CALL FOR PROPOSALS FROM NGOS IN S ODISHA: FIELD AGENCY FOR
AGRI-GIS ADVISORY ADMINISTRATION AND FIELD DATA COLLECTION

I. BACKGROUND
Centre for Spatial Analytics and Advanced GIS (www.csag.res.in; C-SAG), supported by Tata Trusts, is
established under the aegis of NIAS Council of Management (COM) – for building deep knowledge capabilities
and demonstrating impacting societal benefits in the field of Spatial Analytics and GIS. The establishment of
C-SAG is through the support of Tata Trusts.
Tata Trusts has supported C-SAG to develop Agri-GIS in 532 villages of S Odisha - with the aim of making an
impact on farmers and their quality of life using advanced Spatial Analytics and GIS technology. The ultimate
aim is to help the Tata Trusts beneficiary and other farmers to enhance incomes - through improved cropping
and allied agricultural activities and based on sustainable principles - by providing scientific and logical Spatial
Analytics and GIS information.
C-SAG and Tata Trusts have jointly designed the concept of plot- or farmer-centric Agri-GIS which is a
comprehensive and holistic advisory – we now have a PROCESS to build, manage, analyse and generate real-
time GIS-based advisories at individual plot-level. The end-to-end process is being implemented in 532
villages of South Odisha. The PROCESS involves a 360o evaluation of a farmer; high-end image analytics ;
advanced met analytics; crop suitability analytics; indexing analytics for social and economic assessments;
agri-practice assessments; beneficiary analytics based on field survey; market analytics – all of these
ultimately integrated into “customized” advisory for a PLOT. In real-time on daily basis – so that advisory
information is current and to date. Thus, for first time, one can obtain a plot-by-plot “customized” Advise for
each farmer/plot in 532 villages in S Odisha - presently covering 130k plots.
The multi-parametric Agri-GIS Advisory, encompassing daily weather, water body status, landuse, crop
status, beneficiary information, terrain and soils data, is generated at individual plot-level and available on a
comprehensive and easy to use Agri-GIS Portal. C-SAG has also developed a sms-based Advisory module for
dissemination based on registered mobile of farmers. A smartphone Agri-GIS App is also available for
accessing the advisory by inputting plot-numbers. In addition, C-SAG has developed variety of GIS and other
Apps for assets mapping; field crop mapping; audit surveys and many other operations.
The Agri-GIS has been implemented for Kharif-2018; Rabi-2019 and is being implemented now for Kharif-
2019 season. It is planned to continue the same operations for Rabi-2020 and Kharif-2020 seasons in the 532
villages.
While the downstream activities for generating and making available the Agri-GIS advisory has been well
developed, the administration of Advisory in the field to the farmers requires local field level interactions and
networking with farmers in the villages - this has to be on constant basis and also at specific times of
importance in the cropping season. Further, it is also required that the field interaction data - specifically the
actual crop sown and other ground-level data is collected at field level using Apps and directly ingest into
Agri-GIS database of C-SAG.

Odisha - as Field Agency for Agri-GIS Advisory Administration and Field Data Collection as per the
requirements of C-SAG and Tata Trusts.
THIS CALL FOR PROPOSALS IS ISSUED FOR THE PURPOSE OF SELECTING THE
SUITABLE FIELD AGENCY (FA).
II. SCOPE OF WORK FOR FA
FA is required to undertake the following scope of work, under the overall supervision and requirement of C-
SAG:
Operate a "call centre" for voice-based interaction and 2-way voice-communication with farmers for
administering the Agri-GIS Advisory and dissemination of critical advisory information. Towards this
FA would be responsible for:
o Collecting and creating a database of farmer mobile numbers linked to plots/tillers in S Odisha -
as per the design requirements of C-SAG
o Operate daily the Agri-GIS Call Centre on a minimum 1-shift basis - in emergent cases it maybe
round-the clock.
o Position Odiya/Hindi/Telugu/English speaking call centre persons for the interaction. These
persons must be graduates with ability to operate Agri-GIS Portal and good communication skills
in the region. It is estimated that about 6-8 persons would be required for this.
o Back-interaction with C-SAG experts at Bengaluru for any immediate data needs, queries,
clarification etc
o Provide daily/weekly/monthly/episodic reports and feedback/inputs to C-SAG, as per C-SAG
requirement.
o C-SAG would provide a one-time training to the FA persons on the Agri-GIS Portal and the farmer
interaction process.
Position Farmer Interaction Resource Persons (FIRPs) to cover advisory dissemination directly to
farmers in all the 532 villages and collection of farmer/plot level data and send it to C-SAG. This
would require FIRPs visiting each village atleast 2 times a month. The requirement is for FIRPs to meet
with designated farmers and administer the Agri-GIS Advisory in person by relaying the information
and discussing with them on the advisory AND also at designated times to collect field level/farmer-
level data (say, actual crop sown, soil samples, soil data, actual status of rainfall, problems of farmers,
episodic events data etc) for C-SAG. For the purpose of administering the advisory, the FIRPs would
either utilize the C-SAG’s Agri-GIS Smartphone App (which will be provided by C-SAG) OR access the
Agri-GIS Portal OR in rare cases communicate with the Call Centre persons, who communicate same
to farmers in villages. It is estimated that a team of ~50 FIRPs, with their own transportation, would be
required to cover the 532 villages.
Provide transcribe/data-entry service for C-SAG by research and sourcing data from public domain
websites/reports (that maybe in Odisha/Hindi) and create data records, as per C-SAG requirements
and provide for Agri-GIS. Of special mention would be ROR data from Bhulekh, Progressive Farmers
listing; Farmers database and other datasets. It is estimated that 4-5 persons would be required for
this - mostly on time-bound and specific data assignments.
Provide local-level and field-level assistance and participate in meetings organised at village-levels,
farmer interaction programmes, audit meetings, join with C-SAG/Tata Trusts field-level tasks etc -
these meetings are envisaged to be organised in the villages (some high-level meetings at
Bhubaneshwar).

GIS (for sharing advisory information; obtaining data/inputs etc) as directed by C-SAG and Tata Trusts.
Provide regular status/performance/episodic reports on daily/weekly and monthly basis to C-SAG
as per C-SAG requirements. For this, the FA would use the formats/apps provided by C-SAG.
Provide any other support that may be required by C-SAG and Tata Trusts from Field Agency and
would be discussed with FA.
FA is required to cover 532 villages (tentative list is given in Annexure-I) and C-SAG generates advisory for
about 133k plots/farmers in this area. FA is expected to cover about 10 k to 20k plots/farmers this can go
up to about 100k plots/farmers.
It is expected/possible that the number of plots/farmers may vary and in such a case the FA must be able
to cover the same.
III. DURATION OF FA TASKS
FA tasks are required from January, 2020 onwards till November, 2020 - would encompass Rabi-2020 (Dec
2019 to May 2020); Kharif-2020 (May, 2020 to Nov, 2020).
After this period, on mutual agreement the tasks may continue for subsequent season also.
IV. REQUIREMENT OF FA
NGOs in S Odisha who are interested to undertake the above tasks and work with C-SAG and Tata Trusts and
having following capabilities may submit formal proposals:
Be responsible and undertake the FA tasks identified above with diligence, quality, high-performance,
timely-manner and without scope of errors and mistakes.
Ability to provide 50 resource persons for above tasks at local level at optimal costs. FA must be able
to mobilize and provide upto 50 persons within 15 days of selection/contracting.
FA must have good contact and Networking with Local Govt. of Odisha Officers and other NGOs - so
that a good networking is possible.
Work closely and under guidance/supervision and as per requirements of C-SAG and Tata Trusts.
C-SAG PROPOSES TO SELECT ONE OR MORE FA - WHO HAVE THE CAPABILITIES AND SPREAD OF
OPERATIONS MEETING THE REQUIREMENTS OF C-SAG AND TATA TRUSTS AND WORK WITH THEM FOR THE
ABOVE ACTIVITIES.
V. GENERAL ASPECTS
By submitting a proposal, FA indicates its having read/agreed/understood to following general aspects:
C-SAG will evaluate all proposal received and make an assessment. C-SAG may have its own internal
committee of experts to undertake the evaluation and make recommendations to C-SAG of
appropriate and suitable FA. Final decision of selection/not-selection will be made by C-SAG.
As part of selection process C-SAG will call FA for presentations/meetings mostly in Bhubaneshwar or
Bengaluru - FA must be prepared to travel at short notice and participate in the meetings, on their own
costs, and provide any inputs/responses required.

question/challenge the selection.
Any type of canvassing will result in immediate rejection of the agency and would be excluded for any
further activity.
C-SAG proposes to complete the selection process by JANURAY 15, 2020 – thus, FAs must agree and
be able to immediately start tasks for the FA.
C-SAG/Tata Trusts attaches upmost importance to data security and transmission. All data accessed,
collected by the Field Agency for C-SAG is proprietary information and property of C-SAG. Field Agency
shall not share, distribute, modify, alter and destroy any of these data under any circumstances. C-SAG
owns all the data collected for the Agri-GIS by an agency/NGO.
C-SAG will provide its proprietary GIS Apps, Portals, tools, knowledge - all of these are the property of
C-SAG and must be used by FA only for purpose of the C-SAG tasks and not for any other purpose.
VI. QUALIFYING AND ELIGIBILITY CRITERIA OF FA – PROPOSAL
CONTENT
Interested and qualified FA are invited to submit their proposals to C-SAG - following are the most important
requirement for compliance of FA for selection:
1. FA should mandatorily be a not-for-profit registered society/Trust/NGO involved in field-level and
developmental activities in S Odisha. PLEASE PROVIDE CERTIFIED REGISTRATION DOCUMENTS IN
PROPOSAL.
2. FA should have PAN and registered for GST, as applicable. PLEASE PROVIDE PAN and GST
REGISTRATION CERTIFICATES IN PROPOSAL.
3. FA should have 10 years of experience in field operations/activities – conducting surveys, contact
programmes, data collection, farmer level consultations, village level consultation, etc. in various
grassroot development projects. PLEASE PROVIDE OFFICE DETAILS IN PROPOSAL - address, head of
office details; email/mobile contacts; present staff etc.
4. FA must have annual turnover / revenue of at least 50 Lakhs per year in the last three years. PLEASE
PROVIDE LAST 3 YEARS BALANCE SHEETS AND ANNUAL REPORTS
5. FA must have FCRA registration and should have filed FCRA returns regularly and upto date. PLEASE
PROVIDE ATTESTED COPIES OF FCRA REGISTRATION LETTER AND LATEST FCRA RETURNS.
6. FA should have undertaken atleast 2-3 social and rural developmental projects in last 2 years for
Government of Odisha or other leading NGOs / Foundations / Trust in Muniguda OR Bissam Cuttack,
OR Thuamul Rampur OR Lanjigarh OR Kotagarh Blocks of Odisha state. PLEASE PROVIDE A 1-PAGE
SYNOPSIS FOR EACH OF THE 2-3 PROJECTS COMPLETED - stating project name, details, agency details
for whom project was done, major outcomes, difficulties if any, copies of reports/documents etc.
Highlight experience in handling projects related to Agriculture, Environmental studies,
Livestock - which can be considered as an added advantage.
7. FA should have either registered office or operational office in Odisha, preferably in Bhubaneshwar.
PLEASE PROVIDE OFFICE DETAILS IN PROPOSAL - address, head of office details; email/mobile
contacts; present staff details etc.
8. FA must mandatorily have one or more local offices in operation - either in Rayagada or Muniguda or
Bissum Cuttack or Kotagarh or Langigarh. PLEASE PROVIDE OFFICE DETAILS IN PROPOSAL - address,
head of office details; email/mobile contacts; present staff details etc.
9. Proven capability for mobilizing / managing large teams of field staffs – as requirement is for about 50
people in 15 days notice, FA must demonstrate/established how this will be achieved and with what

AND MEET THE C-SAG REQUIREMENTS OF 50 PERSONS.
10. FA would have to provide office/basic computing/internet/smart phones/email facilities for the C-SAG
required tasks and for its persons to carry out the tasks - specifically for access of Agri-GIS Portal;
Smartphone App access; maintaining records/ database activities and for real-time submissions of all
data to C-SAG / Tata Trusts. PLEASE INCLUDE A LIST OF EQUIPMENT/FACILITIES THAT WOULD BE
PROVIDED FOR THIS TASK.
11. PLEASE INCLUDE A 1-PAGE WRITEUP ON YOUR OWN UNDERSTANDING AND ASSESSMENT OF
WORKS TO BE CARRIED OUT - DETAILING THE PROCESS; SUCCESS CRITERION; CHALLENGES AND
OTHER POINTS OF YOUR INTEREST.
12. PLEASE INDICATE COSTS FOR PROVIDING ABOVE TASKS - cost of per person per month; total persons
to be provided per month for above tasks and any administrative costs/month of FA. (A very
stringent cost analysis would be undertaken by C-SAG and Tata Trusts as cost-efficiency is of utmost
importance).
13. FA must be a good standing organisation and must have not been barred by Government of India or
any State Government. PLEASE PROVIDE A SELF CERTIFIED DECLARATION THAT THEY ARE NOT
BARRED BY ANY GOVERNMENT AGENCIES AND THAT THEY ARE IN GOOD STANDING IN INDIA.
14. FA must agree to all technical and general terms in this announcement – PLEASE INCLUDE A SIGNED
COPY OF ACCEPTANCE AND ADHERENCE TO THIS CALL FOR PROPOSAL IN THE PROPOSAL.
A PROPOSAL COVERING ABOVE 14 POINTS MAY BE SUBMITTED IN A SINGLE
DOCUMENT/PDF FILE TO C-SAG BY EMAIL ONLY. IF PROPOSALS ARE NOT AS PER
ABOVE FORMAT of 14 POINTS, THE SAME WILL BE TREATED AS INCOMPLETE AND
LIABLE FOR REJECTION.
