UNITED STATES (FEDERAL)

An agreement for a new funding package deal has been reached1 between the White House and Congress. Package details
have not yet been released as of 2pm today; however, the package is projected to provide $300 billion for the Paycheck
Protection Program and $50 billion for the Economic Injury Disaster Loan program.

Acting Homeland Security Secretary Chad Wolf announced2 that travel restrictions with Canada and Mexico would be
extended another 30 days. The restrictions, implemented in agreement with Canada and Mexico in late March, prohibit
nonessential travel.

UNITED STATES (STATE SPECIFIC)

As of 8am EST on April 21, 2020, there are 350 pending
COVID-19 Legislations throughout 28 states. A total of
819 COVID-19 related bills have been enacted and
proposed in the U.S. The high level summaries are
included below.
 Over 295 executive actions have been issued in 50
    states, Puerto Rico, the District of Columbia, Guam,
    and the Virgin Islands. Over 810 executive actions
    have been issued in total
 Over 120 bills have been introduced in 40 state
    legislatures, Puerto Rico, and the District of
    Columbia on paid sick leave and worker protections
    as well as appropriations requests
 Over 30 states and the District of Columbia have
    issued emergency regulations on a number of issues
    including but not limited to insurance carriers, labor and wage, and medical licensure

As of April 20, 2020, at least 23 legislatures (Alabama, Alaska, Arizona, California, Colorado, Connecticut, Delaware,
Georgia, Guam, Hawaii, Illinois, Iowa, Kansas, Louisiana, Minnesota, Mississippi, Nebraska, New Hampshire, New
York, Rhode Island, South Carolina, Tennessee and Virgin Islands) have postponed their legislative session.

2020/04 The dynamics of non-performing loans during banking crises: a new database3

The European Central Bank (ECB) has published a working paper entitled “The dynamics of non-performing loans during
banking crises: a new database”. This paper presents a new dataset on the dynamics of non-performing loans (NPLs)
during 88 banking crises in 78 countries since 1990 and includes all major regional and global crises during this period (eg,
the Nordic banking crisis, the Asian financial crisis, the GFC/Euro area crisis), and numerous standalone crises in transition
and low-income economies. For each crisis, NPLs are reported over an 11-year long window that starts three years before
the crisis and extends to seven years afterwards.

FRANCE

2020/04/20 Ministry of Action and Public Accounts; Ministry of Ecological and Inclusive Transition (French language
only)4

The ministries have announced EUR 390 million fund to facilitate road transport. The government will fund quarterly
reimbursements of the internal consumption tax on energy products (TICPE), and postpone road vehicle taxes (TSVR) by
three months. Sector companies now have until December 1, 2020 to pay the TSVR.

HUNGARY

2020/04/20 A Terméktájékoztató Megjelenésével Ma Indul Az Nhp Hajrá (Hungarian language only)5

The Magyar Nemzeti Bank has opened fixed-rate (maximum annual interest of 2.5%) funds to small and medium-sized
enterprises (SMEs) under the Growth Credit Program Hair (FGS Hair). The total size of GFS Hair was set at HUF 1.5 trillion.
Minimum loan sizes are HUF 1 million, and maxima were set at HUF 20 billion. Magyar Nemzeti Bank (MNB) accepted loan
applications for a variety of intended uses.

The FCA has set out its expectations of firms when dealing with the need for 'wet-ink' signatures (i.e. signing a document
by hand using a pen). The FCA rules do not explicitly require wet-ink signatures in agreements, nor do they prevent firms
from using electronic signatures in agreements. The validity of electronic signatures is a matter of law. Firms should
consider the legal position themselves because the FCA cannot give legal advice. Firms must also consider any related
requirements set out in the FCA's Principles for Businesses and general rules. For example:
 Firms should consider Principles 2, 3 and 6 and review the risks and harms of using electronic signatures, and take
    appropriate steps to minimize those.
 Firms should consider the client’s best interests rule (COBS 2.1.1R) and the fair, clear and not misleading rule (COBS
    4.2.1R) to ensure that, when a client signs a document electronically, this does not make it more difficult for the client
    to understand what they are agreeing to.

2020/04/21 FCA Primary Market Bulletin No. 27 – Update #27

The FCA has published an update to Primary Market Bulletin No. 27. PMB 27 is a special edition which provides key
commentary for issuers and market participants in light of the coronavirus (COVID-19) pandemic.

This includes:
 Ongoing disclosure under the Market Abuse Regulation
 Market volatility and suspension of trading
 The importance of transaction notifications
 Delays in corporate reporting
 Shareholder meetings; and
 Corporate transactions and admissions

The FCA has updated the Shareholder meetings and Corporate transactions and admission sections of the bulletin to take
account of the FCA Statement of Policy8 of 8 April 2020 and accompanying Technical Supplements.

2020/04/17 Coronavirus: UK business support mechanisms9

A summary of UK government and devolved administrations measures aimed at supporting the economy, businesses and
workers through the COVID-19 crisis from Pinsent Masons.

2020/04/20 PRA Q&A for banks on use of liquidity and capital buffers10

The PRA has published a document which concerns the use of liquidity and capital buffers during the period of economic
disruption resulting from the COVID-19 pandemic. The Q&A is aimed at all banks, building societies and designated
investment firms to which the CRD IV Directive (2013/36/EU) applies. They cover the following:
 What is a "liquidity buffer" and a "capital buffer"?
 What does it mean that liquidity buffers can be used as necessary to support the economy?

2020/04/17 Competition law to be relaxed to allow dairy industry to work together11

The Department for Business, Energy and Industrial Strategy (BEIS) and the Department for Environment, Food and Rural
Affairs (Defra) announced that elements of competition law will be suspended temporarily to support the dairy industry
during the 2019 novel coronavirus disease outbreak (COVID-19). As a result of the COVID-19 outbreak there have been
changes in the dairy supply chain, including decreased demand from the hospitality sector and reduced collection by
retailers who have had to close. Legislation will be laid shortly to allow the dairy industry to adapt to work together to
address current market challenges, so avoiding waste and maintaining productive capacity to meet future demand.

20/04/2020 Coronavirus (COVID-19)—Is it possible to extend the Brexit transition period? (LexisPSL)12

Public Law analysis: The coronavirus (COVID-19) outbreak has had an impact on the negotiations between the UK and the
EU. This has led some to consider the desirability of an extension to the Brexit transition period. The Government has
repeatedly stated that it does not intend to request any extension. In this analysis, Graeme Cowie at the House of
Commons Library sets out the legal and procedural hurdles—both in the Withdrawal Agreement (WA) and in UK domestic
law—to any extension of the UK’s post-Brexit transition period with the EU.

2020/04/17 Debt service repayments temporarily suspended amid coronavirus (COVID-19)13

UK Export Finance (UKEF) has issued guidance for UK creditors on the temporary suspension of debt service repayments.
The decision to temporarily suspend debt payments was made by G20 Finance Ministers and the Paris Club in a bid to
assist eligible developing countries which request forbearance to respond to the financing needs arising from the
coronavirus (COVID-19) pandemic. For the UK, this applies to debt rescheduled through the Paris Club or bilaterally up to
24 March 2020. At present however, it does not apply to uncalled guarantees subsisting at any time.

2020/04/20 The Coronavirus (Scotland) Act 2020 and restructuring and insolvency practice in Scotland (LexisPSL)14

Restructuring & Insolvency analysis: Steven Wood, insolvency practice support specialist at Institute of Chartered

The People's Bank of China has lowered the 1-year loan prime rate (LPR) to 3.85% from 4.05% and 5-year LPR to 4.65%
from 4.75%. The rates are effective until the next release.

INDONESIA

2020/04/20 Sebelas Sektor Tambahan Dapat Relaksasi Pajak untuk Redam Dampak COVID-1916

The Directorate General of Tax has added 11 more sectors besides manufacturing industry to get stimulus tax incentives
2 in order to reduce the impact of COVID on the economy.

KOREA

2020/04/20 Financial Services Commission plans for temporary easing of financial regulations in response to COVID-
1917

The financial authorities announced on April 17 a set of temporary deregulatory measures on financial institutions’ capital
adequacy, liquidity and asset quality requirements to help boost their financing capacity amid the COVID-19 crisis:
 Excluded small sized regional banks from the list of domestic systemically important banks (D-SIBs) and exempted
    them from the 1 percentage point additional capital buffer rule dictated by the early adoption of Basel III credit risk
    framework
 Lowered credit risk weights for SME loans and loss given default rates for business loans through the early adoption
    of Basel III credit risk framework
 Temporarily eased the standards for calculating firm’s net capital ratio for newly issued business loans until the end
    of September including extensions of existing loans
 Temporarily lifted the cap on credit extension between the subsidiaries of the same holding company to up to 20
    percent of equity capital to a single subsidiary for a total of up to 30 percent
 Upgraded the liquidity assessment indexes of insurance companies from the current 2 to 4 (and 5 ratings in certain
    cases) to 1 to 4 ratings as part of their risk assessment application system (RAAS) until the end of September
 Exempted savings banks from sanctions for violating credit extension requirements credit extension to local SMEs and
    self-employed business owners within the districts in which they operate.

2020/04/17 World Bank Group to launch new multi-donor trust fund to help countries prepare for disease outbreak18

The World Bank is planning to establish a new Health Emergency Preparedness and Response Multi-Donor Fund (HEPRF).
This new fund will complement, and be in addition to, the up to $160 billion of financing the World Bank Group will provide
over the next 15 months to support COVID-19 measures that will help countries respond to immediate health
consequences of the pandemic and bolster economic recovery.
