CEA Technologies PTY Limited | Reflect Reconciliation Action Plan 2022 – 2023 4 Message from Reconciliation Australia CEO Reconciliation Australia welcomes CEA Technologies to the Reconciliation Action Plan (RAP) program with the formal endorsement of its inaugural Reflect RAP. CEA Technologies joins a network of more than 1,100 corporate, government, and not-for-profit organisations that have made a formal commitment to reconciliation through the RAP program. Since 2006, RAPs have provided a framework for organisations to leverage their structures and diverse spheres of influence to support the national reconciliation movement. The program’s potential for impact is greater than ever, with close to 3 million people now working or studying in an organisation with a RAP. The four RAP types — Reflect, Innovate, Stretch and Elevate — allow RAP partners to continuously develop and strengthen reconciliation commitments in new ways. This Reflect RAP will lay the foundations, priming the workplace for future RAPs and reconciliation initiatives. The RAP program’s strength is its framework of relationships, respect, and opportunities, allowing an organisation to Karen Mundine Chief Executive Officer strategically set its reconciliation commitments in line with its own business objectives, for the most effective Reconciliation Australia outcomes. These outcomes contribute towards the five dimensions of reconciliation: race relations; equality and equity; institutional integrity; unity; and historical acceptance. It is critical to not only uphold all five dimensions of reconciliation, but also increase awareness of Aboriginal and Torres Strait Islander cultures, histories, knowledge, and leadership across all sectors of Australian society. This Reflect RAP enables CEA Technologies to deepen its understanding of its sphere of influence and the unique contribution it can make to lead progress across the five dimensions. Getting these first steps right will ensure the sustainability of future RAPs and reconciliation initiatives, and provide meaningful impact toward Australia’s reconciliation journey. Ian and I as the Executive, along with the senior managers, our RAP Working Group Representatives and our newly established Indigenous Employee Network will monitor our progress through our actions and deliverables and report annually to the CEA Board on our RAP initiatives. Across Australia, Aboriginal and Torres Strait Islander Leaders are working collaboratively with the Australian Government and private companies to focus on reconciliation. CEA will promote the growth of Indigenous employment, support the education of Aboriginal and Torres Strait Islanders within the Science, Technology, Engineering, Arts and Math programs from primary school age through to Tafe and University programs and contribute to the stimulation of Indigenous entrepreneurship, business and economic development, providing Mark Foster Chief Executive Officer Indigenous Australians with more opportunities to participate in the economy. CEA Technologies As a private Australian Company and trusted Defence Industry Partner CEA will ensure Aboriginal and Torres Strait Islander communities are represented within our work environments and provide training while highlighting the cultural, economic and social frameworks of our local communities. Reflecting on CEA’s contribution and strengthening our commitment to become a trusted partner with our local Indigenous communities and through our sustainability program we will strive to include a cultural Indigenous enrichment program to increase company awareness. The program will provide educational opportunities to increase our non Indigenous employee’s knowledge and understanding of Aboriginal and Torres Strait Islander history, relevant cultural events and protocols and the purpose and significance of Acknowledgement of Country and Welcome to Country. Our CEA HR Recruitment Plan and CEA’s Equality, Diversity and Inclusivity Policy complements the employment Donna Storen of Aboriginal and Torres Strait Islander employees and values the knowledge, skills and diversity they each bring Head of Human Resources to the workforce by strengthening our ‘diversity of thought’ with our direct links in our local communities. RAP Sponsor and Champion Our apprenticeship program encourages Indigenous representation with two current apprentices within our CEA Technologies Engineering Department and the possibility of increasing our Indigenous apprentice’s intake in 2022. The HR Department has recently welcomed an Indigenous trainee and the HR Relationship Manager is a proud Dunghutti woman filling an important role in assisting the company to encourage a collaborative, innovative, agile and trusting environment. The CEA RAP is an opportunity for every individual in our company to embed reconciliation into our culture.

CEA is committed to supporting Australia’s interests and with that goal, we work in partnership with the Australian Defence industry and Government to provide cost-effective solutions and in service support capabilities for Australia and approved allies. CEA Technologies Pty Limited is an internationally recognised, world-leading active phased array radar system supplier. Originally founded in 1983, CEA has grown to employ in excess of 500 people across its major facilities in Australia (Canberra, Adelaide, Melbourne, Perth, Brisbane and Newcastle). CEA’s founders are focused on the growth of CEA and we have a wholly owned subsidiary in the USA, supporting our Australian products. We support local Australian businesses and all our products maximise the use of Australian content. CEA Technologies PTY Limited | Reflect Reconciliation Action Plan 2022 – 2023 13 Partnerships In developing CEA’s RAP, we have explored cultural training opportunities (through ACT Council of Social Our CIEN Members Services), engaged with Aboriginal and Torres Strait Islander mentors and have established our inaugural Apprenticeship pathways, incorporating cultural mentors and recruitment partners. We have joined Supply Nation to increase our procurement from Aboriginal and Torres Strait Islander suppliers and reinvigorated our partnership with Soldier On, to support Defence veterans (including Aboriginal and Torres Strait Islander veterans) and their families. CEA fosters and promotes respect for Aboriginal and Torres Strait Islander history and culture by providing Kali Chloe employment pathways and a support network that is inclusive of our Aboriginal and Torres Strait Islander employees. The CEA Indigenous Employee Network (CIEN), provides support, guidance and mentoring opportunities for our Indigenous employees along with a culturally safe space to form connections. The CIEN has been set up by the People Relationship Manager for all CEA employees who identify as Aboriginal and Torres Strait Islander to develop a support network that is culturally safe, share in discussions with like-minded individuals and participate in professional development underpinned with Maryanne Hulieo cultural elements where appropriate. The CIEN will also have the ability to provide key input and feedback into events, training and other items, including future CEA Reconciliation Action Plans and policies. We have commenced creating an understanding and supportive environment by broadening our existing policies, procedures and recruitment strategies which underpin the value we place on having a diverse workforce. We are continuing to meet the cultural needs of Aboriginal and Torres Strait Islander employees through the development and recent establishment of our Equity, Diversity and Inclusivity Kobi Tahlia policy, the CEA Indigenous Employee Network and the introduction and continuance of Cultural Competency Training to ensure all employees at CEA are culturally aware.
CEA Technologies PTY Limited | Reflect Reconciliation Action Plan 2022 – 2023 14 Our artwork In 2020, a piece of art ‘Molonglo’ by Aboriginal artist Garry Purchase was commissioned to promote our RAP and to showcase within our facilities. This is a significant connection to the local community that aligns to CEA’s founders’ vision to design and manufacture the best radars in the world which is depicted by the Australian platypus. Platypuses use electroreceptors located inside their duck-bill, similar to that of our radars, and are a significant piece to Canberra and Aboriginal and Torres Strait Islander communities ecosystem. This piece of art resonates with the company and is recognised as our meaningful connection to Aboriginal and Torres Strait Islander peoples as the true custodians of the land and waterways on which our employees live and work. About the artist Garry is a proud Aboriginal man of Dharawal, Bidjigal and Dhungutti descent. He grew up in Sydney's Eastern suburbs in Botany and was raised amongst the Aboriginal community of La Perouse. Garry is a member of the Timbery family of which there are many famous Members. He is the Great Great Great Great Grandson of Timbery (Or Timberé), leader of the Dharawal people and was bestowed the title "King Of The Five Islands" by Governor Lachlan Macquarie. Garry is also The Great Great Grandson of Queen Emma Timbery and is a cousin of Esme Timbery who are both internationally renowned for their artistic shell work. His great uncle is Joe Timbery, world champion boomerang thrower who also presented one to Queen Elizabeth II in 1954. Garry has always had a creative passion and was a musician for many years playing drums in a few Sydney rock bands. He played 100's Molonglo – Garry Purchase shows in the 90's and 2000's on the Sydney scene.
CEA Technologies PTY Limited | Reflect Reconciliation Action Plan 2022 – 2023 15 Current Activities In 2021, the company celebrated NAIDOC week with artwork displays, CEA has also created and distributed Acknowledgement of Country shared information resources and distributed lemon myrtle and roasted Cards along with factsheets covering significant dates for Aboriginal and wattleseed flavoured biscuits from a local Aboriginal and Torres Strait Torres Strait Islander communities and the difference between an Islander business. This event provided an opportunity to discuss Acknowledgement of Country and Welcome to Country.
