Next steps
 •   WSDOT must complete an investment grade study, prior to
     issuance of bonds, once traffic has stabilized and post-COVID
     traffic and revenue behavior is better understood.
 •   The Office of State Treasurer (OST) will develop a master bond
     resolution that outlines the requirements to issue bonds.
 •   OST and WSDOT will determine bond sizing in conjunction with
     the legislative budgets.

Sound Transit Long-Range Plan
I-405 Master Plan adopted in 2002
 •   Identified a master list of potential projects, to be
     implemented incrementally when funds were
     secured
 •   Identified BRT as the preferred high-capacity-
     transit mode
 •   Sound Transit and WSDOT were co-leads

I-405 Corridor Partnership:
ST BRT & WSDOT ETL System
•   BRT is the I-405 Master Plan designated 37-mile high-
    capacity transit corridor, connecting cities and eastside
    transit nodes from Lynnwood to Burien.
•   Estimated 25,800 BRT riders daily by 2040.
•   11 BRT stations across 8 cities.
      - Three new/ expanded parking facilities, adding 1,300
          new park and ride stalls.
      - One transit center.
      - Connections to Link light rail in Lynnwood, Bellevue &
          Tukwila and other transit systems with King County
          Metro and Community Transit.
•   WSDOT ETLs and Direct Access infrastructure is critical to
    delivery of ST’s BRT system, offering speed and reliability.   27

Project overview
•   Extends dual ETLs from SR 522 to SR 527.
•   Builds direct access ramps with inline stations at SR 522
    and SR 527.

•   Trail, ped and bike improvements
•   Addresses system preservation and resiliency.
•   Corrects 5 fish barriers.
•   Environmental decision document expected in early 2021
    to keep project moving towards construction readiness.

Focused on maintaining ETL speed and reliability, and optimal
BRT system travel times and ridership.

•   Project 1: Builds HOV lane from SR 512/ SR 410 to SR 18.
     – Design-bid-build project on ad.

•   Project 2: Completes ETL system by converting HOV lane to
    ETL.
     – Provides overall system benefit and improves transit
       operation on Tier 1 freight mobility corridor.
     – Advancing preliminary engineering and environmental
       work to be construction ready.
