           (a) Duties and Responsibilities

        Duties and responsibilities will entail:

                    i.implementing existing supplies regulations, procedures and
                      system
                   ii.carrying out internal monitoring and evaluation on
                      procurement;
                  iii.assessing the performance of suppliers and contractors;
                  iv.preparing procurement plans in accordance with budget
                      process;
                   v.coordinating    the   preparation    and    implementation    of
                      procurement manual;
                  vi.conducting stock control, stock taking and stock audit; and (vii)
                       implementing e-procurement strategies.

           (b) Requirement for Appointment

             For appointment to this grade, a candidate must have: -

                    i.served in the grade of Supply Chain Management Officer II or in
                      a comparable position for a minimum period of three (3) years;
                   ii.Bachelor’s degree in any of the following disciplines: Supply
                      Chain Management, Commerce (Supplies Management option),
                      Procurement       and    Supplies     Management,        Business
                      Administration, Logistics or any equivalent qualification
                      from a recognized institution;
                  iii.Certificate in computer application skills;
                  iv.Registered with a professional body (KISM) and membership of

This is the entry grade for the cadre of degree holders.

           (a) Duties and Responsibilities Duties and
           responsibilities will entail:
                   I.implementing existing supplies regulations, procedures and

              This is the entry and training grade for this cadre for officers
              graduating with Degree course in ICT.

               (a) Duties and Responsibilities
               Duties and responsibilities will entail:
                  i.coding, testing and implementing computer programs, providing
                    user support; maintaining support systems and training of
                    users;
                 ii.maintaining of        Information Communication    Technology
                    equipment and associated peripherals;
                iii.certifying of Information Communication Technology equipment;
                    configuring of new Information technology equipment;
                iv.maintaining data protection system;

              Duties and Responsibilities
                Duties and responsibilities will entail:
                (i) providing non-partisan professional research assistance and
                analysis to Members, Committees and staff of County
                Assembly;
                (ii) initiating and conducting anticipatory research and analysis
                on key policy issues;
                (iii) providing expert interpretation, explanation and analysis,
                including assessing the strength and weaknesses of policy
                options;
                (iv) maintaining a periodically updated inventory of publications
                on current issues;
                (v) legislation and major public policy issues/questions;
                (vi) ensuring quality control in the preparation of research
                 papers,
                briefing notes and particular points of view; and
                providing back up to County Assembly committees.

                 b) Requirements for Appointment

                 (iii) Assisting in drafting of Bills and motions;
                 (iv)   Advising Committee Chairs on procedural issues;
                 (v)    Searching for fresh information/facts by consulting appropriate
                        sources like documents or persons;
                 (vi)   Monitoring of House proceedings;
                 (vii) Advising the Speaker and Members on the rules, practices and
                        precedents of the Assembly;
                 (viii) Preparing draft procedural rulings based on practice and
                        precedents for approval by the Speaker;
                 (ix) Keeping accurate records of the House votes and proceedings,
                        motions, scripts and written procedure required for conduct of
                        house business;
                 (x)    Providing procedural and administrative support and maintaining
                        committee records; and
                 (xi) Providing logistics for the committees.

           (b)   Requirements for Appointment

                   For appointment to this grade, an officer must have:

                 (i)    Served in the grade of Second Clerk Assistant or in comparable
                        position for minimum period of three (3) years;

                 (ii)   Bachelor’s degree in any of the following Social Sciences:

              This is the entry grade for Legal Officers. Duties and
              responsibilities will entail:
                   i.facilitating service of legal documents;
                  ii.collecting, circulating and filing published bills and subsidiary
                     legislation;
                 iii.filing court documents and any other legal documents;
                 iv.organizing the Legal Department Registry;
                  v.drafting legal documents under the supervision of the Head of
                     department; and
                 vi.providing any other legal services that may be required by the
                     County Assembly, the Committees, the Speaker, CASB, the
                     Clerk and the Assembly Service.

              (b)   Requirements for Appointment

              For appointment to this grade, a candidate must have:

                    i.Bachelors of Law degree from recognized institution; and
                      (i)Proficiency in computer applications.

   9.   LEGAL CLERK II, JOB GRADE “J”/CASB 10 (1 POSTS)

                   v.facilitating service of legal    documents;
                  vi.collecting, circulating and filing published bills and subsidiary
                      legislation;
                 vii.filing court documents and any other legal documents;
                viii.organizing the Legal Department Registry;
                 ix.drafting Legal Documents under the supervision of the
                      Litigation Counsel; and
                   x.providing any other legal clerical services that may be required
                      by the Assembly.

                     i.served in the grade of Legal Clerk III or in a comparable and
                       relevant position for a minimum period of three (3) years;
                    ii.Diploma in Law from a recognized institution;

                  ii.Ensuring general safety, cleanliness and usability of the
                     machines;
                 iii.ensuring timely and accurate transcription;
                     iv.undertaking independent verbatim reporting of County
                     Assembly proceedings and those of relevant
                    committees/functions within or outside County Assembly;
                      v. handling queries relating to Hansard reporting;
                      vi. preparing transcripts for editing;
                      vii. sorting and checking transcripts from junior officers and
                      amending as necessary;
                      viii. assist in preliminary editorial work with emphasis on
                      grammar, syntax, style and consistency; and
                      ix. assisting in classification, custody, archiving, retrieval
                      and cross-checking of documents against references.

             (b)    Requirement for Appointment

             For appointment to this grade, officer must have:

                     i.Served in the grade of Hansard Reporter II or in a comparable
                       position for a minimum period of three (3) years;
                    ii.Bachelor degree in any of the following disciplines: - Mass
                       Communication Arts Degree in Linguistics, majoring in

                   v.undertaking annual training needs assessment and generate
                      the report thereof;
                  vi.be the secretary to the Training Committee;
                 vii.organizing benchmarking and team building programs;
                viii.managing training calendar implementation logistics and
                      liaison;
                 ix.keeping an updated skills inventory database; and
                   x.participating        in   the   grievance   handling
                            process.

              (b)    Requirements for Appointment

              For appointment to this grade, an officer must have:

                     i.Served in the grade of Human Resource Management Officer II
                       for a minimum period of three (3) years;

                    ii.Bachelor’s degree in any of the following disciplines:- Human
                       Resource Management, Business Administration or any other
                       equivalent qualification from a recognized institution;

                    iii.Certificate in computer application skills from a recognized
                        institution; and

                    iv.Membership to the Institute of Human Resource Management
                       of Kenya and membership of good standing;

                    v.Demonstrated merit and ability in work performance and

              Duties and responsibilities will entail:
                    i.processing monthly payroll;
                   ii.staff loan documentation and implementation;
                 iii.internal staff communication and memo writing;
                  iv.computation of financial or statistical records based on
                      routine or special sources of information such as amounts for
                      surcharges, overtime, etc;
                   v.checking compliance with the one-third net pay rule;
                  vi.compiling data and drafting of letters;
                 vii.sorting, filing and dispatching letters;
                viii.support the development and implementation of HR initiatives
                      and systems;
                  ix.assist in developing training and development programs;
                   x.maintenance of an efficient filing system;
                  xi.be responsible for leave computation and documentation; and

              (a)      Duties and Responsibilities

              Duties and responsibilities will entail:
                   (i)    ensuring completeness and accuracy of records and
                   reports emanating from the unit under purview;
                   (ii)   verifying existence and safety of Government Assets;
                   (iii)  assisting with on the job training of junior staff;
                   (iv)   conducting internal systems evaluation and reviews; and
                   (v)    preparing sectional audit programmes and audit reports.

              (b)      Requirements for Appointment

              For appointment to this grade, an officer must have: -
                    (i)    Served as an Internal Auditor I for a minimum period of
                    three (3) years;
