Construction
• Major work will be occurring at intersection between Leslie and Ionview
  throughout 2019

• LRT guideway will be constructed in the middle of Eglinton and track will be
  installed

• The work takes place in two stages – paving, followed by guideway
  construction and track installation

July-August Traffic Restriction - Leslie/Eglinton

 • Crosslinx is seeking city permits for a temporary eight week restriction
   on vehicles travelling between Leslie Street & Eglinton Avenue East

 • Allows for LRT guideway construction & track installation.

 • Eglinton Avenue will remain open in both directions at all times.

 • Leslie Street will otherwise function normally.

 • Traffic lanes will open up & turn restrictions will be lifted at
   Bayview/Eglinton & Don Mills/Eglinton before the Leslie work starts.

 • Proposed timeline is during the lowest traffic volume months.

 • Emergency services access to and from Eglinton Avenue will be
   maintained at all times.

 • Pedestrian & cyclist access between Leslie Street and Eglinton Avenue
   will be maintained throughout the closure.

 • The entry to Sunnybrook Park off Leslie Street north of Eglinton Avenue
   is outside the work zone and will be open.

Why Restrict Some Traffic and Transit Access at Leslie?

 • Keeping the intersection open for all traffic and transit access would
   require carrying the work out in a minimum of four stages resulting
   in:

     – Extended disruption from construction from two to six months,
       including periods where traffic volume is greater than summer
       months.

     – At least four (4) major changes in how traffic gets through the
       area; each stage of construction would be disruptive.

     – Additional off-peak lane closures and intermediate traffic setups
       with associated restrictions required.

     – Reduced quality of road when work is completed due to joints
       and higher future maintenance costs, with future road work
       required earlier or more frequently.

Prior to the Closure
•   A comprehensive advertising campaign will be launched.
•   Canvasses will be scheduled for residences and businesses in the immediate
    area.
•   Advanced Signage:
     – Portable Variable Message Signs (PVMS) at York Mills/Leslie, Don
        Mills/Lawrence, Bayview/Eglinton, Laird/Eglinton and Don Mills/Eglinton
     – Local traffic only signs at Lawrence and Leslie
     – Additional construction-grade signage will be placed in key locations:
          • East and west of Leslie on Eglinton Ave
          • North of Eglinton at Lawrence and York Mills
          • South of Eglinton
•   TTC will provide advance information to impacted transit riders.
•   The 24/7 Crosstown call centre will be available to provide information and
    respond to issues.
•   During the closure, Crosslinx will continually monitor the situation and make
    adjustments as required.

 •   On-street activations & info booths leading up to works
      - Eglinton Square Mall, Smart Centre Plaza, Golden Mile Plaza, Eglinton

     businesses and residents

Traction Power Substations
•   Eglinton Crosstown LRT requires 12 traction power substations (TPSS) to power
    vehicles across the 19 km alignment.

•   TPSS takes power from THESL, converts it to the voltage required to run the LRT
    and distributes it to LRT system.

•   Engineering study completed prior to the RFP determined number and location of
    TPSS.
     – Proximity to Eglinton Avenue reduces the total number required

•   On the underground alignment, eight TPSS will be located inside stations or
    service buildings.

•   At-grade, four TPSS will be free-standing structures on City of Toronto approved
    sites.
     – Building underground or lowering the grade does not meet regulatory requirements.
     – It would not be compliant with Toronto Hydro’s ‘Requirements for Customer Owned Sub-
       Stations’ or the City of Toronto’s storm water management guidelines: ‘Wet Weather
       Management Flow Guidelines.’

•   Prefab unit approximately 20 metres X 10 metres X 4 metres
     – Surrounded by architectural screen
     – In discussions with City Urban Design
     – Exploring public art option which could include community engagement

•   Meets all electrical regulations and safety requirements
     – Secured inside locked building
     – Electrical equipment also in locked units within the building

•   Only noise is from air conditioning units:
     – Maximum 60 decibels - equivalent to residential central air condenser
     – Noise level less than ambient noise from Eglinton Avenue and surrounding
       streets

Intersection operations during construction
- Paving & Guideway Construction
•   CTS requires temporary changes to intersections operations from Leslie to
    Ionview for road paving and guideway construction:
     – Eglinton must be widened for LRT; road must be paved prior to guideway
        installation
     – Paving is completed in 2 weekends per intersection from Victoria Park to
        Ionview
     – Paving is completed in 12 weeks per intersection for concrete base
        intersections (Credit Union/Swift, Sloane/Bermondsey)
     – Guideway work in centre of intersection; no through north/south traffic for six
        weeks at each intersection; includes rail installation

•   Restrictions are not full intersection closures.
     – Eglinton remains open in both directions at all times
     – Work will not take place at adjacent intersections
     – Emergency services access maintained
     – Signal timing will be optimized at the main and adjacent intersections to benefit
       operations

Paving work for concrete road intersections require approximately six (6)
weeks of work per side. For other intersections two (2) weekends of work
is required.
