What’s New for 2021-22
All 2020-21 medical, dental and vision plans will still be
available, PLUS

• New Kaiser Medical Plan 2B
   – Current Plan 2 will become 2A
   – Higher deductible/lower cost than 2A, not eligible for HSA

• New Delta Dental Exclusive PPO Incentive Plan
   – Higher benefit max
   – Annual visit incentives
   – Requires Delta Dental PPO provider network
       • no out-of-network benefit

What’s New for 2021-22
Moda Medical
•   Health navigators to help members find advanced imaging facilities
•   Reduced copay for generic specialty medications (Plans 1-5)
•   Virtual physical therapy - no member cost share
•   Specialty Behavioral Health programs - no member cost-share (Plans 1-5)
•   Disease Management Services for members coping with pain.
    No cost-share (Plans 1-5), subject to deductible (Plans 6-7)
    Services include:
         o   Tai Chi
         o   Yoga
         o   Mindfulness
         o   Pain Management Education
•   Gender confirming facial surgery added to covered procedures (already
    covered under Kaiser plans)

Kaiser Medical
•   New Kaiser Medical Plan 2B
•   New virtual care options for physical therapy and obstetrics
•   Gender confirming facial surgery continues to be covered
What’s New for 2021-22
Kaiser Dental
•   $0 preventive dental visit copay starting Oct. 1 (currently $20)

Willamette Dental Group
•   Waiving new patient office visit copay

Delta Dental (Moda)
•   New Exclusive PPO Incentive Plan

VSP Vision Plans (both plans)
•   Adding vision therapy services to treat certain conditions

No changes to Kaiser or Moda vision plans
What’s New for 2021-22
Employee Assistance Program (EAP)
•   Check your personalized cover letter (last section of plan details)
•   If your employer has purchased the EAP benefit for your
    employment group, effective Oct 1, 2021, you will have access to:
     o Up to six visits with an RBH therapist per person per issue,
     o PLUS a four-week digital coaching program
What’s NOT Changing
OEBB/PEBB Double Coverage Surcharge Continues for 2021-22
• Starts October 1, 2020
• $5 per month (even if double-covering more than one person)
• Only applies if you cover a family member on your OEBB medical
  plan who is also covered on their own OEBB or PEBB medical plan
  through their own employment.
• Only charged to active, full-time employees (no part-time
  employees, early retirees or COBRA)
• Mainly affects double-covered spouses/partners
• Children are not included unless they are also an OEBB or PEBB
  subscriber (if their job makes them eligible for OEBB/PEBB benefits)
What’s NOT Changing
Will the OEBB/PEBB double coverage surcharge apply to you?

1) Are you a full-time active employee covering a family member on
   your OEBB medical plan who is also eligible for their own medical
   insurance as an employee through OEBB or PEBB? If yes, then …
2) Is that family member also a full-time active employee, and
   enrolled in their own OEBB or PEBB medical insurance offered by
   their employer? If yes, then a $5/month surcharge will be
   applied.
If you answered “no” to either of these questions, the surcharge
does NOT apply to you.
Looking Ahead to Jan 2022
Broader eligibility for disabled dependents
Starting Jan 1, 2022, your disabled dependent will qualify for OEBB
coverage if:

      •   A medical provider confirms the disability before age 26, AND
      •   The dependent has not had a break in coverage, AND
      •   One of the following is true:
            o You claim the dependent on your federal tax return, OR
            o You have court-ordered legal guardianship*, OR
            o The disabled dependent files their own tax return. In this case their adjusted
              gross income cannot exceed 150% of the federal poverty level (FPL)*.

* Imputed taxes may apply.
