                Any and all other applicable fees must accompany entries.

 An entry form is available at the back of this premium book. In order to avoid errors and to save time, please
complete the form prior to making your entries. Please make sure to print all information. Unless the entry is
made in the classification in which the article is named, no premium will be awarded. Exhibitors must determine
 for themselves in which classification they will make their entry. ABSOLUTELY NO CHANGES OR ADDITIONS
                      WILL BE MADE AFTER ENTRIES CLOSE ON AUGUST 14 AT 4:30 P.M.

 Entry tags will not be available at the time entries are made. If necessary, tags can be mailed upon payment of a
                                           $1.00 handling and postage fee.

Please note: EXHIBITOR IS RESPONSIBLE FOR CHECKING TAGS FOR ACCURACY. If an error, made by the fair
office, is found, or a tag is missing and was listed on the original entry blank, you must report it to the office no
  later than Friday, August 20. If the error is not reported by this deadline, a correction will not be made.

                                          IMPORTANT NOTICE
   The gates will open to the public at 8:00 a.m., Saturday, September 11. The buildings will not be open until
10:00 a.m. All exhibits and displays must be in place Friday, September 10 by 11:00 p.m. All exhibits and displays
                      in buildings must remain intact until 7:00 a.m., Friday, September 17.

                                    Applicable fees must accompany entries.

                                                                    All seats are free for the harness races.

1.	 USTA rules with exceptions noted: Two and Three year old Home Talent Stake Races go one heat only, no
     comebacks. Money divisions: 50 - 25 - 12 - 8 - 5 percent. Starting fee, overnight events $25.00. Money division
     and fees in Stake races as in published conditions. (DOC MAIRS AND MAX KISTER MEMORIALS $100
     STARTING FEE, DAY OF RACE.) In overnight events, no more monies will be paid than there are starters.
1A.	 Starting Gate will score five wide. Will start 6, no more than 7, if 8 or more entries, heats will be held.
2. Signature Series Doc Mairs Memorial Trot, Ohio owned and sired preferred. 4 yrs old and up. Take top seven money
     earners in 2021. One Division.
3. Signature Series Max Kister Memorial Pace, Ohio owned and sired preferred. 4 yrs old and up. Take top seven money
     earners in 2021. One Division.
4. All Owners, Trainers and Drivers should be members of the Ohio Harness Horsemen’s Association for
     insurance purposes.
5. Starters must be declared by 11:00 A.M., DST, 3 days preceding date race is scheduled to start. The Society
     reserves the right to reject any entry, to change program, and to declare off any race, or rearrange programs
     as conditions require. The Society reserves the right to invoke preference rule.
6. Eligibility Certificates and Starting Fees, as well as OWNER’S SOCIAL SECURITY NOS., will be required
     in      the Racing Secretary’s Office before any winnings will be paid.
7. If in any race there are more declarants than can be scored in two tiers, elimination heats will be raced
     without adding.
8. Winnings will be paid at Secretary’s Office as soon as possible after race is finished. Checks must be cashed no
     later than November 30, or winnings will be forfeited to the Society. No straw furnished. Stalls will be assigned.
9. Horses brought on the grounds at owners’ risk. Society assumes no liability for accidents, losses, injuries to
     person, animals or equipment on track or Fairgrounds.
10. $100 to the driver of the horse breaking the track record at either gate. In case of tie to be decided by flip of
     coin. In case more than one horse breaks record, to go to fastest time.

CONSTITUTION
    Article I. This society shall be known by the name of WAYNE COUNTY AGRICULTURAL SOCIETY.

    Article II. The Board of Directors for the management of the society shall consist of twenty-one members,
whose terms of office shall be for three years, and until their successor is elected and qualified. Newly elected
directors shall assume the duties of their office at the regular meeting in November following their election.

     Election of Directors shall be conducted according to rules prescribed by the Ohio Department of
Agriculture. The society shall secure a notary public, judge, or mayor to administer the following oath (or
affirmation) of office and to induct newly elected directors into office. The President of the society shall
administer the oath to the newly elected directors in the absence of any of the above officals.:

                 “I do solemnly swear (or affirm) that I will support the constitution of the United
                    States, the Constitution of the State of Ohio, laws of Ohio and the rules and
                  regulations of the Department of Agriculture of Ohio pertaining to Agricultural
                 Societies and to the best of my ability perform the duties of Director of the Wayne
                                    County Agricultural Society, so help me God.”

    Eight directors shall constitute a quorum for the transaction of business. Any officer or member who shall
be absent himself for three consecutive meetings unless such absence shall be satisfactorily accounted for, shall
thereby vacate his office. The tenure of office shall be so arranged that the terms of one-third of the members
shall expire annually. The OSU Wayne County Extension Educator(s), County Commissioners and County
Engineer shall be ex-officio (non-voting) members of the Board of Directors.

     Article III. The Board of Directors, at the regular November meeting each year, shall organize by the
election of President, Vice President, General Manager, Secretary-Treasurer, and Auditing Committee, consisting
of three, whose terms of office shall be one year and until their successors are elected and qualified. Only
members of the Board of Directors shall be eligible to the office of President and Vice President. Any member
of the Society shall be eligible to the Auditing Committee. Any suitable person shall be eligible to the office
of General Manager, Secretary-Treasurer. The Board shall approve all committees and officers not otherwise
provided; have the general supervision of the construction and management of the grounds, buildings and
driving track of the Society; have the power to vacate the office of any officer therein for good cause at any
regular meeting of the Board and shall have power to fill vacancies at the same time.

    Article IV. On the last Saturday in October, an election shall be held in the Society’s room to fill the
vacancies in the Board of Directors, occasioned by the expiration of the term of one-third the members. Only
bona-fide members of the Society shall be entitled to vote. Candidates for members of the Board of Directors
must be members of the Society in good standing, and must qualify for election according to the rules of the
Ohio Department of Agriculture.

    Article V. In order to become entitled to membership in the Society, an applicant must be twenty-one years
of age, a resident of the county, in good moral standing, and pay to the Treasurer of the Society an annual fee as
fixed by the Board of Directors of the Society.

   Article VI. It shall be the duty of the President, and in his absence the Vice-President, to preside at all
meetings of the Board and enforce rigid observance of the constitution and by-laws.

Article VII. It shall be the duty of the Secretary-Treasurer to keep a record of the proceedings of the Board,
to issue membership tickets to members of the Society, keep a record of the names and addresses, and give
members 3 weeks notice of time and place of election of Directors. They shall return all unsold tickets to the
Auditing Committee, taking their receipt therefore. They shall record all entries for premiums, receive all monies
due to the Society, and deposit same in a depository selected by the Board of Directors. They shall pay all bills
on approval of the Board of Directors. They shall make a written report to the auditing committee at the close
of each day of the number of tickets sold during said day. They shall report annually at the regular meeting in
December, an itemized statement of all receipts and disbursements, and pay all monies in his hands belonging to
the society to their successor when duly elected and qualified.

     They shall make a report annually to the Ohio Department of Agriculture as required by law, and shall
perform such other duties as are required by law and usage, and as may be prescribed by the Board of Directors
of the Society. Before entering upon their duties, they shall provide a bond for the faithful discharge of their
duties in such amount as may be deemed expedient by the Board, the premium on such bond to be paid by the
Society. They shall receive for their services such compensation as the Board of Directors shall deem proper.

   Article VIII. The Wayne County Agricultural Society shall provide police protection during the Wayne
County Fair.

     Article IX. The General Manager shall take charge and control the Society’s grounds, subject to the approval
of the Board of Directors.

    Article X. It shall be the duty of the Auditing Committee, at the close of the year’s business, to audit the
Secretary-Treasurer’s books, inspect other pertinent records, and report the result of its findings to the Board of
Directors.

    Article XI. The annual exhibition of the Society shall be held on such days as shall be fixed by the Board.

    Article XII. The Board of Directors shall have the power to adopt rules and regulations to govern and
control the annual exhibition of the Society.

    Article XIII. Regular meetings of the Board of Directors shall be held the third Saturday of December and
January at 1:00 p.m. and the third Monday evening of February, March, April, May, June, July, August, October
and November at 8:00 p.m.

    Article XIV. This Constitution may be amended in accordance with rules and regulations prescribed
therefore by the Ohio Department of Agriculture.

RULES            AND     REGULATIONS
 1.	 On the payment of twenty dollars ($20.00) a membership card and six single tickets will be issued, which
		 will entitle the owner to enter any number of animals or exhibits in accordance with the rules following. The
		 membership card does not admit to grounds, but will entitle members to vote at the annual election.
		 Membership must be secured on or before the last day of the fair.
 2. All entries close the 2nd Saturday in August at 4:30 p.m. except as otherwise specified in Premium Book.
		   NO ADDITIONAL ENTRIES OR CHANGES WILL BE TAKEN AFTER THAT DATE.
 3. Ten per centum of first place premium offered will be charged on all entries of livestock (unless otherwise
		 stated). Entry fees must be paid when entries are made, otherwise, entries will not be accepted.
 4. In order to avoid errors and save time, please complete the entry form at the back of the Premium Book list
		 prior to making your entries at the Secretary’s office. Unless the entry is made in the classification in which the
		 article is named, no premium will be awarded. Exhibitors must determine for themselves in which
		 classification they will make their entry.
 5. Every animal or article must be exhibited in the bona-fide owner’s name, and should any competitor violate
		 this rule, he shall not receive a premium, should one be awarded.
 6. No animal exhibited will be allowed to be removed without the consent of the Department Superintendent
		 and fair Veterinarian, until after 10:00 p.m. on the last day of the fair with the exception of small
		 animal walkouts at 9:30p.m. No articles exhibited will be permitted before removal on 7:00 a.m.,
		 Friday after the exhibition unless otherwise specified.
 7. Every animal or exhibit on the grounds entered for premiums, shall, during the Fair, be under control of the
		 Superintendent department in which it is entered, and no stock shall be allowed to run at large on the
		Fairgrounds.
 8. Exhibitors will be expected to obey the Department Superintendent in presenting their stock when
		 instructed to do so, and persons refusing or failing to comply, may be ruled out from competing.
 9. Any person entering stock of any kind and misrepresenting its age, condition or ownership, will forfeit the
		 premium and be excluded from competing.
10. Exhibitors are required to have all exhibits entered on the books at the Secretary’s office before they can be
		 assigned to their respective departments.
11. Cards will be furnished corresponding with the entry on the Secretary’s books to accompany all animals
		and exhibits on exhibition.
12. Each entry shall specify the exhibitor’s name, post office address and the name and age of the animal or
		   exhibit offered.
13. No animal can compete in more than one class except as one of a pair or herd.
14. Exhibitors must see to the delivery of their animals or exhibits upon the grounds and to the proper
		 Department Superintendent at the proper time.
15. The Board will take every precaution in its power for the safety of the visitors and the safe preservation of
		 stock and exhibits on exhibition after their arrival and arrangement upon the grounds, but will not be
		 responsible for any loss, damage or accident that may occur. Exhibitors are requested to give attention to
		their exhibits during the Fair, and at the close to tend to their removal.
16. Purity of blood of stock must be established by pedigree. Genuineness of pedigree of cattle and sheep will
		 be decided by herd books and registers of acknowledged authorities of their respective classes.
17. Evidence will be required that animals exhibited as breeders are not barren.
18. No stock will be permitted to enter the ring, unless under halter and in care of a groom.
19. Horses, cattle and sheep will be exhibited in the ring, prepared for the purpose, and the premium ribbons or
		 cards attached by the Judges before leaving the ring unless otherwise specified.
20. No awards will be made on any breeding animal that is barren or has any transmissible unsoundness.
21. All manufactured articles must be exhibited by the manufacturer or agent, and all grains, fruit or vegetables
		 to be exhibited by the owner.
22. An efficient police force will be on the grounds at all times to maintain order.
23. If animals occupying stalls are not exhibited in the ring at the call of the Department Superintendent, or at
		 the time of their class as stated in the program of the day, exhibitor will be charged one dollar per day
		 for stall rent and be excluded from competition or forfeit any premium previously awarded, unless
		 upon written excuse from the Department Superintendent of his department, approved by the Secretary.

24. THE SOCIETY RESERVES THE RIGHT TO PAY THE PREMIUMS, WHICH MAY BE
		 AWARDED FOR THE EXHIBITION, PRO RATE, PROVIDED THERE ARE NOT SUFFICIENT
		 FUNDS (AFTER PAYING ALL THE EXPENSES OF THE SOCIETY) IN THE TREASURY TO PAY
		 IN FULL.
25. When animals or exhibits are not deemed worthy of a premium, the judge will make no award, though there
		 be no competition.
26. No person other than members of the Board, or Department Superintendents, will be allowed to see the
		 entries or have access to the entry books until after the entries close.
27. All entries and awards will be made in strict compliance with the offered premium list.
28. It is the duty of all exhibitors to carefully study the rules and govern themselves accordingly. Any
		 information will be cheerfully given in regard to exhibiting in any of the classes, by the members in charge
		 or the Secretary.
29. No interference or communication with the judges will be allowed and any person who by letter or
		 otherwise attempts to influence the decision of any judge shall forfeit any or all premiums which may have
		 been awarded, and ruled out of competition.
30. If there is any question as to the regularity of entry, or of the right of any animal or any exhibit to compete
		 in any given class, the judges shall report the same to the Superintendent of the department, and they to the
		 Secretary for adjustment.
31. The judges must not attach premium cards to exhibits for which no premium is offered.
32. The Society invites all persons having stock to sell or animals to bring before the public to exhibit at our
		 annual Fair.
33. Premiums will be paid no later than 30 days from the last day of the fair. Anyone challenging their
		 premium check, must do so within 15 days after receipt. No adjustments will be made for less than
		$1.00.
34. All premiums not drawn by the 30th of November of each year will be forfeited to the Society. This
		 rule will be enforced to the letter.
35.		 First Bedding MAY OR MAY NOT be furnished by the Fairboard.
36. The sale of alcoholic drinks of any kind on the grounds is strictly forbidden during the annual fair
		 exhibition. From time to time during the other times of the year (other than the week before, the
		 week during and the week following the annual fair exhibition), the board may consider allowing the sale
		 of alcoholic drinks for specific groups or specific events but the activity or specific group must be able to
		 show they have obtained a permit and carry adequate insurance and have security hired at this event
		 within the guidelines of the fair board. No games of chance, gambling, or any immoral exhibitions of
		 any kind are allowed on the grounds at any time unless approved by the Board of Directors.
37. “No person shall be permitted to make solicitations of any nature on the fairgrounds except in contracted
		 concession or commercial rented spaces.” “No person will be permitted to post or display signs,
		 distribute handbills or advertising material or sell or distribute free, any merchandise, except persons
		 under contract.”
38. The Wayne County Fair Board reserves the right to limit the number of exhibits per exhibitor. The Wayne
		 County Fair Board reserves the right to limit the number of exhibitors.
39. Kiddie Tractor Pull will be Sunday, during the annual fair exhibition at a specified time and at a specified
		 location. Classes: 4-5 yr. old, 6-7 yr. old and 8-9 yr. old. Trophies to top 3 boys and 3 girls in each
		class. Open to Wayne County Residents Only! Interested parties may sign up one hour prior to the event.
40. Our fair will operate under the provisions of Ohio’s Livestock Show Reform Act and under all applicable
		 Ohio Department of Agriculture Administrative Code Rules. This law and the amended rules may be
		 viewed and or secured at the secretary’s office.
41. The Wayne County Agricultural Society assumes no responsibility for damage to or loss of parked vehicles
		 or personal property contained within parked vehicles.
42.	 Protest Area - The designated protest area to be West of the red ticket booth at gates 5&6 in the area that is
		 planted with flowers at fair time, which would be the South side of the blacktop path coming from the
		 South West parking lot.
43.	 No small animals are permitted on the Fair grounds unless they are determined to be service animals or
		 are 4-H or FFA fair entries. All fair entries must remain in their designated areas while on the grounds on
		 their specific show day(s) during the fair.

2021 SEASON/OHIO’S LIVESTOCK HEALTH EXHIBITION RULES
901:1-18-01 Chapter’s application.
(A) Animals listed in this chapter, when moved or imported into Ohio for exhibition purposes only, shall
    comply with the requirements of this chapter, and when in compliance with the provisions of this chapter
    shall, with the exception of rules governing movement and importation of quarantined animals, be exempt
    from any other rules governing movement within or importation into Ohio.
(B) Animals moved within or imported into Ohio for any purpose in addition to exhibition shall meet all
    movement and import requirements of Chapter 901:1-17 of the Administrative Code.
 901:1-18-02 Definitions.
As used in this chapter:
(A) “Exhibition” means any public show of animals, which is sponsored by or under the control of an Ohio
    county or independent agricultural society organized under chapter 1711 of the revised code; or the Ohio
    state fair; or which is assembled for a period which exceed thirty-six hours or contains animals of origins
    other than Ohio.
(B) “Certificate of veterinary inspection” means a form from the state of origin, which has been issued and
    completed by a licensed and accredited veterinarian attesting to the health status and identification of an
    animal listed thereon.
(C) “Approved veterinarian” means any licensed and accredited veterinarian approved by the Ohio department
    of agriculture, or an employee of the Ohio department of agriculture or the United States department of
    agriculture, animal plant health inspection service, veterinary services.
(D) “Licensed and accredited veterinarian” means a person who is licensed by the state of Ohio to practice
    veterinary medicine and who is certified by the United States department of agriculture, animal plant health
    inspection service, veterinary services, to be an accredited veterinarian.
(E) “Residue” means any poisonous or deleterious pesticide governed by 40 C.F.R. 180, any poisonous or
    deleterious substance governed by 21 C.F.R. 109.6, or any other substance governed by 21 C.F.R. 556.
(F) “Contagious or infectious disease” means any disease, including any foreign animal disease, or vector,
    capable of transmission by any means from a carrier animal to a human or to another animal and includes
    dangerously contagious or infectious diseases.
(G) “Tuberculosis accredited free herd” is one that has passed at least two consecutive annual negative official
    tests for tuberculosis in accordance with the “Uniform Methods and Rules – Bovine Tuberculosis
    Eradication,” and has no other evidence of bovine tuberculosis.
901:1-18-03 Exhibitions: sanitation, inspection and records.
(A) Each entity sponsoring an exhibition shall have in attendance an approved veterinarian for the duration of
    the exhibit.
(B) Each entity sponsoring an exhibition shall:
    (1) Immediately, prior to an exhibition and under the direction of the approved veterinarian, thoroughly
			 clean and disinfect each building, pen, stall, ring or other enclosure in which animals are to be
			 quartered for exhibition;
    (2) Have the approved veterinarian:
			 (a) Examine the certificate of veterinary inspection when required for an animal brought to the exhibition;
			 (b) Inspect within a reasonable time of arrival each animal brought to the exhibit for symptoms of
				           any infectious or contagious diseases;
			 (c) Daily inspect each animal present at the exhibition for symptoms of infectious or contagious disease.
    (3) Maintain a record for one year from the date of the exhibition of each animal present at the exhibit.
			 The record shall contain the name and address of the owner of each animal and the species and breed
			 of the animal.
    (4) May order the immediate removal of any animal, which in the opinion of the approved veterinarian,
			 places other animals at unacceptable risk of disease.
(C) An exemption from the requirements of paragraph (B)(1) of this rule may be requested from the
    department and will be granted when, in the judgment of the department, cleaning and disinfection will
    serve no purpose. By way of example only, cleaning and disinfection will generally serve no purpose in a
    newly constructed building that has never been occupied.
 901:1-18-04 Exhibitors.
(A) No person shall present for exhibition or exhibit an animal which he knows or has reason to suspect is
    affected with or has been exposed to a dangerously contagious or infectious disease or residue.

(B) The owner or bailee of an animal with symptoms of an infectious or contagious disease shall, when directed
    by an exhibition official, the approved veterinarian, or an employee of the Ohio department of agriculture,
    immediately remove the animal from the exhibition premises.
(C) Upon request, each person who presents for exhibition or exhibits an animal, shall make available any
    certificate of veterinary inspection, registration certificates, vaccination certificate, and other documents to
    exhibition officials, the approved veterinarian or an employee of the Ohio department of agriculture.
(D) Each person who presents for exhibition or exhibits an animal for which a certificate of veterinary
    inspection is required by rules 901:1-18-01 to 901:1-18-11 of the Administrative Code shall forward a copy
    of the certificate of veterinary inspection to the Ohio department of agriculture’s division of animal industry.
 901:1-18-05 Poultry and fowl.
(A) All turkeys, chickens and gamebirds moved within or imported into Ohio for exhibition must:
    (1) Originate directly from a flock or hatchery which is a participant in the national poultry improvement
			 plan for the eradication of disease and be accompanied by documentary evidence that they meet the
			 requirements of this paragraph; or
    (2) Originate directly from a flock which has had a negative test for pullorum/fowl typhoid disease within
		       twelve months preceding the opening date of exhibition and be accompanied by documentary evidence
			 that they meet the requirements of this paragraph; or
    (3) Have had a negative test for pullorum/fowl typhoid disease, within ninety days preceding the opening
			 date of the exhibition and be accompanied by documentary evidence that they meet the requirement of
			 this paragraph; or
    (4) Be tested for pullorum/fowl typhoid disease upon arrival at the exhibition by a tester approved by the
			 Ohio department of agriculture and found negative.
(B) The rapid whole blood test shall not be used to test turkeys for compliance with the requirements of
    paragraph (A)(2), (A)(3) and (A)(4) of this rule.
(C) Waterfowl, doves and pigeons are exempt from this rule.
 901:1-18-06 Cattle.
(A) Cattle moved within Ohio for exhibition:
    (1) The animals presented for exhibition must show no symptoms or evidence of an infectious or
			 contagious disease.
(B) All cattle imported into Ohio for exhibition must:
    (1) Be accompanied by a certificate of veterinary inspection issued within thirty days preceding the
			 opening date of the exhibition and be identified with official individual identification;
    (2) Originate from a tuberculosis-accredited free herd, an accredited free state or zone, or a modified
			 accredited advanced state or zone;
    (3) If originate from a modified accredited state or zone, must comply with Rule 901:1-17-03 of the
			 Administrative Code;
    (4) If originate from an accreditation preparatory or a non-accredited state or zone, are prohibited from exhibition;
    (5) If from a brucellosis class A state or area/zone, must be negative to an official brucellosis test within
			 thirty days of the opening date of the exhibition unless; they are under six months of age, steers, or
			 official vaccinates under twenty months of age (dairy) or twenty-four months of age (beef); and
    (6)		 If from a brucellosis class B or C state of area/zone, must meet all requirements for pre-entry testing as
			 specified in 9 C.F.R. 78.9 and obtain an Ohio permit prior to movement.
(C) Cattle from a brucellosis certified free herd or class free state or area/zone are not required to be brucellosis tested.
 901:1-18-07 Goats.
(A) Goats moved within Ohio for exhibition:
    (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or
			 contagious disease.
    (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an
			 official identification as defined in rule 901:1-13-04 of the Ohio Administrative Code.
(B) Goats imported into Ohio for exhibition:
    (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the
			 opening date of the exhibition and be identified with official individual identification;
    (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or
			 contagious disease; and
    (3) The owner and the veterinarian must attest to the following statement written on the certificate of
		       veterinary inspection: “The goats in this shipment are not known to be under any movement
			 restrictions because of scrapie.”
    (4) Originate from a tuberculosis accredited free herd as defined in rule 901-18-02 (G) of the
			 Administrative Code for bovine tuberculosis eradication; or

(5) Originate from a bovine accredited free state or zone, or a bovine modified accredited advanced state
			 or zone; or
    (6) Originate from a bovine modified accredited state or zone, must comply with Rule 901:1-17-06 of the
			 Administrative Code.
(C) If originate from a bovine accreditation preparatory or a bovine non-accredited state or zone, are prohibited
    from exhibition.
901:1-18-08 Horses, mules and ponies.
(A) Horses, mules and ponies moved within Ohio for exhibition:
    (1) If not under quarantine and if they are free of any signs of a contagious or infectious disease; and
    (2) If the animal is twelve months of age or older, the exhibition manager may require that the animal
			 has been tested and classed negative to an official test for equine infectious anemia within twelve
			 months of the opening date of the exhibition.
(B) Horses, mules and ponies imported into Ohio for exhibition:
    (1) Shall be accompanied by an official certificate of veterinary inspection issued within thirty days of the
			 opening date of the exhibition; and
    (2) If the animal is twelve months of age or older, it shall be accompanied by evidence the animal was
			 negative to an official test for equine infectious anemia within twelve months of the opening date of the
			 exhibition; and
    (3) Upon requested by an authorized representative of the Ohio department of agriculture, the person
			 responsible for each animal must make available a chronological list of dates, places and events
			 attended by this animal within thirty days prior to entry into Ohio.
 901:1-18-09 Sheep.
(A) Sheep moved within Ohio for exhibition:
    (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or
			 contagious disease.
    (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an
			 official identification as defined in rule 901:1-13-04 of the Ohio Administrative Code.
(B) Sheep imported into Ohio for exhibition:
    (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the
			 opening date of the exhibition and be identified with official individual identification;
    (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or
			 contagious disease; and
    (3) The owner and the veterinarian must attest to the following statement written on the certificate of
			 veterinary inspection: “The sheep in this shipment are not known to be under any movement
			 restrictions because of scrapie.”
 901:1-18-10 Swine.
(A) Swine moved within Ohio for exhibition:
    (1) The animals presented for exhibition must show no symtoms or evidence of an infectious or
			 contagious disease.
    (2) Will be exempt from the requirement of a certificate of veterinary inspection if they originate
			 immediately and directly from a pseudorabies stage V area.
    (3) Swine originating from a pseudorabies stage IV area shall:
				 (a) Be accompanied by a certificate of veterinary inspection issued within thirty days
			              preceding the opening date of the exhibition: and
				 (b) Originate from a pseudorabies qualified herd; or
				 (c) Be negative to an official pseudorabies test within thirty days of the exhibition
(B) Swine imported into Ohio for exhibition:
    (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days
			 preceding the opening date of the exhibition: and
				 (a) Originate immediately and directly from a pseudorabies stage V area or an area or country
			             recognized by the United States department of agriculture, animal plant health inspection
				            service, veterinary services as pseudorabies free; or
				 (b) Originate immediately and directly from a pseudorabies stage IV area; and
				 (c) Be negative to an official pseudorabies test within thirty days of exhibition.

* Chapter 901-19 of the Administrative Code (Ohio's livestock tampering exhibition rules) will be made
available to a livestock exhibitor or an adult advisor, upon request.*

		 The Wayne County Agricultural Society will furnish ribbons and prize money. Trophies sponsored by

		 Entries are confined to Wayne County residents of six months or more and tractors and trucks owned
in Wayne County. Any tractor, truck or driver that participated in any other closed county pull will not be
allowed to pull in the Wayne County Pull. Tractors that pull Saturday cannot pull Monday. All classes are
open to ladies and men 18 years of age and older. Entry fee will be $10.00 for each entry. Entries may be made
at the Secretary’s office at the fairgrounds starting July 26, 2021, during regular office hours. Entries will close
at 4:30 p.m. DST on August 14, 2021. No entry fees will be returned. Each tractor may be entered in more than
one class, but only once per class. Drivers can enter only once per class. All contestants and owners of tractors
and trucks will enter the contest at their own property and personal liability risk. All contestants and pit crews
will be required to sign an insurance waiver before pulling will be allowed. No Exhibition Pulls.
Consumption of alcoholic beverages is prohibited.
		   The judges and committee have full power to decide all questions pertaining to the contest. They will
determine the winners and award prizes according to the following rules. Their decisions are final. They
reserve the right to change the rules as needed. Money will be mailed to winners.
                GENERAL RULES FOR CLASSES A.S.,A.H.,B,C.S.,C.H., E & F
 1. All tractors must cover their engine flywheel with 5/16" or more steel. Must have 12" on both sides
		 and bottom and 6" on top (12" if possible) and fastened with 3/8" grade 5 bolt or bigger. Can use S.F.I.
		 SPEC 4.1 Certified approved scatter blanket. A technician will check all tractors.
 2. Only farm tractors with rubber tires are eligible. Tire chains, 4-wheel drive tractors, homemade tractors,
		 industrial tractors and dual-wheeled tractors will not qualify. CHASSIS MODIFICATION WILL BE
		 SUBJECT TO TECHNICIAN APPROVAL.
 3. Weights must be bolted safely and securely to the tractor to the satisfaction of the judges. Fluid may be
		 used in tires. Maximum length of 13 feet from center of rear wheel to forwardmost portion; maximum
		 width 10 feet. The loss of ballast while pulling and going to scales will automatically disqualify the entry.
 4.	 Any tractor with turbo is required to have 2-5/16" bolts crossed in exhaust stack, unless equipped with
		 OEM muffler. ONLY ONE TURBO PER TRACTOR.
 5. All classes may shift if desired without stopping forward motion.
 6.	 Each tractor entered must hitch to a horizontal stationary drawbar, with no connection to any part of the 2
		 or 3 point hitch or hydraulic system.

7. No hitch will be made closer than 18" behind the center of the rear axle.
 8. Drawbar height will be 20" in all classes.
 9. Pull will be made from a steel plate with a 3.5"L x 3"W hole only, with a minimum thickness of 3/4". No
		 weights can block the hitch so it cannot be hooked from the front of the sled.
10. Maximum tire size is 20.8. No cut or ground off tires.
11. Only one driver will be allowed on the tractor — no passengers permitted. No substitutes, tractor or driver.
12. The driver must remain on the tractor seat at all times while pulling in the contest.
13. All tractors will be weighed immediately before pulling. Driver must be on the tractor when weighed.
		 Weigh back will be at the discretion of the judges and committee.
14. A driver will be allowed a second start if the distance of his first pull is less than 75 feet.
15. Contestant must move the sled at least 10 feet to be eligible for prize money.
16. Chain must be tight before pull starts.
17.	 When forward motion stops, the contestant is finished.
18. Judges will eliminate from the contest any tractor which may be temporarily disabled in such a way as to
		 prevent it from immediately participating in the contest when called.
19. Drivers must be on tractors 5 minutes before the class starts. Drivers will be disqualified if they miss their
		 drawn position. EXCEPTION! If your pull is one of the last three in the preceding class, you can drop
		 back to behind No. 3, but no further.
20. Weight will be added by a weight transfer mechanism as the sled progresses.
21. Winner will be determined by the distance pulled.
22. If the tractor or sled touched boundary lines, the contestant will be disqualified. Flaps on pan are not part of sled.

          ADDITIONAL RULES FOR CLASS A.S., B & C.S. - STOCK TRACTOR
 1. 5 mph maximum speed limit. Speed will be monitored by sled operator. The sled operator will sound horn
		 if/when tractor reaches speed limit. If tractor exceeds speed limit there will be a second warning horn. After
		 second horn, if competitor does not reduce speed to 5 mph or less, a third horn will sound and competitor
		 will be disqualified.
 2. “Bolt In” Engine Allowed. Must Use Original Holes.
 3. Agriculture Use Engine Only
 4. Turbo allowed if equipped from factory. Factory Size Turbo Only.
 5. All General Rules Apply.

        ADDITIONAL RULES FOR CLASS A.H. & C.H. – HOT FARM TRACTORS
 1. Must have Wide Front End, minimum 36” inside to inside of front spindles.
 2. Side shields required. 1/16” Aluminum or Steel MINIMUM. Covering From Centerline of the Crank to the
		 Base of the Head.
 3. Affidavit will be signed for “Not running Cast Parts in the clutch and flywheel”. No cast iron clutch
		 components or flywheels will be permitted.
 4. Tie Bars- A steel structure that will support the weight of the tractor. The bars will fasten to the frame and/
		 or engine block, ahead of the flywheel area and to the rear axle housing. Rolling chassis fastened to the rear
		 axle housing will be accepted. EITHER at the discretion of the tech official. NO Component Chassis.
 5. Wheelie Bars Required. Needs to be 2” past radius of the rear tire and no more than 8” above the ground.
		 Must support the weight of the tractor.
 6. Dead man throttle required.
 7. Kill switch required, securely mounted at the rear center of the tractor.
 8.	 Cut or ground tires are allowed, 20.8 maximum width.
 9. All General Rules Apply.

                           RULES FOR CLASS D STOCK AND MODIFIED
                     Stock or Modified 4-wheel or 2-wheel Drive Pickup Trucks to 6,200 lb.
Stock Trucks: D O T tires, manifold, no headers, stock 4 barrel carburetors, stock intake. Only gasoline or
diesel fuel. Engine must have been available for the truck the year it was manufactured. Blocks between axle
and frame optional.
Modified Trucks: All Others — No hood modification, stock fuel.
  1. Modified trucks must have operable kill switch securely mounted in the rear center of the truck. If spark
		 ignition, must break or ground ignition. Must also break current to electrical fuel pump if equipped. Diesels
		 must activate air shutoff.
