Permanent, temporary or daily variation of these published hours by greater than
30 minutes will be notified by NOTAM.
Permanent, temporary or daily variation of these hours by 30 minutes or less will
be notified to the parent ATCC, and will be NOTAMed if operationally significant.
Pilots should listen to ATIS and/or transmit on appropriate frequency to determine
if ATS is on watch. Units so equipped will broadcast “off-watch” and “expected
time on watch” on the ATIS when ATS is not in attendance.

The Operator of Springhill aerodrome (NZSL) advises the aerodrome is closed
for all operations until further notice.

Wellington — Magnetic Variation Amendment
Effective: 7 NOV 19
The rounded magnetic variation for Wellington has changed to 23°E.
A number of Wellington charts continue to show 22°E, magnetic tracks remain
unchanged. New variation figure will be updated on the remaining charts as they
are reissued.

North Wellington — Common Frequency Zone Establishment
Effective: 27 FEB 20
The following two common frequency zones are prescribed to facilitate the
safety of air navigation in the north wellington region. These are promulgated
on a temporary basis to enable permanent publication of these CFZs in
November 2020, based off feedback from local and itinerant users.
New Porirua common frequency zone (NZC678) is designated as follows:

Lower limit: Surface
Frequency: 118.3 MHz “Porirua Traffic”
New Hutt common frequency zone (NZC679) is designated as follows:

Two new Visual Reporting Points (VRP) are designated in the Kapiti region as
follows:

Christchurch (NZCH) — SID and Missed Approach Changes
Effective: 27 FEB 20
ATC are required to protect the missed approach (AIP ENR 1.5, para 4.20), and
may achieve this by instructing the pilot to enter the aerodrome traffic circuit.
However, when weather or other restrictions make circuit entry unavailable then
aerodrome capacity can be significantly reduced.
Changes are planned for Christchurch from 26 MAR 2020, that will provide
enhanced IFR traffic capacity in all weather (except fog), and reduce reliance on
visual circuit entry. This will include climb and speed requirements, and changes
to create divergent departure and missed approach tracks as follows:
1. NZCH Standard Instrument Departures (SIDs)
a. RWY 02 and 20 — SIDs track 15 deg west of centreline
b. RWY 29 — SIDs track either north or south of centreline
2. NZCH Instrument Approach — Missed Approach (MA) procedures
a. RWY 02 and 20 — MAs track 15 deg east of centreline
b. RWY 29 — MAs track on centreline
Cat B, C and D aircraft will no longer be instructed to enter the visual circuit to
protect the Missed Approach, but the circuit may be available on pilot request.
AIP will be amended.

Kapiti Coast — Transmission Gully Works
Effective: 23 APR 20
Intensive fixed wing and low level helicopter operations are expected along the
Transmission Gully corridor in conjunction with the construction new sections of
highway in the area, 1 NM west of Mount Wainui Visual Reporting Point.
The northern portions of the corridor are within the Tararua CFZ and Paraparaumu
MBZ, however aircraft operating in all uncontrolled airspace within the corridor are
requested to regularly broadcast position, altitude and intentions on 118.3MHz
Porirua (CFZ), particularly when entering and exiting Transmission gully area.
To facilitate flow of air traffic, transiting aircraft are also reminded to fly on the
right hand side of the valley through the corridor.

2145/20 Cancels 31/203811 NZZC Christchurch — ATC Restrictions on Departures — Trial of ATM Climb Gradient Effective: 16 JUL 20 This AIP SUP introduces specific criteria for publishing a climb gradient (CG) where an ATC altitude restriction is incorporated into a SID. The intention is to trial the criteria at NZCH. The criteria has been developed with the aim of providing pilots with a safe and simple guide to the CG needed to achieve an ATC altitude requirement. It will be published as an “ATM Climb Gradient” and will cover the ATC altitude requirement and airspace containment. An obstacle clearance CG will still be published but the ATM CG will always ensure the obstacle clearance CG is achieved. The ATM CG may be promulgated to an altitude, after which the standard departure minimum CG of 3.3% would apply to the end of the SID/Transition. That altitude may be the restriction altitude; for example, for an ATC restriction of “At or Above 6000 ft at DOGGA”: “ATM minimum net climb gradient 6.5% to 6000 ft” 22
or for an ATC restriction of “At or Above 6000 ft at BOXER”: the altitude that the
increased climb gradient is needed may be prior to the restriction:
“ATM minimum net climb gradient 6.5% to 3500 ft”
23For the second example, by flying at 6.5% from departure end of runway to
3500 ft and then 3.3% to the end of the SID, the aircraft will reach BOXER at
(or above) 6000 ft. The vertical profile also provides airspace containment; it
aligns with what is currently published for obstacle clearance when the initial
CG is greater than 3.3%.
When ATC restrictions are required on an Instrument Flight Procedure they
may be published with the “¤” symbol — this means the ATC restriction may
be amended or cancelled by ATC (refer AIP ENR 1.5 – 4, 1.5.1). However, for
departures that include “At or Above” ATC altitude restrictions, the option for
ATC to cancel the altitude requirement will not be available. Aircraft that are
unable to meet the ATM CG may need an alternative departure.
Pilots must advise ATC if a requirement cannot be met (refer AIP ENR 1.5 – 10,
2.2.11). To assist pilots the following will be incorporated into Instrument Flight
Procedures:
1. An ATM CG will provide reasonable assurance that both the ATC altitude
restriction and airspace containment will be met. In this case:
O ATM CG will be based on either:
O The point-to-point distance when flying to or from a Fly-over
waypoint, or,
O The nominal track length (based on speed — aircraft CAT or speed
restriction) when flying to or from a Fly-by waypoint.
O For ATM CG greater than 5.5% for light-twins; 6.5% for turboprops
(to 3,500 ft); 7% for jets, key operators should be consulted.
O As the ATM CG is based on a simple calculation, the actual flight path
flown may vary. Operators may wish to establish their own procedures,
at their discretion, to ensure compliance (refer AIP ENR 1.5 – 2.2.7).
In this case, aircraft operators/pilots are responsible for meeting the
ATC and airspace containment requirements.
2. Where departures have “at or above” ATC restriction on departure the
following note will be added to the chart:
“Advise ATC prior to start if unable to comply.”
3. Note: The following wording applies only to the trial at NZCH. If the trial
is successful the wording will be permanently adopted, or it may be
amended as a recommendation from the trial; it is planned to be included
in the AIP when the final version of the ATM CG criteria is agreed and
promulgated.
Proposed new wording for AIP ENR 1.5 – 9, 2.2.11:
“When an instrument departure contains a “cross at or above”
requirement, an ATM Climb Gradient (ATM CG) may be
promulgated. The ATM CG will provide reasonable assurance
that the aircraft will achieve the ATC altitudes required. The
ATM CG will incorporate airspace containment and only one
ATM CG will be promulgated, to reduce complexity. Pilots must
advise ATC if this requirement cannot be met. This requirement will
not apply if the aircraft has been cleared to a level which is below the
level in the requirement.”
AIP will be amended.
