We have now entered into the final stretch of the countdown to the opening day of the XXIII
Central American and Caribbean Games based in Barranquilla, which have become the great
sporting event of 2018 in Colombia and throughout Central America and the Caribbean
islands.
Being the director of the Games is an honor and, at the same time, a great responsibility.
Since appointed director, I and my entire work group have focused on organization, logis-
tics, technical supervision, volunteering, communications, food, transportation, lodging,
image, opening ceremony and closing ceremony, among others, in order to reach a level of
excellence that would make us be recognized as the organizers of the best games in the
history of CACSO. For everything that they embody, we have no doubt that these will be the
most important competitive athletic games in the history of Colombia. Never before, not
even with the 1971 Pan American Games in Cali, has our country seen as many athletes in
action as those that will be received next year in Barranquilla, with a record figure of 5,854.
Hosting the XXIII Central American and Caribbean Games gives Barranquilla an unbeatable
opportunity to show the country and the world its rapid evolution in recent years. The great-
est legacy that will remain from this competition, before our eyes, are the scenarios and the
growth of our athletes. The opening ceremony, on July 19, 2018, will not be the most expen-
sive or ostentatious in history, but we are sure that it will represent the beauty and creativity
of the city, filling Colombians with pride. To our residents, all “Barranquilleros”, we say that
they will be essential for these games and we know they will be great hosts, as they have
been in every other opportunity. We ask each one to be a guide for those visiting us. And also
to feel and embrace these Games that for the first time in history our country is aiming to
win; if so, Barranquilla would prove to be Home not only of the Colombian National Soccer
Team, but also of Colombian Olympic Sports.

MANUFACTURER’S REGISTERED
TRADEMARKS
Manufacturer’s Registered Trademark (MRT) is defined as the display of the name, logo or other element, pictorial
or not, that identifies the manufacturer in any piece of clothing such as uniforms, sports shoes, accessories or
sports equipment.
The basic principles defined by the Organizing Committee of the XXIII Central American and Caribbean Games
Barranquilla 2018 for the presence of Manufacturer’s Registered Trademarks of are the following:
• Only one (1) single Manufacturer’s Registered Trademark is allowed per item, respecting the specific sizes
stipulated in this Manual.
• No third party name, logo, graphic element or color scheme (including Sponsors, International and National
Federations and/or any other) may appear on any piece of clothing, accessory or sports equipment except for the
applications specified in this Manual.
• No symbol, logo or trademark, in addition to those belonging to the manufacturer, may appear in any piece of
clothing, or sports equipment except for the applications specified in this Manual.
• Manufacturer’s Trademarks of non-sports products are strictly prohibited in any piece, except when previously
approved by the Organizing Committee. The rules mentioned apply to all pieces of clothing, accessories and sports
equipment. Therefore, they must be applied and followed by all the NOCs, IFs, athletes, officials and participants

The Manual provides examples for illustrative, but not limiting purposes. These guidelines may be altered eventually
by the Organizing Committee.

MEASUREMENT OF MRT
(Manufacturer’s Registered Trademarks)
Manufacturer’s Registered Trademarks can be classified according to the following categories:
• Symbol or image of the manufacturer
• Logo or name of the manufacturer
• Combination of the logo and symbol of the manufacturer.
In order to standardize the exposure of Manufacturer’s Registered Trademarks, the Organizing Committee uses
the following measurement criteria:
Regular Shapes
When the Manufacturer’s Registered Trademark is only a name, it should be measured by making a rectangular
or square outline around it and use the following mathematical rule to calculate the surface area of the figure: 7

Irregular Shapes
If the Manufacturer’s Registered Trademark is an irregular figure, it should be measured by making a rectangular or
square outline around it and use the following mathematical rule to calculate the surface area of the figure:

around the set and use the following mathematical rule to calculate the area:

3. APPLICATION OF MANUFACTURER’S
REGISTERED TRADEMARKS
(Apparel)
This category includes all articles of sports apparel (uniforms and footwear) that will be used by athletes, judges,
8 officials and accredited participants within the facilities and competition areas of the XXIII Central American and
Caribbean Games Barranquilla 2018.
Only one (1) Manufacturer’s Registered Trademark per piece of clothing will be allowed, with a maximum size of
20 cm2 (twenty square centimeters). This rule applies, without exception, to all pieces of clothing.
The pieces of sports apparel can be classified according to the categories:
UNIFORMS
This category includes all kinds of sports apparel items that will be used during training and competitions.
Competition apparel is subject to additional regulations specific to the IFs for the respective sports.
In order to comply with the maximum measures established for trademarks, some pieces, for example, those
made with elastic materials, must consider the extent to which the trademark in use will be displayed, i.e., once
the garment has been stretched over the athlete’s body
In the case of one-piece uniforms (in training and competitions), the Manufacturer’s Registered Trademark will
be allowed to appear in a size not greater than 20 cm2 (twenty square centimeters), on up to two places of the
garment, as long as they do not appear near each other. A viable example will be to consider one to appear
above the waist and another below it.

This category includes all sports apparel pieces used by athletes, judges, officials and accredited participants in
Ceremonies (Opening, Closing and Awards).
In consideration of the NOCs, the display of one (1) local sponsor will be permitted on the official uniforms during
the XXIII Central American and Caribbean Games Barranquilla 2018.
The display of the local NOC sponsor will be allowed only in official uniforms, excluding any other formal or
informal apparel, accessories and sports equipment. Only one (1) sponsor in the upper part of the uniform of the
athlete, official or accredited person, with a maximum size of 60 cm2 (sixty square centimeters) when worn shall
be visible. The sponsor must not be located adjacent to any of the symbols of the Games.
The Organizing Committee requires that the NOCs send images or samples of the official uniform of the delegation
before being produced. The official uniform as well as the competition uniforms of the NOCs, including the
application of all registered trademarks (commercial and non-commercial), must be approved by the Organizing
Committee and by CACSO. Additionally, the approval of the Organizing Committee is necessary for the use and
application of emblems and logos of the Games.
There are special considerations for the visibility of local NOC sponsors. For further details, see the “Restrictions
for the Visibility of NOC Sponsors” found on page 24 of this manual.
The MRT (Manufacturer’s Registered Trademarks) in this example are used for illustrative purposes; they do
not restrict the use of any other MRT.

This category includes any other additional sports clothing item used by athletes, judges, officials and accredited
participants within the facilities and competition areas of the XXIII Central American and Caribbean Games
Barranquilla 2018, such as jackets, warm-up apparel and coats, among others.
Only one (1) Manufacturer’s Registered Trademark is allowed, applied once (1), considering the maximum size
specification of the trademark: 20 cm2 (twenty square centimeters) per item.
The MRT (Manufacturer’s Registered Trademarks) in this example are used for illustrative purposes; they do
not restrict the use of any other MRT.

This category includes all sport footwear used by athletes, judges, officials and accredited participants within the
facilities and competition areas of the XXIII Central American and Caribbean Games Barranquilla 2018.
Manufacturer design models are allowed provided the size of the applied trademark is not greater than 6 cm2
(six square centimeters). Incorporating the manufacturer’s registered trademark as part of a design pattern of the
sport footwear is allowed.
The MRT (Manufacturer’s Registered Trademarks) in this example are used for illustrative purposes; they do
not restrict the use of any other MRT.

SPORTS EQUIPMENT
This classification includes the personal and own equipment of each sport discipline, used by the athletes that
participate in the XXIII Central American and Caribbean Games Barranquilla 2018 and that conform to the
technical requirements of the FIs.
They can be considered “work” equipment, i.e., those without which the athletes cannot attend the competitions,
such as rackets, helmets, caps, bicycles, canoes, among others.
Only one (1) Manufacturer’s Registered Trademark, applied one (1) time, in any preferred area is permitted, provided
that it does not exceed 10% (ten percent) of the surface area of the article and is not greater 60 cm2 (sixty square
centimeters).
Some exceptions may arise in the application criteria of the trademark. For further details, see the “Exceptions to
the General Regulations” for equipment and apparel per sport that can be found on page 24 of this Manual.
The MRT (Manufacturer’s Registered Trademarks) in this example are used for illustrative purposes; they do
not restrict the use of any other MRT.

ACCESSORIES
Includes all items of an accessory nature used by athletes, judges, officials and accredited participants within
the facilities and areas of competition of the XXIII Central American and Caribbean Games Barranquilla 2018 are
included. Without limitation, examples include: goggles, caps, towels, suitcases, among others.
Additionally, all personal items (items not distributed by the NOC) loaded, worn or used by athletes, judges,
officials and accredited participants of the Central American and Caribbean Games Barranquilla 2018 are subject
to the application of these guidelines, with no exceptions.
The use of only one (1) Manufacturer’s Registered Trademark is allowed, applied only (1) once, on the preferred
area, in a maximum size of 6 cm2 (six square centimeters). The use of accessories for advertising purposes is
prohibited.
MRT displayed on athletes’ bodies are prohibited, such as: tattoos, haircuts, body implants, among others.
Products used by athletes, which are not mandatory for competition, cannot contain manufacturer’s trademarks,

NATIONAL, CENTRAL AMERICAN
AND CARIBBEAN IDENTITY
The NOCs are invited to use, whenever possible, their respective national identity in all the apparel, uniforms,
equipment and sporting accessories of the XXIII Central American and Caribbean Games Barranquilla 2018. This
can only be done through the use of:
• Official national colors
• The country’s official name and/or acronym
• Official national flag
• Official NOC emblem

Composition: Emblem
The emblem of the XXIII Central American and Caribbean Games Barranquilla 2018 is composed of two
mandatory elements: symbol and logo.
The name of the edition of the event, both in Spanish and English, is an optional element. The emblem as well
as the symbol and the logo are registered trademarks before the corresponding authorities under Colombian
and international laws.

• Can be used in a composition with the emblem of the NOC, leaving a visible space or a thin line between
them.
• Cannot visibly associate with any Manufacturer’s Registered Trademark.
• Must include the Registered Trademark symbol: ®

NOCs may promote among their national delegations the use of uniforms with Central American and Caribbean
identity, taking into account the following considerations:
Without exception whatsoever, all image and identity material must be provided by the Organizing Committee.
The specifications for the correct use of the trademark Barranquilla 2018® can be found in the “Visual Identity
Manual of the XXIII Central American and Caribbean Games Barranquilla 2018” prepared by the Organizing
Committee. The trademark Barranquilla 2018®:
Cannot be used for commercial purposes, including, but not limited to, licensed or replicated products. It must be
clearly separated from the Manufacturer’s Registered Trademark, the NOC emblem and third-party trademarks.
Can be used only once in each piece of clothing.
Cannot be used in competitive equipment, accessories, shoes and apparel.
6. SUMMARY
All parties involved in the design, production and use of uniforms, footwear, accessories and sports equipment
20 should carefully read this Manual. For further information, contact the Organizing Committee, a contact directory
has been included at the end of this document.
The Organizing Committee and the IFs will work together during the XXIII Central American and Caribbean
Games Barranquilla 2018 to implement and apply the principles and specifications of this Manual.
Each NOC will be responsible for making sure that all items worn or used by the members of its delegation
comply with the principles of this Manual.
In order to respect the rights and establish a fair criterion among the NOCs, IFs and manufacturers of sports
materials, any Manufacturer’s Registered Trademark that violates the rules of this Manual will be removed or
covered in accordance with the instructions provided by the representatives of the Organizing Committee or IFs
to the athlete or team official.
Any violation of the guidelines in this Manual may lead to the disqualification of the athlete or official in question,
as well as other possible sanctions against the athlete, NOC, sponsor or manufacturer, in accordance with the
decision of the Executive Committee of the Organizing Committee or the respective technical standards of the
sport.

7.1 General Guidelines
7.1.1 Manufacturer’s Trademarks and Third-Party Trademarks
• The Manufacturer’s Registered Trademark may only appear once in each piece of sports apparel in accordance
with the specifications contained in these guidelines.
• No registered trademark or commercial graphic element, in addition to those of the manufacturer, may appear
in any apparel, accessory or sports equipment except for the applications specified in this Manual.
• No name, logo, corporate design or color scheme of third parties (including Sponsors) may appear in any
apparel, accessory or sports equipment, except for the applications specified in this Manual.

• If the registered trademark belongs to a non-sporting product, it will not be allowed, except upon prior approval
of the Organizing Committee.
7.1.2 National and NOC Colors/Emblems
The NOCs can, where possible, use the colors, national emblems and relevant marks in all uniforms, to increase
the visibility of the athletes’ national identity, while contributing to the good development of the organization of
the XXIII Central American and Caribbean Games Barranquilla 2018.
7.1.3 Responsibility for Compliance with the Manual
• The NOCs will be responsible for ensuring that all items used or transported by the members of their delegation
are in compliance with the regulations contained in this Manual.
• The IFs, with the support of the Organizing Committee team, will implement a system to monitor and ensure
compliance with these guidelines in all items used, worn or transported by the athletes, judges, officials and
accredited participants of the XXIII Central American and Caribbean Games Barranquilla 2018, in their respective
sports.
MANUAL PROTECCIÓN DE MARCA7.1.4 Action in Case of Violation of the Manual
• Any application that violates the rules of this Manual for a particular item may be removed or covered in
accordance with the instructions provided by the representatives of the Organizing Committee, IFs or team
officer.
• Any violation of these guidelines may lead to the disqualification of the athlete or official in question, as well as
other possible sanctions against the athlete, NOC, sponsor or manufacturer, in accordance with the decision of
the CACSO Executive Committee and/or Organizing Committee, when necessary, as well as with the respective
technical standards of the sport.
7.2 Sports Equipment
7.2.1 Definition of the Category “Sports Equipment”
This category includes the personal and specific equipment of each sport, provided and used by athletes within the
facilities and competition areas of the XXIII Central American and Caribbean Games Barranquilla 2018. Examples
of sports equipment are helmets, rackets, gloves, bicycles and boats, among others.
7.2.2 General Regulations
One (1) Manufacturer’s Registered Trademark per item is allowed, not occupying more than 10% (ten percent) of
the surface area of the item, in a maximum size of 20 cm2 (twenty square centimeters).

7.2.3 Exceptions to the General Regulations
The following exceptions are permitted, in accordance with the technical requirements of the respective IFs:

Three manufacturer’s trademarks on the bat with
Baseball and Softball Bat 1200 distance. Maximum, 28 cm long and 6.5 cm
high.
Two manufacturer’s registered trademarks are
permitted on the body of the bicycle. There can
be an application on each side of the body as
Cycling (all disciplines) Bicycles commercially available, two years before the
Olympic Games, and as allowed in the UCI and
ITU World Championships, World Cups and main
races.
The exception to the rule can be accepted as
commercially available, two years before the
Triathlon Wheels
Olympic Games, and as allowed in the UCI and ITU
World Championships, World Cups and main races.
The identification of the manufacturer’s registered
Archery Bows trademark can be displayed on each part and on both
sides of the bow, on the handle and on the stabilizer.

Athletes cannot carry any equipment to the areas for award ceremonies or press interviews, with the exception
of the mixed area, if used as an access area for the competition area. Sports equipment carried to or through the
mixed area can never be deliberately or excessively promoting anything commercially.
7.3 Apparel
7.3.1 Definition of the Category “Apparel”
This category includes clothing items (uniform and sport footwear) worn by athletes and other accredited
participants in the competition and non-competition sites of the XXIII Central American and Caribbean Games
Barranquilla 2018.
7.3.2 General Regulations
One (1) Manufacturer’s Registered Trademark is permitted per piece of clothing, in a maximum size of 20 cm2
(twenty square centimeters).
7.3.3 Exceptions to the General Regulations
• Official Uniforms: In consideration of the NOCs, the display of one (1) local sponsor will be permitted on the
official uniforms during the XXIII Central American and Caribbean Games Barranquilla 2018. The display of the
local NOC sponsor will be permitted only in official uniforms, excluding any other formal or informal apparel,

accessories and sports equipment. Only one (1) sponsor in the upper part of the uniform of the athlete, official
or accredited person, with a maximum size of 60 cm2 (sixty square centimeters) when worn shall be visible. The
sponsor must not be located adjacent to any of the symbols of the Games.
• One-Piece Uniforms: In the case of one-piece uniforms (in training and competitions), the
Manufacturer’s Registered Trademark will be allowed to appear in a size not greater than 20 cm2
(twenty square centimeters), on up to two places of the garment, as long as they do not appear near
each other. A viable example will be to consider one to appear above the waist and another below it.
7.3.4 Restrictions for the Visibility of Local NOC Sponsors
Local NOC sponsors whose business is related to alcoholic beverages, tobacco and other drugs may not have
visibility in official uniforms. In addition, local sponsors that represent a direct commercial competition for the
official sponsors of the Organizing Committee may not have visibility either.
As a general rule, NOC sponsors (except the sponsors of the Organizing Committee) will not be entitled to
exercise their sponsorship rights in Colombia. This means that, in Colombia, they will not be able to:
• Use the trademarks of the NOCs or refer to them or to the Games in advertising.
• Distribute brochures, flyers, gifts or any other promotional material that refers in any way to the Games, NOCs or
teams.
• Show any branded items on or near sports venues (including villas) or in public places (including encouraging team
members or sponsor staff to wear clothing with the sponsor’s trademark).
• The NOCs should also inform their sponsors of the existence of special laws in Colombia that
