A COVIDSafe Event Plan is a unique and comprehensive plan that must be specific to your event and
venue. The plan sets out how high-risk activities will be managed to reduce the risk of transmission
of coronavirus (COVID-19) between participants, attendees and workers. This template should be
used to develop the COVIDSafe event plans for Tier 1 and Tier 2 major events in Victoria.
Detailed guidance on how to develop your COVIDSafe Event Plan can be found for preparing a
COVIDSafe Event Plan’ document.
The responsibility for the implementation of, and any amendments to your approved COVIDSafe
Event Plan will belong to the Event Organiser.
Submission guidelines
Please submit all COVIDSafe Event Plans through the Victorian Government’s Coronavirus website.
• COVIDSafe Event Plans for Tier 1 events must be submitted at least 8-10 weeks prior to the
event commencement.
• COVIDSafe Event Plans for Tier 2 events must be submitted at least 4-6 weeks prior to the event
commencement.

The Geelong Half Marathon is solely organised by the Geelong
Cross Country Club (GCCC), and is run along the banks of the
Event description beautiful Barwon River in Geelong, from Belmont, to Breakwater
and then up to Fyansford and back to Belmont. It is a fast, fairly flat
and very scenic course with no road crossings. There is also an
accompanying 7 km event which is concentrated on the section
COVIDSafe Event Plan V3 Page 3 of 49between Moorabool Street and Shannon Avenue. It is run by
runners, for runners and raises funds for cancer treatment in the
Geelong Region.
This is an annual event that is in its 33rd year and provides an
injection of much needed funds to the GCCC and the Barwon
Health Foundation, and the opportunity of promoting Geelong as a
healthy and active region. The Geelong Half Marathon is an all-
inclusive event that promotes health, wellbeing, diversity and
quality of life for Geelong residents and visitors alike. With a field
over between 600 and 1,000 runners/walkers, over 60% of the
entrants come from outside of the Geelong region, many of the
entrants therefore stay in Geelong and invest in our local
businesses and community.
With the running of both a 21.1km event and a 7km event, we can
cater for all ages and capabilities. All participants receive a
medallion (21.1km) and a keep-cup (7km) as a memento of their
marvelous visit to our region.
Due to COVID concerns, race entries are completely on-line and
will be closed on 26th March 2021. This will allow time for the mail
out of all race packs. There will be a pick-up of race packs at the
Information Tent between 2pm and 4pm on Saturday 10th April
2021.
Similarly, there will be no official presentations, and finishers will
be marshaled out of the finish area as quickly as soon as possible
and asked to disperse.
Only race entrants and marshals/volunteers are allowed inside the
compound marked on Map 3. There will only be one entry/exit
(separated) for all persons inside this area.

All COVIDSafe Event Plans must incorporate controls to mitigate the risk of coronavirus (COVID-19)
transmission before, during and after the event. Consideration must be given to the following
aspects of event planning when creating a COVIDSafe Event Plan to identify and mitigate public
health risks:
• Event oversight and administration
• Attendee management
• Cleaning and hygiene
• Workers, vendors and subcontractor safety
Please note, this template only provides details of general event risk controls. Event organisers are
expected to also incorporate event-specific controls into their COVIDSafe Event Plans based on the
contextual needs of their event.
For detailed guidance on event specific risk controls please refer to ‘Guidance for preparing a
COVIDSafe Event Plan’.
Oversight and administration
Events must have an appropriate governance structure that incorporates communication of intent
to all event authorities, detail of key people involved in the COVIDSafe Event Plan and key
processes to plan and deliver COVIDSafe events.

Operational Spaces
Events are often comprised of multiple discrete areas and/or spaces. These spaces may be
external (e.g., transport hubs, ticket offices, training/practice facilities), front of house (e.g. toilets,
retail outlets, grandstands), back of house (e.g. worker areas), or other spaces (e.g. fields of play,
stages).
• How will you demonstrate in your event plan that you can ensure workers, contractors and
patrons can access the parts of the venue or event as required? Eg. ‘attendee zones’ or ‘staff
only’ sections clearly demarcated.
• Can you please confirm if there will be a designated isolation area separate from the first aid
tent for any suspected COVID-19 cases? If so, where will this be located?
• What is your process of escalation if someone was to breach the COVID safe measures you

During We will initially suggest that they go straight to COVID Marshals
hospital. We will allocate an area on the lower level of
the Belmont Park Pavilion which has an open chain
mesh fence compound. This will also be taped off as a
no-go zone and be patrolled by a COVID Marshal. It
would be our aim to have this person(s) seek medical
attention as soon as possible.
