Section 1: The School Games What is the vision? The School Games will continue to make a clear and meaningful difference to the lives of even more children and young people. What is the mission? Putting physical activity and competitive sport at the heart of schools and providing more young people with the opportunity to compete and achieve their personal best. Who delivers and funds the School Games The School Games, which is funded by Sport England National Lottery funding and delivered by the Youth Sport Trust, is a government led programme designed to deliver opportunities for all young people to be active, have fun and engage in competitions. A network of School Games Organisers (SGOs) and Active Partnerships have worked alongside the Youth Sport Trust in delivering three distinct levels of competition since the Games' inception in 2010 - ranging from intra - inter school activity. SGOs are funded by the Department of Health and Social Care and the National Lottery through Sport England to deliver the School Games programme for three days a week. They are predominantly hosted by schools to whom the funding is paid. Active Partnerships funded by Sport England work with the SGO’s to help deliver county provision. 3|Page

SPAR Lancashire School Games 2022
Mission: To provide children and young people with the opportunities to have fun,
develop skills, and achieve personal bests through games, activities and
competitions.
Vision: To provide a school games that will help young people recover from the
effects of pandemic, and supporting those who may have been impacted the most.
Our role as a partnership…
The School Games national programme works towards meeting the following 5
outcomes:
1. To maintain and grow school engagement in the School Games - Supporting
schools to prioritise the delivery of 60 active minutes as an entitlement for every
child to support improvements in their physical, emotional and social wellbeing.
2. To ensure physical activity and competition provision is designed to reflect
the motivation, competence and confidence of young people and has clear
intent – targeting young people who need the intervention most (particularly but
not exclusively those from Low socio economic backgrounds, minority ethnic
groups, SEND, Girls)
3. To have a clear focus on transition points (Yr.3 and Yr.7/8) – continuing the
focus on secondary schools but recognising the impact in early KS2.
4. Create positive experiences that support the character development of
young people - through delivering inclusive high-quality leadership and
volunteering opportunities

meaningful difference of the School Games – participation in physical activity and
competition will impact on young people’s physical, emotional and social wellbeing
creating lifelong habits
Lancashire priorities for 2021/22
For the 2021 SPAR Lancashire School Games we have prioritised young people’s
recovery from the pandemic, and using the school games as an opportunity to
provide relevant, fun and developmental opportunities which are relevant for
young people.
This includes a focus on:
KS3 & 4 Girls – Our new This Girl Can regional festivals will provide
opportunities for girls to be active through physical and mindfulness
activities.
Transition – A focus on those in Year 6 – 8. The opportunities provided will
aim to provide fun experiences, and develop skills to help young people get
ready for Secondary school.
SEND – We are acknowledging the challenges young people with SEND have
faced during the past 18 months. We are offering more opportunities
throughout the year at our festivals for young people at Special Schools or in
mainstream schools.
Year 3 & 4 – Develop skills, learn new games and provide opportunities for
children to work as a team and achieve personal bests.

5|PageSPAR Lancashire School Games Summer Festival – 5th July 2022 The SPAR Lancashire School Games is proudly sponsored by SPAR distributorJames Hall & Co and will bring together the winners and participants of the intercompetitions as well as a number of invited schools from across the County. When and where is the festival Taking place on the 5th July at Stanley Park, Blackpool. This is our home of the SPAR Lancashire School Games and we look forward to returning for the first time in 3 years. Event Details & Timings Arrival from 9am: Please make your way to the Opening Ceremony holding area on theathletics track, where you will have been asked to line up in borough alphabetical order. Opening Ceremony 9.30am: The Festival will start with an Opening Ceremony to be attended by all participants. This will involve a mixture of entertainment, parade lap, welcome speeches and the Games decree. 10am Activities & Competitions start: Following the Opening Ceremony all competitors will be asked to disperse from the Arena in a specified order, which will be announced by the host. For more specific information on where each activity will be held please see the following pages. 2pm Presentation & Party in the Park: To close the SPAR Lancashire School Games we will deliver a fun festival on the athletics track for all to get involved with. We expect all schools to make the effort to stay for this! 3pm Schools leave: We want schools to get involved in the ‘Party in the Park’ and expect it to finish around 3pm. *Medal ceremonies for activities will take place in numerous spots across the venue (Tower, Main Stage). 6|Page

School Games Organisers (SGO’s)
Our great team of SGO’s will be on hand throughout the day to support
participants, schools, VIP’s and others with any queries. SGO’s will be wearing red
polo shirts throughout the day, so don’t be afraid to ask them questions if

Year 3/4 Traditional Sports Day
Activity Outcome
The emphasis will be on children working to improve their Personal Best.
Purpose
The sports day will provide a fun event with an element of competition to engage
less active children.
Who Is It for?
Year 3 & 4 mixed. Teams of 5 boys and 5 girls wherever possible.
Entry Criteria
Schools to be invited by their local school games organiser but teams should be
made up from the least active children in the school.
Format
Teams will be in 6 groups of 2 to 3 schools and will work their way around 6
activity stations. Events will include egg and spoon, sprinting, vortex howler
throw, target underarm throw, standing long jump and hurdling. The emphasis will
be on children working to improve their Personal Best.
Equipment
All equipment will be provided on the day.

Year 3 - 4 Striking and Fielding Festival
Activity Outcome
This activity is focusing on increasing activity levels, engagement and confidence
within the young people involved.
Purpose
This striking and fielding festival will allow participants to develop their skill levels
in a fun relaxed non-competitive environment. The session will hopefully inspire
those involved to get involved in sports and games that involved striking and
fielding skills in the future.
Who Is It for?
Year 3/4 Boys and Girls (mixed ability). Schools to select a variety of young people
with different levels of confidence, skills, knowledge and motivation.
Entry Criteria
Schools should select 10 children who they feel will benefit most from this activity.
Format
There will be a carousel of striking and fielding activities such as catching,
throwing, hitting a ball and bowling a ball.
Equipment
Kwik Cricket equipment, tennis balls, rounder’s equipment.

Year 5 Multiskills Carousel
Activity Outcome
To increase engagement and physical activity levels. Targeted those young people
whose activity levels and wellbeing have negatively been impacted by Covid-19.
Purpose
To host 4 activities, targeting children who are less physically active to have a day
of fun based inclusive participation. The activities within the carousel, have been
purposely selected to demonstrate that playing games with friends can be fun and
that high levels of competence and /or confidence is not a requirement here.
Who is it for?
Year 5 children. Teams of 10 children, 5 x girls and 5 x boys.
Entry Criteria
At the borough Yr4 multiskills event, schools to select their 10 least active
children. All schools that attend go into the lottery. One school is randomly
selected at the end of that event to represent their borough in Blackpool.
Format
Army Assault Course Football Rounders
Street Golf Samba Drumming Workshop
40 children (4 x Boroughs) will be allocated to one activity. The children will move
across all 4 stations across the day after approx. 1 hr at each station. 4 x groups of
40 children.
Equipment
Army Assault - All to be provided by the Army
Street Golf - Led by Andy Leigh. Eqpt requirements to be advised
Football Rounders – Balls and cones
Samba Drumming Workshop – 40 drums & hand percussion supplied by More Music.

Year 5/6 Bee Stingers
Activity Outcome
To maintain and grow school education and engagement and to re-engage those
schools not currently touched by the School Games to position and prioritise the
delivery of 60 active minutes as an entitlement for every child to support
improvements in their physical, emotional and social wellbeing
To ensure that the local offer providers leadership and volunteering opportunities
to support the personal/ character development of young people.
Purpose
The Bee stingers event will provide a suitable level of competition for the more
able school teams and will be a platform for young umpires to begin their
officiating pathway.
Who Is It for?
Year 5 & 6 mixed. Squads of between 7 – 9 players containing a maximum of 3
boys.
Entry Criteria
Winning school from local district competition to be invited to compete.
Format
Teams will be in 4 groups of 4. The top two finishing teams in each group will go
forward to the knockout rounds and the bottom two finishing schools will play
further games against schools that have finished in a similar position.

Year 6/7 Dodgeball
(paired with Rugby)
Activity Outcome
This activity is focusing on supporting young people at those crucial transition
points in their education. It will focus on engaging achieving 60 active minutes and
providing a fun experience for all involved.
Purpose
Schools will spend half of their time on Dodgeball and half of their time on Rugby
Skills. Providing an activity that is familiar to primary pupils and those just moving
into secondary, continuing the bridge between the age groups, particularly lower
ability groups. Providing a fun activity for all abilities. There will be no overall
winners. Any rewards will be based upon the School Games Value of ‘Honesty’.
Teams will also play ‘rugby’ (See rugby formats).
Who Is It for?
Boys in years 6/7. Any ability.
Entry Criteria
Schools should select 4 boys from year 6 and 4 boys from year 7 to form one team
of 8. Schools are encouraged to select a group who perhaps have the best
attendance at after-school clubs or similar, as a reward.
Format
Some fun dodgeball games/activities then friendly matches. There will be no
overall winners. It is a fun activity based session.
Equipment
Please include any equipment- Cones, lots and lots of dodgeballs, bibs/team t-
shirts, court barriers if possible, to stop balls mixing with other courts.

Year 6/7 Rugby-Fest
Paired with Dodgeball
Activity Outcome
TRANSITION (KPI 4), INCREASING ACTIVITY LEVELS & INCREASING ENGAGEMENT (KPI 1).
Purpose
Schools will spend half of their time on Dodgeball and half of their time on Rugby
Skills. Providing activities that are familiar to primary pupils and those just
moving into secondary, continuing the bridge between the age groups, particularly
lower ability groups. Higher ability groups will have had opportunities to play full
rugby matches. This is for those that may want to give it a “try” and have fun.
There will be no overall winners. Any rewards will be based upon the School
Games Value of ‘Teamwork’.
Teams will also play ‘Dodgeball’ (See Dodgeball formats).
Who Is It for?
Boys in years 6/7. Not your first choice Rugby players.
Entry Criteria
Schools should select 4 boys from year 6 and 4 boys from year 7 to form one team
of 8, who are not in their first choice teams but are keen and enthusiastic. It is for
those who may like to give rugby a ‘try’. Schools are encouraged to select a group
who perhaps have the best attendance at after-school clubs or similar.
Format
4 Secondary pupils and 4 pupils from a feeder primary school will form one team of
8 to represent their borough. There will be a carousel of Rugby based skill
multiskills and some friendly matches. There will be no overall winners. It is a
fun, activity based session and opportunity to play with new friends.

Year 7 Boys Outdoor Activities
Activity Outcome
To develop and improve confidence and social skills including cooperation,
communication and team-work.
Purpose
The sports day will provide participants with a fun opportunity to experience OAA
type activities, schools will rotate around a carousel of activities and will have the
opportunity to try some of the following; climbing, orienteering, soft archery, high
ropes and team building/problem solving.
Who Is It for?
Year 7 Boys who are lacking in confidence and motivation to engage in school PE
and sport. Boys selected should NOT be your most competent sports players.
Entry Criteria
Schools to be invited by their local SGO. Schools should select a maximum of 7
Boys from Y7.
Format
Schools will be split into groups and will take part in 3 of the following 5 activities:

Soft Archery & Team Building

Years 7/8 PAN-Ability Football
Competition
Purpose
This competition is designed to provide an opportunity for students with additional
needs within a mainstream school setting to participate in a high quality school
sport competition with other schools from across the county.
Who Is It for?
Boys &/or Girls in Years 7/8 – all players must be on the school SEND register.
Entry Criteria
Schools should select a squad of up 8 pupils of which teams of 6 will be selected
for each fixture.
Format
Fixtures will be played in groups to determine which schools will progress through
to the semi-final and finals.
The duration of each fixture and the number of group stage fixture to be played
will be confirmed once the number of teams participating has been confirmed.
Equipment
All players are required to wear shin pads and appropriate footwear for a 3G
surface.

Design a Baton Cultural Competition
Design a Baton for the SPAR Lancashire School Games baton
relay, to exchange between young people competing in the
Games.
Age Range
Year 5
Brief
Your class is challenged with the task of creating a Baton for the Lancashire Relay.
Inspired by Birmingham Commonwealth Games, the Lancashire Baton will travel
across the county going from district to district to arrive at Blackpool for the 2022
SPAR Lancashire School Games in July.
Design must:
Inspired by young people and the Schools Games
Have links to your local area or culture
Be easy to carry while it travels around the world
Be able to hold a special message from the Queen
How to
Using the presentation (see note pages for further explanation) introduce the
participating children to the task and the Commonwealth Games. The children can
work individually or in pairs to design their artwork on the design sheet or plain
A3/A4 plain paper. The Baton must be hand drawn or painted by a child (no IT
usage) and clearly label it with measurements, materials used and to draw
attention to any special features
What next
Once your children have completed their artwork, they must add a written
explanation on the reverse, with their name, school and district.

Write a Decree competition
Write a Decree to welcome all representatives, teachers and
officials and open the SPAR Lancashire School Games.
Age Range
Year 6
Brief
You are challenged with the task of writing a decree. Inspired by young people,
Birmingham Commonwealth Games, and their values. That will be read at the
opening ceremony at the SPAR Lancashire School Games.
Overall, the message is to be a calling together of all young people from all
districts of Lancashire, using words of encouragement for their participation in the
games.
Written piece should be:
Inspired by young people, Your Schools Games and Birmingham
Commonwealth Games
Have links to your local area or culture
A celebration of sport and performance
Encouraging everyone progress.
How to
Using the presentation (see note pages for further explanation) introduce the
participating children to the task and the Commonwealth Games. The children can
work individually or in pairs to write their decree and you can use the template
provide.
What next
Once your children have completed their creative writing, they must add their
name(s) school and district on the reverse.
Schools must select 1 winner to be forwarded to your local School Games
Organiser.

Festival – Team Colours
Prior to the event each school competing at one of the SPAR Lancashire School
Games events will be provided with T-shirts for all competitors. Each local
authority has been allocated a colour in order that your school can be identified
when taking part. The colours that have been allocated are:

Safeguarding policy
Whilst safeguarding young people and vulnerable adults is of paramount
importance for Active Lancashire and the School Games organisers, it resolutely
affirms that the welfare and safety of children, young people and vulnerable
adults is the responsibility of everyone that is involved within sport, whether
their role is as a coach, official, volunteer, team manager, teacher sports
development officer, chief leisure officer, parent, participant, or guest.
The SPAR Lancashire School Games recognises that in the first instance schools
should follow their own school policy regarding the safeguarding and protection
of children. However, if school policies are not sufficiently robust, fit for
purpose or adequately understood, the Active Lancashire have developed a
School Games Event Welfare Plan, which provides guidelines and procedures
that should be followed at each event, should an incident or accident occur.
The Event Welfare Plan has been formulated in order to help safeguard and
protect children and young people competing in the Lancashire School Games
Festivals. There are a number of welfare points that all schools should adhere
to whilst at the event, which are:
Guidelines for use of video or close range photography:
Consent:
It is essential that consent is sought by schools from participant’s parents to
make sure that children can be filmed / photographed at the event and the
images published afterwards. If the school does not have consent for images to
be taken of some individual pupils it is the school representative’s
responsibility to ensure that they are not photographed or videoed.
Active Lancashire recognises the practical difficulty for School Staff/ Teachers/
Team Managers to “Ensure that any children that do not have written consent
for their photographic images to be taken are not photographed or videoed.”
To assist with this, issue the Event Welfare Officer (EWO) has requested that
each School Team Manager (or SGO, if they wish to collate) should inform her
of any participant who does not have written consent for their photographic
images to be taken as early as possible on the day of the events. The team
manager will then collect pink wristbands at the registration desk for young
people and children.
Individuals who do not have consent for their photo to be taken will be issued a
wrist band so they are easily identified by the press and professional
photographers.
ACTIVE LANCASHIRE will not allow photographers unsupervised access to child
athletes or one-to- one photo sessions during the event.
22 | P a g eCamera Registration: Staff intending to take photographs or video at the event will be expected to register their camera or devices at the Registration Desk at the Event Information Point if they wish to use photographic equipment (please note that this also applies to camera and video phones). They will then be issued with a sticker to wear, which they must display at all times to show that their camera has been registered. The details concerning photographic/video and filming equipment registration may be announced over the public address system. The recommended wording is: ‘In line with recommendations of the Lancashire School Games Events Welfare Plan’, Active Lancashire requests that any person wishing to engage in any video, or still photography should register their details with staff at the Camera Registration Desk (at location) before carrying out such photography. The organisers reserve the right of entry and reserves the right to decline entry to any person unable to meet or abide by the event organiser’s conditions.’ If anyone has concerns regarding inappropriate or intrusive photography, they should be reported to the Event Welfare Officer and recorded in a child protection manner. As we have professional photographers and filming taking place on the day, we only expect the teaching staff and support staff who bring their teams to event to take photos. We are encouraging parents and visitors not to take photos! All images taken by our professional photographer will be available after the event on the lancashireschoolgames.co.uk website 23 | P a g e

Brief
Please read the important parking information below and refer to the Parking Plan
Map on the next page.
Coaches
If you are arriving by coach, you will have been allocated a drop off zone in either Green
Zone 3 (West) or Blue Zone 4 (South). Both Zones are on the main road, please do not go
into Blackpool Sports Centre Car Park! Please adhere to your drop off zone and display
your coloured area sign in the window of the coach. There will be parking attendants
checking signs.
Once all competitors have been dropped off all coaches must park in the Model Village Car
Park (5) and return to their drop off zone for pick up. Parking attendants will ask parked
coaches to move if required.

All mini buses must make their way to Red Zone 1 (North West) Blackpool Cricket Club,
where they will be able to park for the day. If this car park is full, we advise parking in
Yellow Zone 5 (East) at the model village car park.
Cars
All cars are able to park on Blackpool Sports Centre (overflow) car park in Green Zone 2
(West). Additional parking can be found on East Park Drive and North Park Drive, please
refer to map below.
SEND Schools and Disabled Parking
If travelling from an SEND School or with disabled competitors, please make your way to
Blackpool Sports Centre’s main car park, Green Zone 2 (West). Coloured signs will signify
the different drop off, and parking zones. If you require any help please as a member of
the parking team who will be on hand to help. Once parked, or dropped off can all schools
make their way to the Athletics Arena for the Opening Ceremony.

Other information Volunteers & School Games Organisers The SPAR Lancashire Schools wouldn’t be possible without the School Games organisers (SGO’s) and the army of volunteers, community clubs and deliverers. You can find SGO’s on the day wearing their red polo’s & Volunteers in their White bibs. Volunteers will be provided with lunch and refreshments from our sponsors SPAR. Refreshments & Spar goody bags: Schools are advised that children will be required to bring their own lunch and drinks for throughout the day. Vending machines, the Café and food stalls are available onsite at the venue. Medical Care at the event On the day of the event we will have outsourced medical care from Mersey Medical. One Ambulance & Crew, as well as two cycles and cycle responder will be available to support with any medical issues. Lancashire and South Cumbria NHS Foundation Trust We are delighted to support and work with Lancashire and South Cumbria NHS Foundation Trust. The trust will have a few members of their team onsite, to find out more information from schools, and how they can develop their new ready, start talks programme for 2022, around supporting children’s mental wellbeing. Greener Games We are committed to making sure the SPAR Lancashire School Games are greener, and will continue to make improvements to the way we do things. This year we have decided to use reusable bibs for many of our events and volunteers, moving away from purchasing T- shirts for every event. We have procured eco friendlier bottles as part of the SPAR goody bags the participants receive. The Spirit of the Games The SPAR Lancashire School Games are underpinned by the Spirit of the Games Values. These values hope to get all competitors, volunteers and organisers thinking about their attitudes and behaviours.
