The following Sports will be conducted on a State basis and coordinated by an Association Contact.
Rugby Boys & Girls
The rules for all Knockouts within the Association will be based on the rules for that Sport as outlined in the CHS
Handbook.
Please note that ALL games MUST BE PLAYED BY THE PLAY-BY DATE as NSWCHSSA Final 16 dates are
already set. Extensions of time will only be granted in exceptional circumstances. Requests for extensions of time
should only be made after the schools concerned have discussed the issue.
*Exceptional circumstances when dealing with knockouts refers to circumstances where no fault of a school(s) or a
teacher(s) is established and the rules have been applied correctly. Exceptional circumstances are the conditions
required to grant additional powers to the convener so as to alleviate, or mitigate, unforeseen or unconventional
hardship. Exceptional circumstances may include, but are not restricted to, extreme weather conditions and issues with
the venue or transport.
The WINNING SCHOOL must FAX DETAILS of the results within 2 DAYS following completing of the match to the
Convener concerned. Please use the form attached in this booklet.
There is no casual relief entitlement for any knockout match.

2KNOCKOUT INFORMATION
Information regarding the entry of teams from Multi Campus Colleges and Collegiates in Statewide inter school sporting
competitions (Knockout Competitions) conducted by the NSWCHSSA.
Where Multi Campus Colleges and Collegiates enter teams either as a college or as separate campuses, these
teams are to remain the same for the duration of the competition. Once the competition has commenced (ie
schools have played their first match) there is no interchange of players permitted between these teams.
School Principals are responsible for ensuring that these teams remain the same for the duration of the
competition and that there is no interchange of players under any circumstances.
Schools are also asked to note the following sections of the Combined High Schools Handbook regarding
Knockout Procedures.
2.15 KNOCKOUT CHAMPIONSHIPS:
(a) Closing date for entries will be the first Friday of November each year.
(b) Each school is responsible for its own travel, accommodation, managerial costs and arrangements.
(C) Runners-up and winners will receive a trophy/medal to record their achievement.
(d) Association Finalists Notification Procedure where the State Convener conducts the Draw
Schools reaching the Association final rounds must send team names and sporting details to the State Convener by the date set in the
calendar or in the Knockout Draw as the notification date for that sport, where the Association does not have an Association Convener and
the State Convener organises the Knockout Competition.
(e) Association Finalists Notification Procedure where the Association Convener conducts the Draw
Associations must notify teams to the State Convener for the final section of the Knockout Competitions by the notification date as
indicated on the draw or in the NSWCHSSA Calendar. Where the "home" Association fails to notify the State Convener by the due date,
the "away" Association shall automatically become the home team and assume all home school duties, with the exception of the
notification period which shall become:- give the visiting school three days notice, confirmed by fax, with a choice of three dates, or play
on a date mutually agreed upon. The offered dates, unless mutually agreed upon shall not be the "new" visiting schools sports day or on a
weekend. If both Associations drawn to play each other do not nominate schools or take up the option of home school within the specified
time period, the State Convener will decide a time, date and venue for the match to be played prior to the next round completion date. A
team which does not comply will automatically forfeit.
(f) That all Combined High Schools Knockouts determine home and away games by the following method.
(1) The first mentioned school on the draw is the home school in Round 1.
(2) The home school in other rounds shall be the school which has the least number of home games.
(3) Where the number of home and away games are equal in numbers:
- The first mentioned school in the draw shall become the home school in odd numbered rounds.
- The second mentioned school shall become the home school for even numbered rounds.
(4) In the event of a forfeit in a state knockout the draw as it appears on a home and away basis will remain unaltered and the forfeit will not
become a home match to the non forfeiting team.
(g) At the Association level knockout competitions may be conducted in a competition format deemed appropriate by the Sports Association.
5.2.5 DETERMINATION OF HOME AND AWAY GAMES:
All Combined High Schools knockout competitions determine home and away games by the following method
(unless specified under the particular knockout competition rules):
(a) The first mentioned school on the draw is the home school in round 1.
(b) The home school in other rounds shall be the school which has the least number of home games.
(c) Where the number of home and away games are equal:
(i) The first mentioned school in the draw shall become the home school in odd numbered rounds.
(ii) The second mentioned school shall become the home school for even numbered rounds.
(d) In the event of a forfeit in a state knockout the draw as it appears on a home and away basis will remain unaltered and the forfeit will not
become a home match to the non forfeiting team.
(e) In the case of the "home school" not satisfying home school duties with regard to the notification period, the "visiting team" shall
automatically become the home school. The visiting school in assuming home school duties, must satisfy all home school requirements
with the exception of the notification period which shall be:- give three school days notice, confirmed by fax, with a choice of three dates,
or play on a date mutually agreed upon. The offered dates, unless mutually agreed upon shall not be the "new" visiting schools sports day
or a weekend. In Knockout Rounds if both schools do not take up the option to be home school, the Association Convener or the state
Convener, where applicable, will decide a time, date and venue for the match to be played prior to the next round completion date.
35.2.6 FIXTURES:
(a) All fixtures shall be played at the earlier possible date.
(b) Each fixture must be played on, or before, the designated date set down in the draw. Failure to play the
fixture by the due date may result in disqualification.
(c) An extension of time can only be granted by the State Convener and only in exceptional circumstances.
(d) The duties of the "home school" shall be:
(i) Give the visiting school five school days notice, confirmed by fax, with a choice of three dates or
play on a date mutually agreed upon, except where the away school becomes the home school, due
to the original home school not being able to fulfil its home school responsibilities, the notification
shall become: Give the visiting school three days notice confirmed by fax/email with a choice of
three dates or play on a date mutually agreed upon. If a decision cannot be reached within the
allocated time on when to play the game between the two schools, then the coach of each school
team must inform their Principal within 24 hours. The home school principal is responsible for
contacting the away school principal within the next 24 hours to allow both principals to jointly
determine when the game shall be played.
(ii) The offered dates, unless mutually agreed upon, shall not be the visiting school's sports day or on a
week-end.
(iii) Provide accommodation/billets as required by the visiting school.
(iv) Make suitable social arrangements for hosting the visiting team, before, and after the match.
(v) Make all necessary arrangements for the conduct of the match as set out in the knockout
competition rules.
(vi) Provide suitable first aid equipment.
(vii) Make facilities available before, during and after the match.
(viii) A home school unable to comply with the "duties" of the home school may request the visiting
school to become the home school. (Original home and away status remains when determining
future rounds).
5.2.7 EXPENSES:
Each school is responsible for its own travel, accommodation and managerial costs and arrangements.
5.2.8 DISPUTES:
(a) A special Disputes Committee is elected at the February meeting annually to act on disputes arising out of
Combined High Schools knockout competitions. The committee is to contain the Convener of the sport
involved plus two named Vice-Presidents of the Combined High Schools.
(b) In cases of dispute over venue and time for knockout fixtures, the Convener will decide and a team which
does not comply automatically forfeits.
(c) The NSWCHSSA Executive Officer is empowered to act on the disputes committee in the absence of the
original members.
(d) Where a Knockout is conducted by the Association any disputes be referred to the Association Judiciary.
Once the Competition had entered the final rounds, either sixteen, ten or eight the Combined High Schools
disputes committee would arbitrate. If the knockout competition was organised by the Combined High
Schools Convener any disputes to be referred to the Combined High Schools disputes committee who shall
adjudicate and that decision will be final.
(e) Notice of intention to protest must be made, to the opposing team on the day of the match.
(f) Protest must be faxed, in writing, within two school days of the date of the match on the
DISPUTE/PROTEST FORM found in the NSWCHSSA Bulletin to the State Convener for the sport
concerned, the NSWCHSSA Executive Officer, and the other two members of the Disputes committee, with
a copy to the Principal of the opposing school.
(g) Protests must be signed by the Principal of the protesting school.
5.2.9 RESULTS:
Results must be telephoned, by the winning school, to either the State Convener or his/her designates or to the
Association Convener, as indicated on the draw, immediately following the match. A written confirmation is to be
forwarded within three school days. Failure to notify results may lead to the disqualification of the winning school.
Reporting of Serious Incidents
In 1998, to address incidences relating to violence in school sport, the New South Wales Combined High Schools
Sports Association developed a policy for “Minimising Violence in School Sport”. It is the intention of this policy to
enunciate some guidelines to assist schools and School Sports Administrators in addressing this problem. (Refer to the
NSWCHSSA Handbook: SECTION 4.7 POLICY FOR MINIMISING VIOLENCE IN SCHOOL SPORT). Could
you ensure that all members of your Knockout teams are aware of the contents of this policy. If your school is involved
in an incident of a serious nature please refer to the next page.

SPORTING COMPETITIONS
REPORTING OF SERIOUS INCIDENTS
In sporting competitions when an incident of a serious nature occurs, participating schools should immediately make the
following notifications.
- The "Serious Incident" report pro forma should be completed and e-mailed to the respective District
Superintendent/s.
- The Executive Officer or the State Association Executive Officer should be notified.
- All media enquiries should be directed to the Department of School Education, Media Unit Telephone: 02 9561

- The following reports should also be completed.
- A 'Sporting Competition Incident Report' available from Executive Officer or the State Association
Executive Officer:
- An initial report containing all available information should be forwarded as soon as possible after the
incident, or at the latest by 10.00 am the following day.
- A detailed report addressing all areas should be completed and returned by mail within 48 hours of the
incident. These reports should be completed by all teams involved.
Where appropriate the Referee/ Umpires Report should also be forwarded to the Executive Officer or the State Association
Executive Officer within 48 hours of the incident.
If any further information regarding the reporting of Serious Incidents is required, please contact either your Association
Executive Officer or the State Association Executive Officer. These contact numbers are contained in this Bulletin, on the
back cover.

RULES SUMMARY
Umpires will be provided. However, schools are encouraged to assist with officiating in
providing Goal Judges and Boundary Umpires where possible.
COST: $88 per team in each team in the competition for Monday, 25 June. This
subsidises a component of the costs for administration costs and First Aid. Schools will be
sent a Tax Invoice following the Central Venue Day.
FORMAT: Each team will participate in a series of Knockout matches. Teams have the
opportunity to play a maximum of 2 games on the day to determine the Sydney East
Champion.
TIMING: Rounds #3 and #4: All Round games in the Knockout Series on Monday, 25
June will be four quarters of 12 minutes, with five minute quarter time and half time breaks,
with no time off for injury or stoppages. All games will be centrally timed.
DRAWN GAMES
- In the event of draw, the team scoring the most goals will be declared the winner.
If goals are even, an extra time period of 5 minutes will be played.
All other rules as per NSWCHSSA Handbook
Following the Sydney East SSA Final 4 Series the winner of the Final will become the
Sydney East team to progress through to the NSWCHSSA Finals Series.

ranked teams in each Pool. The first placed team overall to be Sydney East 1, and the second placed
team to be Sydney East 2.

RULES SUMMARY (Rounds 3 & 4)
Two 20 minutes halves. Running clock stops only on Time Outs, except in the
last 3 minutes of the 2nd half where game will be fully timed.
No shot clock.
Bonus shots after 7 team fouls.
2 TO’s per team in the first half and 2 in the second half.
3 minutes half-time break.
Each school must provide one score table person.
All other rules as per FIBA.

All teams who have entered with the Sydney East SSA Knockout and wish to participate
need to register with the Convener by 8.30am (at the courts) on the morning of Tuesday, 29
May 2018. It is necessary for team members to sign on to register their school team.
On Tuesday, 29 May a Round Robin format will be created. Each school team will be placed
into one of four Pools. Each team is guaranteed at least three matches on the first day.
The draw will be made available to all teams soon after the registration process is completed.
The courts will be available from 8.30am – 9.00am for team warm ups.
The first Pool matches will commence at 9.00am sharp.
NO LATE ENTRIES WILL BE ACCEPTED
The venue is Illawarra Association Courts, Chapel St Rockdale. Phone: 9567-2307
It is recommended that each school bring a reserve (ie: 5 players) as it is possible to rotate
players between matches.
Singles rankings must be declared when registering the team on Friday, 11 May. These

RULES SUMMARY – Monday, 14 May 2018
Referees will be provided. However, schools are encouraged to assist with refereeing
where possible.
COST: $150 per team in each Boys’ and Girls’ KO competition for Monday, 14 May. This
subsidises a component of the costs for Referees and First Aid. Schools will be sent a Tax
Invoice following the Central Venue Day.
FORMAT: Each team will participate in a Round Robin series of matches, and will play 3
games on the day.
TIMING - Rounds #4 and #5: All Round Games in the Knockout Series will be 30
minutes, ‘Touch down turn around’. All fields will be centrally timed.
DRAWN GAMES
- All tries or touchdowns shall be worth one (1) point
- In the event of draw, the 'Dropoff' System will apply as follows:
- Game starts with 5 a side.
- Players dropoff every 2 minutes till 3 a side is left.
- Substitutions will be allowed.
- Sudden Death - the team scoring first is immediately declared the winner
providing both teams have had possession.
- The referee or timekeeper judges the time, and indicates when players are to
dropoff.
All other rules as per NSWCHSSA Handbook
The top 2 teams following the Sydney East SSA Final 4 Series will progress to the
NSWCHSSA Finals Series. In the event of 2 teams being equal in second place after the
Round Robin format, places 2 and 3 will be determined by countback, with the winner of
the game between the two individual schools in the Round Robin format being allocated
second place. If 3 teams are equal in first place, and the abovementioned process cannot
determine the placings, the top two teams will be determined by points for and against.
