We envision a neighborhood that represents a
high quality of living and is considered a desirable
place to live by residents and non-residents alike.

We encourage and support an association of

DISPELLING ARC MYTHS
                                                   Dispelling ARC Landscape/Garden Myths
Can I plant owers in my existing beds without an ARC request? Yes.

Can I remove and replace the builder provided bushes in my front ower beds? This is a two
part answer – yes, but changes to the plants/shrubs should be of similar size and color (once
mature) to the original landscape of the home. If you want to use other plants/shrubs, send an
email to arch@kwbresidents.com and ask if some type of plant/bush is allowed. An ACC member
will provide a response and let you know what is allowed, or if an ARC request must be submitted.

Can I add ower beds or enlarge my existing one without an ARC request? No, this would be
considered a landscaping project under Section 3.0.3 of the Design Standards and requires an ACC
Alterations and Additions Submittal Checklist to be submitted to the ACC for review and approval
as it would be considered an exterior change or addition to your property. An ARC request, along
with an annotated copy of your site survey, is also required.

Can I change the pine straw in my front ower beds for mulch or stones without an ARC
Request? Yes you can. The ACC prefers brown or black mulch, however, red is OK. For the stones
they should be river rock with the colors being browns, tans, earth tones, etc. and no more that
about 3 inches in size. No white marble or gravel is allowed.

I want to add a border to my front ower beds. What is allowed? Do I need to submit an ARC
request? Look at what you neighbors have done. The black plastic, metal, neutral color brick type
pavers, larger stones are all OK. The only time you would have to submit a request is if you want to
install a poured, curb type border (there is one in the neighborhood and it was approved).
I want to add trees and bushes in my backyard to create some privacy. Do I need to submit an ARC
request? Yes, as this would be considered a landscaping project. An ARC request, ACC Alterations
form, and a copy of your site survey with the proposed locations marked on it are required. See
                         Section 3.0.3.

Why do I need to have my neighbors sign the ACC Alterations and Additions Submittal
Checklist form now? I didn’t need it for a project last spring? The ACC wasn’t enforcing that
requirement, and they should have been. Last summer an issue arose between neighbors when a
project wasn’t clearly communicated, the ACC became the mediator to resolve the issue. Since
then the ACC has required this form (See Section 3.0.3) for all projects. Your neighbors signature
isn’t approval of your project, just acknowledgement that they have seen (or are aware of) what
you want to do. They can provide a comment to the ACC if they wish, but that is not required.

The Cape Hatteras Light has been a beacon for sailors for more than 200 years
No stretch of the Atlantic coast is more dangerous to navigate than the waters off of Hatteras Island. Here, the cold Labrador current comes down from Canada and mixes with the Gulf Stream’s warm Caribbean water. This creates unstable weather conditions and
fantastic storms.

Cape Hatteras is also the easternmost point on the Atlantic Coast. Its elbow-like point juts into the sea and is surrounded by Diamond Shoals, which is a trio of constantly shifting sandbars that stretches nearly 15 miles out to sea
Many ships have run aground here and been pounded to oblivion by the relentless waves, earning this strip of coast the nickname “The Graveyard of the Atlantic.

In 1803, a lighthouse was built on Cape Hatteras to warn sailors of the shoals. At 100 feet tall, it could be seen almost 18 miles out in clear weather, but the light was too dim to see during storms
The lighthouse was raised to 150 feet in 1854, and a rst-order Fresnel lens was installed over the whale oil lamp. Fresnel lenses are composed of multiple prisms that focus the light into one strong beam, substantially increasing the light’s brightness
During the Civil War, the lighthouse had been used as a lookout tower by both Union and Confederate troops, and it sustained structural damage. The ocean was also encroaching on its base. Something needed to be done
Engineers decided it would be cheaper to build a new one than to refurbish it. The Light-House Board agreed, and drew up plans for a new lighthouse, but this time, they would do it right.

The new Cape Hatteras Lighthouse was nished in 1870, and stood 198 feet, the tallest lighthouse in the country. The double-walled brick tower was topped by a rst-order Fresnel lens and could be clearly seen 20 miles out to sea
“The Cape Hatteras lighthouse was built to be the lighthouse of all lighthouses,” Jonathan Polk, a supervisory park ranger with the National Park Service, said. “Congress and the U.S. Lighthouse Service realized that Cape Hatteras was one of arguably the most
dangerous areas of the coast – not just in the Atlantic Coast, but some will say in the entire world.
Three years later, it was painted with black and white stripes to serve as a daymark to distinguish the lighthouse from the land and from other lighthouses. The stripes have become iconic.

It is the tallest brick lighthouse in the United States and measures 198.49 feet from the bottom of the foundation to the top of the pinnacle of the tower.

Lunar Viewing
The Moon is the largest natural satellite of and the
closest major astronomical object to Earth.

The Moon may be observed by using a variety of
optical instruments, ranging from the naked eye to
 large telescopes.

The Moon is the only celestial body upon which
surface features can be discerned with the unaided
 eyes of most people.

Contrary to popular belief, the Moon should ideally
not be viewed at its full phase.

During a full moon, rays of sunlight are hitting the
visible portion of the Moon perpendicular to the
surface. As a result, there is less surface detail
visible during a full moon than during other phases
(such as the quarter and crescent phases) when
sunlight hits the Moon at a much shallower angle.

The brightness of a full moon as compared to a
phase where a smaller percentage of the surface is
illuminated tends to wash out substantial amounts
of detail and can actually leave an afterimage on an
observer's eye that can persist for several minutes.

First quarter (six to nine days past new moon) is
generally considered the best time to observe the
 Moon for the average stargazer.

Shadows and detail are most pronounced along the
"terminator", the dividing line between the
illuminated (day side) and dark (night side) of the
 Moon.
