CANDIDATE INFORMATION PACK Service Director / Director of Nursing and Midwifery Cairns and Hinterland Hospital and Health Service EXECUTIVE SUMMARY The Cairns and Hinterland Hospital and Health Service (CHHHS) has the responsibility of providing public Hospital and health services to a population of approximately 250,000 people. The outer western region of the Service encompasses extremely remote communities and it is estimated that 14% of the population are Indigenous Australian. The CHHHS is committed to improving the health and wellbeing of all people in Far North Queensland with a budget of $936M and 4,849 FTE. As a key member of this large and diverse organisation, the Service Director / DON &M, Rural and Remote Services will provide leadership, management, innovation and excellence to meet patients care and service delivery needs across the continuum of care. The Service Director /DON &M, Rural and Remote Services will be responsible for engaging with others to lead and manage complex resources to ensure high quality care is provided in complex clinical environments in rural and remote settings. Reporting operationally to the Executive Director Rural and Remote Services and professionally to the Executive Director of Nursing & Midwifery. Services are provided over a large geographical area and a range of facilities, from a large tertiary hospital in Cairns to facilities in rural and remote areas. Nursing registration with the Australian Heath Practitioner Registration Authority (AHPRA). Appointment to this position requires proof of qualification and/or registration including any necessary endorsements, to be provided to the employing service prior to the commencement of duty. Strategically lead the directors of nursing and midwifery for the major rural and remote facilities (Yarrabah, Mossman, Tully, Babinda, Mareeba, Innisfail, and Atherton hospitals) to ensure an effective and cohesive team that provides the leadership and management required to effectively manage the day to day operations within a framework of quality and safety. Work in collaboration with the Executive Director of Nursing and Midwifery to lead a professional, capable rural and remote nursing and midwifery workforce committed to patient outcomes in the application of evidence based models of care and professional practice standards in achievement of current and projected service demands throughout Rural and Remote Services in relation to patient flow, after hours management and community interface. Responsible for the guiding and developing staff within ascribed positions and portfolios to achieve service improvement to advance the service, practice management and workforce capability. Integrates nursing, midwifery and advanced health care knowledge, skills and attitudes specific to service requirements by ensuring an evidence-based learning environment, and by encouraging and participating in learning activities/opportunities for self and others. Actively participates in clinical governance, strategic direction and priorities for quality improvement into clinical service that establishes a quality and integrated risk management framework to optimise performance Act as a role model by demonstrating contemporary nursing and midwifery knowledge and skills in nursing practice and health service management and functions in accordance with current legislation, professional standards and codes of conduct. Support the Executive Director Rural and Remote Services and work collaboratively with the Director of Rural Medical Services and other members of the Rural and Remote Services leadership team to develop and implement the annual operating plan for Rural and Remote Services to meet the strategic direction of the CHHHS. Work in partnership with the directors of nursing within Rural and Remote Services to ensure the portfolio and CHHHS achieves accreditation requirements. Work collaboratively with the Executive Director Rural and Remote Services, Director of Rural Medical Services and other members of the Rural and Remote Services leadership team to ensure the portfolio actively delivers on revenue targets. Drive nursing workforce planning through the utilisation of the Business Planning Framework: Nursing Resources (BPF), to develop and monitor yearly nursing operational budgets and nursing and midwifery workloads for Rural and Remote Services in collaboration with the Executive Director of Rural and Remote Services and Executive Director of Nursing and Midwifery. Support and respond to decisions and directions of the Cairns and Hinterland Hospital and Health Board in the provision and delivery of health services. Demonstrate research expertise and provides strategic advice and leadership in research directions, within the context of delivering healthcare services in rural and remote areas.
