Fellow Surrey Bowlers
Having completed my 2 year apprenticeship, I now have the honour of stepping up and serving as
your President. A position I greatly respect, and one that has been served with great distinction by
many excellent gentlemen in the past. I am just hoping I can come close to keeping up the high
standards set by my predecessors.
I would like to take this opportunity to thank in advance, all the Officers and Councillors, for all the
immense effort and hours of work they put in to make it ‘all happen’. I would also like to thank,
Peter Pearce, our retiring Hon. Competition Secretary, and Team Manager Quentin Smith for their
dedication and excellent work for SCIBA over the years.
I am delighted to welcome to Council, as our new Hon. Competition Secretary, Colin Clarke. Also I
welcome our new Team Manager Andrew Richardson, along with his top support team of Gary
Taylor & Gary Clarke. I wish you all an enjoyable, successful, and rewarding year.
As with many other Counties we face new challenges each season. One of the most pressing is the
need for active recruitment, and retention of our playing membership. To that end it is my aim, to
support and promote this vital National campaign, by highlighting the message to all our
membership and Clubs, the importance of ’Recruitment’. I believe that it is possible; that with a
little extra thought and effort we can all be more active in meeting this challenge.
I look forward to the season ahead, and the chance to renew old acquaintances, and make new
friends on the green. Enjoy your bowling gentlemen.

Mike & Carol Newman opened Cotswold Bowls Centre, Reading, in 1987 as a Franchise of
Cotswold Bowls Centre at Stonehouse, Glos. It was the original Franchise of Cotswold Bowls
Centre but is now the Head Office, Administrative and Mail order Centre for the Company.
Cotswold Bowls Centre was formed in the early 1980's by Clare and Norman Hook to serve
bowlers in and around Stroud in Gloucester. They were probably the first company to supply
top quality, own label products especially for the bowler. It was always Company policy to have
own label products manufactured to our own exacting specifications. This policy continues
today under the present owners.
We pride ourselves in being able to offer top class advice from Robert, Commonwealth Games
Gold Medalist 2002, Mike - a National Champion on many occasions and Carol - a County
Bowler.

Gentlemen , the joint Finals this year had a full programme with three events in both sessions each day with just the
Ladies Triples deferred to Thursday 28th March.
The Mens/Mixed results were as follows :
RESULTS:
Singles - Some quality bowling from both I.Jenkins (Egham) and J.Wilson (Wey Valley) but Ian was the more
consistent and won 21-13 .
Pairs - Although R.Marshall & A.Binns were able to stay level with J.Bruder & D.Morris (Wey Valley) for eleven
ends the Wey Valley pair pulled away to win 22-12 with some quality bowling .
Triples - The Wey Valley team of J.Bruder, D.Morris & C.Bruder were always too good for the Croydon team of
T.Barlow,R.Corne & R.Marshall winning 19-12 .
Fours - This turned out to be a nail-biting finish for Sutton’s team of M.Gray, R.Chambers, J.Smith & C.Wilkins ,
for having built a ten shot lead at fourteen ends found themselves level on the last end with the Camberley team of
R.Humphreys,R.Christie, G.Noades & P.Short , with only the skips to play . Colin’s first firing shot was smack on
target and gave them four shots and Paul could not kill the end so lost 24-17 .
Over 60 Singles - J.Gale (Sutton) started very well with some good draw bowling and built a lead of 12-6 , but Trevor Hoy (
Egham) finally got used to the green , increased the jack length and ran out a 18-15 winner .
Under 25 Singles - A disappointing day for Andrew Orme (Donyngs) who didn’t bowl to his usual standard and
lost to Graham Street (Wey Valley) who did bowl well, 3-9,2-8 .
Mixed Pairs - Very tight for the first half between R.Winter,S.Gingell (Egham) and T.Orris,S.Shanley (deputising for John
Graham who suffered a heart attack during the week ) (Sutton) but then Sean stepped up his game and won 21-15 .
Mixed Fours - This was an amazing game between V.Wilkins, B.Crooke,P.Dixon & A.Richardson (Wey
Valley)who were five up with three ends to play against R.Wharf, P.Bourne,C.McGrail & S.Shanley (Sutton) only
for it to go to an extra end which Wey Valley won by one shot . 21-20 .
My thanks go to Charlie Murphy , Charlotte Emmanuel & John Hall for umpiring , those Surrey Officers who
marked the Singles and to Donyngs and Wey Valley for the use of their greens and facilities .

COMBINED COMPETITION RULES & BYE LAWS
1. The Competitions are limited to playing members of Clubs affiliated to the Surrey County Indoor Bowling Association.
All players must be members of the Club from which the entry is made. No player shall represent more than one Club in
any one season in these Surrey events.
2. Entries will only be accepted when submitted by the Club Secretary on behalf of the Club Committee. The completed
Competition Entry Forms, together with the appropriate entry fee, as printed on the forms, to be forwarded to the Hon.
Competition Secretary by the date stated on the forms.
3. Singles, Pairs & Triples
Entries shall be limited to the two finalists and the two losing semi-finalists of the Club’s internal competitions run in the
previous season. In pairs & triples however should any of the original players be unwilling or unable to play for any reason
whatsoever the correspondent must notify the Hon. Competition Secretary of the names of the players who will be taking
part in the Competition. The Club shall be responsible for the appropriate entrance fee.
4. U 25 Open Singles, O 60 Singles, Mixed Pairs, Mixed Fours, Men’s Fours
These competitions' entries shall not be limited. Clubs may, however, restrict entries having regard to their green capacity.
Entrants shall be responsible for the appropriate entrance fee.
5. The county will be divided into two zones for the early rounds as follows :
Zone 1 Camberley, Egham, Mole Valley, King George & Wey Valley.
Zone 2 Croydon, Donyngs, Old Coulsdon, Richmond, Sutton & Temple.
Zones will play up to the last 4 entrants/sides in each competition when they will merge and be redrawn to establish the
County ¼ finals onwards. This draw will be made at the start of the competition and will be published in the year book and
on the county website. (E.g. 1a v 2b, 1c v 1d, 2a v 2d, 1b v 2c).
6.All Competitions shall be played on a knock-out principle and shall conform to the Laws of the Sport of Indoor Bowls
(Current Edition) and the National Championship Rules, as published by the English Indoor Bowling Association Ltd.,
except where those rules are varied below
SINGLES 4 bowls each player 21 shots
PAIRS 4 bowls each player 21 ends or 4hr
TRIPLES 3 bowls each player 18 ends or 4hr
FOURS 2 bowls each player 21 ends or 4hr
U25 4 bowls each player 2 sets 9 ends 3rd set 3 ends 1 shot per end
The 4hrs includes trial ends and does not include extra ends. An end where the jack has been cast before 3hr 55min must be
played to a finish. All dead ends must be replayed. Start time must be agreed by both players from the same timepiece and
marked on the scorecard. If a game is unable to continue due to unforeseen circumstances, the competitors must return as
soon as possible to complete the game.
The team/player drawn first in any pairing is the Home and the Challenger and must, within FIVE days of the
closing date of the previous round (not less than 21 days before the closing date of the round in the case of the first
round) offer their Opponent(s) the choice of TWO dates, ONE of which must be a Saturday or Sunday morning.
The Opponent shall within THREE days of the receipt of the challenge accept one of the dates offered. No
competitor shall be compelled to accept any dates between the 23rd December and 3rd January inclusive.
Failure to offer two dates within the prescribed period shall result in the opponent taking the rights of the challenger and the
opponent will offer a similar choice of dates for the game to be played on his (the opponent’s) green. Where a challenger
has been unable to contact his opponent within the prescribed period he shall immediately inform the Hon. Competition
Secretary. If no action is taken by either competitor then both parties may be “scratched” from the Competition.
Teams/players may vary the dates and/or times games take place by mutual consent, but the game must be played not later
than the date given for the closing of the round. No alteration of an accepted date shall be made unless mutually agreed;
failing such agreement the competitor desiring such alteration must give their opponent a ‘walk-over’. No competitor shall
be compelled to accept a time earlier than 6.00 p.m. nor later than 6.30 p.m. on a week-day, neither shall he be compelled to
accept a start time before 10.00 a.m. at week-ends.

All first round matches are published on the website www.sciba.co.uk. and no notification to individual competitors
will be issued by the Competition Secretary. He will, however, provide a printable copy via Email or where
preferred a hard copy of these rules and the competition draws to all club secretaries for information of their
members who do not have internet access.
All finals will be played on the dates and greens notified by the Hon. Competition Secretary and published on the
SCIBA website. He will also provide club secretaries with posters containing all details of final venues and schedules
for display at their clubs. All finals will be played in whites, approved club coloured shirts may be worn.
7. All results must be telephoned, texted or emailed to the Hon. Competition Secretary at the latest by 9.30a.m. the next
morning. If, however, the game is played on the last day of the round, the result is to be telephoned to the Hon. Competition
Secretary by 11.00 p.m. that same evening.
FAILURE TO DO SO WILL RESULT IN DISQUALIFICATION.
In team competitions, the score-cards showing the names of all the players and Clubs & signed by both skips/players must
be retained by the winning team for ratification if requested, to ensure compliance with rules governing substitutes &
eligibility for County Badges
8. Green-fees incurred in all matches to be shared equally by all competitors.
9. All questions and disputes shall be referred to the Hon. Competition Secretary who if he deems it necessary will refer the
matter to the County Secretary and the President and the decision will be final. Any objection shall be made in writing
within 24 hours of the game being played and shall be accompanied by the signed score-card.
Conditions of Entry to the County Competitions
10. It is a condition of entry that all competitors shall only enter, or be entered by their club, on the basis that they are
available to play on the Finals Days dates advertised on the SCIBA website, or by direct consultation with the Competitions
Secretary.
11. If for any reason, it shall become apparent during any player’s run in an event that he is unable to comply with this
requirement, he shall withdraw/concede at the earliest possible opportunity in order that an opponent may take his ongoing
place in the draw.
12. Failure to comply with either of the 2 rules above shall result in a future disqualification of entry for any SCIBA event
for the two following seasons.
Umpiring in Surrey
The members of the EBUA in Surrey are there to assist you by providing Umpires and Markers for your competitions. The
EBUA also run training courses for Umpires and Markers and these are held on a periodic basis. If you would like a
Markers Course to be run at your club or for more information please contact Ken as below or look at the EBUA Web Site

Any bowling member of a Club that is affiliated to the Surrey County Indoor Bowling Association may apply to play in
Indoor Patrons’ games, regardless of his experience or skill at bowls. Indoor Patrons are no longer required to pay a
membership fee.
As a Surrey Indoor Patron you can apply for any or all of the Surrey Indoor Patrons’ games and meet fellow Patrons playing
in matches with that competitive spirit, as well as making many new friends. These matches are arranged against most of the
other Indoor Clubs affiliated to the County, the Women’s County Executive and other Counties’ Patrons Associations, the
exception being that you would not normally be selected to play against your own Club.

Mr. President & Gentlemen,
This is my first Secretary’s Report and what an interesting year it has been. Firstly there were various GDPR
issues to be dealt with including obtaining signatures from the Team Managers for the EIBA competition entry
forms, amending the SCIBA Registration Form A to satisfy the GDPR requirements and then producing the
new SCIBA Form B for our Officers and Officials to sign.
The year should have started with the May meeting, but unfortunately this clashed with various outdoor
bowling activities and had to be cancelled. However, John P Green started his year as President with some
success by picking up the 2017-18 Home Counties League Trophy. Unfortunately the summer didn’t go quite
as well and the Crawford Cup was retained by the outdoor association.
The September meeting was John’s opportunity to chair his first meeting. Sadly, the loss of a number of Surrey
bowlers was reported including our former Publicity Officer and delegate, Brian Lawton, and a former
President and Secretary Brian Cunningham. Unfortunately John also announced the cancellation of his
Presidents tour. The meeting then approved some amendments to the Bye-Laws following Constitution
Amendments at the AGM. The new Records Officer Les Owen was in attendance and was making good
progress collecting and collating information from scorecards provided by Match Secretary Alan Shelley.
In November Peter Duncan was proposed by Croydon as JVP and was approved by the Executive Council.
Sadly we exited the Liberty Trophy to Berkshire. We did have some success in the Home Counties Indoor
Championship Finals where Miles Clements, Dan Morris and Charles Bruder won the Triples competition for
Surrey beating the Berkshire triple by one shot in the final. Some Clubs reported difficulties in fielding Surrey
League teams which led to the matter being passed to the Chairmen’s meeting for discussion which concluded
that the matches should be kept in their current format. The Executive council subsequently agreed to restrict
matches to 4 hours after the trial ends.
By January we had lost to our old adversary Kent in the Over 60 Inter-County competition. The SCIBA
registration forms had also been returned and the analysis of the returns showed that overall the number of
SCIBA members has dropped by 3.4% over the past year, with the largest drops being at Croydon, Donyngs,
Egham and Old Coulsdon. There was some good news with membership increases at Camberley, Mole Valley,
Sutton and Richmond. These figures once again demonstrate how important it is for the clubs to keep
recruiting on a regular basis.
At the March meeting it was reported that the Team manager, Quentin Smith had resigned and that Shilly, his
assistant, was unable to accept the position due to changing work commitments. There was also further
discussion about the Surrey League, on this occasion over concerns about arrangements for playing the three
rink clubs. As a result it was decided to form a sub-committee to discuss the matter further. Unfortunately a
disciplinary matter was raised following the Under 25 Quarter and Semi-Finals at Mole Valley. On a more
cheerful note, congratulations went out to Maurice Mayes who has now taken over as the President of the
British Isles Indoor Bowling Council in his 50th year of bowling.
As we approach the end of the year a reminder that the sponsorship deal with the co-operative funeralcare is
about to end, although Surrey Bowls now appear close to signing a deal with a new sponsor - details to follow.
I would like to congratulate John P Green who has done an excellent job as President this year and ended on a
high by picking up the Deric Homes Memorial Trophy. It would be remiss of me not to thank my assistant
Keith Dunstone, Chris Jones our Treasurer and Gareth Morgan our Web Master who have guided me along the
way in my first year as Secretary.

Mr. President, Gentlemen,
Match Secretary
Firstly I would like to thank all those who have helped and supported me in this role throughout the season and
in particular Keith Dunstone and Richard Wooster who have covered for me in my absence. I would also like to
give a big thank you to all our members who have participated in our matches and have represented our county
in such an exemplary way. In addition I would like to thank the Officers, Members and the Catering of our
Affiliated Clubs and opposing Associations that have made us so welcome.
County Matches. All County fixtures continue to be very well supported in terms of Applications received. In
many cases we are getting over 50 members applying for our fixtures.
We had 14 county matches in the programme for this season and we had another great season, winning 11 out
of 14 of our Inter-County matches. We lost to Kent away at Palmerstone IBC and again when we played there
Tourists at Wey Valley IBC. However saving the best to last.....in our final County game of the season, we beat
them at Donyngs IBC in the final and deciding Deric Holmes Memorial Trophy Game.
Presidents Matches A fair performance again this season in our President's Fixtures. We had 14 Matches in
our Programme and managed to win all but 5 matches. Our Fixture against Temple was sadly cancelled due to
Snow. It was also unfortunate that two of our fixtures both clashed with a couple of Surrey League games and
we had to reduce these fixtures to only 5 rinks. As a result changes to our programme have been explored for
next year. Except where there were clashes with the Surrey League, it is encouraging that the numbers of
applications, for the majority of these fixtures, were up again on the previous years. In particular is should be
noted that several of the games this season were even oversubscribed by our Council Members.
As a final thank you, I would like to thank all those members this season that stood in at very short notice,
especially, when some of you had to alter other bowling or family commitments to do so. Your continued
support is very much appreciated.
The majority of our Patrons, President's, County and Deric Holmes Memorial Trophy Fixtures for 2019/2020
are now confirmed. Our fixtures will comprise: 3 Deric Holmes Memorial Trophy Matches (Kent, Sussex and
Hertfordshire); 11 Inter-County Friendlies - Our County Fixtures are proving very popular with over 50
members applying to be considered for most of the matches, so I am pleased to advise that we will be
continuing the new fixture against Bedfordshire CIBA next season. We also have an additional fixture against
Berkshire CIBA so that we will now be playing them both home and away each year. 13 President's Matches.
These comprise of matches against our Affiliated Clubs, SCWIBA and Mixed Exec teams from SCIBA and
SCWIBA playing against their respective Presidents' clubs. 13 Patrons Fixtures. In addition to playing against
Patrons at our Affiliated Clubs. Fixtures have been arranged again against the London Scottish BA and the
Sussex Patrons. In addition the new Inter-County Patrons Fixture against the Hampshire Patrons was well
received so we will be playing their Patrons again next season away at Loddon Vale IBC. 2 Cecil Crawford
Memorial Trophy Duals. The first leg for 2019/20 season will be home against SCBA at King George Field
IBC in Nov 2019. Home Counties League Dates for our 2 HCL matches against Hampshire and Sussex in the
first phase of the competition have been confirmed. No date is available for the HCL Final as yet.

HON. DERIC HOMES MEMORIAL TROPHY SECRETARY’S REPORT 2018/2019
The seventh season of the Deric Homes Memorial Trophy (Surrey Cup) has now been completed with Surrey
winning the trophy in a very close finish with Kent. Surrey having won all 3 of their matches.
It is still a shame that we can’t persuade more counties to join or rejoin. We do ask them when we play against
them and I know Alan Shelley tries also when compiling fixtures.
Anyway, lets look forward to eighth season of the competition. Enjoy the summer!

Mr. President and Surrey Indoor bowlers,
Shilly arranged a practice game (not a trial as listed on the website) against Wiltshire at Westlecot IBC on the 6
October which gave an opportunity to see a number of players/combinations perform. The green was a bit
strange in that the club was 5 rinks opened out just legally to 6 without changing the existing dots and T’s
which was a bit confusing! Although Surrey registered a loss of 114 - 130 we won on 2 rinks, drew on 1 rink
and lost on 3 of which 1 experienced rink lost heavily which cost us an overall win. By and large there were
some interesting, good and promising performances without many of the established payers being available.
The 1st round of this season’s Liberty Trophy was played at a freezing cold Whiteknights IBC against Berkshire
on Saturday 27 October. Surrey were never in the lead throughout the game with about a 15 shot differential
throughout. The final score being 92-116, with 2 winning rinks. Although the result was disappointing it has to
be appreciated that the Surrey team was much changed with 4 skips and others with experience being not
available for selection which resulted in some playing out of position, while Berkshire fielded a team with a
very strong experienced backend. There were a number of very promising performances and a good team spirt
which hopefully can be built on for future seasons.
I thank everyone involved especially those who sat supporting at the coldest end of the club.
These 2 games have highlighted the problem of there being too many demands on the younger, working with
young families, better players. They need more weekend time with their growing children and are committed to
their clubs thus making themselves unavailable to the County. I personally can’t criticise them for taking this
position. Families and work must take precedence over bowls and the clubs are where they play their everyday
bowls.
The last Home Counties League game was against Hampshire over at Chawton Park IBC. Apart from two
changes it was an unchanged team from the previous Sunday’s victory against Sussex.
A very different result from the week before. With Surrey down by 50 shots overall, Surrey were still winning
on 1 rink, down by 1 on another and only 5 behind on another with 4 ends roughly to play on each rink. It is
possible these rinks could have won, but a decision was made to concede the game to Hampshire.

OVER 60S TEAM MANAGER'S REPORT 2018/2019
Mr. President & Gentlemen,
A disappointing result for the Over 60’s, against a strong Kent team in the first round of the National knock out
competition. 2 late changes had to be made, but I do not think this made any difference to the result. At
Camberley a strong performance by Dave McCallum’s rink to beat ex England International Standley was the
highlight with good performances from all his rink. The other 2 rinks were competitive throughout. The
highlight of the away match was Paul Vam’s rink putting in a solid performance as always, sadly the other 2
rinks struggled against good Kent bowling. A big thank you to Camberley for hosting the home match, and a
thank you to Quintin Smith for managing the away team.

Mr President, Bowlers of Surrey
I can't believe that my first year in charge of the U25s as nearly come to an end, at the time of writing this we only
have left for the U25s is the 2 wood triples at Worthing pavilion. I will give you the results of this at the AGM.
We have had a great season, we finished 3rd in the Home Counties, only just 2 points behind Kent. We were the
only team to beat the winners Sussex. We have a great team in the making, and I firmly believe it's only a matter
of time before we start winning more.
The U18s double rink played really well together as a team, I expect great things from them next year.
The EBYDS at Egham was a great day, well done to all the guys and girls that qualified for the regional at
Horsham. We have the highest amount qualified, that we have had for a long time.
Well done to Graham Street for winning the U25 Singles, and Rebecca Fey for the Ladies U50 Singles.
Congratulations to the U25s from Wey Valley getting to the national for the double rink.
All of the U25s have asked me to thank Rick and Jill Long for all of the support that they have given us all
season.
I really do believe that we have a great future for the U25s team and am looking forward to a great season.

My thanks once again to Alan Shelley for his diligent approach in keeping me up to date with the match fees and
making my job easier and to Dave Pointing who similarly runs the Patrons efficiently.
Our past Hon. Treasurer continues to assist me with all the accounting procedures for which I am extremely

Mr. President, Gentlemen,
Inter-Club League
My congratulations to Camberley & District IBC on becoming last Season’s Inter- Club League Champions. It was a very close
finish with Camberley taking the title from the holders Sutton by winning their final game against Donyngs. This is the club's first
title win in the League which is a great achievement and well done to all of those players who took part. I would like to thank all of
the clubs for ensuring that the League programme ran smoothly for most of the Season. theere were only a few postponements , and
only 2 games actually being cancelled.
For your further information the League started in 1994 – 1995 season and therefore celebrated it’s 25th birthday in the 2018 2019
season. The winners over those years have been Egham with 11 titles, Donyngs and Sutton with 4 titles each, Croydon with 3 titles,
and King George Field, Wey Valley & Camberley 1 title each.

DRESS CODE (revised September 2018)
It is for individual Clubs to determine the Dress Code, which will apply to their Members and Visitors. Clubs should ensure that
Visiting Clubs and Competitors are aware of their Dress Code and may refuse access to their Green to players who do not conform to
this (but see National Competitions below).
The Dress Code for Liberty Trophy, Senior Home Counties, National over 60s Inter-County League and Under 25s matches is at the
discretion of the relevant team manager.
The Dress Code for all other matches, except Patrons, is:
Arrival: Generic County shirt, County zip up jacket and grey trousers.
Play: Generic County shirt, County zip up jacket (if needed), white trousers, white socks and white shoes.
Meal: Generic County shirt, County zip up jacket and grey trousers.
The Dress Code for Patrons’ matches is –
Arrival: County zip-up jacket or Oxford/Navy blue blazer with white shirt, Patrons’ tie and grey trousers.
Play: White shirt and Patrons’ tie (optional), white trousers, white socks and white, grey or brown shoes. A white top or county zip-up
top may also be worn. Braces, if worn, will not be visible.
Meal: County zip-up jacket or Oxford/Navy blue blazer with white shirt, Patrons’ tie and grey trousers.
The President, during his term of office will wear on Arrival and at Meals a white shirt, tie (County or Patrons’ as appropriate) and
blazer with appropriate badge. If the President is unable to attend, then the officer taking the game would be expected to wear similar
dress.
County Competitions: In the early rounds of County Competitions, competitors should respect the Dress Code of the host club.
Normally, this will be registered club shirt or white above the waist, grey trousers and grey or brown shoes. In the Semi-finals and
Finals, Club shirts may be worn with white trousers and white shoes.
National Competitions: Competitors should conform to the Dress Code set out in the relevant section in the National
Championship Rules.
