2.0      CONDITION OF THE LAND AT PERMIT ISSUE
2.1      Introduction
A Site Condition Report (SCR) is required for any facility regulated under the
Environmental Permitting Regulations where there may be a significant risk to land or
groundwater.

This document describes and records the condition of the soil and groundwater
beneath the site prior to commencement of the permitted activity, and is intended to
satisfy the requirement of the application part of the SCR to accompany the
environmental permit application.

This SCR will require updating during the lifetime of the permit and           further details
will need to be added to enable permit surrender at a later date,              including the
condition of the land and groundwater at the time of permit surrender.         If the soil and
groundwater are not in a satisfactory state, the application to                surrender the
environmental permit may not be accepted without remedial works.

This part of the Site Condition Report provides a point of reference (or ‘baseline’) at
the start of the permitted operations, so that when surrender of the permit is to be
undertaken a decision regarding whether any additional contamination of the site
during the operation of the permit has occurred, and to ensure that the condition of the
land and groundwater are in a “satisfactory state” when an application to surrender the
permit has been made.

The site has an existing permit for part of the site, and this report is intended to
support the application for a permit to cover the entire site area.

2.2      Site Description Prior To Commencement Of Permitted Activity
The site comprises an irregular shaped area of land, of approximately 0.6 hectares. It
is situated within an industrial area of Burton-on-Trent (see Site Location Plan 1). The
site is located at the end of Glensyl Way and is accessed via Wharf Road and The
Maltings. The rear of the site backs onto Coor’s brewery and other adjacent/local
businesses include car repairs, an auto shop, engineering and casting repairs. An
Arriva depot/bus wash and a coffee shop plus a granite workshop are located at the
junction of Wharf Road and The Maltings.

Photographs of the site are presented in Appendix 1.

The site currently operates as a waste sorting and recycling facility. The site layout is
shown on the Exploratory Hole Location drawing (588/001) and identifies a number
of structures along the south eastern boundary, used for sorting general waste, sorting
plastics and sorting paper waste. Both construction and domestic waste are accepted
at the site; however deliveries are checked on arrival and any hazardous waste is
rejected and returned. Waste is initially sorted, then cardboard, paper and plastics are
baled and despatched for recycling. Brick and rubble are re-used for road stone.

The site has two office buildings; one is a two storey portacabin, which is located
alongside the site weighbridge (photos 7-11). The second is a brick building located
immediately to the left of the site entrance (photos 14 and 15).

A sub-station is located within the east of the site and an above ground bunded diesel
fuel tank to the rear of the site office, as identified on Drawing 588/001.

The site surface is covered with concrete and is relatively level, with the entrance area
being around 44.7m AOD, rising to 44.9m AOD towards the rear (west) of the site
(adjacent to Coor’s) and around the area proposed for the new building.

The site is approximately 350 metres west from the River Trent, which flows from the
south towards the north past the site.

The site owners intend to erect a new building at the western end of the site that backs
onto the brewery. The building is intended for use for shredding of currently non-
recyclable waste and will be constructed adjacent to the existing concrete boundary
wall (photos 4 and 6)

2.3      Site Drainage
As shown on Drawing 588/001 the storm water is collected in two gullies and directed
towards a sealed interceptor in the west of the site. The site surface water drainage is
self contained and the interceptor emptied periodically by tanker.

There is another gully in the west of the site, and an ACO drain present in the east in
front of the general waste sorting building, but drainage connections to these features
have not been proven as part of this exercise.

2.4      Site Environmental Setting
East Staffordshire Borough Council was commissioned to prepare an Environmental
Information Report on the site, based on the records they hold for the area. A copy of
the report is presented in Appendix 2.

The Local Authority report forms the basis for the consideration of the environmental
setting and sensitivity, and in relation to the potential for contamination from current
and historical activity on and surrounding the site to have impacted beneath the site.

2.4.1   Geology
The published geological information shows the site to be underlain by sand and
gravel deposits (Holme Pierrepont Sand and Gravel Member), overlying mudstone
belonging to the Mercia Mudstone Group. Alluvium associated with the River Trent
is shown to the east of the site.

Made Ground is also shown to be present on the site and surrounding area.

2.4.2    Hydrogeology
The superficial deposits and bedrock beneath the site are classified as a Secondary ‘A’
aquifer comprising permeable layers capable of supporting water supplies at a local
rather than strategic scale, and in some cases forming an important source of base
flow to rivers. These are generally aquifers formerly classified as minor aquifers.

The site is located within a groundwater abstraction source protection zone ‘SPZ’ 2,
defined by a 400 day travel time from a point below the water table. This zone now
has a minimum radius of 250 or 500 metres around the source, depending on the size
of the abstraction.

Bass Brewers Limited has three recorded licensed abstractions to the east of the site
for process water, evaporative cooling and spray irrigation. It is anticipated that these
would be taken from depth below the Mercia Mudstone from the Permian Sandstone
aquifer.

2.4.3    Surface Water
The River Trent is located approximately 350m to the east of the site, flowing from
the south to north. There are no known surface water courses adjacent to the site or
beneath the site.

2.4.4  Landfills and Other Waste Sites
The Local Authority has no record of landfills within 250m of the site.

2.5      Pollution Incidents
The Environment Agency records show no pollution incidents associated with the site
or adjacent to the site. The nearest recorded incident is shown 750m south west of the
site, and was a major incident on the railway resulting in loss of oil and fuel in May
2005.

2.6      Historical Land Uses & Associated Sources of Potential Contamination
The Local Authority report includes a search of the historical maps for potentially
contaminated sites, on and within 250m of the site. The results are presented in the
report with Appendix 2.

In summary, the site previous and current use place it within a ‘medium risk’ area
usage, bordered by medium and very low risk areas.

The earliest historical OS plans from the late 19th Century show that the site was
occupied by a railway junction, with Malt Houses shown to the north east.

Little change occurred until the railway junction was abandoned, leaving the site as
undeveloped for many decades until sometime between the late 1970’s and late
1980’s when the industrial estate was constructed and the site forms part of the
industrial estate.

Railway engineering works and engine sheds are recorded to the south and south west
of the site, but not on site.

The site was the location of a railway junction historically and it would be envisaged
that such use would result in the presence of boiler ashes often used beneath the rail
ballast, which tends to become oily and greasy over time due to the rolling stock and
maintenance of the points.

Such contamination would tend to include predominantly toxic and phytotoxic heavy
metals, mineral oil, and polycyclic aromatic hydrocarbons.

Post redevelopment as an industrial estate with corresponding hard cover by floor
slabs and pavement would be expected to have protected the ground from surface
contamination to some degree.

The on-site fuel tank is also a potential source of diesel contamination.

The non-hazardous nature of the materials brought onto site, combined with the
drained hardcover suggests that contamination of the ground associated with the
current use will be unlikely.

2.7      Intrusive Ground Investigation Works

2.7.1    Introduction
Peak Associates have undertaken an intrusive ground investigation to satisfy the
requirement for the Site Condition Report to provide a baseline for the ground
conditions beneath the site prior to commencement of the permitted activity.

2.7.2    Scope Of Investigation
The investigation comprised essentially the drilling of 6 No. windowless sample
boreholes using a small tracked percussive rig on the 18th July 2013. The works were
supervised by staff from Peak Associates Environmental Consultants Limited.

The following schedule of exploratory holes explains the purpose of each exploratory
borehole:

Drawing 588/002 shows the locations of the exploratory holes. The borehole logs are
presented in Appendix 3.

The concrete surfacing was cored through at the locations of all boreholes.

Soil samples were stored in amber glass jars and plastic tubs supplied by the
laboratory, and placed in cooler boxes with ice packs. All samples were collected by
courier at the end of the day and delivered to the laboratory of QTS Environmental
Limited in Kent the following morning.

Particular care was taken to ensure sampling tools were cleaned between sampling
positions to minimise the potential for cross contamination.

On completion of the boreholes a 50mm diameter slotted standpipe was inserted to
the base with pea gravel surround to within 1.0m of the underside of the surfacing. A
bentonite plug was used to prevent surface water ingress into the standpipe. A rubber
bung was inserted into the standpipe and a flush fitting steel cover used to protect the
installation.

A return visit to site was undertaken on 25th July 2013, to take groundwater samples
after purging the standpipes to remove three times the volume of water stored within
the standpipe (with the exception of WS2). The samples were stored in amber glass
jars and vials and placed in cooler boxes with ice packs to await collection at the end
of the day by courier for delivery to the laboratory of QTS, Kent.

2.7.3        Strata Encountered
Made Ground

The concrete is 210mm to 280mm thick above granular made ground extending to
depths of between 0.6m and 2.30m below ground level.

The made ground comprises predominantly black gravel sized material including
brick, concrete and clinker/ash, and locally including whole bricks.

Natural Soils

The natural deposits encountered beneath the made ground include locally beds of
clay, varying in thickness, where proven from 100mm to 500mm including very soft
gravely clay, soft clay/silt, soft to firm gravely clay, and soft to firm sandy clay. The
clay was not encountered in boreholes WS3 or WS5.

All borehole encountered red coarse sand and gravel of quartzite, with occasional
cobbles, below the made ground and/or clay beds, at depths of between 1.20m to
2.40m bgl, proven to the base of the investigation at depths of between 3.0m and 4.0m
below ground level.

2.7.4    Groundwater Observations
Groundwater was observed whilst drilling in all 6 exploratory holes from depths of
between 1.7m and 2.0m bgl in the granular fill or the sand and gravel deposits.

2.7.5    Visual and Olfactory Evidence Of Hydrocarbon Contamination
There was an odour of diesel in the soils recovered from WS1 from 0.41m to 2.30m
bgl through the made ground, the thin clay layer and impacting the upper part of the
sand and gravel deposits.

In WS2, at a depth of 0.25m, the gravel appeared to be coated in green paint having a
hydrocarbon odour (i.e. an ‘oil’ based paint).

Samples of the impacted soils from both boreholes were subject to analysis for
hydrocarbons.

2.7.6    Groundwater Level Monitoring Visits
A return visit was made on 25th July to take groundwater samples from the standpipes
using low flow techniques (peristaltic pumping).

The groundwater levels were measured as follows:

WS1:    1.71m bgl
WS2:    2.00m blg
WS3:    1.88m bgl
WS4:    1.58m bgl
WS5:    1.77m bgl
WS6:    1.62m bgl

2.7.7    Laboratory Chemical Testing
The chemical testing suite adopted was based on the known use of the site as railway
land with engineering works to the south and south west, and the presence of
hydrocarbon odours in the soils locally associated with the diesel fuel storage tank
near to borehole WS1 and the ‘green paint’ occurrence in WS2.

On this basis, the following suite of tests was adopted:

Soils: pH, toxic heavy metals, polycylic aromatic hydrocarbons (contained within
fuels), petroleum hydrocarbons (banded and speciated).

Groundwaters: pH, petroleum hydrocarbons (speciated) including ‘BTEX’ (benzene,
toluene, ethyl benzene and xylenes), glycols and volatile organic compounds (VOC’s,
in case solvents are used to remove oil and grease).

The laboratory chemical test result certificates are presented in Appendix 4.

2.7.8    Soil Test Results
In order to provide an indication of the current degree of contamination present
beneath the site at present, prior to commencement of the permitted operation, the test
results have been compared against the typical available Tier 1 Generic Assessment
Criteria or ‘screening values’ (refer to Appendix 5) typically used to identify
contaminants that may potentially present a risk to the current users of the site, or
controlled waters. The Tier 1 Generic Assessment Criteria (GAC) for an industrial or
commercial use is considered appropriate for the purposes of the assessment: -

The individual Polycyclic Aromatic Hydrocarbon (PAH) compounds are all below the
GAC for industrial/commercial use, and are also below the residential use

Two samples from borehole WS1, located adjacent to the fuel tank, were subject to
banded petroleum hydrocarbon analysis. The sample from a depth of 1.70m to 2.00m
returned a total concentration of 299 mg/kg with the majority of the results within the
(DRO) diesel range organic hydrocarbon range.

The sample below in WS1 taken from a depth of 2.00m to 2.20m contained

down the river valley of the River Trent which is over 350m to the east at its closest
with more industrial land between the site and the river which presents a higher risk to
groundwater quality due to past uses including a gas works.

However, in order to protect the ground beneath the site from impact associated with
the permitted activity, it is recommended that the quality of the site surface is
maintained to provide a continuous, drained hard surfaced working area and any
spillages are drained to the interceptor and prevented from seeping into the ground.

The re-fuelling activities associated with the diesel fuel bund appear to have caused
localised impact to the ground, and it is recommended that the concrete is inspected to
ensure that leaks and spills are not able to enter the ground through cracks or at the
edge of the slab, and consideration be given to constructing a perimeter drain around
an area of improved surfacing to catch spills and direct them to the interceptor.
