Film permits for the City of
Newnan are issued through the
Office of Communications and
are required for all filming on
public and private property.
This includes productions such
as motion pictures, television,
commercials, student films,
photography and more. Prior to
filming, individuals must apply
for a filming permit.

about filming in newnan
                     Newnan, Georgia is located 35 miles
                     southwest of downtown Atlanta, on
                     Interstate 85 South, the county seat of
                     Coweta County, Georgia, and is home to
                     more than 40,000 residents and attracts
                     visitors from all over the metro Atlanta area
                     and beyond,

                     We're always welcoming of films and
                     productions, however, due to the increased
                     volume in which our city continues to grow
                     in popularity as a destination for film,
                     television, and video projects - it's our duty
                     to ensure a high quality of life for Newnan
                     residents. Newnan requests that all film
                     crews be respectful to the neighborhoods
                     and businesses they utilize for filming.

                     What's Needed to Secure a Film Permit in
                     Newnan?
                       Completed Film, Television, Music, and
                       Video Production Permit Application
                       Certificate of Liability Insurance (naming
                       the City of Newnan as additional insured).
                       Visual Traffic Control Plan (see Checklist
                       for Filming in Newnan)
                       Public Notification Requirements (see
                       Checklist for Filming in Newnan)
                       City of Newnan Affidavit for Commercial,
                       TV, Film and Video Production
                       Permission to Use Private Property

                     What to include in the Film, Television,
                     Music and Video Production:
                       We ask that you submit your application
                       at least two weeks before any filming or
                       prep dates occur. The application must
                       give detailed information regarding the
                       proposed filming.
                       When applying for a permit, we ask that
                       you please provide a visual plan (Google
                       Maps or a diagram) of the area where
                       filming will take place -this must
                       accompany the application. The plan must
                       show the location of all roadways,
                       requested "no parking areas", bus zones,
                       structures and access points in the area of
                       filming and how equipment location,
                       vehicles and filming activities will relate

CHECKLIST FOR FILMING IN NEWNAN
PLEASE NOTE: The City of Newnan requires a permit for all commercial, TV, film and video
productions. However, those projects that require street closures for less than three (3) days and
Intermittent Traffic Control (ITC) for a period less than seven (7) days may be reviewed
administratively. Applications that include extended durations will be required to secure approval
from the Newnan City Council.
The following checklist provides guidance and information needed for all applicants filming in the
City of Newnan:

    1. Completion of Film, Television, Music, and Video Production Permit Application has been
       submitted to the Office of Communications. Applications must be submitted at least two
       weeks before the scheduled film/prep dates.

    2. Completion of Public Notification Requirements:
         Applicants are required to place "yard signs" in areas where businesses and residents
         may be affected or impacted by filming at least two weeks before the scheduled city
         council meeting (if applicable).
         Signs are available at Newnan City Hall in the City Manager's Office and must be
         returned after the City Council Meeting and/or filming dates.
         Applicants must produce a signed affidavit as proof of contacting directly affected
         business owners and residents in impacted areas.

    3. Obtain approval from the Georgia Department of Transportation (GDOT) if state routes will
    be used during filming (if applicable).

    4. Provide Insurance of Certification naming the City of Newnan as an additional insured.

    5. Applicant must secure approval from the Newnan City Council only when:
          1. Production requires street/sidewalk closure for more than three (3) days; or
          2. Production requires intermittent traffic control for more than seven (7) days
       Applicant presentation/proposal before Newnan City Council must include the following:
             Dates, times and locations of filming
             Sketch and/or diagram of the filming/prep site(s) designating placement of large
             equipment, trailers and etc.
             List of businesses/residents contacted
             A copy of your presentation/proposal must be submitted to the City Manager's Office
             at least one week prior to the City Council meeting.
             Applicant or designee must attend City Council meeting.

    6. Payment must be received in advance of any prep or filming. For more information, please
    view the fee schedule.
         Payments can be dropped off at the City of Newnan's Finance Department or paid through
         the Office of Communications. Operating Hours: Monday - Friday: 8:00 a.m. - 5:00 p.m.
    7. Notify Coweta County Camera Ready Liaison, Tray Baggarly, tbaggarly@coweta.ga.us any
    inquiries or seeking approval for use of any county facilities, buildings and properties.

    8. Contact the City of Newnan's Office of Communications, filming@cityofnewnan.org for
    additional inquiries, questions, or information regarding the City of Newnan's film guidelines
    and process.

    9. Notify the Newnan Police Department (770-254-2355)            for   any   recommendations   or
    assistance regarding street closures, traffic control and etc.

    10. Notify the Newnan Fire Department (770-253-1851) for any assistance or recommendations
    form the Fire Department. For assistance with approvals for pyro or explosions, contact
    tcox@cityofnewnan.org.

    11.   Notify   the   Newnan      Utilities, Mary    Bajalcaliev, Executive   Assistant,
    maryb@newnanutilities.org for any assistance or recommendations that may involve street
    light poles and etc.

permit fees for film,
television, and video
                           Each applicant will pay the required fees as
                           established by the resolution of the Newnan City
                           Council. Where set fees established, production
                           companies pay the same fee as the general
                           public for the service or facility. Services for
                           which a fee has not been established will be
                           charged on the same basis of time, equipment,
                           and material. All fees are subject to change.

                           A. The City of Newnan requires a $100 processing
                           charge for a film permit to reimburse the City for
                           the staff time required to evaluate the
                           application and establish conditions of approval.
                           Please note: This fee is non-refundable if the
                           application is canceled or denied.

                           B. There are charges associated with the use of
                           certain City services or facilities. In certain
                           circumstances, the service fees may be waived at
                           the discretion of the City Manager and staff for
                           the following, if substantial benefits will inure to
                           the City of Newnan:
                             1. Productions conducted by a cable television
                                company operating under a franchise granted
                                by the City which are not conducted on
                                public property, do not interfere with public
                                right-of-ways, and which involve fewer than
                                (2) motor vehicles:
                             2. Productions for wholly charitable or
                                educational purposes and from which no
                                profit is derived, either directly or indirectly:
                             3. Student filming; and
                             4. Productions by city-sanctioned organizations

                        Film permit fees must be received and paid in advance of any
                          filming. Payments can be dropped off at the City's Finance
WADSWORTH AUDITORIUM   Department (Monday - Friday, 8:00 am - 5:00 p; or payments can
                               be made through the Office of Communications.
