Public Works
Building Inspections
   • A total of 1670 single-family rental properties are registered to date; two
      properties were registered since the last update. Eighteen inspections were
      completed since the last update, twelve passed while six failed. Lack of GFCI
      protection and access to the units were the primary reasons for the failures. Five
      residential Certificates of Occupancy were issued since the last update. A total of
      613 Certificates of Occupancy have been issued since the inception of the
      Single-Family Rental Registration Program.
   • Since the start of active lien collection in 2019, $315,718.97 has been collected.
      $3,368.58 was collected since the last update.

Street Division
   • FY21 Mill & Overlay Project #1. Anderson Asphalt completed this contract on
       07/30/2021. The Contractor will address “punch list” of cleanup and minor repairs
       this week.
   • FY21 Mill & Overlay Project #2. Signed contract and NTP have been received.
       The Pre-construction meeting with Peachtree Construction is scheduled for
       Tuesday, August 17. The map showing location of Mill & Overlay Project #2
       streets is at end of the PW update.
   • The Concrete Crew and the Asphalt Crew repaired utility cuts at 323 Cardinal
       Creek, 1007 Cedar Run, 326 Halo, 702 W. Wheatland, and 607 Eisenhower.
   • Sidewalk Crew installed a new inlet at 503 Jellison.

   •   The Drainage Crew leader, Bertram Johnson, and Asphalt Maintenance Worker,
       Joe Martinez, attended an equipment operating class at Texas A&M.
   •   The Street Division was called out after hours to remove a fallen tree on
       Creekhaven @ Softwood.
   •   The Asphalt Crew patched three potholes.
   •   The Asphalt Crew completed driveway connections at 503 Jellison and 350
       Linkcrest.
   •   The Asphalt Crew is scheduled to complete the invert slope modification on Sun
       Valley at Aspen this week.

Traffic Division
   • Rectangular Rapid Flashing Beacon (RRFB) on Cockrell Hill at Avenue of the
       Stars. Project is currently under construction with a tentative completion date of
       August 13, 2021.

Utilities Division
    • Water usage was 35.93 MG this reporting period, August 2, 2021 to August 8,
        2021, down from 44.25 MG the previous week. The daily peak water demand
        occurred on Saturday, July 7, 2021, when 5.72 MG was used. There were 0.89
        inches of precipitation this reporting period.
    • There were fifteen (15) hydrants flushed, five (5) valves exercised and an
        estimated water loss of 556,384 gallons.
    • There were two (2) water main breaks.
    • There were four (4) sewer calls reported this week, one hundred and fifty-five
        (155) ft of sewer line televised and 7,350 ft of EA Basin sewer line cleaned.
        Crews lowered water main for Streets Dept.
    • The Solid Waste Dept received seven (7) calls regarding scheduling questions
        and also received nine (9) trash, two (2) brush and two (2) recycle and one (1)
        call center complaints.

Planning Division
   • The following cases were approved at the August 3, 2021 City Council Meeting:
         o SUP request for Bed and Breakfast at 415 Hustead Street. (This is a
            renewal of existing SUP.)
         o SUP request for Drive-Thru at 102 E. Danieldale Road.
         o SUP request for Carport at 710 Timber Trail.
         o ROW License Agreement at 902 Cambridge Drive.
   • The following cases are tracking to the August 17, 2021 City Council Meeting:
         o SUP request for Fuel Pumps at 1430 S. Main Street.
         o City-initiated rezoning of 14 lots along Highland Drive from Local
            Office/Retail to SF-7 Single-Family Residence. This rezoning was a

              recommendation during the Zoning Ordinance update that was approved
              in March 2021.
          o PD request to allow for Event Center with modified development
              standards at 515 W. Center Street. ** This item was tabled at the August
              3, 2021 City Council Meeting.
   •   As of Monday July 12, 2021, the Planning Tech position has been posted online.
          o Interviews are scheduled from August 11 to August 13, 2021.
   •   Planning received the following new submittals; staff is currently working with the
       applicants towards consideration by P&Z in September:
          o PD request to allow for Car Wash, Fuel Pumps, and Mixed-Use
              Development with modified development standards at 2 N. Duncanville
              Road (parcel adjacent to the McDonald’s on N. Duncanville Rd).
          o SUP request for Truck Repair at 410 E. Red Bird Lane.
   •   Projects tracking for action Fall 2021:
          o Merrill Rezoning
          o Food Truck Ordinance
          o Promotional Events Permit
          o Short Term Rental Program

CIP Construction
   • Meadowcreek Drainage Improvements – La Banda completed the installation of
      the drainage pipe and tied into the existing system. They also moved the existing
      fire hydrant to accommodate the additional inlet that will be installed. Their crew
      has pulled offsite to allow KEC into return and complete the wall. KEC is
      expected to return early next week and will complete the wall in about 2 weeks.

   •   Green Tree Ln. Water & Wastewater Improvements – FM Utilities completed the
       installation of the water main and appurtenances. This week they are performing
       the hydrostatic and bacteria tests. Once passed, they will transfer residential
       services and decommission the existing water main.
   •   E. Danieldale Rd Reconstruction & Utility Improvements (Main St. to US-67) –
       Due to a utility conflict with DWU’s 54-inch water main, Pavecon has installed all
       drainage and sewer utilities until the conflict is resolved. Dunaway is requesting
       approval from DWU for an alternative sanitary sewer alignment crossing the
       eastbound lanes at Sunset Blvd. In the meantime, Pavecon has commenced the
       installation of the 8-inch water main along the north edge of the roadway.

   •   The Highway 67 Green Ribbon Construction Project. Staff attended the
       Construction Kick-off Meeting with the Contractor on August 10, 2021. According
       to the initial project schedule, construction will commence in September 2021
       and be completed in March 2022.

Other Construction
   • Danieldale Rd Construction from DeSoto City Limits to East of Westmoreland
      Road (City of DeSoto Project) - DeSoto is hosting a Virtual Public Meeting with
      in-person option on Thursday, August 12, 2021 at 6:30 pm. This project is to
      upgrade DeSoto’s segment of Danieldale Road from 2-lanes to 4-lane divided
      with bike and pedestrian facilities. For more information, you can go call the City

   •   ONCOR Transmission Line Work @ Santa Fe Trail. ONCOR will start replacing
       the transmission lines along Santa Fe Trail across the street from Little Bethel
       Cemetery. Some of the screening vegetation will be removed during this
       process. Staff anticipates little to no impact to traffic traveling along Santa Fe
       Trail in this vicinity. Work is expected to start on August 9, 2021.

   •   ONCOR Transmission Line Work @ W. Camp Wisdom Rd. & N. Cedar Ridge.
       On July 29, 2021, Staff met with ONCOR to discuss the upcoming project to
       replace transmission lines along Camp Wisdom Rd. Starting from the substation

       on W. Camp Wisdom Rd. to N. Cedar Ridge Rd., the transmission lines will
       relocate from the north side of the road to the median in order to prevent
       significant vegetation removal in front of the homes. This project is expected to
       start in Spring 2022.

   •   TXDOT I-20 Construction Cockrell Hill Rd. to Hampton Rd. TXDOT is planning
       to construct new service roads and ramps from Cockrell Hill Rd. in Duncanville to
       Hampton Rd. in Dallas to include new bridges across US-67. Construction in
       Duncanville area is limited to a new off-ramp at westbound Cockrell Hill Rd. exit
       and a new “Texas U-turn” on the west (Dallas) side of Cockrell Hill Rd. Project is
       expected to go out for bid in December 2021 with construction starting mid-2022.

PERSONNEL
  • Four officers are currently in field training.
   •   Two police cadets are currently in a basic police academy at the North Central
       Texas Council of Governments and are slated to graduate October 1st.
   •   Ralston Marshal has successfully completed the department’s hiring process for
       the position of police officer. He is set to start employment on August 23, 2021,
       and will attend a basic police academy at the North Central Texas Council of
       Governments beginning August 30th.
   •   The Duncanville Police Department still has a current civil service list. Our
       Training and Personnel division is still processing candidates from the current
       civil service list, which is active until October 13th, or until exhausted.
   •   A prospective candidate for the open position of Animal Control Officer has
       successfully progressed through the department’s hiring process and a start date
       is being discussed with Human Resources.

COMMUNITY CORNER
  • The first week of school is behind us but the Duncanville Police Department will
    continue its enforcement efforts in the school zones. The Duncanville Police
    Department is asking all drivers to :
       1. Obey all traffic laws in and out of the school zones.
       2. Observe all traffic signage, posted along the roadway.
       3. Be aware of your surroundings.

       4. Take extra caution anytime there are children around.

   •   Good News! Good News! The Duncanville Police Department is proud to
       announce it will host its 2nd annual Open House event on October 9th, 2021 from
       10 am - 2 pm. We’d love to have the entire community come out, meet us and
       have a great time!

   •   The Duncanville Police Department received an invitation to support Bondage
       Breaking Ministries in an effort to assist families within our community by
       providing school supplies to students on August 7th. The goal was to help our
       future leaders become successful in the upcoming school year by providing
       some of the resources they’ll need this year. It was an awesome experience for
       all who were involved. Thank you for allowing us to be a part of such a great
       event.

We are currently taking applications for the Duncanville Police Department’s 60th Citizen
Police Academy! This session will begin August 24, 2021.

In 1991, the Duncanville Police Department was one of the first agencies within the
State of Texas to offer such a forum for citizens to learn about their police department;
how they operate and why they operate in a manner that may not be obvious to most,
and much more.
The Department will hold its 60th Citizen Police Academy beginning August 24th. This is
a 11-week commitment, each Tuesday night from 7 pm – 10 pm. Attendees will be
exposed to topics such as:

   •   Patrol Techniques

         Parks and Recreation
         Parks:

              •    The Parks Maintenance crew replaced damaged wood at Kidsville playground.
              •    The Athletics crew worked on grading of Alexander Park softball infields. The
                   crew also continues to trim trees at Harrington Park.
              •    The Irrigation crew rebuilt a drinking fountain at Armstrong Park.
              •    Keep Duncanville Beautiful hosted a clean-up event at Waterview Park and there
                   was another clean-up by community members at the Ladd property.
              •    The mowing company continues to stay on schedule with no anticipated delays.

Fire Department
   •   The Fire Department currently has one vacancy, however we received a two
       week notice from one of our Firefighters who is leaving to go to Farmers Branch
       FD at the end of August.

   •   Our interview board will hold interviews the week of August 23rd – August 27th for
       all remaining applicants on our current Civil Service Eligibility List.

   •   Duncanville Fire Department units responded to 150 calls for service in the past
       week (07/30/2021 – 08/05/2021), which included one building fire in Cedar Hill,
       112 medical calls and 22 motor vehicle accidents.

   •   Chief Ryan is attending the Pinnacle EMS Leadership Conference in Phoenix
       Arizona, August 9th – 13th.

   •   Chief Rohde and Chief Chase are currently in Wisconsin at the Pierce
       Manufacturing Plant checking off on the final inspection process of our newest
       Engine, Engine 271. She’s a beauty!

   •   Visits with representatives interested in potential food truck park.
   •   Discussed work skills initiatives with representatives from DISD.
   •   Multiple telephonic meetings with potential entertainment and food venue
       operators.

Information Technology
   -   In June of 2021, the Information Technology Director completed his training
       program with the University of North Carolina at Chapel Hill School of
       Government and is now a Certified Government Chief Information Officer
       (CGCIO). The 12-month course lays the foundation for assessing and
       addressing some of the most critical issues facing IT leadership in the public
       sector. The purpose of the program is to equip leaders with the requisite tools to
       manage and improve organizational technology assets and address important
       topics such as IT governance, project management, and risk assessment and
       management.

   -   The Public Works and Information Technology departments are finishing up
       implementing Tyler Technologies EnerGov solution and plan to Go-Live” the
       week of September 7th. EnerGov will take the place of MyGov and add another
       piece to the city’s overall Electronic Resource Planning (ERP) system.

   -   The Utility Billing and Information Technology departments are finishing up
       implementing Tyler Technologies Munis UBCIS module (water billing software)
       and planning on a Go-Live the week of September 27th. As with EnerGov, this
       will add to the city’s overall ERP system and prepare the town for future
       Advanced Metering Infrastructure initiatives.

Human Resources
   •   Employee and retiree health care open enrollment begins next Wednesday,
       August 18, 2021 and goes through August 27, 2021.
   •   We are processing the backgrounds to hire six new employees, which includes
       two new Code Compliance Officers.
   •   We hired five new employees this week.
          o One full-time
          o Four part-time
   •   Posted two new job openings.

          o Managing Director of Financial Services

Library
Crafter’s Guild is back on Saturdays at 3pm! They will be making zippered bags on
August 14th.
The Library will be closed on Wednesday August 25th for install of and training on the
new PC reservation and print management software!
