In pursuance of section 32(1) of the Heritage Act 1977, I, the Minister for Heritage, having considered the
recommendation of the Heritage Council of New South Wales and the other matters set out at section 32(1), direct
the Heritage Council to list the item of environmental heritage specified in Schedule “A” on the State Heritage
Register. This listing shall apply to the curtilage or site of the item, being the land described in Schedule “B”.

I, the Minister for Heritage, on the recommendation of the Heritage Council of New South Wales, in pursuance of
section 57(2) of the Heritage Act 1977, do, by this my order, grant an exemption from section 57(1) of that Act in
respect of the engaging in or carrying out of any activities described in Schedule “C” by the owner described in
Schedule “B” on the item described in Schedule “A”.

Community events and temporary changes of use with development consent from Council of the City of
Sydney where:

a) the use does not involve the alteration of the fabric, layout or setting of the item or the carrying out of
development other than that permitted by other standard or site-specific exemptions; and

Place Management NSW works in accordance with the Chinese Garden of Friendship Interpretation Strategy
2012 by Sue Hodges Productions and with development consent or exempt from development consent from
Council of the City of Sydney.

In pursuance of section 37(1)(b) of the Heritage Act 1977 (NSW), the Heritage Council gives notice that the item
of environmental heritage specified in Schedule “A” has been listed on the State Heritage Register in accordance
with the decision of the Minister for Heritage made on 24 September 2018 to direct the listing. This listing applies
to the curtilage or site of the item, being the land described in Schedule “B”.

REGULATION OF VESSELS – EXCLUSION ZONE
Location
Lake Illawarra, Koonawarra Bay – between Elizabeth Point and Kanahooka Point.
Duration
8:30am to 3:30pm – Saturday 13 October 2018, and
8:30am to 3:30pm – Sunday 14 October 2018.
Detail
Competitive water ski races will be conducted on the navigable waters of Lake Illawarra at the location specified
above, involving the use of high speed power vessels, persons being towed at speed using tow-lines and persons in
the water from time to time, presenting a significant potential hazard to other waterway users.
There will be support vessels present to manage the event and competing vessels.
An EXCLUSION ZONE is specified during the event which will be marked by buoys and patrolled by control
vessels.
Unauthorised vessels and persons are strictly prohibited from entering the exclusion zone.
All vessel operators and persons in the vicinity of the event should keep a proper lookout, keep well clear of
competing and support vessels and exercise extreme caution.
Penalties may apply (section 12(5) – Marine Safety Act 1998)

REGULATION OF VESSELS – EXCLUSION ZONE
Location
Richmond River, Woodburn – the entire width of the river between Sussex Street and Court Street Road Bridge.
Duration
9:00am to 6:30pm – Saturday 13 October 2018.
Detail
A series competitive event will be conducted on the navigable waters of the Richmond River at the location
specified above including raft racing, water skiing, passive paddle craft and swimming activities. It will involve
the use of high speed power vessels, persons being towed at speed using tow-lines and persons in the water during
the above times, presenting a significant hazard to other waterway users.
An EXCLUSION ZONE is specified during the event, which will be marked by a series of high visibility buoys
at the location specified above.
Unauthorised vessels operators and persons are strictly prohibited from entering the exclusion zone which will be
patrolled by control vessels and rescue craft.

Vessel operators and persons in the vicinity should keep a proper lookout, keep well clear of participants and
support vessels, and exercise extreme caution.
Transit Lane
A ‘Transit Lane’ will be established along the northern shoreline where control vessels may authorise local vessel
traffic to pass safely through the course.
SPECIAL RESTRICTIONS apply to all vessels using the transit lane. Pursuant to section 12(3) of the Act,
vessels using the transit lane must do so at a speed not exceeding 4 knots, must produce minimal wash, and must
comply with any direction given by authorised officers.
Penalties may apply (section 12(5) – Marine Safety Act 1998)

Richmond River, Woodburn – Court Street Road Bridge.
Duration
7:00pm to 9:00pm – Saturday 13 October 2018.
Detail
A fireworks display will be conducted over the navigable waters of the Richmond River at the location specified
above. Fireworks will be launched from the Court Street Road Bridge and the area directly around this firing
position may be dangerous and hazardous during the display.
An EXCLUSION ZONE is specified during the event which will be marked by buoys and will form a radius of
75 metres around the firing position on Court Street Road Bridge.
Unauthorised vessels and persons are strictly prohibited from entering the exclusion zone which will be patrolled
by control vessels.
All vessel operators and persons in the vicinity should keep a proper lookout and exercise extreme caution near the
exclusion zone.
Transit Lane
Provision may be made (where necessary) for a control vessel to authorise local vessel traffic to pass safely through
the Exclusion Zone via a ‘transit lane’.
SPECIAL RESTRICTIONS apply to vessels using the transit lane. Pursuant to section 12 (3) of the Act, vessels
using the transit lane must do so at a speed not exceeding 4 knots, must produce minimal wash and must comply
with any directions given.

8:00am to 2:00pm – Sunday, 14 October 2018.
Detail

Detail
An inflatable water activity park will be operating on the waters of Gosford Broadwater as specified above. The
park will consist of a floating buoy enclosure measuring 50 metres by 50 meters containing a floating platform and
a pontoon connecting the platform to the adjacent shoreline.

Instrument of Appointment of Authorised Officers and Approval of Functions –
Department of Primary Industries and Local Land Services officers
I, Mark Mackie, A/Director Biosecurity & Food Safety Compliance, in exercise of delegated authority of the
Secretary and of the Secretary as Accreditation Authority under the Biosecurity Act 2015 (the Act) make the
following appointments and approvals:
1) Pursuant to section 361 of the Act, I appoint the persons listed in Column 1 of the table set out in
Schedule 1 as authorised officers for the purposes of the Act.
2) Pursuant to section 195 of the Act, I approve those authorised officers listed in Column 1 of the table
set out in Schedule 1 to exercise the functions of a biosecurity certifier as specified in Column 2 of the
table.
Duration of appointment and approval:
The appointment and approval of each person listed in Schedule 1 will end on the earliest of the following dates:
A. the date that is five years from the date of this instrument; or
B. the date of revocation of this instrument, or an instrument of revocation of appointment of a person
listed in Schedule 1 as an authorised officer; or
C. the date that the person ceases to be employed by either the Department of Industry or the Local Land
Services.

Pursuant to clause 3.3 of Part 3 to the Crown Land Management Act 2016, the persons specified in Column 1 of
the Schedule hereunder are appointed, for the terms of office specified in that Column, as Crown land manager of
the land referred to in Column2 of the Schedule.
It is a condition of the appointment that the performance of duties as Crown land manager must be in compliance
with the code of conduct adopted under section 440 of the Local Government Act 1993.

APPOINTMENT OF STATUTORY LAND MANAGER BOARD MEMBERS
Pursuant to clause 4(1) of Schedule 5 to the Crown Land Management Act 2016, the persons specified in Column
1 of the Schedule hereunder are appointed, for the terms of office specified in that Column, as board members for
the statutory land manager specified opposite in Column 2, which has been appointed as Crown land manager of
the land referred to in Column 3 of the Schedule.
It is a condition of the appointment that the board member must comply with the Department of Industry Crown
reserve code of conduct: For non-council Crown land managers and commons trusts (as may be amended or
replaced from time to time).
