History and background of trade facilitation– Some Key dates
1986 Establishment of the National Commission of simplification of the procedures of foreign trade as part of trade
liberalization of Morrocan foreign trade and accession to the GATT agreement.
Standardization of the document s of import and export in line with the standards of UN/CEFACT.
1995 DUM/Advanced registration of import.
The Moroccan government started a big reform of the port sector in order to improve the productivity and
2000 competitiveness of the Moroccan ports;
At the same level, Morocco started a parallel reform of reengineering and simplification of trade procedures to
improve the business environment.
Realise of the first National Plan of Simplification of procedures:
2006 -the first comprehensive and detailed map of the procedures;
-Single window as an electronic platform for the exchange of electronic document.

2007 Congestion in the port of Casablanca shows the emergency of the implementation of the single window.
Establishment and operating a Single Window for Port community procedures through electronic exchange .
PortNet started with dematerialization of:
2011 - Vessel arrival ;
- Berth request;
-Manifest.
2015 From port procedures Single Window to trade procedures Single Window : Extension the services of portNet to
cover other formalities outside the Port.
2017 Up date of the National Plan of Simplification of the procedures (14 trade facilitation projects were recommended by this
plan) with the target to digitalize all the trade procedures and documents by 2021.

▪ Special & Dangerous Cargo Declaration;
▪ Customs Manifests, Import and Export Advance Lists for Containers
▪ Berth requests;
▪ Information Relating to Customs declaration, Container Inspection
▪ Procedures with respect to technical regulation control (certificate of conformity);
▪ Coordination of appointments of control visits;
▪ Container Gate in/out information;
▪ Container Release;
▪ Advance registration of import and export commitment( including license when it necessery);
▪ Control procedures and exchange of certificate of control;
▪ VGM (Verified gross mass),..

interconnection of all stakeholders around the electronic national single window of

The implementation of PortNet is the fruit of years of hard work of the foreign trade
community stakeholders puting the competitivity of importers and exporters at the
center of interest of the administration, public and private service providers.

Morocco improved its Doing Businness 2017 ranking of 7
places from 75th to 68th place. This result was largely
achieved thanks to the improved ranking in the "Cross-
Border Trade" indicator where Morocco was able to gain
39 points from 101st to 63rd place.

1. Place the opérator at the heart of the process and align the
governance of the SW project to the interests of the real
Customer and not only the interests of some comunities or
stakeholders;
2. Continuous quick Wins & concrete results with a performance
evaluation are important to sustain the interest and the
commitment of all the stakeholders;
3. Inclusive cooperation between the private and the private
sectors is essential( National commission of trade facilitation);
4. The support of the single window and its good will
are conditioned by its operational efficiency and safety
because it is the only way to sustain the commitment and to
generate trust;
5. SW is a vital national infrastracture that have to be safe, efficient
and should have an important scalable capacity and
performance.
10Main results of dematerialization
➢ Increase transparency and eliminate discrimination;
➢ Improve the business climate;
➢ Reduce the cost and time of foreign trade transaction;
➢ Construct a comprehensive and detailed database on trade
transactions that can be used to elaborate analysis to support
policy making.
Future challenges
➢ Implementation of the new National Plan of Simplification of the
procedures:
-PortNet to cover All procedures;
- Dégitalize All procedures and documents;
-Total dematerialization of All foreign trade documents by 2021;
➢ Interoperability with Single Window of the main partner countries;
➢ Mutual recognition of trade electronic documents with partner
countries.
