I.       MISSION OF THE EUROPEAN SCHOOLS

The European Schools are official educational establishments controlled jointly by the governments of the
Member States of the European Union.

They are legally regarded as public institutions in all of these countries.

The mission of the European Schools is to provide a multilingual and multicultural education for Nursery,
Primary and Secondary level pupils. They are aimed primarily for children of staff of the European
institutions.

There are currently 13 European Schools (Alicante, Brussels I (Uccle + Berkendael), Brussels II (Woluwé),
Brussels III (Ixelles), Brussels IV (Laeken), Frankfurt am Main, Mol, Bergen, Karlsruhe, Munich, Varese,
Luxembourg I & Luxembourg II), in six countries (Belgium, Netherlands, Germany, Italy, Spain and
Luxembourg), with a total of more than 27,000 pupils on roll.

and history of our school system, its principles and objectives.

FOUNDATIONAL STATEMENT

The words which express the essence of the European Schools have been sealed, in parchment, into the
foundation stones of all the schools:

“Educated side by side, untroubled from infancy by divisive prejudices, acquainted with all that is great
and good in the different cultures, it will be borne in upon them as they mature that they belong together.
Without ceasing to look to their own lands with love and pride, they will become in mind Europeans,
schooled and ready to complete and consolidate the work of their fathers before them, to bring into being
a united and thriving Europe”

THESE ARE THE OBJECTIVES OF THE EUROPEAN SCHOOLS:

    •    to give pupils confidence in their own cultural identity – fundamental for their development as
         European citizens;
    •    to provide a broad education of high quality, from Nursery level to university-entrance;
    •    to develop high standards in the mother tongue and in foreign languages;
    •    to develop mathematical and scientific skills throughout the whole period of schooling;
    •    to encourage a European and global perspective overall and particularly in the study of the human
         sciences;
    •    to encourage creativity in music and arts and an appreciation of all that is best in a common
         European artistic heritage;
    •    to develop physical skills and instil in pupils an appreciation of the need for healthy living through
         participation in sporting and recreational activities;
    •    to offer pupils professional guidance on their choice of subjects and on career/university decisions
         in the later years of the Secondary school;
    •    to foster tolerance, co-operation, communication and concern for others throughout the school
         community and beyond;
    •    to cultivate pupils’ personal, social and academic development and to prepare them for the next
         stage of education.
    •    to provide Education for Sustainable Development with a cross curriculum approach in line with
         European and international documents.

AND THE PEDAGOGICAL PRINCIPLES :

      •     Basic instruction is given in the official languages of the European Union. This principle allows the
            primacy of the pupil’s mother tongue (L1) to be safeguarded.
      •     Consequently, each school comprises several language sections. The curricula and syllabuses (except
            in the case of mother tongue) are the same in all sections.
      •     The conscience and convictions of individuals are respected. Religious education or education in
            non-confessional ethics is an integral part of the curriculum.
      •     To foster the unity of the school and encourage genuine multi-cultural education, there is a strong
            emphasis on the learning, understanding and use of foreign languages. This is developed in a variety
            of ways.

Some of the language sections are not open yet in every year group. Every year, a new level will open until
we have all the levels (up to S7) for all the language sections.

III.     EUROPEAN BACCALAUREATE

Secondary education is validated by the European Baccalaureate examinations at the end of year 7. The
certificate awarded is fully recognised in all the countries of the European Union, as well as in a number of
others.

European Baccalaureate certificate holders enjoy the same rights and benefits as other holders of Secondary
school-leaving certificates in their countries, including the same right as nationals with equivalent
qualifications to seek admission to any university or institution of higher education in the European Union.
The Examining Board, which oversees the examinations in all language sections, is chaired by a university
professor and is composed of external examiners from each European Union country. The examiners are
appointed annually by the Board of Governors of the European Schools and must meet the requirements laid
down in their home countries for appointment to examining boards of the same level.

The Baccalaureate examinations assess performance in the subjects taught in years 6 and 7, and to qualify
for admission to the examinations pupils must have completed at least the last two years of the Secondary
school at a European School or Accredited European School.

ASSESSMENT OF EACH CANDIDATE'S PERFORMANCE IS BASED ON:

1. A preliminary mark reflecting performance in course-work, oral participation in class and the results of
tests during year 7. It accounts for 50% of the final marks.

2. Baccalaureate examinations at the end of year 7

    a. Five written examinations, which account for 35% of the marks, including the pupil's mother-tongue
       (or the language of the section in which the pupil is enrolled), first foreign language and
       mathematics, which are compulsory for all candidates.

    b. Three oral examinations, which account for 15% of the marks, including the pupil's mother-tongue
       (or the language of the section in which the pupil is enrolled), which is compulsory.

To pass the Baccalaureate, candidates must achieve a minimum of 50% (New Marking System)

The close scrutiny exercised by the Examining Board, which, as far as the written examination papers are
concerned, requires double marking and, where necessary, a third marking, guarantees the high level and
quality of the Baccalaureate and thus allows the certificate to be awarded only to pupils with the
competences and knowledge required to go on successfully to higher education.

VI.     ACCESS TO SCHOOL – COVID-19 ARRANGEMENTS

UNDERGROUND PARKING

The underground parking can only be used by the school and APEEE staff.

 FOR NURSERY PUPILS WHO ARRIVE ON FOOT

Entrance will be via Rue Médori (Door Médori).
Supervisors and assistants will be waiting for pupils to accompany them to their classrooms. Parents are not
allowed to enter the school premises.

Exception : Thursday 03 September and Friday 04 September only: new M1 and M2 pupils may be
accompanied by one parent to the front of their class. The accompanying parent cannot enter the
classroom.

The arrival of students on Thursday 03 and Friday 04 September will be according to the following schedule:

 FOR ALL NURSERY PUPILS COMING BY CAR

KISS AND RIDE ZONE IN THE UNDERGROUND PARKING AS FROM MONDAY 07 SEPTEMBER

Supervisors will be waiting to welcome the children on the underground parking E Building side. In order for
the children to get out of the car and enter the school as swiftly as possible, we kindly ask you to ensure
that the children already have their schoolbags with them in the car, and not in the boot of the car. Parents
should not park their vehicles. We would like to ensure fluidity in the traffic and avoid long queues. In order
to avoid traffic jams, this service will be available as from 7h50.

If the nursery child has siblings in primary they can also be dropped off at the same time, additional
personnel will be in place to guide children to their classrooms. No secondary students may circulate within
the underground car park or access buildings via the underground car park.

The exit of the pupils at the end of the day will be done via gate n°90. Parents must enter through gate
N°88 and exit through gate N°90.

FOR ALL PRIMARY PUPILS

Entrance will be through gate N°88. Supervisors and assistants will be waiting for primary pupils in front of
the pedestrian entrance to site No. 88. Parents are not allowed to enter the school grounds, this also applies
to parents who come by bike. The bicycle parking will not be accessible to parents. This will only be available
for children who come by bike to school.

No parent is allowed to enter the school grounds, even for new pupils.

The exit of the pupils at the end of the day will be done by gate n° 90. Parents must enter through gate
N°88 and exit through gate N°90.

VII. FIRST WEEK OF SCHOOL

Parents applying to enrol their child in our school and pupils agree to respect the General Rules of the

The frequent consultation and reading of the school website is of great importance for the parents,
especially the internal rules and procedures (anti-bullying, anti-drug, communication policy…) as well as

Due to security measures related to COVID-19, the September parents' meetings in situ are cancelled.

The school calendar (180 school days) is harmonised between the four Brussels European Schools and
approved by the Administrative Board.

Please, note that on Tuesday, 22 December 2020 (before the Christmas and New Year Holidays), there will
be no lessons in the afternoon. The same goes for Friday, 26 March 2021 (before the Easter holidays).

          The school report oral day will take place on Friday, 23 October 2020. There is no school for
           Nursery and Primary on this day. However, Secondary pupils will attend school.

          The Pedagogical day will take place on Monday, 2 November 2020. Pupils will not attend school on
           that day.

XIII. GENERAL INFORMATION
1. SCHOOL REGULATIONS AND SYLLABUS – NURSERY, PRIMARY AND SECONDARY SCHOOLS

The General Rules and the syllabuses of the European Schools are available in the European schools website
(www.eursc.eu).

Our school regulations are available in the ‘Handbook for Parents’ for the Nursery and Primary school and
under “Practical Information” for the Secondary sections, in our school website (www.eeb4.be). The first
day of the school year, pupils of the Secondary cycle receive the school regulations, the exit pass form as
well as other necessary information, which can also be found in the school diary (agenda).

2. DISSEMINATION OF INFORMATION

In the Nursery and Primary, the “Handbook for Parents” is regularly updated and is therefore to be consulted

3. SCHOOL DIARY (AGENDA) – NURSERY, PRIMARY AND SECONDARY SCHOOLS

In Nursery, Primary and Secondary, your child will receive a school agenda at the beginning of the school
year. From the first school day, please indicate the name of the child, name of parents, address and useful
phone numbers. The agenda is a very important working and communication tool and it must be carefully
kept up-to-date. It serves to note homework but also acts as a means of communication between teachers
and parents.

4. MATERIALS AND BOOKS

-   NURSERY : Supply lists for Nursery pupils can be found on the school’s website (if applicable- some
    classes do not request supplies).

-   PRIMARY : Book and supply lists for Primary pupils can be found on the school’s website

-   SECONDARY : Book lists for Secondary pupils can be found on the school’s website. However, there is no
    specific supply list for the Secondary cycle.

It is not necessary to bring all the books on the first day of school.

5. SPORT KIT FOR PRIMARY PUPILS

In previous years, the primary school has provided the pupils with a sports kit which was then paid by the
parents via the “school fees” bill.

We now have a new system, working alongside the secondary school, where parents have to order the sports
kit online.

Please note that in primary, only the t-shirt, shorts and swim cap (swimming is from P2 to P5) are necessary.

Pupils who still have the “old” sports kit may use this one until it has become too small. Parents are then
required to order the new one.

6. ICT TOOLS

As part of the “Education and Training 2020” process, the European Commission has adopted the “Digital
Education Plan” which focuses on implementation and need to stimulate, support and scale up purposeful
use of digital and innovative education practices. The Plan establishes three priorities among which is the
development of “relevant digital competences and skills for the digital transformation”. Digital skills are
considered a “basic skill alongside literacy and numeracy”.

The School has enshrined these objectives in its multiannual plan 2018-2020 which provides for the
enhancing of digital Education (https://eeb4.be/multiannual-plan/). The key areas are:

•   The enhancement of the use of digital technologies for education, teaching and learning and cooperation
    with the families in this area;
•   The development of the digital skills to support interest and academic success all across the European
    school curriculum and especially in STEM (science, technology, engineering and mathematics) studies;
•   The improvement in education through the promotion of a safe and responsible use of ICT tools and
    resources.

All the learning ICT tools are reviewed by the School’s DPO to ensure their compliance to the General data
protection regulation (GDPR).

7. ACCESS TO SMS – SCHOOL MANAGEMENT SYSTEM

SMS is an online management software system enabling parents to access miscellaneous information
regarding their children: timetable (in the Secondary), absences of the last 15 days, teachers’ emails,
reports, messages from the school, personal data…

All new parents will receive, before the start of the school year, an email with the technical instructions to
be able to connect to SMS - School Management System. The login and password will allow you to have
access to the file of your child(ren) and the timetable. The timetable will only be available for Secondary
pupils. The timetable may be subject to change during the first few weeks of school.

For secondary students only; please print your timetable on Tuesday 1 September, between 8PM and
midnight. This timetable will apply until 11 September included. Even if you see changes to your timetable
on SMS between the 2nd and the 11th of September, you should not take them into account. On September
11th, as from 8pm, the final timetable will be visible on SMS. Unless mentioned otherwise, it should be valid
until the end of the school year.

8. SUBJECT CHANGES – NURSERY, PRIMARY AND SECONDARY

The provisions set out under the points a. and b. apply solely to requests for changes of Languages 2, 3 and
4. Requests to change Language 1 will be dealt with in accordance with the arrangements laid down in
Article 47 e) of the General Rules (www.eursc.eu).

It should be remembered that determination of L1 at the time of the child’s enrolment is definitive in
principle. A change of Language 1 may only be authorized by the Director for compelling pedagogical
reasons, duly established by the Class Council and on the initiative of one of its members.

In accordance with the document 2019-01-D-35-en-2 “Language Policy of the European Schools” Annex B,
Article 3, Changing languages:

Normally no changes are envisaged in language choices, except on entry to year 6, when the following
changes are possible:

-   Pupils may request a L2 different from DE, EN or FR for secondary years 6 and 7. This may be
    accepted subject to the rules relating to a change of L2 and to the rules governing the creation of
    groups. The new L2 may be any official language of the EU. For the minimum level established see
    document 2011-01-D-33.
-   for a given language, change from a lower to a higher level (e.g. change from L4 to L3)
-   for a given language, change from a higher to a lower level (e.g. from L2 to L3) in justified cases.

It is also possible for a student to choose as a L3 in year 4 or year 6 or as L4 in year 6 a European Union
language which has not been studied previously in a European School, provided that the student has passed
a proficiency level (written and oral) test at the required level and under the responsibility of the teacher
concerned.

If a change of language is requested, regardless of age or level, the decision rests with the Director and is
subject to the following conditions:

-   The existence of a written request from parents, guardians or the student himself/herself if he/she is
    over 18 years of age.
-   Deliberation and judgement by the Class Council on the request.
-   Clear evidence established by the School of the pupil's ability to follow the course requested. In the
    case of a change of Language 2, careful consideration must be given to the role of Language 2 as a
    medium for teaching other subjects. When a change of Language 2 is approved before year 6, the new
    Language 2 becomes the medium for the teaching of history, geography and economics. When a change
    of Language 2 is approved on entry to year 6, the old Language 2 remains the medium of teaching for
    history, geography and economics.
-   The absence of significant administrative obstacles to the change requested.
-   The Director should examine compliance with the rules for the creation of groups.

PRIMARY SCHOOL

Any request for subject changes must be put in writing and be accompanied by document justifying the
request to the attention of the Deputy Head (lae-deputy-director-Nursery-and-Primary-cycle@eursc.eu). All
accepted requests apply as from the beginning of the following school year.

Changes in LII are exceptional. Please refer to the “Handbook for Parents”. For changes in religion/ethics,

SECONDARY SCHOOL

10. LOCKERS – ONLY FOR SECONDARY SCHOOL

Each pupil is allocated a locker. The amount requested for the rental of the locker is for the entire Secondary
school (7 years). In the case of an early departure before the end of school, the school will refund the
difference pro rata.

Therefore, it is not necessary to apply for a locker. However, if you DON’T want your child to have a locker,
in this case only, please send an email to Mr Raoul MOREAU (raoul.moreau@edu.eursc.eu)

    XIV. REGULAR ATTENDANCE TO LESSONS
All pupils are required to attend lessons on a regular basis in accordance with the annual calendar and the
weekly timetable issued to them at the beginning of each school year. Please refer Article 30 of the “General
Regulations of the European Schools”(www.eursc.eu) for information regarding regular attendance and
absences.

The correct procedure for pupils who feel they need to go home for health reasons is to visit the school
nurse so that they can be examined. They are only allowed to leave the school after the nurses have
telephoned the parents and have their consent. Nursery and Primary pupils are then to be collected by a
legal representative/an authorized person only. Secondary pupils must go to their educational adviser in
order to give them the document prepared by the nurses.

XV. PUPIL’S ABSENCES

If a pupil is prevented from attending school due to ill-health, the head of the family must inform:

NURSERY AND PRIMARY SCHOOL

Please, contact the class teacher by email before 8:30am. Please, do not send an email concerning a child’s
absence to the secretariat. Your email will not be forwarded to the teacher by the secretaries.

After two days of absence, the pupil must provide a medical certificate which is to be given to the class
teacher. For longer absences, the medical certificate must be given to the school within 48 hours (a scan
by email is sufficient).

SECONDARY SCHOOL

Before 8:15. Please, contact the educational advisors by email (see page 8 for the list). Please do not send
an email concerning a child’s absence to the secretariat. Your email will not be forwarded to the pedagogical
advisors by the secretaries

After two days of absence, the pupil must give the medical certificate to the educational advisor of his
year group. For longer absences, the medical certificate must be handed in within 48 hours.

In order to avoid any possible abuse of the system and to ensure that all pupils have the same preparation
of time, any absences taking place 2 days or less before a scheduled test (A/B) or exam must be justified
by a medical certificate.

Official authorization for absence in special circumstances for personal convenience must be requested in
written (letter/email) at least one week in advance, from the relevant Deputy Director.

As a reminder, except in cases of compelling reasons “force majeure”, no permission may be granted the
week before or after school holiday periods or public holidays.

XVI. SCHOOL FEES

Parents have to pay school charges (agenda, insurance, photocopies…) per year and per child enrolled at
the school. Parents belonging to the organisations mentioned below are exonerated from paying school fees
(tuition fees), but not from other charges:

CATEGORY 1

-      Officials of the European Union Institutions (employed directly and continuously for a minimum period
       of one year).

-      Teaching and non-teaching 1 staff of the European schools (with a minimum contract of one year).

CATEGORY 2

-      The legal representatives belonging to the organizations, who have signed a financing agreement with
       the Board of Governors and who pay, per child, the annual contribution calculated at the beginning of
       the year, are obliged to pay the school fees. For those families who have multiple children at school,
       there is no reduction in school fees for the second and subsequent children.

An invoice for the school charges and, if applicable, the fee will be sent after the start of the school year
(October 2019). This must be paid by bank transfer within the time limit.

IMPORTANT NOTE:

When we encode your child in our billing program for school fees, only one legal representative of the child
may be specified as "responsible for the costs." By default, the legal guardian of the encoded child is the
member of staff of the EU institutions. If the two legal representatives of the child work for the EU
institutions, the legal representative encoded is the person who receives the family allowances as mentioned
in the document Annex 1 that was requested when you enrolled your child.

Please note that the legal representative encoded in the computer program cannot be modified during the
school year. If you wish to modify the legal representative by default, please send an email to Mrs. Sandra
BEYNE (sandra.beyne@eursc.eu) imperatively before 30.09.2019.

A request for change submitted after the deadline will not be taken into account for the school year 2019-
2020.

3. DEPOSIT

All parents liable to pay school fees will have to pay a 25% deposit of the annual school fee which is a prior
condition for enrolment or continuation of studies in the school (the deposit is not refundable). An invoice
will be sent to you. Please, make sure payment is settled before the beginning of the school year (deadline
on the 15th of July, 2019).

4. REMARKS

For families with more than one child at the school belonging to the same category, these rates are
reduced to:
- For category III pupils before 01/09/2013 to 50% for the second child, and to the minimum for
    subsequent children.
- For category III pupils after 31/08/2013 to 80% for the second child, and to 60% for subsequent
    children.

In case of financial difficulties, families may address a written request for a partial exemption from school
fees (please, note that full exonerations are not allowed), or for payment by instalments.

In accordance with article 29 of the ‘General Rules of the European Schools’, if at the end of the school
year the school fees have not been paid or have only been paid in part, the pupil concerned will be
removed from the school list and will no longer be admitted as a pupil at any European School, as from the
following school year.

    XVIII. HEALTH
The role of the school infirmary is to provide first-aid for accidents or illnesses which may arise during the
school day. In no circumstances can the infirmary stand in for parents to administer medication.

In order that the nurses can devote the necessary time to emergency cases, parents are requested to deal
with the minor ailments at home, in consultation with their GP where necessary such as: sore throats, mouth
ulcers, cold sores, warts, and cuts or sprains suffered off the school premises. If your child goes to the
infirmary, we will certainly keep you informed if his/her state of health requires it. If you do no hear from
us, he/she is fit to follow the class.

In the event of an infectious illness or a case of head-lice, please inform the school infirmary and the class
teacher of your child.

Should a case of meningococcal meningitis occur at school, it is imperative that the health service be able
to instigate preventative measures in order to lower the risks of contagion.

In such a case, it is envisaged that the school doctor would come into school to disseminate the necessary
information to pupils’ parents and, after an evaluation by the health inspectorate, to administer, if
necessary, doses of antibiotics to the children.

This medication should only be administered to those children who have been in close contact with an
infection, being either in the same class or living under the same roof.

In the latter two cases, this precaution is obligatory. Any such pupil who has not received such medication
will be suspended from school for a period of ten days.

In order to be able to administer, if necessary, a preventative against meningococcal meningitis, the school
doctor needs to have an authorisation, signed by the parents. Whether or not already vaccinated against
meningitis, preventive treatment by antibiotic will be imposed.

Therefore, we would ask you to complete the forms available on the website of our school « Questionnaire

Kindly ask your usual family doctor if your child has a contra-indication to any of the following antibiotics:
Ciproxine, Tarvid or Zitromax.

-   The children are welcomed by the educators at the meeting points after the school day.
-   They form a part of a group of children of similar age, entrusted to the same educator for a year or two.
-   The children eat their snack (provided by the Garderie) with their educator and their group in the ‘port
    d'attache’/ home base.
-   As well as fun activities, the children can also do their homework, in the study area, under the
    supervision of an educator.

DIFFERENT SITES FOR THE GARDERIE

-   The Commission organises an after school Garderie on the four European Schools' sites (+ Berkendael for
    the youngest Uccle pupils) and on the five central sites: Van Maerlant (only 8 to 12 years), Wilson,
    Cornet-Leman, Genève and Beaulieu. Genève and Beaulieu are reserved primarily for staff children
    working in the buildings nearby.

TIMETABLES

-   Monday, Tuesday and Thursday: the Garderie begins at 15.20 until 18h45.
-   Wednesday: the educators of the Garderie look after the children as from noon for a hot meal that is
    included in the Garderie service until 18h45.
-   Friday: the Garderie begins at 12.30 for the Nursery children, 1st and 2nd year Primary after the meal
    taken with their teachers, and at 15.30 for the other children.
-   The Garderie closes at 18:45 from Monday to Thursday and at 18:00 on Fridays. It is very important to
    conform to the closing times.

SCHOOL HOLIDAYS

-   July-August and the Easter holidays are the periods of "Garderie Aérée". Prior enrolment is mandatory
    (http://www.cc.cec/kiddyweb/home.public). This activity is organised at the Overijse site or at the
    central sites when necessary.
-   During the other holidays (except Commission public holidays) the Garderie operates as "longues
    journées", on preliminary enrolment for each holiday. The long days are often organised in the central
    sites.

SOME REQUESTS TO THE PARENTS FOR A GOOD COLLABORATION

-   Please always let the educator know when the child is leaving the Garderie.
-   First communicate to the COLE secretariat (who forwards the information) the name of all new persons
    authorised to collect the child. The educators may in no case hand over the child to unauthorised
    persons.
-   Any questions relative to the administration (enrolments, payment, rules etc) are to be addressed to
