WHAT IS A DISTRIBUTION SYSTEM PLAN?
It is a five year capital investment program that enables utilities to sustain, expand,
renew and modernize their distribution systems.
Distribution System Plans are submitted to the OEB during rate filings to support
revenue requirements.

OPERATION FACILITIES

• The current Oshawa Power
  building opened on December
  2, 1931 when Oshawa had a
  population of 23,439.
• The new building housed both
  water and electricity
  distribution with approximately
  20-25 employees.

 • As of 2018 Oshawa’s population
   was 165,000 and growing.
   Oshawa Power employs
   approximately 85-95 people
 • Current facilities can no longer
   accommodate staff and it is
   costly to bring up to modern
   standards.

RATES

How are they set?
• Our utility is funded through
  user rates and based on
  actual usage
• We must apply for our rates
  through a rate application
• The Ontario Energy Board
  approves and sets our
  electricity rates
OEB RATE SETTING PROCESS

• An application is submitted to
  the Ontario Energy Board (OEB)
• Capital expenditures are based
  on a five-year Distribution
  System Plan (DSP)
• Operational expenditures are
  approved by the OEB
• The application is due April
  2020 for rates to be in effect
  January 1, 2021
