To all potential Rescue College participants:
The 2018 Rescue College Committee wants to help you understand our brochure since in the past we have
had opportunities arise that we hope can be addressed in this letter.

We have divided this year’s brochure into several sections:

                                   EMS programs for EMS Certification Levels
                                           Management Programs
                                         Technical Rescue Programs
                                           Youth Rescue Programs
                                             Instructor Programs
We want you to take as many programs as you wish; however, when registering, please make sure that your
courses do not conflict in begin and end dates.
Some programs require special PPE so please look at the beginning of the Technical Programs or within the
descriptions to verify the need for those items.
If there are book fees or specialty fees, we have attempted to provide those within the course description.
Please note with your class acceptance letter from the instructor, we will try to verify the cost of the books
since they can change after the printing of this brochure.
Some of the Technical Rescue Programs require that you have other certifications before taking them and we
have noted those requirements within the course description. If a course requires you to hold another
certification you MUST mail a copy of it with your registration. If it is not submitted with your registration, your
registration will be returned as incomplete.
All VAVRS Instructor programs require that you hold either instructor certification with:
Virginia Department of Fire Programs, Virginia Office of EMS, Virginia Department of Criminal Justice
System, Accredited Instructor Certifications or you will be required to take METHODS OF INSTRUCTION.
This course is offered twice a year: at the VAVRS Spring BOG and at the annual Rescue College. In the
course description you will find the dates of the Spring BOG and the annual Rescue College. If you currently
hold any of the instructor certifications you MUST submit that documentation with your registration. If it is not
submitted, your registration will be returned as incomplete.
The VAVRS Instructor programs require that you hold basic certification and take a pretest on which you must
score an 80 to successfully qualify for the program. These pretests are available by contacting the VAVRS
State Office who will supply you with the contact information for the Course Coordinators and/or Instructor
Trainers who will administer them. You will need to make arrangements to take the pretest (s) prior to the
deadline of Monday, March 26, 2018. Please note the pretests are good for two Rescue Colleges.

                                    THE VAVRS STATE RESCUE COLLEGE
                                    is held annually to offer basic and instructor level training programs.
                                    State Rescue College provides training that enables providers to become
                                    better qualified in the many phases of basic and specialized rescue
                                    services statewide.

                                    OUR GOAL
                                    is to increase the level of patient care provided statewide.         By
                                    successfully training candidates who exhibit advanced knowledge and
                                    leadership skills in a particular VAVRS course to become qualified
                                    instructors, we increase the basic and advanced levels of emergency
                                    service provided statewide. Specialized education in these areas will
                                    assist our members in their effort to become well-rounded and productive
                                    members of their rescue organization. The VAVRS is committed to
                                    providing a variety of exceptional training programs; from EMT
                                    recertification to Operational Medical Director Training to Management
                                    programs and Technical Rescue training utilizing the most current
                                    training course outlines available.

Discount room rates have been secured at the conference headquarters, The Inn at Virginia Tech Skelton Conference
Center, for all participants needing housing during college. When making your room reservations, you must state that
you are attending the VAVRS Rescue College to receive the discounted room rate. You must CALL the Inn at Virginia

EMS-001       PREHOSPITAL TRAUMA LIFE SUPPORT—PHTLS Instructor(s): Stuart Davis EMS & Rescue Education Specialists

Prehospital Trauma Life Support (PHTLS) courses are nationally recognized continuing education programs for prehospital
emergency health care professionals that bring the care of the trauma patient into a single focus.
PHTLS courses provide a prehospital trauma care philosophy, stressing the need to treat the multisystem trauma patient as a unique
entity with specific needs. This may require an approach to the trauma patient that varies from traditional treatment modalities.
PHTLS courses are based on the Advanced Trauma Life Support (ATLS), a course for physicians developed by the American
College of Surgeons-Committee on Trauma. More importantly, PHTLS courses follow the principles of care of trauma patients as
developed by the Committee on Trauma . MAXIMUM of 25. Textbook is required for class, information will be sent with

EMS-002 ADVANCED CARDIAC LIFE SUPPORT-ACLS                        Instructor(s): Stuart Davis EMS & Rescue Education Specialists
The AHA Advanced Cardiovascular Life Support course is totally redesigned for healthcare providers who either direct or participate in
the resuscitation of a patient, whether in or out of hospital. Through the ACLS course, providers will enhance their skills in the
treatment of the adult victim of a cardiac arrest or other cardiopulmonary emergencies. ACLS emphasizes the importance of basic life
support CPR to patient survival; the integration of effective basic life support with advanced cardiovascular life support interventions;
and the importance of effective team interaction and communication during resuscitation. ACLS is based on simulated clinical
scenarios that encourage active, hands-on participation through learning stations where students will practice essential skills
individually, as part of a team and as team leader. Realistic simulations reinforce the following key concepts: proficiency in basic life
support care, recognizing and initiating early management of pre-arrest conditions; managing cardiac arrest, identifying and treating
ischemic chest pain and acute coronary syndromes, recognizing other life-threatening clinical situations (such as stroke) and providing
initial care, ACLS algorithms, and effective resuscitation team dynamics. ACLS is appropriate for paramedics, pediatricians, house
staff, physicians, respiratory therapists. MAXIMUM of 25. Textbook is required for class, information will be sent with

The goal of the PALS course is to provide the student with: Information needed to recognize infants and children at risk for
cardiopulmonary arrest, information and strategies needed to prevent cardiopulmonary arrest in infants and children and the
cognitive and psychomotor skills needed to resuscitate and stabilize infants and children in respiratory failure, shock or
cardiopulmonary arrest. PALS is based on simulated clinical scenarios that encourage active, hands-on participation through learning
stations where students will practice essential skills individually, as part of a team, and as a team leader. Realistic simulations
reinforce the following key concepts: proficiency in basic life support care, recognizing and initiating early management of pre-arrest
conditions, managing cardiac arrest, recognizing other life-threatening clinical situations (such as respiratory distress) and providing

EMS-004 GERIATRIC EDUCATION FOR EMERGENCY MEDICAL SERVICES - GEMS

The GEMS course is designed to address all of the special needs of the older population, including the geriatric objectives within the
National Standard Curricula for EMS and for the National Registry Refresher course. The program provides basic knowledge and
skills necessary to: describe the four aspects of the GEMS Diamond (geriatric, environmental, medical, social); discuss and describe
the physical and social aspects of aging, independence and ageism; principles and strategies for communicating effectively with the
elderly; principles for various trauma and medical emergencies; end of life care, hospice and palliative care program; assessment for
abuse, documentation and reporting and who is at risk; EMS and community responsibilities for the quality of life in our older

EMS-005 ADVANCED MEDICAL LIFE SUPPORT - AMLS                                Instructor(s): Stuart Davis EMS & Rescue Education

This AMLS course is designed for all levels of healthcare providers. AMLS is the first course that offers a "think-outside-the-box"
method of assessing and managing a patient in medical crisis. It emphasizes using scene size up, interactive group discussion on
potential treatment strategies, history, and probabilities in diagnosing a patient's medical problem. AMLS implements an initial
assessment-based approach that progresses to a diagnostic-based approach to develop a treatment plan for a specific medical
condition. This 16 hour, two-day program consists of interactive lectures, teaching and evaluation stations. The interactive/case
based lectures include the following topics: Patient Assessment, Airway Management, , Assessment of the Shock Patient, Dyspnea/
Respiratory Failure, Chest Pain, altered Mental Status, and Abdominal Pain. Teaching stations follow the associated lectures each

EMS-006       TACTICAL MEDIC COURSE -                                Instructor(s): Stuart Davis EMS & Rescue Education Specialists

The Tactical Medic Course is a “hands-on” program developed by the military for those individuals needing special tactics and training
in trauma care when unique environmental conditions prolonged transport times, or other special situations exist. This course will
cover CASEVAC, BEDEVAC, equipment selection and team health. There will be both classroom and scenario training including
tourniquets, advanced airway techniques, thoracic and abdominal trauma and needle decompression as well as many other useful
techniques. MAXIMUM of 25. Textbook is required for class, information will be sent with acceptance letter. CLASS IS

EMS-007     PEDIATRIC EDUCATION FOR PREHOSPITAL PROFESSIONALS                          - PEPP     Instructor(s): TBD
PEPP represents a complete source of prehospital medical information for the emergency care of infants and children. Developed by
the American Academy of Pediatrics, PEPP is an exciting curriculum designed to teach prehospital professionals how to better assess
and manage ill or injured children.
PEPP is a comprehensive, innovative, and highly visual course featuring case-based lectures, live-action video, hands-on skills
stations, and small group scenarios.
The Basic Life Support (BLS) course is geared toward the Emergency Medical Responder (EMR) and Emergency Medical Technician
(EMT) and the Advanced Life Support (ALS) course is geared toward the Advanced Emergency Medical Technician (AEMT) and
Paramedic. The PEPP Course Coordinator should determine which course (BLS or ALS) is most appropriate for an individual. Any
health professional who is responsible for the emergency care of children may find this course beneficial.

This program will present “food for thought”, relating to the potential or actual crime scene. Learn how you can do the best for your
patient, their family, the medical examiner and for those investigating these events.

EMS-009 HAZARDOUS MATERIALS FIRST RESPONDER AWARENESS - BASIC                                      Instructor: Ken Frenier
This one-day course is designed to introduce rescue personnel who may be subject to discovering, reacting to and conducting initial
operations at the scene of a hazardous chemical release. Students will be trained to recognize a potentially hazardous situation, to
take appropriate steps to provide for self protection and to initiate effective response actions.

EMS-010     INFECTIOUS DISEASE CONTROL                                                              Instructor: Karen Wagner

This course meets OSHA regulations and OEMS required hours for infection control training. The class covers blood borne
pathogens and airborne diseases. Do you know about OSHA regulations? Do you know how to protect your health? If not, you
should attend this course.

Control Officer(s). The information will bring you up to date on what you need to know and meet the requirements to maintain your
certification.

This course is designed to teach you the responsibilities of the Infectious Disease Control Officer for your organization. It will cover all
the tools you will need to hold this position as required by the Virginia Office of EMS for all EMS Agencies.

Participants learn the unique risk factors and warning signs of mental health problems, builds understanding of the importance of early
intervention, and, most importantly, teaches individuals how to help someone in crisis or experiencing a mental health challenge.

This course is recommended for those without formal mental health training. The course is designed to increase awareness of

All organizations need effective leadership to ensure success and the EMS Leadership Challenge is designed to help you develop the
skills needed to coordinate the functions of an EMS team.           This 4-Phase program focuses on interpersonal, operational, self-
management and technical skills enhancement. The EMS Leadership Challenge, developed by the VAVRS, is recognized by VA
Office of EMS as the Gold Standard in EMS Leadership training. Candidates utilize core leadership competencies during this exciting
and interactive training program. Phase One- Candidates complete an online self assessment and pre-summit reading assignment;
Phase Two- Attend the EMS Leadership Summit, a two-day classroom session working with peer EMS leaders and professional
leadership development consultants;       Phase Three-Work with a personal mentor to complete self-study assignments; and Phase
Four- Complete and present an EMS Leadership Project. This program is recommended for all EMS personnel who have the desire

Technical Rescue Programs
Students wishing to enroll in the Rescue Tech Program may take all 3 Rescue Tech classes consecutively or one individual
program. If you plan to progress from Basic & Light Duty Awareness and Low Angle Operations to Vertical Rescue—High Angle
Operations, you must have successfully completed the entire Basic & Light Duty-Rescue Awareness and Low Angle Operations
program. If you plan to progress from Vertical-Rescue - High Angle Operations Level to Advanced Vertical-Technical Level you must
successfully have completed Basic & Light Duty Rescue-Awareness and Low Angle Operations and Vertical Rescue– High Angle
Operations Level to advance.

operating high-lines, tripods and all safety procedures. Skills and knowledge from Basic & Light Duty Rescue-Rescue Tech Level I
and Vertical Rescue-Rescue Tech Level II courses will be utilized in this course. NOTE: Candidates WILL BE tested at the beginning
of the class on basic rigging, anchors and certain knots. Students should come prepared to demonstrate these skills.AGES: 16 and up

   Technical Rescue Programs
The following courses are offered at the basic certification level. Spaces are limited and classes will be filled on a first come, first
serve basis. Please note that some classes require prerequisites for registration. You may be required to submit additional
documentation with your registration form. Students who register for courses that require special protective equipment/gear must
bring the following items to college: *leather gloves, *hard-soled shoes, *safety helmet, *eye protection, *heavy duty clothing (turn-out
gear, jeans, long sleeve shirt are recommended). Students taking classes with practical sessions should be prepared for long periods
of time outdoors in all types of weather. Classes will be held regardless of weather conditions. Students must be at least 16 years of
age to attend all classes unless otherwise noted. CEU’s for those holding any level of EMT are available for all courses.
T - 303    CAVE RESCUE                                                           Instructor: Earl Carter
This course is designed to teach the fundamentals of cave search and rescue techniques, transfer and removal, protection, etc., that
rescue personnel would encounter in a cave rescue. Material Reference: Universal Study Guide for Cave Rescue Training, 2nd
edition, National Speleological Society. Prerequisites: Minimum 16 years of age. The course is physically demanding so persons
taking this class should be in good physical condition. MUST provide own protective gear. Specifics will be mailed to those who are
accepted into the program.

This course is designed to introduce rescue personnel to water related emergencies through both classroom and practical application.
Hands-on practice will be stressed with emphasis being placed on safety, strategy, equipment usage, resources for performing swift
water rescue, and medical considerations.
PREREQUISITES: MUST be in good physical condition. Student MUST be an average or better swimmer capable of performing a
reasonably good surface dive, swim at least 250 yards fully clothed with a personal flotation device (PFD) and tread water at least 15
minutes without a PFD. MUST provide your own personal protective clothing to include: a pair of shoes that can be worn in a pond or
a river or wet suit booties, a wet suit, a pair of scuba fins, a helmet (water rescue type), 1 pair of leather gloves, a personal flotation
device (PFD) RESCUE TYPE III ONLY. MUST have completed Introduction to Swift Water Rescue Basic within the past 12 months
and MUST submit a copy of your certification with registration. Those attending the Introduction to Swift Water Rescue and continuing
on to Swift Water Rescue at the college are NOT required to submit certification.

This is an 16 -hour “Best Practices” course that includes both classroom and practical exercises. Topics include: safety, Virginia
laws, preparing to ride, basic & advanced skills, and hands-on practical evolutions.
Prerequisites: EVOC, safety equipment (helmet, gloves, safety glasses, boots) students MUST provide their own vehicle for the
practical evolutions.

T - 314       TRICKS OF THE TRADE                                                   Instructor(s): TBA
Tricks of the trade goes way beyond the V.M.R. course content. The main focus of the class is specialized machinery and equipment.
This also covers everyday commercial kitchen equipment and small shops with machinery and presses, so even a small town will
have the potential for this type of rescue call. The other aspect of this class is on impalements. Impalements can come in many forms
— such as wood sign poles, car accidents into the woods with tree entrapment into car or patient, steel sign posts, fence posts, rebar
from construction sites — the list for both is almost truly endless. Many times these types of calls can only have a good outcome, if
the first responder is well trained and keeps up with their training and new theories and concepts. These types of calls are truly gory
and very traumatic to all parties involved to say the least. Other special skills for these types of calls require a specially trained
paramedic, usually termed as a “crush medic.” To say the least, crush injury/crush syndrome is an extremely life threatening issue,
and in some cases even the very best “crush medic” crew and rescue company can, and do with regret, have a morbid outcome.

A fun-filled exciting program for children ages 8 to 12, covering basic EMS skills and rescue work. The students will participate in
hands-on training, learning teamwork, and safety. Students will be exposed to several of the rescue classes being taught at the
Rescue College.

500: Instructor Level Courses
The following classes are Instructor Level training courses.
Students wishing to enroll in these courses MUST be a member of the VAVRS, or VAVRS member agency. Instructor candidates
MUST provide all documentation as requested when submitting their registration form.
Incomplete applications will not be accepted and will be returned.
Instructor class enrollment is limited.

INSTRUCTOR CANDIDATE REQUIREMENTS - PRETEST REQUIREMENTS and HOW TO MAKE ARRANGEMENTS FOR
PRETEST:
All Instructor Candidates MUST provide a copy of their current basic certification and successfully complete (80 or above) an
instructor pretest in the course they wish to instruct, pretest DEADLINE is March 26, 2018.
Pretests are available by contacting the VAVRS Office who will supply you the information to contact the Course Coordinator or an
Instructor Trainer. You may also contact the VAVRS Office 800-833-0602 or 804-749-8191 or vavrs@vavrs.com to travel to their
location and take the pretest (this is not valid for the “ropes” courses). All pretests are sent to VAVRS Office to be graded and you
will receive a letter from the office regarding your score for the pretest. This letter must be mailed with your application. The pretest is
good for 2 Rescue College events.
INSTRUCTOR CANDIDATES MUST DEMONSTRATE DURING THEIR RESPECTIVE COURSES the ability to effectively organize
and present in both the classroom environment and where applicable, the practical environment, all the materials presented in the
course in which you wish to become an instructor. If you cannot present all the material appropriately you will not gain the instructor
certification you are seeking.

REGISTRATION: To register for an Instructor Class, YOU MUST SUBMIT WITH YOUR REGISTRATION:
 a copy of your current basic certification card
 Copy of your successfully completed pretest
 Copy of prior teaching certifications (for exemption to the Methods course)
 A completed registration form to the VAVRS Office by the deadline date April 2, 2018.

Open to anyone interested in becoming a VAVRS Instructor, this class provides skilled instruction in basic adult education processes.
Students will participate in classroom scenarios as well as requirements for becoming and maintaining instructional certification with
the VAVRS. ALL INSTRUCTOR CANDIDATES are REQUIRED to complete the Methods of Instruction class. If you are currently
certified as a VAVRS, DFP or EMT B INSTRUCTOR or hold Educational Degrees/Certificates, submit a copy of these documents with
your registration to be considered for an exception from this program.

PLEASE NOTE THAT THIS COURSE IS ALSO OFFERED AT THE SPRING BOARD OF GOVERNORS MEETING WHICH WILL

your current Basic and Light Duty Rescue-Rescue Tech Level I instructor certification and basic card in Vertical Rescue-

This course is designed for rescue personnel who have completed the basic EVOC course and who wish to become an instructor.
The EVOC is patterned after the Department of Transportation Safety’s EVOC Guide. Instructor candidate must be 21 years of age,
an active squad member for three years, be certified in Basic EVOC for at least one year, submit a copy of your DMV driving record .
NO MORE than 30 days old from the date of registration and a copy of your current driver’s license. Must have completed National
Traffic Incident Management (TIM) Responder course and submit certification.                                   AGES: 21 and up
