Candidates for the KSYSA Board of Directors for 2021 are also posted on the website and can be found by clicking here. Any District that did not have a candidate file for the position at the time of the 30 day deadline will nominations be accepted from the floor at the 2021 AGM. AGM BYLAWS & VOTING RIGHTS Article IX: Districts Section 1. General Section 3. Member Voting Rights KSYSA shall be divided into districts as determined by the Board of Directors. A. Safe Sport Implementation – Starting effective immediately all KSYSA Clubs and their coaches, team managers, administrators, board of directors, etc. are required to complete the SafeSport Certification. Unanimously approved. Shane Hackett Motioned a June 1st, 2020 registration date to sign current players, and open tryouts begin June 19th, 2020. Carol added a friendly amendment that we waive free agency as defined by our bylaws for the 2020 tryouts and reinstate the rule for 2021. Second: Cameron Alden. Unanimously Approved. All Subjected to Local health conditions. August 6th, 2020 Board Meeting: Shane Hackett motions to approve Sporting Wichita be approved as a Provisional Member. Second Gary Mitchell & Carol Cleek. KANSAS STATE YOUTH SOCCER www.kansasyouthsoccer.org “The purpose of the Kansas Youth Soccer Association is to promote, foster, and perpetuate the game of soccer throughout the State of Kansas.” President Report – Ron Schneider Since the AGM in February of 2020 the world through the pandemic has thrown hurdle after hurdle up. It is my privilege to happily report that, so far, we as a soccer community have gotten over the obstacles. That has occurred because I am lucky enough to have a great leadership team to work with and a strong community to serve. When Covid-19 struck so many aspects of how we do things had to be reconsidered. Most of us in the soccer world are not medical experts so we all have had to learn and adapt. As President, I participated in periodic US Youth Soccer national calls where folks shared their experiences positive and negative. Additional data was learned through Zoom meetings put on by United Soccer Coaches, US Soccer Federation, and US Youth Soccer. Not all states were as blessed as we were in terms of how much soccer was able to be played. Adding Joe Burger as our Executive Director in April of 2020 has been a very positive step for the association. There are a variety of ways listed in his report that he has stimulated expansion and growth of the game. We as a state association have moved in a member friendly direction while maintaining a stable budget. Navigating last year in a largely positive fashion came about because we as a community pulled together. All of us recognize the power of unity. With that continued spirit in place, I am looking forward to a strong year. I am both honored and humbled to continue as President. Sincerely, Ron Schneider – President 15 | P a g e
KANSAS STATE YOUTH SOCCER www.kansasyouthsoccer.org “The purpose of the Kansas Youth Soccer Association is to promote, foster, and perpetuate the game of soccer throughout the State of Kansas.” Executive Director Report – Joe Burger Since joining KSYSA in April of 2020, I have been working to improve the relationships and communication between the state association and our member organizations, referees, players and parents. From day one on the job, I was dealing with Covid-19 and striving to make sure our players, parents, coaches and families are safe. As a soccer community were working collectively to get the players to resume activities when it was deemed safe to do so. Our members did a fantastic job making sure this could happen by implement and adhere to the local restrictions and the KSYSA Recommendations on Club, Coach, Player and Parent responsibilities and protocols to make this happen. It is awesome to see that we as a soccer community have come together to support our children in a positive way to getting them back on the field and hopefully back to normal conditions in the near future. As we continue to grow and improve opportunities that support for our members, we looked how the State Association could add value, we have added the follow opportunities: Veo – Video System – Member Discount NCSA – Recruiting Service – Member & ODP Participant Discount Keeper Wars Ink – Goalkeeper Specific Events Kwik Goal – Equipment Discount Gyo Score – Online Gaming Platform (TBA in the near future) – Club Revenue Generation Opportunity KSYSA was able to strengthen our partnerships for players in ODP, State Events and Coaches Education with: Compass Minerals National Performance Center Soccer Master Kansas City Orthopaedic Institute Sporting Kansas City We have worked hard to make sure the updated rules that are in line with our bylaws over the past year. We have also, worked hard to create events that are club and calendar friendly as we continue to strive to improve the player experience. Moving the Fall State Tournaments Cups to Wichita was a positive as we were able to showcase the 1st class facilities and amenities Wichita has to offer. 16 | P a g e

Which includes having the largest Spring State Cup participation in history. All this would not be possible without the hard work and determination of our dedicated staff and Board of Directors. KANSAS STATE YOUTH SOCCER www.kansasyouthsoccer.org “The purpose of the Kansas Youth Soccer Association is to promote, foster, and perpetuate the game of soccer throughout the State of Kansas.” Director of Coaching – Paul Fabry With the challenges of COVID-19 impacting the many layers of life and programming across Kansas including facility closures and policy shifts to accommodate Covid-19 protocols and action plans, we are excited by the growth and progress during 2020. As a state association that works across boarders for programming, we also worked to manage the changes occurring within US Soccer, US Youth Soccer and each state we have relationships with. This impacted most notably coaching education/licensing and also the multi-state team events we run for ODP. Through these challenges though, we have created a great platform for further growth in years to come while working with our members (clubs/players/parents) in a positive way, demonstrating organization, communication and professionalism while setting new courses for Kansas Youth Soccer. Kansas Olympic Development Program (Kansas ODP) Review Restructured Kansas ODP for 2020-2021resulting in the following success: 2020-2021 2019-2020 Kansas ODP Tryout Numbers 541 264* Kansas State Pool Player Numbers 316 264* *there were no cuts in recent years, including the 2019-20 version, all players that registered were invited into program Increased player numbers and quality in each age group Increased competition for roster spots and within training/games Expanded Coaching Staff from 10 coaches to 34 ODP Coaches across state (coaches involved from Dodge, Garden, Liberal, Wichita and KC Metro areas), also added additional higher licensed/experienced coaches Built positive relationships with Clubs and club leadership to gain support and trust for the program to support state’s top players with ODP Went to watch players in their own environments for evaluation and identification for Kansas ODP to offer invites to tryout throughout year Guiding principles for the evolution of Kansas ODP 2020-2021: Provide pathways for players to stretch themselves beyond the borders of Kansas, while raising the game within Kansas. Leverage relationships and find more ways to connect the national governing bodies, colleges and professional leagues to KS ODP in a way that best benefits Kansas players capable of succeeding within this pathway. Be consistent in direction with long-term goals while remaining agile to adapt to the ever-changing soccer landscape, nationally, regionally and within the state to provide a relevant experience. Utilize KS ODP as a supplement to the development clubs provide players in their own environments daily and find more ways to have strong ODP-Club relationships with the best interest of the player at the core. Empower players to lead their own development and push themselves to their maximum potential while providing experience, support and services that they can utilize along the way. 18 | P a g e
KANSAS STATE YOUTH SOCCER www.kansasyouthsoccer.org “The purpose of the Kansas Youth Soccer Association is to promote, foster, and perpetuate the game of soccer throughout the State of Kansas.” Highlights of the 2020-2021 KS ODP Cycle (2004-2009 birth-years): More emphasis on “Identifying” talent and “selections” as players compete for spots in ODP: o Tryouts held at three locations around state (KCK, Dodge, Wichita) o “Call Back” tryouts for those players selected within the 1st round of tryouts o “State Team” selections for events from top players in the state training pool for each age group o Club DOC recommendations for ODP players o Utilizing “scouts” to help identify players to get involved (Scouts to include State DOC, KS ODP coaches, Club DOCs, College coaches, etc.) Training within State Pool level for those selected January Kansas ODP Day (Wichita- Indoors) – Full Day of multiple ODP Offerings including classroom sessions, field sessions and futsal tournament College Coaches running KS ODP sessions as guest coaches Increased Player Feedback through multiple forms VEO - Video and video editing provided to players for increased player-coach communication, player highlights and player college search process NCSA – Connection to the world’s largest college recruiting network for players and team profiles for events Techne – individual technical training app for players to utilize on own MLS Connection to USYS ODP (Scouting and other pathway for both boys and girls) Club DOC recommendations for potential ODP coaches from across the state Kansas ODP State Pool Player Enhancement Webinars (Sports Psych and Physical Performance) ODP Winter Friendlies – Hosted by KSYSA (Overland Park, KS) December 2020 2009-2004 age groups, Boys and Girls 62 teams registered for 2020 (77 teams in 2019) 5 State ODP Programs participated in 2020 (Dakota ODP, KS, MO, NE)* - IL and IA not able to participate this year due to Covid restrictions. -In 2019, 5 states participated. ODP Interregional Showcase – Hosted by KSYSA (Memphis, TN) February 2021 2009-2004 age groups, Boys and Girls 120 teams registered for 2021 (132 teams in 2020) 9 State ODP Programs participating in 2021 (AL, AR, IN, IA, KS, MS, MO, NE, TN) *- IL, OS and KY not able to participate this year due to Covid restrictions. -In 2020, 10 states participated. Unfortunately, we had to cancel the event the week of due to sub-zero temperatures in Memphis Centers of Excellence (COE’s) – Winter Camps 47 players, boys and girls with birth years of 2010, 2011 and 2012 registered in 2020- 21 (In 2019-2020, 50 players registered) 2 locations used- KC Metro and Wichita (*Salina not used due to facility closures from Covid restrictions) 19 | P a g e
KANSAS STATE YOUTH SOCCER www.kansasyouthsoccer.org “The purpose of the Kansas Youth Soccer Association is to promote, foster, and perpetuate the game of soccer throughout the State of Kansas.” Coaching Education Review US Soccer has been and continues to adjust license curriculum and layouts to adjust for COVID restrictions across the US to include more virtual and blended portions of courses to accommodate each state based on their return to play protocols. This has taken time and they also had to work to complete courses that were halted mid-way through due to covid at all levels. *There were no courses able to be offered /completed during quarantine and throughout the transition of curriculum for almost 5 months during 2020. KANSAS STATE YOUTH SOCCER www.kansasyouthsoccer.org “The purpose of the Kansas Youth Soccer Association is to promote, foster, and perpetuate the game of soccer throughout the State of Kansas.” Treasurer – Gary Mitchell Annual Treasurer Report The KSYSA 2020 financial report, which can be found in the Appendix section of the 2021 AGM Booklet, pertains to the August 31, 2020 fiscal year-end reports, along with the previous year for comparison analysis. The annual tax returns for the fiscal year ending 08/31/2020 will be prepared by the accounting firm of Bellwether Tax & Accounting. KSYSA is in a “Good” financial position, especially given the impact COVID had on Soccer in 2020. Even with the lower number of Kansas youth players, we still maintained the same level of “Current Assets” and “Current Liabilities.” While we experienced over $300,000 of lower revenues from 2019, we also controlled our expenses to achieve a “Break-Even” financial year. With COVID vaccines making its way through our soccer communities, I anticipate 2021 to be stronger than 2020. Therefore, I have no concerns of this “Good” financial status changing in the near future. During my six-year involvement with KSYSA, we have increased our Current Assets by approximately $300,000. There was only one fee increase during this time, and that was a “direct pass-through” to pay the increased fee from USYSA. This is a great reflection on the manner the Board of Directors, along with the KSYSA Staff, have managed this entity. We also took control of the KSYSA Foundation Assets of $140,000 during this period. We are utilizing the dissolved KSYSA Foundation funds for providing education to our referees, and also to provide interim-year background checks to continue our efforts to provide a safe environment for our youth soccer players I have continued enforcing “controls” to reduce any risk of fraudulent activities for KSYSA. These “controls” include the following: o Check Writing, Online Banking Transfers, and Signature control o Utilization of a third-party bookkeeping service o Restricting all employees access to payroll, and using a reputable third-party payroll system o Mandating Government Compliance of Employees and Contractors providing Service to KSYSA o Mandating Background Checks on all individuals employed or contracted with KSYSA o Monthly reviews and reconciliations o Restricting Employed staff access from making changes to the KSYSA Accounting information o Providing detail reports and reconciliations to the Executive Board members o Providing detail reports to the Executive Director Respectfully, Gary Mitchell – Treasurer 23 | P a g e

The number of new referees has dropped, as has the number recertifying. At the same time the number of games has increased, and that has left us with a situation where we cannot cover all the games on some weekends. Referee Coaching Program (Mentoring) Due to the support of KSYSA, and many of our local leagues, Kansas has a healthy referee coaching (mentoring) program. Our coaching program concentrates on the Grassroots referees, and focuses on two basic concepts: hustle and call fouls. The program has been expanded to include a second tier which allows for more advanced coaching of our more experienced officials in the local leagues. The outline of the program has been attached to the report. The report will show you how referees are evaluated and trained. REFEREE ACADEMY Recruitment Most of our new referees come from the ranks of players, and so we are asking for your help in recruiting new referees. Any ideas that you, as clubs, may have in order to get your kids certified we are open to listening and discussing. This may include club organized clinics, or encouraging parents to become certified. Experienced youth players can be certified 100% on-line or in a 4 hour time frame if we can set up times when you have groups together - all they need is a laptop or tablet. The Hall of Fame Selection Committee selected three amazing individuals who had a major impact on soccer in Kansas. The league was able to hold Summer and Fall tournaments and a Fall league session with proper COVID-19 protocols after the Spring session was halted. Heartland continues to use the referee mentor program to educate young refs and increase the number of refs in the district, though currently we are running behind on Refs for 2021 due to Covid-19. The Scheels store in Overland Park allows HSL to hold education and recertification classes for the refs several times a year. We are still trying to work with GSI and Challenger Sports to help with the referee mentoring program since they receive the benefit of it. We scheduled over 1300 games. 2020 Fall was a return to normal for most after the spring 2020 season was canceled due to the Corona virus pandemic. We instituted and enforced all local and state mandates. It was a catch 22, trying to get the kids back to playing competitive soccer and ensuring that our parents felt safe enough to come out and watch. We limited the number of spectators to 2 initially and have just increased spectators to 4 recently. AREA TOURNAMENT NUMBERS: Fall 2020 Stryker Sports Complex hosted the Stryker Cup in August, The Wichita Open in September, The Wichita Fall Invitational, Stryker Season Finale. We were also grateful to host the 2020 Fall Kansas State Cup and Presidents Cup events. Spring of 2021, we have hosted Stryker Spring Opener and will also have Air Capitol Cup, Wichita Spring Invitational and the Stryker Memorial Day Challenge. Stryker is also excited to host the KCAC Women’s and Men’s Championships in April, NJCAA Region 6 Championships in May and NJCAA National Championships for Men and Women in June. Overall Consensus of Soccer in the Wichita Community: Soccer is strong in the Wichita Community. Soccer families have rolled with all that has been thrown at them over the past year. Last December WRSA/Wichita Sports Forum joined forces and created the largest futsal league that Wichita has ever had. We had 82 teams and used the basketball courts at Wichita Sports Forum.
