                       The City is led by a five-member elected Council, which sets policy and

                                                                       benefits, including but not limited to helping us maintain a healthy weight and lowering the risk of diabetes,
                                                                       cancer, heart disease, liver disease and hypertension; and

                                                                       WHEREAS, in 2016, the Florida Department of Health in St. Lucie County worked with citizens county­
                                                                       wide to develop and implement a 5-year Community Health Improvement Plan (CHIP), which included
                                                                       strategies to help people become more physically active; and

                                                                       WHEREAS, the Plan recognizes that our national guidelines for physical activity include
                                                                       HIGHLIGHT OF THE WEEK
                                                                       recommendations for adults to engage in 150 minutes per week of moderate-intensity aerobic physical
                                                                       activity and for children to engage in 60 minutes or more of physical activity each day; and

February 8, 2019 Update                                                 ABOUT
                                                                             CROSSTOWN
                                                                             The Crosstown Parkway Extension Project
                                                                             will provide a new bridge crossing over the
                                                                             North Fork of the St. Lucie River in the City
                                                                             of Port St. Lucie, connecting the existing
                                                                             Crosstown Parkway from Manth Lane to U.S.
                                                                             1. The project extends along the existing West
                                                                             Virginia Drive, crossing over the North Fork
                                                                             of the St. Lucie River and connecting into
                                                                             U.S. 1 at Village Green Drive. The project is
                                                                             approximately two miles with the bridge being
                                                                             approximately 4,000 feet. The six lane divided
                                                                             highway and bridge will serve as a multi-
                                                                             modal transportation alternative to include
                                                                             accommodations for automobile, bicycle,
                                                                             pedestrian and public transit.

    »» The last deck pour for span 17 took place Friday, February 8, 2019.
    »» Work continues on Village Green Drive and US 1 Area.
       • Traffic shift on Village Green. Eastbound and westbound traffic shifted to the north side of Village Green for utility
         work, drainage activities and reconstruction of the south side of Village Green.
       • One of two southbound left turn lanes are closed on US 1.
       • One southbound lane and one northbound lane are closed on US 1 from Savanna Rd. to Village Green Dr. Intersection.
       • Two northbound and southbound lanes will be closed starting February 3 through February 22 from 9 p.m. to 6 a.m.
         on US 1 from Savanna Road to Walton Road for storm drainage installation.
    »» Sidewalk work to continue. Sidewalk complete on the north side of Crosstown to the bridge approach.
    »» Installing anchor bolts for Minnesota Rail on the bridge.
    »» Decorative handrail complete west of the St. Lucie River.
    »» Continue excavating pond 5, located off of Huffman Road.
    »» Roadway widening on the west side of US 1.
    »» Light pole base installation and conduit activities on the west side of the bridge.
    »» Work taking place on bridge towers on the east side.
    »» Bridge drainage being installed on the west side.
    »» Grading and roadway work taking place in the Coral Reef area.

BUILDING
     DEPARTMENT                                                          "It starts with a good foundation."

   HIGHLIGHTS
   »» Building Department met with representatives from
      DBPR for a discussion about Unlicensed Contractors on
      February 5, 2019.

   »» The City of Port St. Lucie Building Department is the first
      building department to be approved as a testing center
      for PRONTO (Proctored Online Testing Option). This will
      allow staff to take certification exams in our webinar room
      without requiring staff to travel to a testing center.

   »» Permits are up 10% from this time last year.

   »» Building Department participated in the Treasure Coast
      Builders Homeshow on February 9th and 10th at the Port
      St. Lucie Civic Center.

   »» The Building Department met with Screen and Aluminum                                                           Torino Lakes
      Contractors on February 11.

   »» The next stakeholder meeting will be March 11 with
      General Contractors.

 »» On February 7, 2019, the K-9 Unit provided a demo for the        »» PSLPD warning citizens to lock their cars. Six vehicle

 »» Case 2018-20854: A Criminal Investigations Division                 block of SE Mariposa Avenue for reports of car burglaries.
    Detective was assigned a burglary case where four male
    suspects were captured on video surveillance burglarizing
    the victim’s residence and stealing $6,000 worth of property.
    The victim recognized one of the suspects as his son.
    The son was interviewed and confessed to his part in the
    burglary and gave up the names of the other suspects.
    Warrants were obtained for all suspects for Burglary and
    Grand Theft. One other suspect has since been arrested.

DISTRICT 2
 »» Case: 2018-20811: C.I.D. Property Crime Detectives followed
    up on allegations regarding the theft of multiple firearms
    from a gun shop in St. Lucie West. The owners of the store
    suspected a 53-year-old male employee had taken multiple
    firearms from the store over a three-year period. Once the
    discovery was made, the store owners confronted him,
    and he admitted to taking them and storing them at his
    home. The suspect returned multiple firearms; however,
    during the investigation, the suspect fled to Ecuador. With
    the assistance of A.T.F., the suspect returned to the United
    States and was taken into custody at the Miami International
    Airport. The suspect was arrested for 44 counts of Grand
    Theft of a Firearm and one count of Grand Theft.

BUDDY BENCH PROJECT
• We are getting ready to ship! Thanks to the hard work of the students, the
  community and the Boys and Girls Clubs, our first three schools are getting
  ready to send out the caps in exchange for their well-earned Buddy Bench!
  With three schools so close to their goal, Keep Port St Lucie Beautiful is
  asking for your help in making this project a reality for all the schools in the
  City of Port St Lucie. Thanks to the kind acts of Sgt. Schichtel of the Port St.
  Lucie Police Department, who started a fundraiser and PAL, who has offered
  to match what was raised, we have been able to join with another local
  school, Ivy League Academy. We look forward to helping the children of Ivy
  League learn the invaluable lessons of recycling and anti-bullying that come
  along with the Buddy Bench Project.

                                                            volunteers met-up at Rotary Park and collected over 25 trash bags and at
                                                            least one bucket of recycling!

                                                    •       National Battery Day - On February 18, we are encouraging you to take a
                                                            little time to reflect on how batteries power our daily lives. KPSLB teamed
                                                            up with Call2Recycle in 2017 and 2018, placing convenient drop-off
                                                            locations throughout the city. Over those two years, Port St Lucie residents
                                                            collected and recycled over 275 lbs. of batteries and cell phones!

FOG-FREE FEBRUARY CONTEST UNDERWAY
To bring awareness to the issues fats, oil, and grease (FOG) cause within our sewer
system, Utility Systems is hosting a FOG-Free February contest on Instagram.
Residents willing to help prevent FOG from entering the sewer system have the
chance to win a FOG-Free gift basket which includes a bathtub drain protector,
sink drain strainers, mini sink plunger, and grease container.

When FOG enters pipes, it cools and forms blockages, which prevent wastewater
from flowing efficiently. It builds up over time and collects other flushed debris.
The clogs create backups and damage infrastructure, and ultimately, wastewater
cannot be properly processed and treated to make reuse.

Residents can help maintain the integrity of the City’s vast wastewater system,
which includes over 1,000 miles of sewer pipe, by disposing of FOG properly. By
making a few simple changes at home, you are protecting your pipes, as well as
the environment.

weekly FOG-Free February posts. Respond in the comments with #ICommit. A
winner will be randomly selected every Thursday to receive the gift basket.

NEW PRINEVILLE MAINTENANCE BUILDING
TAKING SHAPE

     Utility Systems is expanding and upgrading the Prineville site where the water treatment plant and administrative
     offices are located.

     Improving the site includes closing off Gulfport Terrace and Ogden Lane to build new entrance gates, constructing
     a new maintenance building and mobile generator storage building, and adding improved parking and storm water
     retention ponds.

     The new 24,000 sq. ft. maintenance building will house several divisions and create common workspace areas. The
     project is expected to be complete September 2019.

OCULUS SETS SIGHTS ON PSL EXPANSION
Port St. Lucie/Feb. 7 – Ophthalmic surgical instrument maker OCULUS
Surgical, Inc. held an expansion announcement ceremony on February 7
on the future site of the company’s planned $7 million, 55,000-square-foot
manufacturing facility in the Tradition Center for Commerce.

OCULUS Surgical, a global leader in the medical device industry, is
headquartered in the St. Lucie West Commerce Park. Over a three-year
period, the addition of the new facility and its operations will increase the
company’s St. Lucie County employment from 29 to 79.

Founded in 2012 by OCULUS Optikgerate GmbH, a 120-year-old corporation based in Wetzlar, Germany, the
company’s surgical instruments support vitreoretinal surgery and are marketed worldwide.

OCULUS GmbH CEO Christian Kirchhubel and CEO Rainer Kirchhubel said they are very proud to be expanding
the OCULUS Surgical business in Port St. Lucie. “It is difficult to overstate our enthusiasm for Port St. Lucie and this
project. The new people, space, equipment and technologies planned for this project will be of great assistance in
maintaining our competitive position,” said Ross McDonough, director of quality and regulatory affairs for OCULUS
Surgical.

“The City of Port St. Lucie is excited to welcome the expansion of OCULUS to the Tradition Center for Commerce, to
congratulate the Kirchhubel family and the entire OCULUS team on their continuing success, and to join with our
community partners in recognizing another economic development victory in the making,” said Mayor Gregory J.
Oravec. “This is an economic development project our citizens can celebrate for a number of reasons, starting with
the retention and creation of 79 higher-paying jobs in the high-tech manufacturing sector and the construction of
a state-of-the-art facility that will add to the growing momentum of Tradition and our greater jobs corridor.”

“St. Lucie County and Port St. Lucie are very proud to be the U.S. home for OCULUS,” said Pete Tesch, president
of the Economic Development Council of St. Lucie County. “The precision surgical tools made here help save
the vision of people around the world. It’s exciting to have a world-class company like OCULUS choose to invest
millions of dollars right here in Tradition.”

“It’s exciting to see the growth of our jobs corridor, particularly with the expansion of an existing company with
international reach but local roots,” said City of Port St. Lucie Vice Mayor Shannon Martin. “OCULUS’s planned
investment in a $7 million facility at the Tradition Center for Commerce, just as TAMCO’s new building begins to
take shape across the street, makes me very optimistic about our city’s future.”

The expansion incentive package, which was approved last summer by the Port St. Lucie City Council and the St.
Lucie County Board of County Commissioners, underscores local government’s commitment to higher-wage jobs
and capital investment in the jobs corridor. The package includes abatement of city and county property taxes on
the new facility, impact fee mitigation, a job growth investment grant and expedited permitting.

“We look forward to growing and expanding our manufacturing footprint in Port St. Lucie’s vibrant community of
Tradition,” said Bob Zatarain, CEO of OCULUS Surgical. OCULUS Surgical is also working with the State of Florida
on a potential $250,000 grant from the Qualified Targeted Industry Tax Refund program based on the creation of
50 new jobs at an average wage of $42,328 plus a generous benefits package. St. Lucie County is investing a Job
Growth Investment Grant of $97,500, of which $50,000 will be used as the local financial match required for the
state funding. OCULUS may also be eligible for special utility rates from Florida Power & Light and Foreign Trade
Zone benefits.
