PERMIT AND MATCH COMMITTEE (PMC) PROCEDURES 2009
This is Essential Reading for all Club Administrators
Make sure communication lines are in good order: Every year recently there have been examples
of clubs overlooking the simple procedure of setting up reliable fax or email addresses so that they can
be contacted by the PMC in a timely fashion. Whenever this has failed, letters (in particular, those
including warnings) did not get the necessary corrective action at the club end, resulting in penalties,
otherwise avoidable, having to be imposed.
Pay attention to and respect Team Lists: Keep a close eye on the correct spelling of names, the
provision of correct initials, listing in alphabetical order and the clarity of handwriting.
Watch concessions for Under-18 and Canberra District players: Perhaps the area where the most
frequent mistakes are made is under Rule 4.3 which permits the fielding of a player without his name
having yet appeared on a Permit Report provided the necessary documentation is in the hands of the
PMC by the Thursday following the game. If a player is so fielded, quick action on the part of the club is
essential.

2. Home Club Match Day Media Responsibilities
On match days (Saturday or Sunday) the following arrangements must be followed:
* It is the responsibility of the home team in all divisions to forward results to the Canberra Times by
6.00pm. Visiting teams must supply team sheets with all details of best players, goalkickers etc
straight after the game.

ZERO TOLERANCE OF ABUSE OF UMPIRES
AFL Canberra has a ‘zero tolerance’ policy on abuse of umpires in all competitions. Umpires are
instructed to strictly apply the laws in relation to conduct of both players and off-field club officials
irrespective of the state of play on the ground at the time. Under the AFL Canberra competition rules
any direct abuse of an umpire will be penalised by a free kick or, if occurring after a mark or free kick
has been awarded, by a 50m penalty In applying these laws umpires are directed to show empathy to
players under pressure and to not penalise language or behaviour unless it is clearly abusive or
threatening and is directed at the umpire.MANUKA OVAL CONDITIONS OF USE CLEANING Please place rubbish into the bins provided. COMMUNICATIONS A basic phone line communication system from coaches box to bench is provided free of charge. We would recommend that clubs carry their own back up system in the event of a system failure. All equipment breakages will be charged to the offending club. EMERGENCY MANAGEMENT In the event that the alarm sounds in the Bradman Stand then you must vacate the building immediately. Prepare for the arrival of Emergency Services by clearing the entrance gate of any obstructions. If there is a life threatening hazard or emergency then dial “000”, evacuate the effected area and prepare for the arrival of Emergency Services. Do not, under any circumstances re-enter the building or effected area without the all clear from Emergency Services. FROST POLICY In the event that the ground is covered with frost we ask that you stay off the field and to follow the directions of the ground staff. This is to avoid any unnecessary damage to the surface. To enable you to access the field as soon as possible the ground staff may water the ground to help defrost the surface. GROUND ACCESS Via the Main Gate - located directly behind the Canberra Services Club on the west side of the venue which will be opened at 8:00am on game day. INTERNAL PARKING Authorised vehicles only with a maximum of 10 vehicles per club. Movement around the venue is at walking pace and hazard lights must be on. Parking is not permitted on the platform on the east side of the ground. PLAYER & OFFICIAL ENTRANCE Players & Officials will be able to access the change room areas via the Front Entrance or Race entrances from the oval. SECURITY The ground must be vacated no later than 7.00pm on match day. WET WEATHER POLICY
If there is a potential for serious damage to the surface due to weather and ground conditions then AFL
Canberra will be consulted and appropriate measures taken. If you have concerns regarding your
game please contact your Club Manager as they will be advised of any changes.
GROUND ENTRY PROCEDURES – HMAS HARMAN
Please see below for instructions for entry to HMAS Harman.
Car Passes:
Each car entering the base is required to have a temporary car pass. These passes can be obtained on
entry at the guard’s station.
Personal passes:
Each person entering the base is required to obtain a temporary visitors pass. This is in addition to any
car passes that are supplied. These passes can be obtained on entry at the gangway office (locate next
to the guards station near the main entry to HMAS Harman) by handing over one form of personal id
(eg. car license) and signing the visitor’s register. Your id can then be picked up on the way out when
you drop back the temporary visitors pass.

Reserves Game Time
There are three possible game start times at the SCG in 2009:
• April 18 and July 11 matches will commence at 10.50am (gates open at 10.45am)
• These matches must end at 1.20pm to allow for Senior team warm up
• May 3, May 24, July 5 matches will commence at 9.50am (gates open at 9.45am)
• These matches must end at 12.20pm to allow for Senior team warm up
• August 1 match commences at 3:50pm (gates open at 3:45pm)
• This match must end at 6:20pm to allow for Senior team warm up
• Quarter breaks will run for 6 minutes and half time 15 minutes
• We ask that all teams are prepared for first bounce at the above listed start time and adhere to
the correct break timings.
• NB: Start times for SCG games are subject to change due to various pre match activities
run by the Sydney Swans. Individual Clubs will be notified of a change of time if

o Access to Paddington Lane is via SCG Gate One, off Moore Park Road (opposite the

• A Sydney Swans Representative will greet the visiting team bus in Paddington Lane
• Your team will be escorted by a Sydney Swans representative to the Home Rooms in the SCG
Members Pavilion
• Once drop off is complete the team coach will be required to depart Paddington Lane
• Listed officials and players will each need one Reserved Concourse ticket (provided as part of
your ticket allocation) to scan when entering the SCG. This is imperative. All other supporters
on the bus must enter the venue when the gates open through the gate listed on their ticketing.Team Officials
• Listed team officials will be provided with a wrist band on arrival. Team officials are to wear this
wrist band at all times until such time as the Reserves match has been completed
• Team supporters/family members on the team bus will NOT be permitted entry with players and
officials. They are to enter the SCG when gates open using their event ticket
Property Steward
• The property steward’s vehicle will be permitted access to the Change Room via Paddington
Lane.
• Once drop off at the Change Room is completed parking is permitted in Paddington Lane.
Security will advise on the day where the car should be parked
o Access to Paddington Lane is via SCG Gate One, off Moore Park Road (opposite the
Olympic Hotel)
o The vehicle will need to be parked in Paddington Lane at least 30 minutes prior to gate
opening time
Change Rooms
• Visiting teams will use the Home Rooms in the SCG Members’ Pavilion
• Visiting teams must exit the change rooms as soon as showered and changed and sit in their
allocated seats in Bay 4
Post Match
• All players and officials are to exit the Home Change Rooms in the Members’ Pavilion and take
up their seats in Bay 4
• As players and officials have scanned their tickets on arrival, they should not exit the venue as
they will no be permitted to re enter on the same ticket.
Car parking
• Car park passes are not provided for SCG matches. Car parking is available at various car
parks opposite the SCG (entrance is off Driver Avenue).
• Parking costs for the MP2 Car Park opposite the SFS are $15 per car with 4 or more occupants,
$20 for 3 or less
o MP2 car park will open approximately 2 hours and 45 minutes prior to gate opening time
o Please note the MP3 Car Park located opposite the Horden Pavilion opens 2 hours later
than MP2
Coach parking
• The team bus will be required to exit Paddington Lane after drop off and park on Driver Avenue
in the designated coach bays at the southern end, opposite the Horden Pavilion
Catering
• All catering requirements, including ice, are to be ordered through on-site caterers “All Leisure”.
• Please contact Ian McBurnie at All Leisure for arrangements
• Catering should be ordered by COB Tuesday prior to a match
Medical support
• The Sydney Swans Club Doctor, Nathan Gibbs, and his assistant are available to provide
medical assistance as required for your team both during and after the match. Unfortunately we
do not have physiotherapist to support your team.
Stretcher
• A stretcher will be in place at the boundary (interchange area) during the Reserves match.Time Keeper
• A Time keeper is required by each club
• Please ensure Time Keepers are aware of the end time for the match, being 12.20pm, 1.20pm
or 6.20pm dependant on the start time noted at the top of this document. Games must end at
the correct time regardless of time on the clock to allow for Senior team warm up
Coaching Box
• Please be aware the senior opposition team will be conducting their coaching box set up during
the Reserves match. Full access is to be granted to the senior opposition team.

Arrival to ANZ Stadium

approximately 50m from the main entrance to Level 0
o Entrance to ANZ Stadium Level 0 Loading Dock area is off Edwin Flack Avenue, next to
P1 parking station. Precinct maps will be emailed to Club contacts in the lead up to a
match
• A Sydney Swans Representative will greet the visiting team bus on Level 0
• Your team will be escorted by a Sydney Swans representative to the Visitors Change Room
• Once drop off is complete the team coach will be required to depart Level 0 and park in the
designated bus bays off Edwin Flack Avenue
• Players or staff not traveling on the bus will need to access Level 0 via the Gate J staff
entry and travel down the spiral ramp. Only players and officials with the appropriate
accreditation are permitted to enter via the Gate J staff entry. No other ticket holders are
permitted to enter via this gate entry.Team Officials
• Listed team officials will be provided with a wrist band on arrival. Team officials are to wear this
wrist band at all times until such time as the Reserves match has been completed
• Please note security at the stadium is strict and only those officials directly involved in the match
will be allowed entry to Level 0
• Team supporters/family members on the team bus will NOT be permitted entry with players and
officials. They are to remain on the coach that will exit Level 0 and enter ANZ Stadium when
gates open using their event ticket.
Property Steward
• The property steward’s vehicle will be permitted access to Level 0 to drop off and pick up your
team’s gear
• We recommend that pick up is completed prior to the completion of the senior match as road
blocks may be in place post match which will delay entry to the Stadium
• Property Steward vehicles are unable to park on Level 0
Change Rooms
• Visiting teams will use Change Room 2 on the western side of ANZ Stadium.
Post Match
• All players and officials are to exit ANZ Stadium via the level 0 access road. Players and
Officials are to re enter ANZ Stadium on their match tickets via the gate indicated on the ticket
• Under no circumstances are players/officials to enter the seating arena any other way than via
an external gate at ANZ Stadium.
Car parking
• Car park passes are not provided for ANZ Stadium matches. Car parking is available at various
car parks around the Sydney Olympic Park precinct.
• Parking costs $20 (plus booking fee) and can be pre-booked through Ticketek by calling 132
849 or visiting www.ticketek.com.au
• You must book at least 7 working days in advance of the match-day to avoid having to
pick the parking passes up from a Ticketek outlet.
Coach parking
• The coach will need to park outside the ground on Edwin Flack Ave in the designated bus bays.
