about his decision to retire it, noting that its symbolism was the closest
thing he has left to a family.
    Wilson urges Barnes to stop apologizing to the people he had affected as the Winter Soldier
and start building meaningful closures with them, one-by-one. Before leaving, Barnes tells him
to give a call once he has a lead on Morgenthau. Motivated by Bradley, Sam insists unto Sarah
that they cannot afford to lose their boat, their totem of African-American history. With the belief
that Bradley’s pain and sacrifice would be for naught if no one continued to fight, he continues to
train with the shield that once belonged to his friend, improving his accuracy to near-perfection.
    Meanwhile, Morgenthau reveals to the rest of her teammates that she has hired Batroc: he
gets his chance to enact payback on Wilson, while the Flag Smashers gain the armed strength
of his forces, the LAF. As the GRC prepares to debate on the highly-controversial Patch Act,
which would force relocations of millions back to their home states, the Flag Smashers rally their
supporters all across Europe. A few supporters infiltrate the GRC building in New York City,
enabling a mass-hacking that disrupts the debate. Before the assault, Torres passes a lead to
Wilson about the locations of Flag Smasher incidents. Wilson then opens the case, marveling at

the sight of the gift from the Wakandans.
   In a mid-credits scene, Walker melts his military decorations to weld a personalized replica of
the shield.

   Summary:            As The Flag Smashers escalate their actions, Sam and Bucky take
                       action.

                                                        As the GRC Meeting Hall is placed under
                                                        lockdown due to a Flag Smasher assault,
                                                        Sam Wilson– donning the shield and a
                                                        new Falcon suit with the image of Cap-
                                                        tain America– flies into New York City as
                                                        Bucky Barnes approaches the building
                                                        on the ground. A pedestrian interrupts
                                                        Barnes and reveals herself as a disguised
                                                        Sharon Carter, who had arrived despite
                                                        her fugitive status.
                                                            Seeing Wilson’s arrival, Karli Morgen-
                                                        thau signals her allies to begin rounding
                                                        up the GRC senators via evacuation. As
                                                        Wilson infiltrates the building to stop the
                                                        evacuation, he is attacked by Georges Ba-
troc. A GRC senator hands Barnes a phone on the line with Morgenthau, who boasts that the
anti-resettlement movement is large enough to continue after her death. Barnes warns her that
she will remember the lives of the innocent killed in her campaign and urges her to abandon her
campaign, only for her to terminate the call.

    In the garage, the GRC senators file into armored trucks, where Flag Smasher Lennox uses
clamps to unknowingly lock them inside. Barnes hijacks a motorcycle and uses it to pursue the
transports, while Carter remains to kill Lennox using mercury vapor. Meanwhile, more senators
board a helicopter piloted by Diego, another Flag Smasher. Wilson abandons his fight with Batroc
to stop it from escaping.
    As Diego is armed, Wilson uses a restored Redwing to find that Ayla Perez, a GRC member
on-board the helicopter, has flight experience. He is momentarily diverted when Diego disables
a helicopter piloted by the NYPD, forcing him to rescue the pilots. Wilson then establishes a
contact with the senator, coordinating an attack: he pushes Diego out of the aircraft and into
the Hudson River while Perez takes over the controls, saving the bird. Elsewhere, Morgenthau
announces to her remaining Flag Smashers she plans on killing the hostages if their situation
goes south, which they reluctantly go along with.
    The Flag Smashers place blockades to stop the transports, but Barnes arrives to stop them
from hijacking. To cause a diversion, one truck is set on fire, forcing Barnes to rescue the sen-
ators. John Walker arrives with his crude homemade shield and fights the Flag Smashers, in-
tending to kill Morgenthau. Barnes is thrown into the Hudson, and Walker is pushed aside by
Morgenthau, who attempts to drive the remaining transport into the Hudson. Walker attempts
to pull the vehicle back, ignoring his opportunity to kill Morgenthau and discarding his shield,
but is knocked down as well.
    Wilson arrives in time to bring the truck back to the street and free the senators, to the
cheers of onlooking civilians. As he regroups with Barnes and Walker, Batroc fires smoke bombs
to cover the Flag Smashers’ escape underground, but Wilson uses heat vision to pursue them.
Carter lures Morgenthau and confronts her, offering her a chance to work with her again. Batroc
deduces Carter as the Power Broker, Morgenthau realizing he was hired as a means for her to be
spied upon. Batroc attempts to blackmail Carter with her identity for increased pay; she shoots
him dead but is wounded in the process.
    Outside, Walker and Barnes lure Dovich, DeeDee, and Gigi into the hands of authorities.
Wilson arrives in a final attempt to negotiate with Morgenthau and refuses to fight her even
as she furiously attempts to kill him. As she raises a firearm at Wilson, Carter fatally shoots
Morgenthau, who dies in Wilson’s arms. Wilson brings Morgenthau’s corpse to a medical team
outside and chastises the GRC senators regarding their plan to forcefully relocate millions, along
with their labeling of her supporters as "terrorists." Recognizing himself as a controversial bearer
of the stars and stripes, he urges them to consider the displaced’s view of the world, warning them
that the next Karli Morgenthau will rise should they fail to represent the people they are dealing
with. Among those viewing Wilson on live television include Joaquín Torres, Sarah Wilson, Isaiah
Bradley, and Eli Bradley.
    While Walker walks away from the scene, Carter apologizes to Wilson for killing Morgenthau,
who retains his promise to get her pardoned. At the behest of a GRC senator, he rescues Diego
from the Hudson to be apprehended alongside his comrades. However, as they are taken to the
Raft, they are killed when their transport explodes. Helmut Zemo’s butler Oeznik, watching from
a distance, secretly planted the explosive. At the Raft, the imprisoned Zemo delights in with the
news of the Flag Smashers’ demises. In the meanwhile, the GRC formally announces they are
leaving their plans of forced resettlement behind.
    Although no one is suspected, Valentina Allegra de Fontaine recognizes the scheme as Zemo’s
doing. Walker, with a modified suit sans the Captain America branding, is recruited by Fontaine
as a U.S. Agent. Back in New York, Barnes visits Yori Nakajima and reveals the truth behind his
son’s death. He sees Leah the next day while also leaving Dr. Christina Raynor his completed list.
Wilson visits the Bradley family in Baltimore, affirming to Isaiah that although those who came
before him bled for the country, it doesn’t mean he won’t stop fighting for it. Taking them to the
Smithsonian, he reveals he set up an exhibit to immortalize the Bradley story, bringing Isaiah to
tears.
    Wilson and Barnes return to Delacroix, where Sarah and the locals hold a celebratory cookout.
Watching the sun set on the horizon, the two brothers-in-arms carry on as Captain America and
The Winter Soldier.
    In a mid-credits scene, Carter receives an official pardon from the U.S. Government and
regains her former CIA position. Leaving the Capitol, she calls one of her contacts in Madripoor,
telling them she now has direct access to government resources that they can sell to the highest
