Permanent, temporary or daily variation of these hours by 30 minutes or less will
be notified to the parent ATCC, and will be NOTAMed if operationally significant.
Pilots should listen to ATIS and/or transmit on appropriate frequency to determine
if ATS is on watch. Units so equipped will broadcast “off-watch” and “expected
time on watch” on the ATIS when ATS is not in attendance.

State AIP for COOK ISLANDS, NIUE, SAMOA, TONGA, FIJI and Nauru are now
published.

Aeronautical data for those six States contained within the Pacific AIP
dated 18 APR 02 is no longer valid. Refer to AIP Cook Islands, AIP Niue,
AIP Samoa, AIP Tonga, AIP Fiji, AIP Kiribati and AIP Nauru for operations
in those areas.

AIP COOK ISLANDS**: AIP and AIP Supplements for the territory of Cook

Springhill AD — Temporary Closure

The Operator of Springhill aerodrome (NZSL) advises the aerodrome is closed
for all operations until further notice.

Christchurch (NZCH) — SID and Missed Approach Changes
Effective: 27 FEB 20
ATC are required to protect the missed approach (AIP ENR 1.5, para 4.20), and
may achieve this by instructing the pilot to enter the aerodrome traffic circuit.
However, when weather or other restrictions make circuit entry unavailable then
aerodrome capacity can be significantly reduced.
Changes are planned for Christchurch from 26 MAR 2020, that will provide
enhanced IFR traffic capacity in all weather (except fog), and reduce reliance on
visual circuit entry. This will include climb and speed requirements, and changes
to create divergent departure and missed approach tracks as follows:

Christchurch — ATC Restrictions on Departures — Trial of ATM Climb
Gradient
Effective: 16 JUL 20
This AIP SUP introduces specific criteria for publishing a climb gradient (CG)
where an ATC altitude restriction is incorporated into a SID. The intention is to
trial the criteria at NZCH. The criteria has been developed with the aim of
providing pilots with a safe and simple guide to the CG needed to achieve an
ATC altitude requirement. It will be published as an “ATM Climb Gradient” and
will cover the ATC altitude requirement and airspace containment. An obstacle
clearance CG will still be published but the ATM CG will always ensure the
obstacle clearance CG is achieved.
The ATM CG may be promulgated to an altitude, after which the standard
departure minimum CG of 3.3% would apply to the end of the SID/Transition.
That altitude may be the restriction altitude; for example, for an ATC restriction
of “At or Above 6000 ft at DOGGA”:
“ATM minimum net climb gradient 6.5% to 6000 ft”

or for an ATC restriction of “At or Above 6000 ft at BOXER”: the altitude that the
increased climb gradient is needed may be prior to the restriction:

“ATM minimum net climb gradient 6.5% to 3500 ft”

For the second example, by flying at 6.5% from departure end of runway to
3500 ft and then 3.3% to the end of the SID, the aircraft will reach BOXER at
(or above) 6000 ft. The vertical profile also provides airspace containment; it
aligns with what is currently published for obstacle clearance when the initial
CG is greater than 3.3%.
When ATC restrictions are required on an Instrument Flight Procedure they
may be published with the “¤” symbol — this means the ATC restriction may
be amended or cancelled by ATC (refer AIP ENR 1.5 – 4, 1.5.1). However, for
departures that include “At or Above” ATC altitude restrictions, the option for
ATC to cancel the altitude requirement will not be available. Aircraft that are
unable to meet the ATM CG may need an alternative departure.
Pilots must advise ATC if a requirement cannot be met (refer AIP ENR 1.5 – 10,
2.2.11). To assist pilots the following will be incorporated into Instrument Flight
Procedures:
1.   An ATM CG will provide reasonable assurance that both the ATC altitude
     restriction and airspace containment will be met. In this case:
     O   ATM CG will be based on either:
         O     The point-to-point distance when flying to or from a Fly-over
               waypoint, or,
         O     The nominal track length (based on speed — aircraft CAT or speed
               restriction) when flying to or from a Fly-by waypoint.
     O   For ATM CG greater than 5.5% for light-twins; 6.5% for turboprops
         (to 3,500 ft); 7% for jets, key operators should be consulted.
     O   As the ATM CG is based on a simple calculation, the actual flight path
         flown may vary. Operators may wish to establish their own procedures,
         at their discretion, to ensure compliance (refer AIP ENR 1.5 – 2.2.7).
         In this case, aircraft operators/pilots are responsible for meeting the
         ATC and airspace containment requirements.
2.   Where departures have “at or above” ATC restriction on departure the
     following note will be added to the chart:

     “Advise ATC prior to start if unable to comply.”
3.   Note: The following wording applies only to the trial at NZCH. If the trial
     is successful the wording will be permanently adopted, or it may be
     amended as a recommendation from the trial; it is planned to be included
     in the AIP when the final version of the ATM CG criteria is agreed and
     promulgated.

     Proposed new wording for AIP ENR 1.5 – 9, 2.2.11:

             “When an instrument departure contains a “cross at or above”
             requirement, an ATM Climb Gradient (ATM CG) may be
             promulgated. The ATM CG will provide reasonable assurance
             that the aircraft will achieve the ATC altitudes required. The
             ATM CG will incorporate airspace containment and only one
             ATM CG will be promulgated, to reduce complexity. Pilots must
             advise ATC if this requirement cannot be met. This requirement will
             not apply if the aircraft has been cleared to a level which is below the
             level in the requirement.”

Operating Conditions
Each pilot entering NZR699 must:
1.     have the specific approval of the Administering Authority during practice
       sessions and show times as advised; and
2.     operate their aircraft landing lights and anti-collision lights if fitted; and
3.     unless approved by the Administering Authority, operate a transponder
       on Mode A and C and maintain a listening watch, making traffic calls to
       Omaka Radio on frequency 118.5 MHz (non-transponder equipped aircraft
       to arrive/depart with a transponder and radio-equipped aircraft); and
4.     ensure that they operate within NZR699, unless they have specific
       clearance from Woodbourne TWR to operate in the Woodbourne CTR/D.
All aircraft operating to or from Omaka during the stated period must remain
within NZR699.
If an aircraft needs to operate in the Woodbourne CTR/D a clearance is required
from Woodbourne TWR.
Visiting aircraft are all welcome and invited to attend the airshow at Omaka,
subject to the following restrictions.

Practice days — THU 1 and FRI 2 APR
Visiting aircraft must remain within NZR699 when joining Omaka. Omaka
aerodrome will be partially closed to all aircraft during practice sessions from
1000 to 1600 NZDT, except for specifically authorised aircraft. During this period
there will be two practice slots in the first and third quarters of each hour
(i.e. 1000 until 1015, and 1030 until 1045). There will be two arrival or departure
slots in the second and fourth quarters of each hour (i.e. 1015 until 1030, and
1045 until 1100) available for general use. A practice may run over the stated
times, so other aircraft may be asked to hold accordingly. All pilots who wish to
operate into and out of Omaka during practice sessions will be required to contact
the Administering Authority for NZR699 entry approval prior to departure.

Airshow Days — FRI 2, SAT 3 and SUN 4 APR
Omaka aerodrome will be closed to all aircraft on airshow days from 1615 until
1815 NZDT on the Friday; from 0930 until 1630 NZDT on Saturday and 0930 until
1630 NZST on Sunday.
Departure Day — MON 5 APR
Visiting aircraft must remain within NZR699 when leaving Omaka until clear of
WB CTR/D while NZR699 is active.

Runways
During the entire event period Omaka (NZOM) RWY 01/19 and RWY 07/25 will
be closed.

Services
Coordination of airshow activity will be provided by a mobile caravan. Omaka
Caravan will coordinate with Woodbourne TWR ATC if requested, for aircraft
known to require entry into Woodbourne CTR/D.
The following services will be provided between:
1000 and 1730, THU 1 APR 21 NZDT;
0900 and 1830, FRI 2 APR 21 NZDT;
0900 and 1730, SAT 3 APR 21 NZDT;
0900 and 1730, SUN 4 APR 21 NZST;
0800 and 1230, MON 5 APR 21 NZST.

1.     A base radio call sign “Omaka Radio” (frequency 118.5 MHz); and
2.     Display director (not ATC) on frequency 126.75 MHz, call sign “Omaka
       Display”.
Air traffic services will not be provided during this event. Omaka Display and
Omaka Radio will not provide traffic information or traffic avoidance advice.

Air Traffic Services
Air traffic services will continue to be provided by Woodbourne TWR for those
aircraft operating within Woodbourne CTR/D (excluding NZR699). Wellington
approach will continue to provide air traffic services within Wellington and
Woodbourne CTA/C excluding NZR699.

ATIS
Pilots must listen to the WB ATIS broadcast on 126.05 MHz prior to entering
the Woodbourne CTR/D or NZR699.

Parking
Airshow participants and visiting aircraft will be marshalled to their respective
parking slots. All non-participant (visiting) aircraft will be marshalled to the
Aviation Heritage Centre at the eastern side of Omaka or the closed-off section
of RWY 01/19, which is SW of RWY 12/30.
Pilots must exercise care with respect to their passengers in the aircraft
parking area. Passengers should be escorted to and from the aircraft.

Fuel
Avgas will be supplied on request, to participating aircraft, from a mobile Air
BP trailer tanker at Omaka. Visiting aircraft will be refuelled from an Air BP
trailer tanker in the AHC parking area.
Air BP will be available during the following time periods — from 1200 to 1700
hours THU 1 APR, and from 0800 to 1700 hours FRI 2 to SUN 4 APR NZDT/NZST.
Pilots must plan their fuel requirements accordingly within these periods, as
Air BP will not be available outside these stated times.

Flight Plans
Pilots of arriving/departing aircraft are to file or cancel flight plans with the
National Briefing Office, www.ifis.airways.co.nz, Tel: Landline users only —
0800 NBO PLN (0800 626 756); cell phone users — 03 358 1509; or
Christchurch Information, 121.3 MHz.
Pilots are reminded that, in determining SARTIME, account must be taken of
any airborne holding prior to landing, and the time required to taxi to/from a
parking position.
Woodbourne TWR will not accept any flight plan requests or terminations.
Refer to AIP Supplement 31/21 for a graphic of NZR699 and ATS procedures
during the Classic Fighters Marlborough 2021 Airshow.

Woodbourne CTR/D and CTA/C: ATS Procedures during Classic Fighters
Marlborough 2021 Airshow
Effective: 1 to 5 APR 21
The Aviation Heritage Centre will be holding the “Classic Fighters Marlborough
2021 Airshow” at Omaka aerodrome during the period 1 to 5 APR 21 — refer
AIP Supplement 30/21.
A temporary restricted area NZR699 has been prescribed. Separate procedures
have been promulgated for Omaka and NZR699 in Supplement 30/21.
This AIP Supplement details ATS procedures that apply for operations in the
Woodbourne CTR/D and CTA/C only, during ATC hours of service, when NZR699
is active.
Air traffic services will not be provided in NZR699 where it overlaps with portions
of controlled airspace during periods of activation.

Procedures for arriving IFR aircraft Woodbourne
Portions of the RNAV (GNSS), VOR and VOR/DME RWY 24 approaches and missed
approaches enter NZR699.
The VOR/DME approach for RWY06 with circling for RWY 24 will be the preferred
approach when weather is suitable.
When NZR699 is active, and weather conditions are suitable for entering the
circuit in the event of a Go Around, the RNAV (GNSS) RWY 24 will be nominated
on the WB ATIS. Aircraft unable or not willing to enter the circuit in the event of
a Go Around MUST advise Wellington Approach as early as possible but no later
than accepting a clearance for the approach.
Wellington Approach may approve a request for a VOR/DME or VOR approach
for RWY 24 to aircraft that can remain clear of NZR699 by entering the circuit
in the event of a Go Around.
When weather conditions are not suitable to enter the circuit in the event of a
Go Around:
1.    For aircraft with suitable performance, ATC may provide alternate
      missed approach instructions that climb clear of NZR699, enabling the
      use of the RNAV (GNSS) RWY 24.
2.    VOR/DME and VOR approaches to RWY 24 will not be available.
Expect a delay for approaches other than the nominated approach.
Aircraft on visual approach are to ensure they remain on or north of the final
approach track of the instrument approach for the runway in use.

Procedures for departing IFR aircraft Woodbourne
Some departure procedures for RWY 06 and RWY 24 have portions that enter
NZR699. Pilots can expect to be issued an alternative SID or visual departure
that tracks clear of NZR699. Aircraft may be cleared on a departure procedure
that enters NZR699 provided prior approval is obtained from the administering
authority.

Procedures for arriving VFR aircraft
All operations within the Woodbourne CTR/D (excluding NZR699 and NZT654)
require ATC clearance. That clearance may be withdrawn for individual pilots
who do not comply with safety instructions, and the procedures contained in this
AIP Supplement or AIP SUP 30/21. If safety or weather dictates, operations within
Woodbourne CTR/D may be suspended at any time.

Holding
If the forecast or actual weather for Woodbourne falls below a cloud base of 2000 ft
or visibility of 15 km, pilots can anticipate delays. There may be a requirement to
remain outside controlled airspace, especially near RARANGI. All aircraft must carry
fuel to enable holding for up to 30 minutes and to divert to a suitable alternative
aerodrome. If aircraft are required to hold within or remain outside the Woodbourne
CTR/D, orbits should be left-hand, with landing and anti-collision lights on.

Controlled VFR requests in Wellington CTA/C
Clearance requests for VFR aircraft to enter WN CTA/C may be subject to significant
delays during the following periods. Pilots must plan an alternative course of action
in the event of clearance delays or unavailability:
       1 to 3 APR 21         0730 – 0930 NZDT
                             1600 – 1900 NZDT
       4 to 5 APR 21         1600 – 1900 NZST

The availability of clearances will be subject to workload, which in turn will be
dependent on weather conditions in the Cook Strait area and especially at
Wellington.
Any pilot for whom a controlled VFR clearance is critical should co-ordinate through
the ATS Supervisor at Christchurch for a time and route that will give the best
chance of the request being met without undue delay.
Note: Aircraft may be cleared via a route and at an altitude other than that
requested.

VFR aircraft to land at Omaka
Subject to traffic and weather, expect no delay for aircraft requesting clearance
to transit Woodbourne CTR/D and enter NZR699 via an arrival procedure as
published on Omaka VFR Arrival/Departure procedures pages or SUP 30/21.
Other procedures may be accommodated if weather, traffic and safety permits;
however, pilots should anticipate the requirement to transit the Woodbourne
CTR/D and enter NZR699, tracking to Omaka via an Omaka Arrival procedure.

VFR aircraft to land at Woodbourne
Subject to weather, expect no delay for aircraft requesting entry clearance via an
arrival procedure below.
Other procedures may be accommodated if weather, traffic and safety permits.
Pilots should anticipate the requirement to enter via an arrival procedure.
Landing sequence number will be provided upon joining the circuit. Simultaneous
parallel operations are permitted on the Woodbourne RWY 06/24 parallel grass
and sealed runways for aircraft less than 5700 kg.

RIVER ARRIVAL or COAST ARRIVAL
1.     Flights from the north must track to RARANGI. Flights from the south
       must track via AWATERE RIVER MOUTH to WHITE BLUFFS, then seaward
       of the coast in VFR transit lane NZT654 towards RARANGI. Remain outside
       NZR699 and remain 1500 ft or below.
2.     Approaching RUNUNDER POINT or the AWATERE RIVER MOUTH or OKARAMIO
       contact Woodbourne TWR, frequency 122.8 MHz Report aircraft call sign,
       type, position and altitude. Fly at 110 kt or minimum safe cruising speed if
       greater than 110 kt. If unable to achieve 110 kt, fly at maximum safe speed.

3.     Look out for other aircraft and fly in trail. If required to hold, follow
       other aircraft and hold in a left hand pattern.
4.     Report approaching RARANGI on frequency 122.8 MHz — aircraft may
       be required to remain outside controlled airspace, follow instructions.
5.     When cleared for a River Arrival (Gr RWY 06): track to enter the
       Woodbourne CTR/D at TUAMARINA BRIDGE. Then follow the river to
       KAITUNA BRIDGE, remain 1500 ft or below. Aircraft may be required
       to hold at KAITUNA BRIDGE. Then join left base for Gr RWY 06.
6.     When cleared for a Coast Arrival (Gr RWY 24): track to THE DIVERSION.
       Then track to SPRING CREEK, remain 1000 ft or below. Aircraft may be
       required to hold at SPRING CREEK. Then join right base for Gr RWY 24.
7.     Follow joining instructions and maintain sequence behind the aircraft
       ahead.
Light aircraft can expect to land on the grass and vacate to the north
after landing. The sealed runway will be used for heavy or high-performance
aircraft and is available to other aircraft on request should it be needed. If landing
on the sealed runway, light aircraft must vacate to the south of the runway and
request a clearance to cross both the sealed and the grass runways.

Parking
Aircraft wishing to park at Woodbourne are to contact the aerodrome operator
for details.
Pilots must exercise care with respect to their passengers in the aircraft parking
area. Passengers should be escorted to and from the aircraft.

Procedures for departing aircraft
All pilots are to listen to Woodbourne ATIS on frequency 126.05 MHz.

VFR aircraft departing Omaka
Aircraft wishing to operate in the Woodbourne CTR/D must obtain a clearance
from Woodbourne TWR prior to entry. Expect a clearance to operate via a
departure procedure as published in Omaka VFR Arrival/Departure procedures
pages or SUP 30/21.

VFR aircraft departing Woodbourne
Prior to departure, all pilots are to ascertain the duty runway from the ATIS.
Aircraft other than light aircraft must request start approvals and await taxi
instructions. The following procedures apply:

COAST DEPARTURE (light aircraft) from RWY 06
1.     Start, continue taxi clear of the aircraft park, and complete run-up checks.
       Contact Woodbourne TWR frequency 122.8 MHz for taxi instructions.
2.     Taxi west and joining the taxiing line, remaining north of the Gr RWY 06/24.
       Give way to aircraft taxiing on the sealed taxiway. When complete, taxi
       to the holding point for Gr RWY 06 (marked by cones). Do not make any
       calls until No.1 at the holding point.
3.     When No.1 for departure, advise: call-sign, and “ready”. Take-off clearance
       will be issued when available.
4.     On departure, turn in the circuit direction to the north, remain 1000 ft or
       below. Track to SPRING CREEK and then to THE DIVERSION, then depart
       north or south within NZT654, remaining seaward of the coast 1500 ft or
       below, remain outside NZR699.

RIVER DEPARTURE (light aircraft) from RWY 24
1.     Start, taxi clear of the aircraft park, and complete run-up checks. When
       complete, contact Woodbourne TWR frequency 122.8 MHz for taxi
       instructions. Taxi to the holding point for Gr RWY 24 (marked by cones).
       Do not make any calls until No.1 at the holding point.
2.     When No.1 for departure, advise: call-sign, and “ready”. Take-off clearance
       will be issued when available.
3.     On departure, turn in the circuit direction to the north, remain 1000 ft or
       below. Track to KAITUNA BRIDGE and then to TUAMARINA BRIDGE, then
       depart north or south within NZT654, remain seaward of the coast 1500 ft
       or below, remain outside NZR699.

General
To eliminate excess RTF clutter, position reports should be accurate and concise.
This is the basis of traffic awareness for all aircraft. Operate transponders at all
times.

Aircraft must report when clear of the Woodbourne CTR/D on frequency 122.8
MHz and then continue with enroute frequencies and procedures.

Fuel Availability
Avgas will be supplied on request from Air BP who will be on duty at Woodbourne
during the following periods only:
       FRI 2 APR         0800 – 1700 NZDT; and
       MON 5 APR         0800 – 1700 NZST
Other than the above, fuel will not be available at Woodbourne during the
Easter period. Therefore, pilots need to arrange their fuel requirements
accordingly. Jet A-1 will be available on request from Air BP as per the AIPNZ.

Flight Plans
Woodbourne TWR and Wellington Approach will not accept any FLIGHT PLAN
requests or terminations. Pilots of arriving aircraft are to cancel FLIGHT PLANS
with the National Briefing Office by Tel: Landline users only — 0800 NBO PLN
(0800 626 756); cell phone users — 03 358 1509; or via website
www.ifis.airways.co.nz after landing, or with Christchurch Information 121.3 MHz
prior to entering the Woodbourne CTR/D.
FLIGHT PLANS can be filed prior to departure with the National Briefing Office

Pilots are reminded that, in determining SARTIME, account must be taken of any
airborne holding prior to landing and the time required after landing to taxi to a
parking position and make the required phone call to the National Briefing Office.

Emergencies
Arriving aircraft — In the event of radio failure, SQUAWK 7600 and if established
past RARANGI on the promulgated VFR arrival procedure, continue in sequence and
land in turn; watch for light signals. If radio failure occurs prior to RARANGI divert
to a suitable alternative aerodrome, remaining outside Woodbourne CTR/D, and
transmit your intentions blind.

Tararua Ranges (North Island) — Turitea Wind Farm Construction
Effective: 25 MAR 21
Pilots are advised of the construction of 60 wind turbines associated with the
Turitea Wind Farm. This area lies approximately 7 NM south of Palmerston North
and will lie to the south of the existing Te Rere Hau wind turbines.
The farm is being developed in 2 sections — the North section and the South
section.
The North section consists of 33 turbines (highest turbine elevation 1977 ft
AMSL).
Construction of the north section has started and is expected to be finished by
August 2021. Development of the South section will start several months after
completion of the north section. The South section consists of 27 turbines
(highest turbine elevation 2418 ft AMSL).
The turbines are all 411 ft (125 m) in height from base to tip. Various turbines
will be lit medium intensity red in accordance with CAA requirements.
VNCs will be updated 2 DEC 21.
