3. Geography
3.1.Gold ore reserves in India (DTE)
     • India has 501.83 million tonnes of gold ore reserves as of April 1, 2015, according to National Mineral
        Inventory data.

     • Out of these, 17.22 million tonnes were placed under reserves category and the rest under remaining
        resources category.

State wise reserves of gold ores data
     • Bihar (44%) > Rajasthan (25%) > Krt (21%) > WB=AnP (3%) > Jh (2%)
     • The remaining 2 per cent reserves are in Chhattisgarh, Madhya Pradesh, Kerala, Maharashtra and
        Tamil Nadu

    Others
     • The Geological Survey of India (GSI) is actively engaged in geological mapping, followed by mineral
exploration and surveys, of various mineral commodities with an aim to identify potential mineral
        rich zones and establish resources.

     • Every year, according to approved annual Field Season Program, GSI takes up mineral exploration
projects in various parts of the country for augmenting mineral resources.

     • The Government of India recently amended the Minerals Evidence of Mineral Contents Rules to allow
auction of composite licence at G4 level for deep-seated minerals, including gold.

The exploration for any mineral deposit involves four stages
     • Reconnaissance survey (G4), preliminary exploration (G3), general exploration (G2) and detailed

     4. Economy
      4.1.Raja Mircha (Financial express)
       • Nagaland’s speciality ‘Raja Mircha’ which is also called king
chilli owing to its extreme spiciness was for the rst time
          exported to London recently

       • Raja Mircha /king chilli / Bhoot Jolokia / Ghost pepper
       • A small consignment of Raja Mircha from Nagaland was
exported to the capital of Britain via Guwahati on an
          aeroplane

       • King Chilli which is considered the world’s hottest on the
basis of Scoville Heat Units (SHUs) has already been
certi ed as Geographically Indications(GI) tagged to
          the state of Nagaland

      SCOVILLE SCALE
       • The scale is used to measure the amount of capsaicin
-the chemical compound found in peppers that gives
them their piquant heat- in peppers.

       • Capsaicin is what’s responsible for making your
tongue burn, body sweat and ears ache after eating a
pepper. Most capsaicin is found in the ribs and seeds
          of a pepper

      Scoville heat units
       • It is simply a measurement of the number of times
capsaicin needs to be diluted by sugar-water.

       • The number of Scoville Heat Units (SHU) in a pepper
or even hot sauce indicates the amount of capsaicin
          present.

       • The higher the Scoville rating, the hotter the pepper.
So, of course, a low rating indicates little or no heat.

4.2. Changes to deposit insurance laws(IE)
       • The Union Cabinet on Wednesday cleared changes to the deposit insurance laws to provide funds up
to Rs 5 lakh to an account holder within 90 days in the event of a bank coming under the moratorium
          imposed by the RBI

      Changes
       • Earlier, depositors end up waiting for 8-10 years before they are able to access their deposits in a
distressed bank only after its complete liquidation

     • Now depositors will be provided funds up to Rs 5 lakh within 90 days in the event of a bank coming
under the moratorium imposed by the RBI.

     • It covers all commercial banks and even branches of foreign banks operating in India will come under
the purview of this amendment and this will be applicable to banks which are at present under
         moratorium.

     • The proposed law is prospective and not retrospective. But it will cover banks already under
moratorium and those that could come under moratorium.

     • It permits raising the deposit insurance premium by 20% immediately, and maximum by 50%
    What is deposit insurance?
     • Currently, in an unlikely event of a bank failing in India, a depositor has a claim to a maximum of Rs 5
lakh per account as insurance cover.

     • The cover of Rs 5 lakh per depositor is provided by the Deposit Insurance and Credit Guarantee
Corporation (DICGC), which is a fully owned subsidiary of the Reserve Bank of India.

     • Depositors having more than Rs 5 lakh in their account have no legal recourse to recover funds in
         case a bank collapses.

    Who pays for this insurance?
     • Deposits in public and private sector banks, local area banks, small nance banks, regional rural
banks, cooperative banks, Indian branches of foreign banks and payments banks are all insured by the
         DICGC.

     • The premium for this insurance is paid by banks to the DICGC, and not be passed on to depositors. B
     • Banks currently pay a minimum of 10 paise on every Rs 100 worth deposits to the DICGC as
premium for the insurance cover, which is now being raised to a minimum of 12 paise

     • Within the rst 45
         days of the bank
         being put under
         moratorium, the
         DICGC would collect
         all information
         relating to deposit
         accounts. In the next
         45 days, it will review
         the information and
         repay depositors
         closer to the 90th
         day.

     • L a s t y e a r, t h e
         government raised
         the insurance amount
to Rs 5 lakh from Rs
         1 lakh.

     • Prior to that, the DICGC had revised the deposit insurance cover to Rs 1 lakh on May 1, 1993 —
raising it from Rs 30,000, which had been the cover from 1980 onward.

4.3.High scal borrowings won’t crowd out private sector: CEA
          (The Hindu)
       • Concerns about high government borrowings crowding out the private sector’s fund-raising efforts
were misplaced and not based on evidence, Chief Economic Advisor

       • On the contrary, the government’s increased capital spending would impart a ‘crowding-in effect’
spurring more investment, reacting to comments made by a member of the Securities and Exchange
         Board of India (SEBI).

      Argument by SEBI members
       • The bond markets had an important role in supporting the economy’s rebound at a time when banks
were ‘overburdened from the overhang of non-performing assets’.

       • Good part of the bond market gets crowded out by the government issuances of close to about
         ₹14-15 lakh crore

      Argument by Chief Economic Advisor
       • There is now evidence that savings are pro-cyclical with growth.
       • When you have a pool that is growing and the government takes a rupee out today for capital
expenditure, and thereby push growth and increase savings, the pro-cyclical behaviour of savings
         kicks in.

       • So this is the crowding-in effect of infrastructure, especially government- led, capital spending
      Procyclic growth
       • Procyclic refers to a condition of a positive correlation between the value of a good, a service, or an
economic indicator and the overall state of the economy.

       • In other words, the value of the good, service, or indicator tends to move in the same direction as the
economy, growing when the economy grows and declining when the economy declines.

       for each district

 5.3.All India Quota-NEET (The Hindu)
  • The Union Health Ministry has announced 27% reservation for the OBCs (Other Backward Classes)
and 10% quota for the Economically Weaker Sections (EWS) in the all-India quota (AIQ) scheme for
undergraduate and postgraduate medical and dental courses from 2021-22.

 What is NEET?
     • The National Eligibility-cum-Entrance Test (NEET) is the entrance examination for entry to all
undergraduate (NEET-UG) and postgraduate (NEET-PG) medical and dental courses in the country.

     • Until 2016, the All India Pre-Medical Test (AIPMT) was the national- level entrance examination for
medical colleges, while state governments used to hold separate entrance tests for seats that were
not contested at an all-India level.

     • NEET was held for the rst time in 2003, but discontinued the following year.

  • On April 13, 2016, the Supreme Court upheld the newly inserted section 10-D of the Indian Medical
Council Act, which provides for a uniform entrance examination to all medical educational
institutions at undergraduate level and postgraduate level in Hindi, English and various other
    languages.

  • Since then, NEET has been the uniform entrance test for medical courses across the country. It was
conducted by the CBSE initially, and has been conducted by the National Testing Agency (NTA) since
    2018

 All India Quota
  • Although the same examination is held
across the country, a chunk of the seats in
state medical/dental colleges is reserved for
students domiciled in their respective states.

  • The remaining seats —15% in UG and 50% in
PG — are surrendered by the states to the All
    India Quota.

  • The AIQ scheme was introduced in 1986
under the directions of the Supreme Court
    to provide for domicile-free, merit-based
opportunities to students from any state to
study in a good medical college in any other
    state.

  • In deemed/central universities, ESIC, and
    Armed Forces Medical College (AFMC),
100% seats are reserved under the AIQ.

 Reservation policy
  • Until 2007, no reservation was implemented within the All India Quota for medical admission.
  • On January 31, 2007, in Abhay Nath v University of Delhi and Others, the Supreme Court directed
that reservation of 15% for Scheduled Castes and 7.5% for Scheduled Tribes be introduced in the
    AIQ.

  • The same year, the government passed the Central Educational Institutions (Reservation in
Admission) Act, 2007 providing for 27% reservation to OBC students in central government
    institutions.

  • While state government medical and dental colleges provide reservation to OBCs in seats outside
the All India Quota, this bene t was so far not extended to seats allocated under the AIQ in these
    state colleges.

  • The 10% EWS quota under the Constitution (One Hundred And Third Amendment) Act, 2019, too,
has been implemented in central educational Institutions, but not in the NEET AIQ for state
    institutions.

  • Now Reservation for the OBC and EWS categories within the AIQ will be offered in medical colleges
from the current academic year. This would bene t nearly 1,500 OBC students in MBBS and 2,500
OBC students in postgraduate courses, and around 550 and 1,000 EWS students respectively,
according to a statement issued by the Health Ministry.

6. History
 6.1.Jaipur’s Amagarh Fort dispute (IE)
  • A fort in Jaipur is at the centre of a con ict between the tribal Meena community and local Hindu
groups. Both sides have led police cases and are running social media campaigns to assemble at the
    fort and show their strength.

 Dispute
  • Members of the Meena community say the Amagarh Fort was built by a Meena ruler predating
Rajput rule in Jaipur, and has been their holy site for centuries

  • The people from the community used to worship Amba Mata and other deities in the fort.
  • In June, following reports of idols being vandalised and hoisting of a saffron ag at the fort, Meena
community members accused Hindu groups of trying to appropriate tribal symbols into the Hindutva
fold, and of changing the name of Amba Mata to Ambika Bhawani.

  • On July 21, the saffron ag was brought down, Hindu groups have accused Meena community
    members of tearing the ag

  • Meena leaders have said that the Hindu groups had agreed to take down the ag after discussions,
and that it got accidentally torn while members of Hindu groups were bringing it down.

 Amba Mata and Ambika Bhawani
  • Amba Mata is different from Ambika Bhawani. Like other tribal groups, Meenas too worship
    ancestors.

  • Amba Mata was such an ancestor, a living person and not a god. Amba Mata is not related to Ambika
    Bhawani or Durga.

  • An effort is being made by Hindu organisations to appropriate Amba Mata as Ambika Bhawani.
 History of the fort
  • According to historian , the present form of the Amagarh Fort was given in the 18th century by
Maharaja Sawai Jai Singh II, founder of Jaipur.

  • It has always been believed that there was some construction at the place before Jai Singh II built
    the fort

  • Prior to Rajput rule by the Kachhwaha dynasty, Jaipur and its nearby regions were ruled by Meenas,
    who had political control,

  • Dr Heera Meena, former assistant professor in Delhi University and a scholar in tribal culture, said
the fort was built by a Meena Sardar from the Nadla gotra, now known as Badgoti Meenas.

  • Sardars from the Meena community ruled large parts of Rajasthan till around 1100 AD
