1) Overview – the West Springfield Fantasy Football League (WSFFL) is a league of 10
fantasy football addicts. The league was originated in 1991.
a. League Commissioner – Mat Nelson. The league Commissioner has final say
in all league matters.
b. League Supervisory Council –The League Supervisory Council (LSC) consists
of two league members in addition to the Commissioner. The two ad-hoc
members are elected every season in the spring after the conclusion of the
Super Bowl. To elect the LSC, league owners vote for two other league
owners, but not for themselves. To be considered for the LSC, an owner
must have been a league member in good standing for at least two (2) full
years. The Committee will have the authority to act in two areas:
i. Conduct/Discipline- The committee will only act when an issue or
action is referred to them by another owner. At that time the
committee will review the history of the parties involved, the
action that took place, its severity and then issue a judgment. This
could range from a dismissal with no action taken, a written
warning or further action that is deemed necessary. It is
emphasized that the committee will not seek out incidents to
discipline on. They must be referred by an owner or brought to
the table by the commissioner for repeated violations. The
decisions of the committee regarding discipline taken on all issues
will be reported to the league for review. All teams except the
parties involved in the action can object if they deem the discipline
is to harsh/weak and the activity will be re-reviewed. The
committee will have the power to recommend whatever discipline
they deem necessary.
ii. Rules Interpretation- The committee will review and issue a final
ruling on any situations that require a rule interpretation and/or
include a rule discrepancy. The decision of the committee is final.
iii “Tanking”- If the commissioner deems you have someone in your
lineup that you should not have and in his opinion and you cannot give
an acceptable explanation for why this player is in your lineup you will
be fined $10.00 per player to your transaction account and you will
lose a draft pick in the next year's draft for each occurrence
starting with your Round 5 draft pick and up, if you have traded the
appropriate pick, then it moves up a round.
Examples of questionable plays- Playing a backup QB when you do
not have the starter, this does not include playing one QB when you
simply don't have two. You cannot and will not be forced you trade
your team away to get a QB. Other examples are playing injuredplayers that are generally accepted as going to be out well before
game time and playing inferior players when better players are on
your bench (Better = better numbers). I will also take into account
your previous lineups. If you have played Joe Schmo for 5 weeks and
all of sudden you have Arthur VanDelay in there... be prepared to
explain why if asked.
Examples of acceptable explanations- Team match up, Last minute
injury scratch, etc.
2) Fees
a. Annual Entry Fee – the annual entry fee is currently $70. The Commish will
pay $60.00 net any outstanding fees born by him for web services.
b. Transaction Account Seed Fee –IN ADDITION each team owner will pre-
seed a transaction account with $10, to be paid before each season’s draft.
If the total amount of seed money is not used by the end of the season, it
will go towards the Playoff Game Prize and the payment for trophies and
web services.
c. Transaction Fees – transaction fees are as such:
i. Trading – none
ii. Free Agent Pick-up - $1
iii. Practice Squad Claims against another team’s PS(regardless of
success of the claim) - $3
iv. Injured Reserve - $3 to place on, no charge to remove
v. Non-Injury Reserve - $5 to place on, no charge to remove
d. Trade credits – for each approved trade, each team owner will receive a $1
credit to his transaction account.
i. Supplemental Draft Picks – in addition to the $1 trade credit,
each owner will receive one pick in the supplemental draft for each
approved trade conducted during the season. The supplemental
draft is held immediately after the conclusion of each year’s draft.
Unused picks may be cashed in for a $1 transaction credit after
the draft.
3) Protected lists
a. Number allowed to protect – As a result of a vote in 2010, 17 players must
be protected(plus 1 Franchise Player) Certain positions carry a maximum
number of players allowed to be protected:
QB – 5
RB – 4
WR – 4
TE – 3
Protected lists amounts are locked until a league vote passes to un-lock them
for voting after which there will be a vote on amountsNOTE: A team can secure and additional protected list spot in
exchange for forfeiting the highest pick he owns in the first round.
(Can only be used once, i. e. you cannot give up 2 first round picks for 2
extra pl spots)
b. Treatment of Practice Squad and reserve players – no players on practice
squad, QB reserve, injury reserve, or non-injury reserve may be protected
unless they are moved to the active roster.
Franchise Players – in addition to the protected list, an owner can designate
one franchise player. Franchise players can be traded but cannot be put on
any reserve list or released. This is not a mandatory designation, and the
player designated must meet criteria as described below:
i. statistical guidelines – the following statistical minimums must be
met in order to designate a player as a franchise player:
1. QB – Over 3,000 yds passing and 10 net TDs
2. RB – Over 1,100 yds rushing
3. WR – Top Five (total league-not conference) in total catches
or Yards in the immediately pre-ceding season (stats from
NFL.com)
4. TE – Top Five (total league-not conference) in total catches
or Yards in the immediately pre-ceding season (stats from
NFL.com
ii. positional guidelines – a franchise player must be a QB, WR, RB, or
TE. A defensive play may be selected if and only if you have no
offensive players that meet the criteria above. Any defensive
player chosen must have over 90 tackles (using the WSFFL
Formula) or over 12 sacks in the previous year.
iii. claims on franchise players – owners will have one week (or other
designated time frame communicated by the commissioner) to
place a claim on another owner’s franchise player. Costs are as
follows;
1. Quarterbacks - Two First Round Picks. 1 pick in the current
season and the teams 1st round pick in the following season.
If the claiming team has two first round picks in the current
year it is the option of the team losing the QB to take two
1st rounders in the current year or the 1 and 1 scenario
2. Runningbacks- One First Round Pick and one second round
pick. The first round pick is current year, it is the option of
the team losing the RB to take a 2nd round pick current year
or in the following year’s draft.
3. Tight Ends- Same as Running Backs
4. Wide Receivers- One second round pick and one third round
pick in the current year.
5. Defensive Players- One third round pick and one fourth
round pick current year
4) Drafta. Date – the annual draft is held in mid to late August, as determined by the
Commissioner
b. Attendance – attendance at the draft by a team owner is required, except
in the event of extenuating circumstances of an emergency nature (sickness,
family emergency, etc.) Unapproved absence from the draft will result in
expulsion from the league – no vote of the league required.
c. Determination of Order –
i. Playoff Teams are ordered in reverse order of finish in the
playoffs with season point total being the second criteria
ii. Non-playoff teams enter a lottery with weighted chances on
securing a higher pick or the first overall pick. 10 chances are
entered into a pot with the 10th seed getting 4 chances, 9th seed
getting 3 chances, 8th seed getting 2 chances and 7th seed getting 1
chance. The first drawing is for the 1st pick, 2nd for the 2nd pick,
3rd for the third pick with the remaining team getting the 4th pick.
This Lottery is in effect for the 1st Round Only. Subsequent
rounds will be in final standing order (plus bonus points)
d. Rounds – the number of rounds will be determined by the annual number of
players protected, as so the draft allows for a 36 man roster, plus a KRT and
any supplemental rounds.
e. Time Limitations – teams are allowed two minutes in round 1 & 2 per pick
and 3 minutes thereafter. Failure to pick in the allotted time results in
forfeit of the pick.
f. Kick Return Teams – are drafted in the last round of the draft, and do not
count towards the 36 man roster limit.
g. Supplemental Draft – each owner will receive one pick in the supplemental
draft for each approved trade conducted during the season. The
supplemental draft is held immediately after the conclusion of each year’s
draft. Supplemental draft picks follow the same order as the regular draft.
Players picked in the supplemental draft may be placed on the active roster,
practice squad, or released, so long as the roster size is at 36 players with
the submission of the first week transactions. Supplemental picks can be
passed if not desired and the pick cashed in for a $1 Transaction credit
h. Everyone is acting in their own self-interest at the draft. Therefore, there
will be no sharing of lists, magazines, computers etc. going forward. It is
your responsibility as an owner to come prepared to the draft and it is not
your responsibility to be giving other owners ideas on who to draft whether
you have the best intentions or otherwise. It is up to the league to police
itself at the draft and if you are caught sharing material or advising another
owner or texting another owner, you will forfeit your next draft pick at the
time of the incident.
5) Rosters
a. Active Roster – each roster will consist of thirty-seven (37) players, plus a
kick return team (KRT), plus up to two (2) QBs for the QB reserve. You canonly have a maximum of 7 Qbs on your roster at one time. This would be
the sum total of all QBs on active roster, practice squad and QB reserve but
not include QBs on Injured or Non-Injury Reserve. Teams must be at 7 QBs
or less with week one of each year. Once that point passes, at no time can
the number exceed 7, including subsequent off seasons, except during the
draft and the period of time leading to week one of each season.
b. QB Reserve
i. QB backup & Shuffle - If you currently have the starter AND
backup (2nd String) QB for an NFL team on your roster at the same
time, AND the starter gets pulled or injured, the backup’s stats
will count in your totals that week. Designated immediate backups
(per NFL.com) can be placed on the QB reserve only if the starters
are on the same team’s active roster. Stats will count toward
weekly stats if the player on the QB reserve plays due to an injury
by the number one QB. If a backup assumes number one role going
forward he must be moved from the Reserve to the active roster.
Players cannot be signed directly to the QB reserve, they must be
on the active roster first.
ii. Practice Squad - the in-season practice squad is 3 players for the
period following the league draft to the end of the league playoffs.
After this point it will increase to 5 players, until protected lists
are due. At this point it dissolves until after the draft.
The off season practice squad is filled over a five weeks period,
with claims awarded based on original draft order and typically due
on five consecutive Thursdays, prior to the start of the regular
season, or on dates outlined by the commissioner. These claims
are for players not currently on any roster. In order to move a
player from your active roster to the PS, he must go through
waivers, which allows other teams to claim him. There are no
general Free Agent claims until the season starts. FA claims are
available only during the regular season. During the three weeks of
PS claims, you can only claim a player to the PS that is not on any
roster.
During the season PS players can be signed directly to the practice
squad in any week. When there are multiple claims for a player and
one claim is for the PS and one is for the active roster, the active
roster claim will get priority. The only condition is that if the claim
for the player for the practice squad is by a team with a higher
waiver priority than they other team they will have the opportunity
to edit their claim to put the player on their active roster.
Stat guidelines are:
• All players must be IN their 3rd year or less
• They must be the property of an NFL team• QBs must have less than 500 yards passing current
year and less than 1000 yards passing career
• RBs must have less than 200 yards rushing current
year and less than 500 yards rushing career
• WRs/TEs must have less than 300 yards receiving
current year and 700 yards receiving career
• Kickers are ineligible
• All Defensive players must have less than 5 sacks, 5
ints and 50 tackles career and 3 sacks, 3 ints and 30
tackles in their current year
A player on the PS is not eligible to play unless moved to the active
roster. Once moved to the active roster he cannot be placed back
on the PS unless he is released and clears waivers except for week
one transactions. With week one transaction for the regular
season a team can pass players from their active roster to the
Practice Squad without these players needing to clear waivers.
Players on the PS can be claimed by another team during any week
for the affore mentioned fee. At this time the team that owns the
player can elect to reject the claim by moving the player to the
active roster where he will remain for the rest of the year. If he
allows the other team to claim the player, the new owner must keep
this player on his active roster, he cannot be put on that players
PS. If he is released the previous owner will have first shot at re-
claiming him.
c. Positional Issues – positional issues (WR/QB/RB or TE/HB) will be
determined by the player’s official listing on NFL.com. Further clarification
will come at the discretion of the conduct committee. There are no dual
position players (i.e.) CB/WR DL/LB in the WSFFL. When a player is eligible
for multiple positions the owner may choose where to play him and he will
retain that designation for the rest of the year. The commissioner will
periodically review players with questionable positions and inform the owners
of any issues. Positional clarification on H-Back/RB/TE. A player with
multiple roles on an offense will exist as a single position based on NFL.com
listing and team depth charts as of WSFFL Draft date. If during the season
he begins to play as a different role which is supportable by actual game
details in relevant NFL.com gamebooks, the owner will have the opportunity
to switch the player to this new role if desired. If it is deemed that the
players new role would cause an unfair advantage by allowing the player to
play in his old role the commissioner will mandate the position switch. There
is only one switch per year and the owner will not be able to switch players
back and forth week to week. If at any time the owner releases the player in
question, this capability resets. The new owner will pick of the player as his
new position and should he revert to playing his old position he will have the
opportunity to switch back. This does not reset for owners that havepreviously dropped the player so you cannot drop a player to reset his switch
privilege then pick him back up.
d. Injured Reserve - To put a player on injured reserve, the owner and the
commissioner will discuss players if the status of the injury is not clear. The
owner and the commissioner will come to an agreement based on the best
available information on the player. The player must be removed from the
IR the week following the week he plays in a game or he will be made a FA.
The charge to move a player to injured reserve is $3.
e. Non-Injury Reserve - The Non-Injury Reserve (NIR) list is available for
contract holdouts, retired players and suspended players. There is only one
spot allowed per team. This player must be removed from the NIR the week
after he plays in a game or he will be waived. The charge to place a player on
NIR is $5. In-active players or players on paid leaves from the team are
ineligible. The player must be suspended by the NFL and have that status be
verifiable. IR eligibility is further clarified that if a player is questionable
and they have missed the immediately previous week of games due to injury
they are eligible for IR.
f. Taken Player list – in order to facilitate accurate free agent pickups, a
Take Player List is available on the WSFFL web site. The list is updated
weekly during the season, and at the discretion of the Commissioner during
the off-season. Owners who submit FA claims on players already own risk a
$1.00 fine per invalid claim.
6) Transactions
a. Submission of transactions – transactions are normally due by 8:00pm EST
on the Wednesday prior to that week’s games. Where there are games
scheduled for earlier in the week, such as Thanksgiving. Due to the earlier
games and Wednesday transaction requirements each team is also allowed to
submit transactions on Friday night. Transactions will only be required on
Wednesday for claims of players that are playing the Thursday Night games.
It is important to note that teams will NOT be prevented from claiming
players on Wed for all games nor will I be holding transactions. So it would
behoove you to submit your claims on Wednesday as all claims I get on Wed
will be processed Wednesday but they will be allowed on Friday. Waiver
position applies individually on each day. Once Wednesday passes then all
players in the FA pool or on your roster that played in the Thursday game
are LOCKED where they are, they cannot be moved, shuffled released or
picked up.
b. Playoff Pickups-If you are in the playoffs and you have a player that is most
certainly out (as determined by the commish based on available information)
and you do not have a backup for that player on your roster or practice
squad, that you be allowed to place the injured player on reserve (at full
cost) or release him and pickup a player of the same type only to replace the
player. (i.e.) you have only 2 kickers and one kicker gets injured you will be
allowed to place the player on IR and pick up another kicker ONLY. You may
not pick up any other positions. If it is a positional player and you have
available players on your practice squad you will be given the option to movethat player to the active roster and move the injured player to IR or release
him. For example, if you have 3 DBs on you active roster and one gets hurt
but you have another DB on your practice squad, your only option will be to
move up the PS player. You will not be allowed to make a claim. Only if you
have no DBs on your PS will you then be able to make a claim for a DB from
the free agent pool. All relevant transaction fees will be charged for the
activity. This privilege will be available in the week before all rounds of the
playoffs for playoff teams only on the usual transaction day. Any players
picked up during the playoffs using the emergency playoff rule are made
ineligible for protection in the following year as this player was not one
picked up during the normal FA process where all teams have access to him.
c. Transaction and Transaction Accounts – each team owner will pre-seed a
transaction account with $10, to be paid before each season’s draft.
Transaction costs will be deducted by the commissioner from each owner’s
account. Transaction Fee accounts cannot run at more than a $20 debit
during the course of the season. Once a $20.00 debit is reached you must
pay off the balance before further activity will be allowed. If your
outstanding balance is not paid by the end of the league playoffs, you risk
forfeiture of draft picks and you are ineligible to participate in the playoff
game
d. Lineup Submission Rule – Lineups for regular season and Playoff games are
due by 12 Noon on Sunday for Sunday and Monday night games and 30
minutes prior to the FIRST GAMES OF THE DAY’S kickoff for Thursday,
Saturday or Thanksgiving Games. It is MANDATORY that you copy your
opponent in on your lineup when you send it in. Failure to do this will result in
a $2.00 fine per occurrence. You may also utilize an injury update to the
lineup up to one hour prior to the kickoff of a scheduled game. You will be
allowed to edit your lineup to switch out a previously submitted player who is
now scratched for one that is playing. Some obvious components of the
rule;
• The player you are putting in your lineup cannot have already played or be
in a game that is started or has already taken place.
• Once you have removed a player for this reason you cannot put them in
again in the same week if his status changes. He is now “scratched” for your
team until the following week.
• You MUST copy your opponent on the email and the time stamp on
the email will be strictly enforced. If you do not cc your opponent and/or
the time YOU sent the email shows that it was after the one-hour window, it
will not be allowed. System time is wrong will not be an excuse
• You cannot switch a player out of your lineup for ANY other reason
using this rule. This is only for injury-related situations and the status must
be verifiable on-line be it NFL.com, or ESPN.com
• The player you are switching into your lineup obviously must be the
same position but they must also be on the active roster at the time of the
switch.• You cannot switch a player out that you have “accidentally”
submitted in your roster and is on a bye week.
e. Submission- are required to submit a lineup every week. In addition to the
monetary penalty for playing a player in the bye week ($1 per player), when a
team does not submit a current lineup, 10 points will deducted from the final
score total for their team for that week after the third offense. This will
increase by 10 points for any subsequent offense (20, 30, etc.) to a maximum
of 50 points. If it continues after 50 points or 5 weeks, further league
action will be considered by the LSC. In addition, if an owner submits an
incomplete lineup in any given week, he will be dropped to the bottom of the
waiver claim order in the following week regardless of standings position.
This would include playing players in their bye week, not having enough
players to fill a position or playing an injured player because they do not
have enough players to play. If multiple teams violate the roster guidelines
then they will be sorted based on standings order worst going first within
the teams violating the rules.
f. In the playoffs, failure to submit a lineup for the first round of the playoffs
will result in the next seed moving into the playoffs, and the team that did
not submit a lineup forfeiting the playoff invitation. If a lineup is not
submitted in the 2nd round or later that team will forfeit their game and the
opponent will advance. This rule is subject to review by the commissioner
for extenuating circumstances…(i.e. power went out and you could not email
or phone, emergency call to work, etc.)
g. Releasing Players – a player may be released at any time, with the normal
weekly transactions. That player will pass through waivers the following
week.
h. Waiver order – Week one waivers are based on draft order, worst to first.
Each week the waiver order will reset in order of worst to first. We
operate under a traditional waiver program where each team picks one
player in waiver order then the process starts again. This would mean that
the first waiver spot gets one player then second, etc. through tenth spot.
The process would then repeat for second pick etc. Owners are required to
submit claims in order of preference or the commish will simply assume the
order listed is the desired order of claim.
i. Any ties will be resolved based on head-to-head record in the current season
(loser picks). In cases where teams have not played yet, a coin flip will
determine order .
j. Practice Squad Processing & Waiver claims - In an effort to discourage
frivolous practice squad claims which a merely forcing owners to move
players to their active roster, all claims will now cost $3.00 whether or not
you get the player. A practice squad claim should only be made if you want a
player and you think the other owner may let him go, not just to force
another owner to take up space on his active roster. If continued claiming
of practice squad players seems malicious, the commissioner and/or LSC
reserve the right to suspend claiming ability for owner(s).k. Moving players from your active roster to your PS – any player you wish to
move from your active roster to your practice squad must pass through
waivers first.
l. Trading – trades can be made at any time during the regular season and until
the designated deadline (usually in November). Trading is frozen for the
playoffs. Once the playoffs have been concluded, trading can resume.
i. Trade Review – the official trade review process going forward be as
follows;
Any trade must be voted on by the entire league with the exception of the
parties involved in the trade. Once a trade is announced a vote must be
received in email to the commissioner with the next transactions due at the
latest. Failure to vote will result in a $5.00 penalty assessed to the
transaction account of the non-voting team. Any vote to protest a trade
must be accompanied by your reasons for the protest or it will be
disregarded. If 5 or more members of the league (10-the 2 teams
participating in the deal) vote to protest the trade, it will be reviewed by
the conduct committee SOLEY on the basis of the reasons for the protest.
The committee will then rule on the deal and the case will be closed.

Fumbles recovered by a defensive starter (DL,LB,DB) will result in a
+1 bonus to the final score per occurrence. Fumbles forced will be credited
with a +0.5 bonus to the final score per occurrence.

6 Bonus Points Per Touchdown for KRT, not individual player
Total non-bonus points achievable per game = 75
Note: Passing statistics by WRs/TEs and Ks will be added to QB Stats.
Rushing statistics by TEs and Ks will be added to RB Stats.
Statistical and lineup issues must be brought to the attention of the
commissioner prior to the next week’s transactions. No questions or issues on
previous week’s statistics are allowed once the following league week has begun.
Statistics are subject to change by the NFL there for the final version of our
stats is the NFL gamebook (PDF file) on NFL.com. If these are unavailable then
ESPN.com will be used as needed.
Defensive Flex Player
A Flex player is added to the defense. This singular, stand-alone player
would be pitted against the opposing team’s Flex Player and would allow the defense
to field the equivalent of a 4-3, 3-4 or Nickel Defense. The flex player would be
for 0.5 points won head to head per category in the accepted defensive categories,
Tackles, TFL, Sacks, INTS and Passes defensed. The sweeping of all categories

c. Tiebreakers
i. Regular Season – ties stay as earned
ii. Playoffs – the teams go into a different overtime with them
playing again in the following week with the same lineups as the
first week, and the game is played again with a new set of stats
while concurrently playing the opponent in the following round.
8) Playoff Format
a. Playoff Seeding –Division winners are the 1 & 2 Seed regardless of points.
Determination of 1 vs.2 seed is determined based on the greater amount of
points between the 2. The next 4 teams with the highest point total,
regardless of division, make the playoffs as wild card teams.
b. Home Field Advantage-Home team advantage is a flat 3 points to the
higher seeded team. The WSFFL Bowl is a “neutral site” game with no
advantage.
c. Tiebreakers – see above.
d. Non-playoff teams meet in the first two rounds of the playoffs with 10
facing 7 and 8 facing 9 with appropriate home field advantages in week 1 of
the playoffs and the two winners and two losers of round 1 facing each other
in second round (no home field advantage). For each win that a team gets
they will be awarded 1 extra raffle chance for the draft lottery. The
maximum award being two chances to any one team.
e. Payout structure
i. Of a $590 pot: (amount could change)
$50 to each division winner
$20 to each wild card round winner
$190 to the WSFFL Bowl runner-up
$360 to the WSFFL Champion
f. Fee Increase – If at any time the league fee increases, then payouts will
increase proportionately.
g. Transaction Fees net trophy costs and web hosting costs will be put into
the prize pool for the playoff game and all league members areautomatically entered in the game. Payout of the playoff game is 60-40
winner, runner-up. (Outside parties may play the playoff game for an entry
fee equal to the average transaction fees paid per team)

j. Free Agent/PS claims (each week by Wednesday at 8:00pm)

10) Annual Voting
Each year following the NFL Playoffs, the opportunity is available for any owner to
propose a rule change or enhancement for vote for the upcoming year. The
commissioner will work with the owner to make sure the change is workable and
every instance is taken into account. The list of all proposals for the next year will
be published in the late winter or early spring and all owners will vote on the
proposals. A simple majority of the votes cast (with a minimum of a majority of the
teams voting(6)) will decide the rule. A tie will table the proposal. Individual votes
