Residential Exemption
This is a reminder that the City of Chelsea offers a Residential Exemption to those
who qualify. Applications have been mailed out to new owners that occupied their
homes as of January 1, 2018. If you purchased your home in 2017, please check your
mailbox for the application. If you are a new owner and have not received one, please
contact the Assessor’s Office.

Owners who have been receiving an exemption but do not have an application on file
will also be receiving an application. Once a new application is on file, the application
will be good for 5 years. For questions, please contact the Assessor’s Office at 617-
466-4010.

Notice of Board Openings
There are upcoming vacancies in various Boards and Commissions through September
30, 2018. During that timeframe, openings will occur in the following: The Commu-
nity Schools Advisory Board; The Council of Elder Affairs; The Historical Commission;
the Tree Board; and the Youth Commission. Information about each of these Boards
is available at https://www.chelseama.gov/home/pages/board-openings. The Youth
Commission term of office is one year. All other Boards have three year terms.
Those interested in applying should send both a letter of interest and a resume either
by mail to the City Manager, Chelsea City Hall, 500 Broadway, Chelsea, Massachu-
setts 02150 or by email to tambrosino@chelseama.gov. Materials must be received
by the close of business on Friday, Sept. 7, 2018.

Garden Cemetery
The City recently completed a comprehensive study for rehabilitation of the Garden
Cemetery. The proposed rehabilitation plan would provide for full renovation of the
Garden Cemetery in 9 Phases spread over 6 years, concluding in 2024, at a cost of
approximately $2 million. A copy of the study is available here. The first phase of the
rehabilitation involves the renovation of the stone walls. That Phase 1 work, estimat-

ed at approximately $365,000, has been funded by the City Council in the FY19 Capital
Improvement Program. Future phases will be funded in subsequent Capital Improve-
ment Plans, supplemented with requests for funding from the Community Preservation
Fund.

Beacon Street Ramp Closure and
Route 111 Bus Alternative Route

The Beacon Street off-ramp is sched-
uled to be closed for construction on
or about July 30th for approximately
two months. The Route 111 Bus OUT-
BOUND will use an alternative route
until the ramp is reopened. The Route
111 bus outbound will use the 4th
Street off-ramp, turn right on Broad-
way, left on 2nd Street and then left on Park Street. Two stops—Beacon @ Broadway
and Park @ Williams—will be temporarily closed. A new temporary stop will occur at
Chelsea Square (Broadway @ Second Street). Find out more here.

Parking Changes
There have been some recent significant changes to parking conditions in the Down-
town area and around Silver Line stations and bus routes that warrant attention.
Two Hour Meter Limits: We are now enforcing two hour time limits on all parking me-
ters in the City, including in the Downtown. Vehicles cannot remain at two hour meters
for longer than two hours. This means you can no longer “feed the meter” to park be-
yond the two hour limit. This change has been made to ensure turnover of spaces for
business customers. There are some ten hour meters in locations off-Broadway to ac-
commodate long term parkers. A map of such areas is available here.
City Hall Parking: Similarly, parking in the City Hall lot for visitors is now limited to two
hours. Residents may still park in the City Hall lot overnight between 7:00 p.m. and
7:00 a.m., but such vehicles must be removed from the lot by 7:00 a.m. Additional
free 30 minute spaces have been added on Washington Avenue in front of City Hall to
accommodate visitors to the building.
All Day Resident Sticker Parking Restrictions: The Traffic & Parking Commission ap-
proved new areas that limit parking during the daytime hours of 8:00 a.m. to 6:00
p.m. to Chelsea residents with residential parking stickers. These areas are nearby to
Silver Line stations and the MBTA Route 111 Bus. A copy of a map showing the new
areas with daytime residential parking restrictions is available here. The changes have
been made to preserve neighborhood parking for residents bordering public transporta-
tion routes and stations. Enforcement of these restrictions is scheduled to commence

this Summer.

Residential Parking Sticker Program Changes
The Traffic and Parking Commission recently changed renewal dates for the Residential
Parking Program. For the Residential Sticker, the new renewal date is March 1, 2019.
This means that current Residential Stickers are valid until February 28, 2019. There is
no need get a new Residential Sticker in July. However, Visitor Placards must be re-
newed in July. Those placards expire on August 1, 2018. The application for renewal
of the Visitor Placard is available both at City Hall in the Clerk’s Office and for download
on the City’s website.

Re-Imagining Broadway Changes
On Tues. July 26, 2018 at 6:00 p.m. at City Hall, the Traffic & Parking Commission will
be holding a public hearing on the two schematic design options for the redesign of
Broadway and the Downtown Corridor: a One Way Broadway scheme; and a Two Way
Broadway scheme. Both designs provide significant safety improvements to the Down-
town, including new traffic signals, bumps outs and other traffic calming measures.
Both schematic designs will be presented to the Traffic Commission for consideration.
Following the public hearing and decision by the Traffic Commission, the matter will be
presented for approval to the City Council in the Fall. Once the final decision on a
schematic design is concluded, the City will commence full design, with a goal of start-
ing construction in Calendar Year 2020.

Open Data Portal
The City will be launching its new OpenGov software portal for the public on Aug. 1.
This is a transparency software program which will allow residents and all visitors to
the City’s website to access public information and data about the City, including its fi-
nancial information, in easily accessible, consumer friendly formats.

Pilot Program for Camera Installation in the Downtown
The City has launched its pilot program for the installation of security cameras in the
Downtown. Business owners and owners of residential parcels in the Downtown will be
able to purchase security cameras and be reimbursed by the City for up to 60% of the
costs, with a maximum reimbursement of $1,500. The only limitation is that the foot-
age from such cameras must be made available to the Police Department upon de-
mand, and the cameras must meet specifications set by the City. More detail is availa-

Façade Improvement Program
The City of Chelsea has launched the first phase of its Façade and Signage Program for
the downtown. The program seeks to improve the signage, lighting, windows and fa-
çade of the district’s commercial buildings. This summer, a consultant is meeting with
interested tenants and property owners to provide individualized design drawings and
advice. A workshop on the program is planned for Wed. July 25, 2018 at 9:00 a.m. in
the Planning Dept. at Chelsea City Hall, Suite 101. Anyone interested should contact

                             ‘Chelsea Can!’ Trash Barrel Rollout
                             Starting this Fall, the City of Chelsea will be providing its
                             residents with FREE heavy duty trash barrels. Learn more

                             tional meeting on July 23 at 6pm at the Chelsea Public Li-

A Midsummer Night’s Dream
Appollinaire Theater Company Present’s Appollinaire in
the Park 2018: A Midsummer Night’s Dream. This per-
formance will run Wednesday to Sunday, July 11-29 in
PORT Park. Both the performance and parking are free!
Bring a blanket or lawn chairs and join the action as the
production moves through the park. In case of rain, call

Apollinaire Youth Performance of Midsummer Night’s
Dream will also take place this summer on August 10,
11, 12 and August 17, 18, and 19. All shows start at
6:30pm and are held by the fountain in Chelsea
Square.

Chelsea Walk Placemaking
Greenroot’s Chelsea Walk Placemaking project launches with a Pop-Up event on Mon-
day, July 23 from 5 to 8 pm at the Chelsea Walk. Then, throughout the day on Friday
and Saturday, August 3 and 4, stop by to prep the space for transformation!

Gallery 456
Come view Gallery 456 on Broadway with a special exhibit by Arnold Jarmak, with pho-
tos of Chelsea in the 1970s and early 80s on display throughout August. This is located
at the former Salvation Army building, 456 Broadway.

Keeping Our Aging Parents Safe
Learn about tips from the Massachusetts State Fire Marshal to keep our aging parents

                                                        Chelsea Fire Department’s new-
                                                        est pumper, Engine 3, went into
                                                        service on June 29, 2018. This
                                                        2018 Pierce has a 1500 Gallon
                                                        Per Minute pump and an expand-
                                                        ed foam system to combat flam-
                                                        mable liquid fires. Engine 3 runs
                                                        from the Mill Hill Station, and
                                                        was purchased under the city’s
                                                        Capital Improvement Plan for FY
                                                        18.
Quigley & Bosson Park Events
The Collaborative presents Quigley & Bosson Park events, running from July 2 to August
16 from 8am to 4pm. Children and families are welcome! Breakfast and lunch will be

Casino Jobs
The Chelsea Collaborative, in collaboration with Encore, will begin monthly office hours.
They will be in the Chelsea Collaborative Office once per month for a couple of hours to
answer any questions for anyone interested in Casino jobs. The first office hours are:

Wednesday, July 18 from 6pm to 7pm - Community Forum on the City's Mu-
nicipal Vulnerability Plan - The City of Chelsea participated in the State’s Municipal
Vulnerability Preparedness Program to identify risks, strengths and actions related to
climate change impacts in Chelsea. Please join us for a public listening session and an
opportunity to comment and provide input on Chelsea’s actions for climate change.
This event will take place in Chelsea City Hall, Room 101. For more information, con-

Thursday, July 19 from 6pm to 10pm—Chel-YEA - Come celebrate the Summer
with friends new and old. As always, this event will feature the best tacos in town! Chel
-YEA occurs on the third Thursday of each month, and serves as a way to bring the
Chelsea community together. All are welcome! This event will take place at Mystic
Brewery, 174 Williams Street, Chelsea.

Monday, July 23 at 5:30pm - Chelsea Walk - 2nd Visioning Meeting and Pop-
Up Park - Help GreenRoots envision what will go on this space with so much potential!

Verano: A Tribute to Latin American Music –
It's back! Last month we cancelled for rain that did-
n't arrive so the Fiesta's been rescheduled. We're
looking forward to bringing together all the day's
performers including Chelsea’s own Pillook, El
Rancherito de Oro, members of the Veronica Robles
Cultural Center, and more. This event will take
place in Chelsea Square.

Saturday, August 18 from 7pm to 9:30pm -
Disco Dance Party - Join us immediately after
Midsummer Night’s Dream performance in Chelsea Square on Winnisimmet Street. Per-
formances by Soul Revival y DJ Chaćon. The event includes Disco themed bounce hou-
se for kids, photo booth. 70s disco themed costumes encouraged!
