Award Guide – 7th edition
2021
First: Objectives of award
1. Encourage Muslims in the Arab and Islamic world to compete in the recitation, tajweed
(intonation) and sciences of the Holy Quran.
2. Direct young people to understand the spirit of Islam, moderation, and Islam’s humani-
tarian message for the world at large.
Second: Award categories
1. The Holy Quran recitation category.
2. Short movie category.
3. Best preacher category.
The recitation award category includes three subcategories:
1. First subcategory: For all nationalities, in which males, females and children compete, with
each of them having a separate subcategory.
2. Second subcategory: For citizens, in which males, females and children compete, with each of
them having a separate subcategory.
3. Third subcategory: For people of determination, in which males, females and children compete,
with each of them having a separate subcategory.
Third: General conditions of the award
1. Both males and females are permitted to take part in the award once they meet the conditions.
2. A contestant may only take part in one of the award’s subcategories.
3. The contestant may not take part in a subcategory in which he/she applied before and came
among top winners.
4. The contestant may not have published records.
5. The contestant should not have worked as an Imam.
6. Contestants will compete in the following subcategories:
- International subcategory for all nationalities.
- Citizens subcategory is for UAE nationals.
- People of determination subcategory (for UAE nationals).
7. In children category, maximum age is 10 years.
Fourth: Evaluation criteria for each subcategory
- Observing the requirements of reading, recitation, intonation, pause and continuation.
- Having charming voice and mastery of the key followed by the contestant while reciting.
- Being able to recite using more than one key.
1Fifth: Date of award
- Receiving applications to take part in the award will start from the first day of Ramadan
until the 15th day of Ramadan.

4Seventh: Stages of the award
First stage: Initial qualifications
- The jury will test applicants to select the best contestants and shortlist the best 5 from
each category for the final qualifications.
Second stage: Final qualifications
Qualified contestants will go through the following mechanism:
Final qualifications will take place over a period of 5 days, and 10 contestants will be
tested per day.
Standard recording for each contestant for 3 minutes only.
Eighth: Questions and marking
The jury will evaluate performance and give marks according to the following mechanism:
- 30 marks are set for the rules of recitation and tajweed, and to control pause and continuation.
- 70 marks are set the beauty of voice and performance based on the following breakdown:
Correct initiation and completion (closing) 5 marks:
• Avoiding sudden start.
• Using gradual tones.
Correct completion (closing) 5 marks:
• Ending verses without dissonance.
Acoustic wideness in terms of pitches (refrain, octave and double octave) 10 marks.
• Displaying the largest acoustic wideness in his/her throat during recitation, while avoiding
affectation and throttling.
Correct segue between pitches and avoiding dissonance: 5 marks.
• Adjust the pitch.
• Correct segueing between pitches.
Controlling breath (gasping or throttling) 5 marks.
• Distribute breath correctly, so that the recitation speed is stable, balanced and follows a
single tempo.
• Proper distribution of breath so that the reciter does not have to make incorrect pauses.
Correct recitation tempo: 5 marks.
• Combining correct tempo and chanting the Quranic verses and while observing perfor-
mance improvements.
5Ability to depict the meanings (interpretive recitation) 5 marks:
• Using performance techniques to serve the meanings correctly, thus avoiding the recita-
tion of a joyful verse in a sad tone and vice-versa.
Vocal elongation and the sweetness and beauty of voice: 30 marks
• Observing vocal elongation and showing the best of his/her vocal capabilities.
Short movie category:
First: Introducing the best short movie or animation award:
It is a competition for the general public during the holy month of Ramadan to submit a short
movie, illustrated or animation material to be prepared and directed according to the technical
capabilities available to them. Such materials can be used to submit a short movie about one of
the topics determined by the award committee every year.
Short movie title:
Human values are the deep-rooted principles which all people share, and get acquainted and
socialize to feel their humanity and happiness, such as love, cooperation, sympathy and toler-
ance. These values are the focus of our judicious leadership’s attention both domestically and
abroad.
Science is the human creativity in thought and technology. The connection between science and
values has become imperative for the balance of life, and for human creativity to be beneficial
and comfortable for the individual, family, society, homeland and humanity at large. Values and
science are the foundation of communication between different peoples and countries, so every
issue that serves this meaning is useful and beneficial.
Second: Areas of the short movie award:
• Human values and their role in strengthening relationships among community members
(love – cooperation – sympathy – tolerance, etc).
• Science and knowledge and their connection with values to serve humanity.
Objective of these areas:
The award is open for all movies in various techniques and genres as long as they serve the
theme of the competition. Submissions should not exceed 3 minutes, and the movie can be
video shooting or animation.
6Third: Nomination criteria for participation in the short movie award:
1. The movie should highlight the topic it tackles.
2. The idea of the movie should be creative and has not been presented before.
3. The technique of the movie should be unique and not to follow the conventional, stereo-
typical style.
4. That the idea of the movie should serve the goals of the participant's topic.
Fourth: Date of award
- Receiving applications to take part in the award will start from the first day of Ramadan until
the 15th day of Ramadan.
Fifth: Conditions for participation
1. Observe all the rules and regulations of the competition.
2. Participants can submit one movie only for each topic.
3. Competition is open for movies shot using all types of media and cameras, including smart
device cameras (mobile phone or any other smart tablets), provided that the make and model
of the camera or device used in filming are specified in the application form.
4. Name (s) of all those who contributed to preparing, acting, editing and directing the movie
should be mentioned at the end of the movie.
5. Movies should be sent via the following WhatsApp numbers: 00971545509914 –
00971545509917.
6. All submissions must be submitted as digital files with sufficient resolution and size for the
jury to evaluate them. It should be noted that:
- Participants shall have the right to use any editing technology available to them in order to
maintain the quality of the material.
- The final version of the movie can be presented in one of the following formats (MP4), (MOV),
(HD 720p), (Full HD 1080p), or any other format suitable for viewing.
- The movie should be uploaded using one of the large file sharing websites, such as (Drop
Box), (OneDrive) or (Wetransfer), and send the link for the movie to WhatsApp or to the follow-
ing email: tahbeerquran@gmail.com.
- Movies must not contain any footnotes, watermarks, or signatures, and must not have been
digitally altered.
- Once the contestant submits the movie, the Award has the right to make the movie available
for viewing on all its social media platforms.
7. Clarity of sound.

9. Not exceeding the specified time (3 minutes).
10. The material and content must be consistent with the values and principles of the UAE.
7Sixth - Short movie competition judging mechanism:
The Movies submitted for the competition shall be subject to evaluation by a jury of specialists,
who have sufficient experience and technical knowledge necessary. The jury’s evaluation will
focus on several main elements that constitute the basis of the evaluation process:
• Meeting the set criteria, conditions and technical standards of the competition.
• Movie scenario should highlight the intended idea.
• Creative direction.
• Innovative skills used.
• Sound and visual effects, their coherence and relevance to the shots and their distribution.
Seventh: Selected submissions
• The jury will at its absolute discretion select the movies that participate in the competition.
• In the event that a movie is selected to participate in the competition, the competition man-
agement will inform the maker / makers of the movie about it, and they will also inform the
selected persons about the next steps that they must take.
• In the event that a movie is not selected, the award committee will send a letter to this effect
within one week of announcing the final list. No comments or reasons will be given about the
decision that disqualified a certain movie.
• The movie shall be deemed to be the property of the Holy Quran Tahbeer and its Sciences
Award and shall have the copyrights of the movie.

Ninth: General provisions on the award:
1. Nominated participants will be notified via email.
2. All submissions must be sent as digital files with an appropriate size and resolution so that
the jury to be able to evaluate them.
3. Submissions must be the creation of the participants themselves, and they must not have
been published or used before. Any submissions found to be violating copyright laws will be
disqualified for plagiarism or literary / artistic piracy.
4. Submissions that include offensive or inappropriate content shall be disqualified, and the
decision in this regard shall be entirely at the jury’s discretion.
5. All participants agree to grant the award committee the right to use their submissions for
promotional purposes on its websites and social media platforms. Sending the submission
shall be deemed to be an advance approval of this condition.
86. The award committee shall not be held responsible for the people who appear in the videos
as responsibility for their permission to be filmed shall be borne by the participants them-
selves.
7. The jury shall make all decisions regarding the candidates and the winners, and all decisions
made by the jury shall be final.
8. The award committee shall not be held accountable for any financial or emotional loss or
any kind of losses that may result from participating in the competition.
N.B.
When sending the short movie, please make sure the following necessary information is
enclosed: submission title - name of the participant or participants - email - phone number -
country - age - the personal account of the participant or participants on social media
networks, if any.

Best preacher competition:
Introducing the competition:
A competition to choose the best preacher, and aims to develop public speaking and oration
skills, discover their oration talents, allow them to compete in this area, and honor the excel-
lent among them.
Preaching award conditions:
1. Competitor must be a citizen or resident of the UAE.
2. The competitor must adhere to the pre-written sermon.
3. The sermon should be delivered in correct Arabic language and in an expressive oratory
style.
4. Duration of sermon should not exceed three minutes.
5. Submissions must be sent on the website: www.tahbeer.ae

6. The competitor should not be more than 18 years old.

Serving our homeland and preparing for the fiftieth anniversary of the union:
Praise be to Allah, the generous and giver of blessings, and peace be upon the most honorable
Prophet, Mohammed, his family and companions:
One of the greatest blessings bestowed upon people by Allah the Almighty is their homeland. It
is the home and refuge, the place where their family and companions live. It is the place where
people live in security and peace of mind, enjoying tolerance and shunning rancor, thanks to
judicious leaders who pledged to achieve happiness for their people and progress for their
nation. For this reason, they are loved by people. Cooperating with our leaders is the path to
glory and leadership, especially as we look forward to our promising future for the coming fifty
years with all strength and diligence. That who exerts efforts will finally succeed and that who
insists on unity and cohesion shall prevail. Allah says in the Holy Quran: “And say "Do deeds!
Allah will see your deeds, and (so will) His Messenger and the believers.”
