City Manager of Vaudreuil-Dorion, Mr. Martin Houde, informed
the municipal council that he will be retiring in 2020 after a
career spanning more than 30 years in the municipal network.
After joining Vaudreuil-Dorion as Associate City Manager in
February 2010, Mr. Houde took on the role of City Manager in
July 2014.
At Mayor Guy Pilon’s request, Mr. Houde began a process
to review the City’s organizational structure and plan for
successors a few months ago. The municipal council accepted
Mr. Houde’s recommendation to appoint Mr. Olivier Van Neste,
currently serving as Director of the Land Use and Development
Department, to the position of City Manager, starting
December 2019. The position of Associate City Manager, for its
part, will be filled by Marco Pilon, FCPA, FCGA, OMA, Treasurer
and Director of Finance.
The reorganization will be carried out over several months,
giving current City Manager Mr. Martin Houde the opportunity
to support the incumbents in their new positions and, as such,
ensure a smooth transition. The organizational structure will
be endorsed by resolution in November 2019. Beginning on
this date, Mr. Houde will act as special advisor for transition

retirement in March 2020.
GRANTS FOR ORGANIZATIONS
On March 10, 2019, a special evening dedicated to awarding grants to Vaudreuil-Dorion’s community, social, cultural and sports
organizations was held. In all, $470,000 was awarded to organizations who contribute to the City’s vitality and outreach as well as

The City of Vaudreuil-Dorion received many accolades for its management of the flooding situation. The municipal administration
extends its appreciation to those who took the time to write messages of thanks to its employees. All of the messages have
been forwarded to the concerned departments
Employees from the Public Works Department and the Water Department as well as the City’s Municipal Patrol and the
firefighters were very active and involved in all of the affected neighbourhoods. There were also countless others who worked
behind the scenes: members of the Municipal Civil Security Organization, emergency measure assignment managers and call
centre operators, to name but a few. 2017 had clearly served as a good learning experience for all of us, but there was one
person who played an absolutely critical role throughout the entire process: the City’s Geomatics Specialist, Pierre Major.
THE MAN BEHIND THE CALCULATIONS
According to the Geomatics Department at Université Laval, geomatics combines the knowledge
and technologies required for producing and processing digital data pertaining to the territory,
its resources and any other object or phenomenon with a geographic position. This discipline
takes its name from “geo,” which means Earth, and “matics,” which means information—referring
to the automatic processing of geographic information.
Among other things, geomatics enables the monitoring of flooding risks in the spring. As waters
began to rise in 2017, Pierre Major diligently compiled results, studied the different levels of the
Lake of Two Mountains and evaluated their impact on neighbourhoods and infrastructures. This
enabled him to anticipate the placement and positioning of dykes based on different possible
scenarios. He closely monitored the situation and its effect on storm sewers. The successful
management of the flooding can therefore be attributed to Vaudreuil-Dorion’s Municipal Civil Security Organization, under the
management of Olivier Van Neste, to the devotion of the staff and to the professionalism and headstrong determination of an
employee that never ceased making countless calculations in order to ensure that the worst could be avoided. Thank you Pierre
Major!!
