Leisure Services Events New and exciting programs will be headed your way in mid-December! Santa is Coming to Town: Wednesday, December 1 (6:00 PM) Watch the magic of Santa’s arrival as he is brought to town on a fire truck! Listen as he delivers a cheerful holiday message. Walk the Historical Village, see favorite holiday characters, & explore the vintage scene as you stroll along to Christmas played by the Anchor Bay Christmas Pep Band & the L’Anse Creuse North Marching Band. The event is sponsored by Biggby Coffee (New Baltimore, MI) and Genisys Credit Union. Christmas in Chesterfield: Friday, December 3 (3:30 - 7:30 PM) Join us this holiday season for in-person visits with Santa outdoors in our Historical Village. Each child must be registered. Visit parks.chesterfieldtwp.org for complete details and to register. Registration is required for this cost-free event. Holiday Coloring Contest: Now through December 15th (4:30 PM Deadline) Sponsored by Genisys Credit Union, this always popular contest is now available. Different age groups are able to pick up coloring sheets in the Municipal Offices during normal business hours, or find them online at parks.chesterfieldtwp.org. Township Office Construction Updates Senior Park: Phase I of this project has been completed. Phase II will begin in 2022. Bridge Replacement, Front Entrance Drive, & Parking Lot: This project is substantially complete. The blue payment drop box has been permanently relocated to its new home in the front drive, now with easy access from the driver’s side! Historical Society Events Village Winter Walk: The Historical Society is looking for support from the community and local businesses. The Historical Village will be open for visitors to stroll through out winter holiday themed village. $150 will sponsor a pre-decorated lamp post. The lamp post will fresh cut evergreen strung with lights and sponsorship signage. $25/$50 will sponsor a 10’ x10’ ground display. You’ll provide your own decorations to create a “winter wonderland” space. Themes should be from the 1950s or earlier…Think fairy tales, Christmas sons, Currier & Ives, etc. No inflatables please. You provide all decorations. Limited spots with electricity are available.
Township Business New Chesterfield Connection Headed for Your Mailboxes A new edition of our community magazine, Chesterfield Connection, will be mailed in mid-December. Keep your eyes open for information from all departments. Leisure Services Eagle Scout Project The Leisure Services Department is continuing to facilitate an Eagle Scout project in conjunction with the Public Safety Fire Team and Facilities and Operations to place 10 emergency markers in 3 different zones along the Salt River. The Eagle Scout is currently seeking funding. If funded, this project will allow an emergency caller to easily identify their location when phoning for help, and allow first responders to quickly locate the best access point for rescue.

SENIOR PARK (1023-2020) November 1, 2021 Project Manager: Josh Sonnenberg Funding Source: CBDG $149,734.75 & Township $63,272.50 Phase: Construction Estimated Project Budget: $213,007.25 Project Cost to Date: $115,829.40 Estimated Completion Date: August 2021 Change Orders: $11,220.05 Project Details Our Seniors have a beautiful indoor space for all-season recreational programming, but their outdoor space is limited. The addition of a Senior Park will permit individuals, who are 55 and older to experience the outdoors in an area they can call their “own.” This park will provide outdoor activities for both the active and passive populations of aging adults. It will include an equipment-based exercise area, raised garden bed, open green space, ADA accessible concrete pathways, a patio pavilion, and shaded areas for programming; all of which will be contained within a fenced perimeter, complete with a locked gate, lush landscape, and park sign with designated use. This project will be finished in two phases. Phase One 2020: • Phase one will include site survey, fence, cement and flat work, patio pavilion foundation, garden bed foundation, courts/programming area foundation, entrance sign, turf, green space and exercise equipment. Upon completion of this phase, senior citizens will have an outdoor recreation area immediately available for use. Phase Two 2021: • Phase two includes a covered patio/pavilion for permanent shade to the patio, a doorway leading into the Senior Center, and the raised garden/flower bed * Engineering for both phases will occur during phase one. Total Project Funding is $213,007.25 with $149,734.75 from CBDG Bricks & Mortar Grant and $63,272.50 Township General Fund Timeline for Phase 1 Concept Idea (Ways and Means) January 15, 2020 Grant Applications Due to Macomb County: February 21, 2020 Grants Awarded: April/May 2020 Grant Agreement Executed: October/November 2020 Engineering Design & Bid Package: December 2020

Civic Center Bridge Construction (1027-2020) & Civic Center Pavement Rehabilitation (1028-2020) November 1, 2021 Project Manager: Mitch O’Connor Funding Source: GL# 101-265-975.000 Phase: Construction Estimated Project Budget: $1,024,893.40 Project Cost to Date: $610,983.32 Estimated Completion Date: Fall 2021 Project Details The paving project is for the existing surfaces be milled 2” with isolated full depth repairs where the pavement is showing signs of base failure as well as a crush and shape for the main driveway with 4” HMA cap from Sugarbush to the parking area. Using this approach and with proper maintenance the pavement should last another 10 years. The bridge project will replace the existing timber superstructure with a comparable but thicker timber structure
Project Status The project is approximately 80% complete. The bridge has been replaced and the contractor is currently completing the paving to Sugarbush. Change Orders None.
Maurice DeMuynck Anchor Bay Pump Station Study (1030-2021) November 1, 2021 Project Manager: Kevin J. Johnson Funding Source: General Fund Phase: Construction Estimated Project Budget: $162,097.00 Project Cost to Date: $98,160.37 Estimated Substantial Completion Date: September 30, 2021 Project Details The Maurice DeMuynck Anchor Bay Pump Station is in need of some overdue repairs and maintenance. While Public Works has been maintaining the station to the best of its ability, there are some major maintenance and repairs that need to be done that are beyond the scope of the department. We partnered with OHM Advisors to create a package to bring to the board that can begin the overall assessment and recommendation of what needs to be completed, and to create a capital improvement plan (CIP) that will help improve the station's functionality. As of right now the station has four pumps on site, of which three are known to need a fair amount of maintenance or replacement. The study will take roughly four months to complete. Project Status OHM Advisors, Public Works, and Engineering had a workshop on February 8 to discuss the project, as well as have an on-site visit to the pump station to gather more information. A 360-degree walkthrough was created for the building, giving a great depiction of the station and its operation. Additional meetings were held to determine the potential configuration options of the four pumps currently in the station. The meetings gathered information on the potential use of electric, diesel, or natural gas pumps in the station.
A meeting was held with Detroit Pump on July 21 and it was determined that the entirety of the pump shaft and column is beyond repair and will need to be fully replaced. The inspection of this shaft and column is the basis for the condition of all four pumps. The Water and Sewer, Engineering, and Facilities & Operations Departments are working together to determine the course of action to take on this station, as a replacement shaft and column has a 30-week lead time for replacement. Emergency backup plans are also being established in preparation for large rain events. A meeting scheduled for October 5 will shed more light on the path of improvements and a determination on how to proceed with the station moving forward. OHM will be getting the final report to Public Works by November 5, 2021. Public Works will review the report and then prepare to present the report to the township board. Change Orders None
Peggy Lane Water Main Project (1032-2021) November 1, 2021 Project Manager: Kevin J. Johnson Funding Source: Enterprise Fund Phase: Design Estimated Project Budget: $2,179,500.00 Project Cost to Date: $44,805.00 Estimated Completion Date: December 31, 2022 Project Details The Peggy Lane Water Main Replacement Project includes replacing roughly 5,000 feet of water main along the following roads: • Peggy Lane (Seaden to Sugarbush) • Short Court (off of Peggy Lane) • Seaden Drive (23 Mile to Bower Rd) Project Status A project kickoff meeting was held on April 23. OHM Advisors is currently beginning the design phase of the project. Design is currently 60% complete. Meeting will be scheduled for the week of November 8 to go over design of project, make any necessary changes before project goes out to bid in Winter 2021-2022. Change Orders None.
Jefferson Avenue Water Main Project - Phase 1 (1033-2021) November 1, 2021 Project Manager: Kevin J. Johnson Funding Source: Enterprise Fund Phase: Design Estimated Project Budget: $2,380,900.00 Project Cost to Date: $52,035.00 Estimated Completion Date: December 31, 2022 Project Details The Jefferson Avenue Water Main Replacement Project - Phase 1 includes the following water main replacement: • Jefferson Avenue from William P Rosso Highway to 21 Mile Rd - Approximately 4,500 feet • Rosso Highway east of Jefferson Avenue - Approximately 1,000 feet Project Status A project kickoff meeting was held on April 23. OHM Advisors is currently beginning the design phase of the project. Design is currently 50% complete. Meeting was scheduled for October 5 to go over design of project, OHM is making the necessary changes before project goes out to bid in Winter 2021-2022. Change Orders None.

Phase: Substantially Complete Estimated Project Budget: $439,348.35 Project Cost to Date: $193,747.84 Estimated Completion Date: Fall 2021 Project Details Area of work Zone 1 (see map) This project is to remove and replace the current sidewalk that is rated a #5, or #4 by homeowner request. Rating criteria is: 1. Lip Between Slabs #4 - 3/4 Inch - 1/4 IN length = 2FT #5 - 2+ Cracks > 1/4 IN Wide length > 2FT 3. Cross Slope #4 - Slope > 4% #5 - Slope > 6%

Brandenburg Sport Court Rehabilitation (1029-2020) November 1, 2021 Project Manager: Mitch O’Connor Funding Source: GL: 101-265-975-000 Phase: Substantially Complete Estimated Project Budget: $250,000.00 Project Cost to Date: $186,630.99 Completion Date: June 2021 Project Details This project resurfaced the existing basketball and tennis court and replaced the auxiliary court with three pickleball courts. Project Status Asphalt Specialist Inc. have completed construction and courts are striped and open for use. The courts have developed rust spots from trace iron in the bituminous mix. The Contractor and Township will resolve in Spring 2022. Change Orders Change Order No. 1: Change from replacement of existing fence to new black vinyl chain link fence. Change Order No. 2: Additional surfacing material & addition of 1 fence post.
