Welcome to Secure-OpsSecure-Ops in partnership with ExCeL London From a selection of Security providers Secure-Ops Ltd has been awarded as the service partners to ExCeL London so by working in partnership with ExCeL London, a more fluid operational system will occur. Secure-Ops Ltd are in a unique position to be able to effectively man such an operation because of the existing relationship between the two parties. Both teams of staff are experienced in working alongside each other. This joint leadership from the top ensures that we provide a service with strength in depth. Secure-Ops was founded in 2003 and since the formation has grown at a healthy rate. As a company we have not needed to ask for investment from anyone nor have we had to purchase any companies to attain our client database. All the work has been in-house due to the dedication of the people involved. Although the company was founded in 2003, the people responsible for starting the company and the staff joined have years of experience between them within the Security sector.

Commitment to QualitySupervisor Visits
For all events during the pre-event stages we will have assessed the level of Supervision
required for your event.
If a Supervisor or Manager is being charged for at your event you will have a permanent
point of contact for the period of the service. This person will be your first point of call for any
operational issues and requirements you may have. All of the staff onsite will report directly
with the Supervisor or Manager.
In this situation you will also be assigned a Contracts Manager that will deal with all business
aspects of your service delivery and will ensure that the service delivery is high.
Should there be no allocated Supervisor to the event
we will ensure that there is a designated Lead Operative
who will be responsible for ensuring the office is aware
of timings of staff and any issues onsite.
For all assignments we internally audit our service
against our key delivery aspects and the Service Level
Agreement. This form of internal audit ensures the staff
do not become complacent. It also allows us to let the
staff know when they are doing well.
Supervisor VisitsCorporate Social Responsibility
Introduction
In order to highlight and think about our social responsibility we carried out a management review
of the way we work as a supplier of security services to events and exhibitions. This policy
statement outlines the commitments we carry out to ensure that socially we are a responsible
employer and service provider.
Objectives
1. To enhance everyones experience at events and experience when they directly
deal with security and indirectly are affected by a security system.
2. To provide a service clients can be proud of.
3. To work with local companies and grow in size and experience with them.
4. To recruit locally to major venues that we work at to help the local community.
Although our impact to the environment may be considered as low, we have implemented the
following policies to limit the impact our company does have on the environment;
1. Encourage staff to utilise public transport by always highlighting routes for staff and
considerations of transport logistics in pre-event stages.
2. If no other option, car routes economically planned by office.
3. Think before you print policy on emails.
4. Recyclable products used where-ever possible.
5. Staff encouraged to switch off electrical products when not in use.
6. Locally sourced products are used wherever possible.
7. Working with suppliers and distributors who take steps to minimise their environ-
mental impact.
In order to ensure that we are socially responsible to our clients the following points are adhered
to;
1. All literature is written in plain English.
2. Open and honest about level of service required.
3. If something goes wrong we acknowledge the problem and deal with the issues.
4. Service delivery tailored to exact client requirements.
5. Adaptability in meeting with clients.
6. Listening to clients and advising correctly.

Description
CHARGE RATE FOR DAY SHIFT & NIGHT SHIFTS
Steward £15.22 per hour
SIA Operative £16.39 per hour
SIA Operative (Supervisor) £18.67 per hour
PLEASE NOTE: The Rates charge above is an estimate only for 1st January to 31st March 2021 and may
be subject to change depending on PAYE changes, National Insurance, Pension, National Living Wage
increases or decreases and hence the charge rate will be amended where necessary more nearer to the time.
*Rates will be reviewed in April 2021 when the Government releases further details of any tax increases.
Guidance Notes
Some clients are fully aware of all of their Security Requirements and need little guidance on the level
of staff required and the legal requirements attained to their event. However some clients need advice
and support on requirements especially during the first initial stages in order to put their budgets
together.
Below is a guide on basic levels of requirements that will hopefully give you an understanding of how
our rate card works.
n Secure-Ops provides its services for a minimum shift period of 7 hours per person.
n Our Rates are the same for Day Shift and Night Shift .
n It is necessary that a Supervisor will be assigned to every shift day or night (see Supervisor Rate)
It is difficult to determine what level of security is required without going through the planning
process with the client but as a guide overleaf we have below some advice on the basic requirements
you will need to consider when planning or budgeting for your event.Security Industry Licensing
Following the Licensing Act 2001
which changed the way in which
venues are licensed, ExCeL London
has a premise license in effect during
times in which the public are present.
Due to this license being in effect any Ÿ destruction or damage, against
person carrying out a function of a being stolen or against being
Security Guard must carry a valid SIA otherwise dishonestly taken or
Door Supervisor License. During any obtained;
other times anyone carrying out a Ÿ guarding one or more individuals
function of a Security Guard must against assault or against injuries
have at least a SIA Security License. It that might be suffered in

This person must be identified to ExCeL London Security Control and will be the liaison point between the Event Security Company and ExCeL London. This person must be onsite and there must be one appointed for both the day and night period. (Please refer to SIA Operative Supervisor rate) SIA Requirements Unless specifically in charge of just Safety Stewards the Supervisor or Team Leader must be an SIA Operative (SIA Manned Guarding permissible for build, break and night periods. SIA Door Supervisor for all open periods). In the event of being solely in charge of Safety Stewards it is permissible for the Team Leader or Supervisor to be a Safety Steward. (See Steward rate) Supervisors must be competent in their duties. Competency is assessed by a balance of training and experience.
Anytime in which only contractors and officials are allowed access

Contractor Access Point
SIA Requirements
At each Contractor Access Point into the exhibition from the boulevard there must be at least one SIA
Operative permanently positioned there. Any additional staff positioned on the entrance can be Safety
Stewards. It is the responsibility of the Event Security Company to risk assess the need for SIA Operatives at
the location. The 2 factors that must be assessed are;
1. What is the likelihood of people attempting to gain access without a pass.
2. What is the likelihood of conflict at that location.
Staff working on contractor access points will not wear hi-visibility however they can be worn on the front
entrance unless their is a specific hazard that necessitates such a control measure.
Lorryway Shutters
All staff working on the Lorryway must be in hi visibility clothing at all times.
SIA Requirements
At each open Lorryway Shutter there must be at least one SIA Operative with a radio. In the event of the
whole lorryway being in use for one show it is permissible that the access and exit points to the lorryway
can be considered as the entrance and to have at least one SIA Operative per location positioned there. In
the event of this the lorryway shutters can be manned by Safety Stewards to assist in an evacuation. Unless
other event demands necessitate differently a general rule of 1:200 can be applied when determining how
many staff are required.
There is a specific need to ensure that there is suitable control over what Lorryway Shutters are open and
closed. There needs to be identified a person specifically responsible for this role.
The staff must stay at this location once positioned and are not permitted to leave until directed to do so by
their supervisor.
The decision for which Lorryways to open is between the client, ExCeL London Event Management and the
Event Security Company.
15Anytime in which public and/or invited guests are allowed
access into the event area
16Entrances - Boulevard
It is our expectation that staff working on entrances during the open period should be exceptionally smart
and preferably in shirt, tie and blazer unless the event dictates a different dress code. No hi-visibility can be
worn on the front entrance unless their is a specific hazard that necessitates such a control measure.
SIA Requirements
At each entrance point into the exhibition from the boulevard there must be at least one SIA Door
Supervisor permanently positioned there. Any additional staff positioned on the entrance can be Safety
Stewards. It is the responsibility of the Event Security Company to risk assess the need for SIA Door
Supervisors at the location. The 2 factors that must be assessed are;
1. What is the likelihood of people attempting to gain access without paying.
2. What is the likelihood of conflict at that location.
Exits - Boulevard
It is our expectation that staff working on exits during the open period should be exceptionally smart and
preferably in shirt, tie and blazer unless the event dictates a different dress code. No hi-visibility can be
worn on the exit unless their is a specific hazard that necessitates such a control measure.
SIA Requirements
At each exit point from the exhibition from the boulevard there must be at least one SIA Door Supervisor
permanently positioned there. Any additional staff positioned on the exit can be Safety Stewards. It is the
responsibility of the Event Security Company to risk assess the need for SIA Door Supervisors at the
location. The 2 factors that must be assessed are;
1. What is the likelihood of people attempting to gain access without paying.
2. What is the likelihood of conflict at that location.
17Closed Boulevard Shutters
Staff working on a closed Boulevard Shutter must be located on the inside of the hall area and stand next to
the green push button. They must be briefed in advance by the ExCeL Fire Officer and be in possession of
the Emergency Procedures for the event and have a radio linked to your own radio system. All closed
boulevard shutters within a tenancy space must have a member of staff positioned there.
SIA Requirements
There is no requirement for SIA staff at this location whilst the shutter is in the closed position and
therefore a Steward can be used to cover this position (See Steward rate)In the event of the Boulevard
Shutter being raised for any reason other than an Emergency Evacuation the Event Security Company must
ensure that they position a SIA Operative to this location. (see SIA Operative rate) (Unless the complete
venue is in tenancy)
Staff positioned here must stay by the green push button at all times to stop public from tampering with the
device and to be ready to push the button when directed to do so.
No public should position themselves near to the shutter, staff at this location should encourage people to
position themselves elsewhere.
In the event of the shutter being raised the staff member must direct people to wait from walking under the
shutter until it has fully raised. This is particularly important as the shutter is only safe in the fully down and
fully up positions.
Exhibition Stand Security
For all stand security booked either through the main contractor or the stand themselves it is important that
you notify ourselves within your pre event planning paperwork and identify how many staff are working
their location and at what times.
SIA Requirements
It is the responsibility of the Event Security Company to assess the SIA Requirements in line with the SIA
guidance.
18Lorryway Shutters
There is no requirement to man the Lorryway Shutters during the open period of the event, however
consideration must be given to the fact that people may attempt to smoke outside these locations and
people may attempt to gain access from the evacuation gates in the West..
Unless for the purpose of a designated smoking area agreed with the ExCeL London Event Manager in
advance it is not acceptable that people access the lorryway area as this is a hazardous environment.
When a barriered smoking area is in place the staff positioned there to ensure that people do not gain
access to any other part of the lorryway can be Safety Stewards unless there is a specific risk of conflict due
to the crowd profile.
It is expected that within the pre-event planning the Event Security Company risk assesses the likelihood of
people attempting to smoke in the lorryway and gain access from the evacuation gates, and for suitable
control measures to be in place to combat that risk.
Waterfront Access Points - Cafe Closed
When the cafes are closed and people are only accessing Level 0 for the purpose of using the toilets, glass
doors and stairs to the Dockedge are deemed as Fire Exits.
SIA Requirements
There is no requirement for SIA Operatives at this location when the cafes are closed, Safety Stewards with
radios may be positioned to this location. (see Steward rate) They must ensure that no one exits through
the fire exit and the door remains closed so that people cannot gain access. Where it is arranged that people
may exit from the location to smoke by the waterfront the doors can no longer be classified as a Fire Exit
and are then a point of entry and must be treated as such. So must have a SIA Door Supervisor located
there.
Waterfront Access Points - Cafe Open and or Designated Entrance
When the cafes are open and in use the doors are an entry point.
SIA Requirements
At least one member of staff per location must be a SIA Door Supervisor. It is the responsibility of the Event
Security Company to secure this area suitably to ensure that if people are accessing the Waterfront there is
a suitable and sufficient level of security to ensure that people who have not accessed through the boulevard
are refused access. This is to be agreed with ExCeL London Event Management prior to the event.
19North & South Gallery Corridors
A full list of North & South Gallery rooms in use can be provided on request from ExCeL London Event
Management to enable a full assessment to be made.
Where there is a possibility of people accessing the event area via the corridor on Level 2 it is imperative
that at least one member of staff at each point is a SIA Door Supervisor.
Platinum Suite Level One
It is our expectation that staff working on the Entrance to the Platinum Suite during the open period should
be exceptionally smart and preferably in shirt, tie and blazer unless the event dictates a different dress code.
No hi-visibility can be worn on the entrance unless their is a specific hazard that necessitates such a control
measure.
SIA Requirements
At the entrance point into the Platinum Suite from the boulevard there must be at least one SIA Door
Supervisor permanently positioned there. Any additional staff positioned on the entrance can be Safety
Stewards. It is the responsibility of the Event Security Company to risk assess the need for SIA Door
Supervisors at the location. The 2 factors that must be assessed are;
1. What is the likelihood of people attempting to gain access without paying, or registering for the event.
2. What is the likelihood of conflict at that location.
Platinum Suite Level 3 Access via Restaurant (The Tavern)
When the restaurant is open or closed staff will need to be positioned at Level 3 to ensure that public do
not enter your Tenancy space
SIA Requirements
At least one member of staff must be a SIA Door Supervisor.

Response/Float Teams
It is the responsibility of the Event Security Company to assess the need for Response/Float Teams and the
amount of teams that are required, as a general rule ExCeL London prefers teams no larger than four staff
and all to be easily identifiable.
SIA Requirements
All Response/Float Team members must be SIA Door Supervisors and competent at dealing with conflict
and ejection techniques.
Break Staff
Sufficient break staff must be included within the staffing numbers so as to ensure that staff are able to be
relieved for toilet and welfare breaks. Attention must be drawn to the need for welfare to be considered
under the requirements for a Safe Place of Work.
SIA Requirements
If a member of staff is breaking another member of staff the relief member of staff must be competent in
the requirements of the position and in the event of the position to have been deemed an SIA location the
relief guard must also be a SIA Door Supervisor.
