REGIONAL TRAINING UNIT The Regional Training Unit (RTU) is designed to be an extension of the Highway Patrol Training Academy. It is an outreach training program sponsored by the Ohio Department of Public Safety that offers the opportunity for our Ohio law enforcement partners to attend much needed training in their regional area without requiring travel to Columbus. Training is developed on a continual basis and posted to the Public Safety Training Campus (PSTC). This is a web-based program containing the Academy and RTU course catalogs. All members of the Ohio law enforcement community are encouraged to register with the Department of Public Safety and Ohio State Highway Patrol in order to search and register for available courses. For instructions on how to enroll, go to https://statepatrol.ohio.gov/recruitment-and- training/oshp-training/general-information1. Public Safety Training Campus Course Catalog When searching for a course in the PSTC, users can search by Course ID, location or date. All Highway Patrol Course ID’s will began with the letters “OSP”. All course IDs are listed under the course title in this catalog. Hosting Agencies The RTU partners with various colleges, universities, vocational schools, high schools and other law enforcement agencies to obtain logistical support and facilities for training. If your agency wishes to host regional training courses, please contact the RTU at (614) 466-4896, or via e-mail at ADRTU@dps.ohio.gov. ADVANCED ROADSIDE IMPAIRED DRIVING ENFORCEMENT TESTING (A.R.I.D.E.) A.R.I.D.E is a two day (16 hour) course that is designed to train law enforcement officers to observe, identify and articulate the indicators of impairment caused by drugs and/or alcohol. A.R.I.D.E. training is critical for agencies seeking to reduce fatal, injury and property damage crashes through increased impaired driver arrests. The A.R.I.D.E. course serves as an S.F.S.T. (Standard Field Sobriety Testing) update. Prerequisites to enroll in the A.R.I.D.E. course: - Be a certified law enforcement officer through O.P.O.T.C. or a state trooper and have completed a certified S.F.S.T. course. - Be a prosecuting attorney for a court located within the State of Ohio. BASIC PEACE OFFICER TRAINING The Basic Peace Officer curriculum meets all the required standards for basic law enforcement training in Ohio. The students are provided with quality instruction in all subject matters prescribed by the Ohio Peace Officer Training Commission (O.P.O.T.C.). Additional advanced training is provided in several subject areas critical to the successful job performance of the modern law enforcement officer. A special emphasis is placed on human relations training and on developing the officer’s most frequently used skills. Experts in the many fields of criminal justice are brought to the academy to present qualified instruction in their critical subject areas. Every officer is given specialized instruction in emergency vehicle operations, firearms proficiency and safety, self-defense tactics, physical conditioning, standardized field sobriety testing and speed measuring devices. All applicants must be sponsored by a law enforcement agency and be a full-time employee of the agency at the time of appointment to the program. Applications for Basic Peace Officer Classes will be made available to agencies approximately 90 days prior to the class commencing. Class size will be determined by our ability to fill the appropriate instructor to student ratios to optimize training. Classes will be filled based on the order that completed packets are received by agencies. In addition, a physical fitness assessment must be completed. Mandatory physical fitness standards have been established by the O.P.O.T.C. and these are prerequisities for admission into the Basic Peace Officer training program. Applicants must now be evaluated by the school commander and a certified physical fitness instructor for strict compliance prior to the scheduled Opening School Audit. If the applicant does not meet the minimum criteria, their continuance in the training program will not be considered and they will not be added to the current roster. Each student must bring a service handgun and 1,500 rounds of reduced lead or lead free pistol ammunition. This ammunition should be of a weight in grains comparable to the agency’s duty ammunition. In addition, each student must bring an agency shotgun if other than a Remington 870, 250 rounds of buckshot ammunition and 100 rounds of slug ammunition. OVI DETECTION & STANDARDIZED FIELD SOBRIETY TESTING (SFST) REFRESHER Course ID: OSP–OVISFST2025 The 1/2 day refresher course is designed to enhance the skills required to detect, apprehend and prosecute persons operating a vehicle while under the influence of alcohol and/or drugs. The course includes classroom instruction and controlled exercises structured to give the officer practical experience in the evaluation of the adverse effects of alcohol/impairment on driving ability. The classroom refresher consists of the three Phases of Detection, Concepts, & Principles of Arrest and Trial Preparation. Students receive a refresher on the SFST tests, consisting of the Horizontal Gaze Nystagmus test, Walk-and-Turn test, and One-Leg stand test, as developed and recommended by the National Highway Traffic Safety Administration (NHTSA). Requirements: Be a certified law enforcement officer and have completed a certified SFST course OR be a prosecuting attorney located within the state of Ohio. Students are encouraged to bring note taking supplies and a laptop and/ or tablet, as the training material will be accessed electronically. BASIC TRAFFIC CRASH INVESTIGATION Course ID: OSP–BTCI This five-day course will provide the investigator with the necessary tools and skills to conduct a thorough crash investigation and properly document the physical evidence to prepare for testimony. This course will introduce the methodology for proper measuring techniques, questioning drivers and witnesses as well as skidmark identification and analysis. The student will also participate in an outside exercise with practical application. Students are required to bring a hand calculator with a square root function. INTERMEDIATE CRASH INVESTIGATION Course ID: OSP–ITCI This five-day course is a continuation of the Basic Traffic Crash Investigation. Emphasis will be placed on proper documentation of physical evidence and questioning drivers and witnesses. Additional topics include damage analysis, scale diagramming and speed determination from physical evidence. Additional controlled experiments will be conducted to reinforce course objectives. Prerequisite: Basic Traffic Crash Investigation or its equivalent (Min 40 hrs) Must send certificate of completion of prerequisite course to ADRTU@dps.ohio.gov prior to the start of the class. TECHNICAL CRASH INVESTIGATION Course ID: OSP–TTCI This 10-day course is designed to expand the student’s knowledge base previously developed in the Intermediate Crash Investigation Course. This course will further delve into the topics of speed determination from flips, vaults and falls. It will further explore the areas of kinetic energy and speed determination from momentum analyses. Prerequisite: The student must have successfully completed the Intermediate Crash Investigation Course or its equivalent. COMMERCIAL MOTOR VEHICLE (CV SAFE) Course ID: OSP–CMVSAFEACA During this three-day course, the field officer will become familiar with Commercial Vehicle Enforcement. The course provides instruction on the commercial driver’s license (CDL), commercial vehicle registration, fuel tax, size and weight enforcement, and oversize permit. The course will provide general vehicle familiarization by classroom instruction and an actual commercial vehicle demonstration. Hazardous materials recognition and familiarization will also be discussed. SPEED MEASURING DEVICES (SMD) OPERATOR Course ID: OSP–SMDOP RADAR and LIDAR are intended to help traffic enforcement and to increase safety on the roadways. RADAR and LIDARs are reliable and accurate speed measuring devices when used by properly trained, experienced operators. This five-day course surpasses the training criteria established by NHTSA and provides the training and practical experience required to ensure the proper operation of speed measuring devices. Topics covered in this course include introduction to RADAR/LIDAR, theory and technical aspects of RADAR, theory and technical aspects of LIDAR, target identification, SMD case law and pre-trial preparation, 18 hours of practical exercises, and moot court. FIREARMS, ARREST, AND SELF-DEFENSE TACTICS (FAST) Course ID: OSP–FAST This five-day course deals specifically with officer safety and survival. This course is designed to accommodate both men and women. In addition, a program for women only is offered which deals with specific issues that female officers face relative to their daily duties. Please note females can be enrolled in any of the training classes below. This course includes topics such as deadly errors, active shooter training, critical incident survival, firearms field trip, subject control tactics, cover and concealment, officer survival, psyche of survival, react-fire-win, hostile environment reaction and sims ammunition scenarios. PROSECUTORS/CLE SEMINARS Advanced Roadside Impaired Driving Enforcement (A.R.I.D.E.) Course ID: OSP–PSeminarsARIDE2025 A.R.I.D.E. is a 16-hour course that is designed to train law enforcement officers to observe, identify and articulate the signs of impairment related to drugs and alcohol. The goal of the course is to reduce impaired driving incidents and crashes which result in serious injuries and fatalities. The course will be instructed by Drug Recognition Experts. Continuing Legal Education (CLE) credits are available, as determined by the Supreme Court of Ohio. Inquire for more information. Upon completion of this course, the attendees will have a good understanding of the training and operational requirements required for effective and reliable SMD operation by professional law enforcement officers. State approved SMD instructors and certified electronic technicians are used to teach this seven hour block of instruction. This course has been approved for up to six total hours of Continuing Legal Education (CLE) credits, as determined by the Supreme Court of Ohio. The certified instructors have used the RADARs and LIDARs and have experience in repairing them. Part of the course is dedicated to practical judicial information including admissibility, judicial notice and testimony pertaining to Speed Measuring Devices. BASIC SURVEILLANCE OPERATIONS Course ID: OSP–BASICSURVOPS The purpose of this four-day course is to train officers on how to plan and conduct covert surveillance operations on targeted suspects. Through classroom instruction and practical scenarios, officers will learn to utilize the techniques, equipment, and principles of planning and conducting stationary, vehicle, foot, and aerial covert surveillance. CRIMINAL PATROL/DRUG INTERDICTION Course ID: OSP–CPDI This two-day course is designed to introduce patrol officers to techniques in detecting and apprehending criminals who utilize our streets and highways to conduct criminal activity. The course includes instruction on driving behaviors, roadside interviews, commercial/large vehicle interdiction, report writing/court testimony, officer safety and a legal review. DRUG INTERDICTION ASSISTANCE PROGRAM (DIAP) COMMERCIAL INTERDICTION This 3-day course is intended to familiarize and update law enforcement and Commercial Motor Vehicle (CMV) safety officials who perform or intend to perform CMV counter-crime activities on tactics and criminal interdiction techniques involving everyday CMV traffic in transit. Students will be instructed on how to access these areas for purposes of determining if contraband is located within aftermarket concealment areas in actual seized vehicles utilized by drug traffickers. The classes below start at 8am. Prerequisite: A prerequisite of OSP-CPDI or a similar course (DEA Pipeline, DIAP Course, etc.) is required to participate (the training will be verified through the Public Safety Training Campus (PSTC) or visual inspection of a certificate). ADVANCED SEARCH AND SEIZURE (PART I AND PART II) Course ID: OSP–ADVSS This is a multi-part course designed to provide you with the in-depth knowledge necessary to navigate the legal principles and case law surrounding the Fourth Amendment. These classes will help a road officer, detective, instructor, or administrative officer understand the legal requirements to make arrests and to conduct searches. Part I of the class will cover the major canons of statutory interpretation used by lawyers and judges to interpret laws and regulations as well as how to brief a court case. This will enable you to understand the facts, issues, rules, court analyses, and the holdings of court cases related to the Fourth Amendment. In addition, you will learn an in-depth overview of the Fourth Amendment and the legal requirements of probable cause and reasonable suspicion. Finally, you will learn about the statutory law and case law surrounding arrests with and without a warrant. Part I is a pre-requisite to Part II. In addition, some reading material and coursework will be sent out prior to the class in order to prepare for the three days of lectures. Participation in all three days as well as a passing score on a final exam is required to receive a certificate for each part of the course. Students should bring a laptop computer and/or notetaking material to the class. Part II continues where the first part leaves off to discuss search warrants. You will learn the legal parameters of drafting, executing, and returning search warrants. In addition, you will get an in-depth analysis of all the exceptions to the warrant requirement and how they can be applied in practical applications.
