New City Budget Provides for
High Quality Services
The City of Vista continues to benefit from both the State and national economic climate. The current national expansion
entered its 11th year in July, becoming the longest expansion in U.S. history. While a slowdown is inevitable at some
point, the City is well positioned financially with healthy emergency reserves to better weather future fluctuations in
the nation’s economy.
The City has set its annual spending plan for Fiscal Year 2019/20, which runs from July 1 through June 30. The $83
million operating (General Fund) budget covers everyday important services, such as fire and law enforcement protection,
road and park repairs, recreation services,
and youth and senior programs. This
balanced budget keeps the focus on
protecting city investments and providing
high-quality services to Vista residents.
The Capital Improvement Budget,
which funds long-term infrastructure
projects such as street improvements,
traffic signals, sewer infrastructure,
park upgrades, and the Paseo Santa
Fe downtown improvements, will fund
almost $20 million in projects across the
city during the 2019/20 fiscal year.

Get To Know the City You Live In
Gain a better understanding of how Vista government works
on your behalf. Learn about city growth management, traffic,

Vista Leadership Academy is an eight-week program held on
consecutive Wednesday evenings. Classes begin September 4.
Registration is limited and is being accepted on a first-come,
first-serve basis. The Academy is open to Vista residents or

Plan & Practice Your Escape
Not Every Hero Wears a Cape. Plan and Practice Your Escape is this year’s theme for National Fire Prevention
Week, October 6-12. “We are celebrating people of all ages who learn about home fire escape planning and
practice, bring that information home, and spur their families to action,” said Jeff Hahn, Vista Fire Chief.
“From students who learn about fire prevention at school, to parents who attend a community event such
as a fire station or open house, all are heroes
because they are taking steps to make their
households much safer from fire.”
A home escape plan includes working smoke
alarms on every level of the home, in every
bedroom, and near all sleeping areas. It also
includes two ways out of every room, usually a
door and a window, with a clear path to an outside
meeting place that’s a safe distance from the
home. Home escape plans should be practiced
twice a year by all members of the household.
The Vista Fire Department will host an Open
House during Fire Prevention Week on October 12.

ANTICIPATED TAX REVENUE
The City will collect seven percent tax on each business’
gross receipts. Initial revenue estimates from the tax could
exceed $1 million annually - if all eleven dispensaries are in
operation. These funds will be placed in the City’s General
Fund and may be used for any city-related purpose.

The City of Vista and the Vista Sheriff’s Department provides the Junior Deputy Academy,
a free 12-week, character building, after-school program. The Academy introduces youth
to the Sheriff’s Department and their role in the community; encourages healthy habits
including self-awareness, discipline, courage; and improves decision making skills
and conflict resolution techniques.
The Academy is free, but is limited to youth who live in Vista. To complete the program, participants are
required to attend 10 of the 12 week sessions which are held each Thursday. Participants and parents must
attend a mandatory orientation on September 12, 2019 at 6 pm at the Linda Rhoades Community Center.

C I TY NEW S | 6Vista’s Overall Crime Rate Decreases
SANDAG Analysis of Crime Puts Vista at All-Time Low
Each year, SANDAG (San Diego Association of Governments) compiles and analyzes regional crime data
using FBI information obtained from local law enforcement agencies. The most recent Criminal Justice
Bulletin was published in May, 2019.
The overall crime rate in the City of Vista is at an all-time low. The crime rate has decreased by two
percent from the prior year. The City’s violent crime rate is down 11 percent from 2017, while property
crimes have decreased by less than one percent.
The report includes annual crime statistics for the San Diego region from 1980 through 2018.
Countywide, violent crime has increased by one percent from 2017 to 2018, while property crime
decreased by one percent over the same period. The property crime rate is the lowest in the 39 year
period covered by the report. The Criminal Justice Bulletin is available on SANDAG’s website. Specific
data on the City of Vista begins on page 19 of the report.
