It gives me immense pleasure to announce the release of Karnataka
Tourism Policy 2020-2025.
For our Government, we believe that the tourism sector plays a pivotal
role in developing our economy and hence constitutes a real priority
for us. Not only does the tourism sector spearhead economic growth,
it also improves the standard of living with its capacity to create large
scale employment opportunities. With the immense potential that
the tourism industry offers, we have initiated the Karnataka Tourism
Policy 2020-2025 incorporating inputs of all stakeholders, both public
and private, that will foster a more favourable environment for the
development and consolidation of the tourism sector.
While the ongoing COVID-19 pandemic has brought most of the
world to a standstill, the people of Karnataka have demonstrated
great resilience and determination in facing and overcoming the
challenges. The only certainty the pandemic situation offers is of a new
normal. The Karnataka Tourism Policy 2020-25 provides a framework
for Karnataka’s tourism industry to overcome the ongoing difficulties,
adapt to the new normal, and remain healthy and competitive in the
global tourism landscape.
Our Government is committed to providing a conducive environment
for growth of tourism in Karnataka. Through the Karnataka Tourism
Policy 2020-25 we wish to encourage the investors to invest in the
tourism sector by providing a host of incentives and subsidies to
facilitate investment in the sector. I hope that the new tourism policy
will go a long way towards improving the tourism sector in the State.

1 INTRODUCTION
Tourism and its allied sectors of travel and
hospitality have emerged as key drivers of
growth among the service sectors of India. As
per WTTC’s Economic Impact 2018 – India report,
travel and tourism contributes to 9.2% of India’s
total GDP, positioning the country as 3rd among
185 countries in terms of the sector’s overall
contribution to the economy.
The Government of Karnataka acknowledges the
importance of tourism sector and has identified
it as a priority sector of the State. Karnataka has
seen immense growth in domestic tourist visits,
growing from 36.7 million in 2006 to 215.03
million in 2018. The State attracts nearly 12% of
