4.   IMPORTANT MESSAGES FROM THE MANAGEMENT
     TEAM

     a.          Zone Champion Meetings.

                 Members of the community are welcome to attend
                 the Zone Champion meetings once a month that take
                 place on the date as indicated below. The next Zone
                 Champion meeting will take place on the 10th
                 September 2019 at 482 Joseph Bosman Street.

     b.          Controllers/Radio calls:

                 All controllers who are on duty during the day and
                 night please ensure sure that you update the incident
                 report when you are on duty. If you are not able to do
                 it please ask one of the other controllers to do it for
                 you.

     c.          From the camera team.

                 We have done a lot of work on the Silver place High
                 site in order to expand our system.

           i.        Added extra control box to accommodate more
                     antennas.

          ii.        Moved the NVR from Build it to the high site and
                     to reduce links connected to the NVR.

          iii.       Added UPS (Uninterruptable Power Supply) to
                     improve camera network availability and stability
                     during load shedding as well as power failures.
                 Cameras operational.

             i.      3x cameras at Onida/Fakkel Silverton.

         ii.   3 x cameras in Pretoria Road opposite FNB and
               Nando’s Silverton.

        iii.   2 x cameras Hartley/De Bruyn Weavind Park.
          Cameras not operational.

         i.    3 x cameras corner Pretoria/Van Wyk Street
               Silverton due to upgrades to Kentucky Fried
               Chicken at Kit Kat.
          Cameras working most of the time but with issues

         i.    5 x Cameras Corner Moreleta/Dykor. (We are of
               the opinion that there is a lot of new interference
               on our network links).

        Meeting with Tshwane Safety and security MEC

        We held a meeting with Karen Meyer the MMC for
        safety and security Tshwane. All of the Neighbourhood
        watch CPA’s discussed the possibility to link all
        cameras together in one joint operating centre (JOC).
        A building was identified for such a purpose. More
        meetings have been scheduled, and we hope not only
        join into a Joint Operating Centre, but be part of
        Tshwane fibre optic network.

9.      PATROLS, TOP HOTSPOTS & TRENDS

Once again we want to thank the handful of patrollers for their
patrols that they do for the Silverton and Weavind Park community.

As we all know the “Petty Crime” such as stealing gate motors,
dustbins, garden tools and manhole covers etc.
AIM Is to reduce the incidence of crime in our suburb and in so doing help to make Silverton a safer place in which to work and live.

Your visibility during patrols during the day and at night can be a
deterrent for the criminals.

An urgent request is extended to all patrollers to use magnetic
board signs, wearing their reflective jackets. Also keep a pen and
paper ready during your patrol.

Silverton CPA is in urgent need of more patrollers to ease the
burden of the few patrollers we currently have.

Zone champions are once again requested to make contact with
residents in their zones to canvas for people interested in joining
the patrol group.

Training will be given by Eddie Ras.

We request the residents of Silverton and Weavind Park to be our
eyes and ears, with regard to suspicious activities in our areas.
Keeping your hand radios on throughout the day can alert
patrollers of any illegal activities.

We are facing an increase in criminal activities within our area. By
patrolling regularly, we can express ourselves as vigilant residents
which can assist SAPS Silverton and ourselves to combat crime.

           east, Petroleum road.

12.   ZONE FEEDBACK

      a.   Zone 2

           There are several substations and electrical boxes
           that are damaged and the doors are open, posing a
           safety risk to the community. These issues have
           been escalated, but some have been outstanding
           for more than year.

      b.   Zone 3 and 4

           There are several streets in our area where work
           was done by City of Tshwane, but the paving has
           not been repaired.

           The concrete blocks of path ways are broken, holes
           are not properly filled. This poses a serious safety
           risk to our community. Schuch Street and the
           Corner James and President Streets.

           Some have been outstanding for more than a year.

 c.   Zone 4

      We are currently experiencing issues with trucks
      making use of the Fakkel Street route. There are
      insufficient warning signs for truck drivers to make
      use of alternative routes.

      On numerous occasions, owners of properties on
      these roads were the victims of accidents, caused
      by these trucks as they cannot brake or stop in time.
      Several trucks have jack-knifed on these roads.

      This matter is being addressed at CPF level and
      TMPD is aware of the urgency of a permanent
      solution.

d.    Zone 3, 4, 5, 6

      We are currently experiencing an immense amount
      of vagrants, illegally occupying our parks and
      properties. There are no sanitary facilities and it
      has been found that these vagrants are responsible
      for drug dealing, increase of break-ins. Smarag
      Street, President Street, Voortrekker park (Jasmyn
      Avenue) and Eendracht Park (Alfa Street).

      These issues have been escalated to SAPS and
       TMPD, but not resolved to date.

e.   Zone 4

     Van Wyk Street and - Graniet Street, Bridge across
     Moreleta Spruit connecting Silverton to Meyerspark.
     There were numerous incidents of crime (eg. House
     robberies, armed robberies, cable theft, attempted
     murder/rape).

     This is an easy get-away for criminals. The bridge is
     being used for quick access in and out of the area
     mentioned. Vagrants are also living underneath the
     bridge, or hiding there in the long grass.

     Persons (including school children) using the bridge
     are being assaulted on the bridge in broad daylight
     for their cell phones, the situation gets worse at
     night.

     Both the SAPS and TMPD are aware of this issue.
     Not resolved yet.

       f.   Zone 7

            i.    Pitts Avenue:

                  The water pipes are causing continuous
                  problems in the area. The councillor in this area
                  has escalated the matter, but a permanent
                  solution is required.
            ii.   Frans Odendaal Street
                  Vagrants are occupying the open piece of land
                  in Frans Odendaal Street, starting fires and
                  causing a safety hazard for the residents. Bear
                  in mind that there are nursery schools and
                  crèches in the immediate area.

14.   HOW TO REPORT MUNICIPAL ISSUES:

      a.     Power Failures (SMS: 082 6120 333)

             i.    SMS the word “Power” with your municipal
                   account no to 082 612 0333. They will
                   provide you with a reference number. The
                   more residents sending sms’s, the quicker
                   the problem will be solved.
            ii.    You can also phone the municipality on the
                   following number (012) 358-9999.

       b.   Water Leakage Tel no: (012)358-9999)
            i.    When water leaks in your area occur you
                  should phone the municipality and inform
                  them in which Street, nearest corner, and
                  which suburb the water is leaking. They will
                  ask you for your municipal account number.
                  They will provide you with a reference
                  number.

            ii.    Then report it to the CPA controller on duty.
                   The controllers will record it on the incident
                   report of the day.

      c.     Water Meters Tel no: ((012)358-9999)

      i.      When your water meter has been stolen you
              need to report it to the police to get a case
              no. Then report it to the municipality with
              your address, nearest corner, which suburb
              and your case number. They will ask you for
              your municipal account number.

      ii.     Then report it to the CPA controller on duty.
              The controller will record the case number
              on the incident report of the day.

d.    Dust Bins Tel no: (012) 358-6462/1152/8787)

      How to apply for a dust bin

      i.      You can apply for a dust bin via the Tshwane
              web site or at a walk-in centre. You can also
              walk in at the Waste Management Depot or
              call the customer care line.

     ii.      Complete an application form and submit it
              electronically or at the relevant municipal
              office.

     iii.     When your dust bin has been stolen or
              damaged, you need to provide an affidavit
              together with your application form.

     iv.      Upon delivery of the bin, you are required to
              confirm the receipt of the bin that it is in
              working order or good condition by signing
              the delivery note and supplying your name,
              surname and contact details.

e.    Street lights: Tel: 0801111556/(012)358-1760)

      i.    Phone the municipality and provide them with
            the pole number, Street name, nearest corner
            and suburb. They will ask you for your
            municipal account number.

      ii.   Members can also send an email to
            streetlights@tshwane.gov.co.za to report a
            streetlight out of order. Also mention the
            following information in your email. The pole
            number, street name, nearest corner and
            suburb.

     iii.   Then report it to the CPA controller on duty.
            The controller will record the reference number
            on the incident report of the day.

f.     Illegal Dumping

       When any member of the CPA community sees
       illegal dumping taking place, if possible, take a
       photo of the vehicle, including the number plate, if
       possible the license disk, how many persons are
       involved and in which area it has taken place. This
       info can be emailed to the Snr Supt at the following
       email address (evondk@tshwane.gov.za).

15.     VALUABLE SECURITY ACTIONS

Members of the community are hereby advised to always lock their
vehicles even if they are only going to the shop for a few minutes.
Motorists must physically check all doors and the boot to ensure
that the vehicle is locked. Thieves use jamming devices to gain
entry to the vehicle

Motorists are hereby advised not to leave their valuable items (eg
cell phones and laptops) visible in motor vehicles when they park
their motor vehicle as these are the common items stolen out of
motor vehicles. The most common areas that theft out of motor
vehicles take place are shopping centres, schools, sports events
and in front of liquor premises.

COMMUNITY ACTIONS

      a.   MEMBERS OF THE COMMUNITY ARE HEREBY
           ADVISED THAT WHEN THEY OBSERVE A
           WATER LEAK / A POWER FAILURE/ OR ANY
           OTHER INCIDENT TO REPORT IT THEM SELVES
           AT THE NUMBERS THAT ARE PROVIDED
           BELOW. DON’T WAIT FOR THE CONTROLLER
           ON DUTY TO DO IT. THE REFERENCE NUMBER
           CAN BE FORWARDED TO THE CONTROLLER.

      b.   On the 09th August 2019 at 19:20 Sidney called in to
           inform the controller on duty that a suspect climbed
           over a fence in Joseph Bosman Street. SAPS were
           called out to scene. (Zone 3)

      c.   On the 12th August 2019 suspects removed the gate
           in the Brummer Avenue Cul de sac. Residents in
           Brummer Avenue put back the gate and also locked
           it. (Zone 2)

      d.   On the 10th August 2019 at 15:13 Francois from
           Wouter Malan Street called in to inform the
           controller that a robbery was taking place in Wouter
           Malan Street. Brinant was on the scene. Upon
           further investigation, they found out that the person
           did have permission to remove steel from the
           premises.

       e.    On the 27 August 2019 at 10:14 Stanley Le Fleur
             from Silverton High School called in for assistance
             at the High School because pupils are fighting
             amongst each other. SAPS took the culprits to the
             Headmasters’ office to resolve the problem. SAPS
             left the scene at 13:30. When the school come out
             Stanley again called to ask for assistance the pupils
             were fighting again. Berry and Paul went out to the
             scene everything was in order. (Zone 4)

       f.        On the 30th August 2019 at 22:30 the guard at PVM
                 (Plantation Street) called in to inform the controller
                 that there was a suspicious vehicle in front of the
                 PVM building that had been standing there for 20
                 minutes. Ronel called 1011 to get a reference
                 number. Pieter 13 waited there until SAPS arrived
                 at the scene at about 23:12. (Zone 5)

             Love and Sorrow

            i.     Lettie Jansen van Nieuwenhuizen is still very ill.

           ii.        Stefien Garner, (Berry Garner’s wife) had an
                      appointment at the doctor on Friday the 16th
                      August 2019 as to whether her arm and foot
                      have healed. She had to wear the plaster of Paris
                      for another two weeks. The plaster of Paris has
                      since been removed from her foot and wrist.

         iii.         During the month of August 2019 Sarie Prinsloo
                      (Ruaan Prinsloo’s aunt) fell and hurt her knee.
                      On 21st August 2019 she was admitted to Wilgers
                      hospital for a knee operation. She was
                      discharged on 22nd August 2019 to recover at
                      home.

         iv.          On 20th August 2019 Joey Botha had an
                      appointment at the doctor for a possible knee
                      replacement. X-rays were taken of her knee. On
                      7th October 2019 she has to undergo tests. The
                      knee replacement operation has been scheduled
                      for 16th October 2019.

         v.           On 30th August 2019 Kiara (Joey Botha’s
v.                    granddaughter) had an appointment at the
                vi.   Doctor. On 20th September 2019 Kiara will have
                      to undergo a tonsil operation.

                     passing away of Stefien’s brother Mossie
                     Pretorius on the 31st August 2019.
