COISTE IOMANA NA nÓG JUVENILE CLUB OF THE YEAR
The Coiste will present a special award to the best Juvenile Club in 2018.
Clubs will be assessed under the following criteria: Referees, Discipline, Reports,
Administration, Presentation, Participation, Pitch and Punctuality.
All Clubs will be assessed by the Juvenile Committee and a winner

Coiste Iomána na nÓg Regulations 2018
Coiste Iomána na nÓg shall consist of a Chairperson, Secretary, Public Relations Officer, County
Games Manager or Director of Hurling Coaching and nine other Members, all of whom shall be
appointed by the County Committee.
The functions, authority and responsibilities of Coiste Iomána na nÓg shall be to
- Promote and develop the game of Hurling in the County, at Youth Level.
- Organise all Club Hurling Competitions in all Age Groups, up to and including Under-16 level,
which have been fixed by the Competitions Control Committee.
- Furnish written and oral Reports on its activities at the Meetings of the Hurling Sub-Committee
and present quarterly Reports to the County Committee, as requested.
- Organise gate collections under the direction and supervision of the County Treasurer and/or
Assistant Treasurer.
It shall hold an end of year review Meeting, which shall consist of the Members plus one
Representative from each separately affiliated Hurling or Dual Club participating in Competitions
organised by Coiste Iomána na nÓg and shall submit a report on its activities for the Annual
County Convention.
VENUES
The host Club is responsible for providing a properly presented venue having -
• Grass cut and raked.
• The pitch dimensions marked accurately with line and goal markings clearly visible.
• Flags at each corner, 13 meter, 20 meter, 45 meter and 65 meter line.
• Clubs should ensure that goalposts are painted, the nets are in good working order and a
green flag for goals and a white flag for points are provided.
• In the event of a club’s home ground not being available for a fixture the onus shall be on
that club to arrange an alternative venue or, failing this, to concede home venue to their
opponent.
BEHAVIOUR
Clubs are responsible for the behaviour of players and supporters alike.
GAMES
• Matches must start on time. Clubs must be on the field of play five (5) minutes before each
game commences. Referees will be instructed to report any teams who are late and offenders
will be fined accordingly.
• Two (2) copies of the team list must be handed to the referee before the start of the game.
The list must contain the full Christian name and Surname of all players in Irish and their dates
of birth. It must be signed by the Club Secretary, Assistant Secretary or Official in charge of the
team. Failure to furnish the list of Players, or the inclusion of a player whose name was not
supplied to the Referee, can result in the forfeiture of the game.
• Substitutions shall take place from the centre of the field, during a break in play, with the
referee’s permission.
• U12 League games and all ‘C’ competition games (13-a-side) shall have unlimited substitutions.

Under 12 League Group 6 shall be 11-a-side and shall have unlimited substitutions.
For all other games, the following will apply -
- A maximum of five substitutions shall be allowed during the playing of Normal Time.
- A maximum of three Substitutions shall be allowed during the playing of Extra Time.
- Temporary Substitutions are also permitted during the playing of both Normal Time and
Extra Time.
• Square Ball rule applies to all underage games with the exception of U12 games.
• For 13-a-side Games - A team may commence a game with eleven players but shall have
fielded thirteen players, inclusive of players ordered off or retired injured, by the start of the
second half. In the event of failure to comply with this, the game shall continue.
• For 11-a-side Games - A team may commence a game with nine players but shall have fielded
elven players, inclusive of players ordered off or retired injured, by the start of the second half.
In the event of failure to comply with this, the game shall continue.
SIZE OF SLIOTAR
• U12, U13, and U14 Size 4 Leather Sliotar shall be used.
• U15 and U16 Size 5 Leather Sliotar shall be used.
PITCH SIZES
• U12 - 20 metre line to 20 metre line using juvenile goalposts pinned to the ground.
• U13, U14, U15, and U16 a full size pitch shall be used.
DURATION OF GAMES
• U12, U13, and U14 Games shall be 20 minutes a half.
• U15 and U16 Games shall be 30 minutes a half.
• In the event of a draw in normal time two periods of 10 minutes each half shall be played in
all knock-out games up to and including the Semi-Final at all age grades.
GUIDELINES FOR TEAM OFFICIALS
Team Officials should:-
• Act within the Rules of Cumann Luthchleas Gael.
• Ensure full compliance with the Respect Initiative.
• Have the highest standards of integrity, sportsmanship and discipline.
• Develop a proper attitude towards our games by (a) players and (b) mentors, particularly
in relation to punctuality, discipline, dress and language.
• Encourage Sportsmanship on the field of play and among Youth Players.
• Team Officials must encourage respect for Match Officials and this can be best done by
their own behaviour towards such officials.
• During competitive games, team officials must operate along the sideline area.
• Coaching from the end line is to be discouraged, as is encroachment on to the playing field.
• Bad, foul or abusive language should not be heard from Team Officials.
REFEREE APPOINTMENTS
If the appointed referee fails to turn up, any neutral referee may officiate, providing both
teams agree. All referees must be treated with respect. Both Clubs involved in a fixture

are to contact the appointed Referee two (2) days preceding every game to confirm his
availability. If the referee informs a Club Official that he cannot fulfil his appointment, then
the Club Official should contact the Championship Co-ordinator. Clubs may be requested to
provide 2 umpires, one for each end, and one linesman in some circumstances.
GUIDELINES FOR REFEREES
• If you are unable to officiate at a game please inform the Championship Co-ordinator
immediately.
• If the Championship co-ordinator is unavailable then contact the Secretary Michael McMahon.
• You are advised to play close attention to your refereeing appointments for the coming year.
• Please return all Referee Reports duly completed and signed to Rúnaí Coiste Chontae,
Galway GAA Offces, Pearse Stadium, Salthill, Galway within three (3) days of the game. •
No payment of expenses can be made if the Referee Report is not returned.
• The square ball infringement MUST be observed in all games (excluding u12).
• If a Club fails to have proper pitch markings for Juvenile games, referees should report
accordingly.
EQUIPMENT
• Club teams shall wear their registered distinctive colours in inter-club competitions. Where
there is a similarity of colours, the teams shall change to their alternative registered colour(s).
• The goalkeeper shall wear a jersey which is distinctive from his own team’s and the opposing
team’s colours.
• In all Hurling Games and Hurling Practice Sessions it is mandatory for, and the responsibility
of, each individual player to wear a helmet with a facial guard that meets the standard set
out in IS:355 or other replacement standard as determined by the National Safety Authority
of Ireland (NSAI). Such helmets shall not be modified from their original manufactured state
in any circumstances.
FIXTURES AND COMPETITIONS
The Competitions Control Committee may grant on application for the postponement of an official
fixture in the case of death during the four days preceding the fixture of (a) the Chairperson, (b)
Secretary, (c) Treasurer, (d) a playing Member of the Club, or (e) parent, brother, sister, wife or
child of a Juvenile Player, provided written notice is received from Club Secretary and approval
given by County Secretary, or in his/her absence, the Chairperson of the Competitions Control
Committee. In no other circumstances can postponements be requested or sanctioned.
Where one Team fails to turn out, the opposing Team shall line out at the appointed time and hand
the list of its Players to the Referee; otherwise they cannot claim the game, unless the defaulting
Team gave them through the Secretary of the Committee concerned, official notice in writing.
A Club or its Team Management may not forfeit a Game at any level, without giving proper
notice to the Secretary of the C.C.C. in writing in advance. Neither can they reconstruct their
team at any venue, instead of the official game with some players from different grades, either
higher or lower, or with players from the other team and then play a Challenge Game which is
illegal, as no insurance cover is available for same. Objections, on the grounds of non-neutrality,
to Venues, Referees or Officials selected at an Official meeting, shall not be entertained, by any

circumstances not having taken place. With reference to all Coiste Iomána na nÓg Competitions,
when a postponement of a game is sanctioned by the C.C.C. the game may be re-fixed in a
neutral venue or at a venue appointed by the Secretary in Charge, prior to the scheduled date
of the next round of games in the Competition. Failure of either club to participate in such re-
fixtures will result in the forfeiture of the game.
Any club team that give a walkover or concede a match in any Juvenile competition shall (a) be
fined €100 and (b) that team may be disqualified from participating in any subsidiary competitions
in which the walkover was given or game conceded.
MATCH PROGRAMMES
Coiste Iomána na nÓg will provide, free of charge, match programmes for Finals in U13, U14,
U15 and U16 competitions, where possible. Players shall be numbered in accordance with the
programme. Any club failing to provide team information as requested, or failing to number
players in accordance with the programme, shall incur a fine of €100.
AGE GRADES
To be eligible for the Grades listed hereunder, a player shall meet the respective stated age criteria:
• Under 16: Be Under 16 years and Over 12 years.
• Under 15: Be Under 15 years and Over 11 years.
• Under 14: Be Under 14 years and Over 10 years.
• Under 13: Be Under 13 years and Over 9 years.
• Under 12: Be Under 12 years and Over 9 years.

FIRST AID/MEDICAL
Each Club is responsible for the safety and welfare of its own players. In this regard all Clubs
should ensure that when training and playing games a qualified First Aid person accompanies the
team and is in attendance with a fully equipped medical bag. In addition the contact details of
the nearest Doctor should be known by the First Aid person and by at least one of the members
of the Team management.
CONCUSSION
Any player suspected of having sustained a concussion should be removed immediately from
the field of play and should not return to play on the same day. Where a team doctor is present,
he must advise the person in charge of the team in this regard and the player must not be
allowed to continue his participation in the game. A referee cannot remove a player if he suspects
concussion. He may, however, ask that the player be assessed by a medic or, in the absence of
a medic, advise the person in charge to remove the player.
2ND TEAMS
Where a club has entered 2 teams at an age grade (from u13 to u16), they must submit a panel
list for their 1st team consisting of a minimum of 15 players to secretary.iomanananog.galway@
gaa.ie no later than 2 days before the first round of the competition. The players on this list,
and any other players who subsequently play for their 1st team, will then be ineligible to play
for the club’s 2nd team.

PROCEDURE FOR REQUESTING TO PLAY CHALLENGE GAMES
It is the responsibility of the clubs organising the Challenge game to request sanction, in writing,
from the appropriate authority.
The following is the procedure for requesting that sanction:
All requests must be submitted on the prescribed Galway GAA Challenge Game Permission Request Form.
If the challenge game is with a team from within the county the club secretary should complete
the Challenge Game Permission Request Form and forward by email, to Runai Coiste Chontae
(secretary.galway@gaa.ie) at least 2 days prior to the challenge game.
If the challenge game is with a team from outside the county and within the Province (Connacht)
the club secretary should send the Challenge Game Permission Request Form, at least 3 days
prior to the challenge, by email to Runai Coiste Chontae (secretary.galway@gaa.ie) and to the
Secretary Connacht Council (reception.connacht@gaa.ie).
If the challenge game is with a team from outside the province (Connacht) the club secretary
should send the Challenge Game Permission Request, at least 3 days prior to the challenge,
by email to Runai Coiste Chontae (secretary.galway@gaa.ie) and to the Secretary Connacht

For challenge games involving teams from outside the County all teams participating must
receive permission from their relevant County/Provincial bodies.
For more details, please refer to Rule 6.41 of GAA Official Guide 2017 and please read carefully
to ensure that your Club complies with all requirements.
The Club is responsible for ensuring that all Challenge Games played by its Teams have been
sanctioned in accordance with Rule 6.41.
Non-compliance may nullify any Player Injury Scheme claims arising from participation in
unauthorised Challenge Games.

TWO GROUPS OF 4 TEAMS - U13A , U13A1, U13B, U13B1
• Two Points for a win. One point for a draw.
• Top 2 in each group to Cup Semi-Finals – 1st v 2nd cross play (1st place Team Home Venue).
• All Cup Finalists will be promoted the following year eg. U13A1 Finalists in 2018 will be graded
in the U14A Grade in 2019.
Teams finishing in Places 3rd and 4th in each group will contest the Shield Semi-Finals
• 3rd v 4th cross play (3rd Place Team Home Venue)
• The Final will be played in a neutral venue.
With regard to the Shield Semi-Finalists
Coiste Iomána na nÓg will use the results of the Shield Semi Finals as the guideline to
determine the grade of Hurling to be played in 2019.
U13 C - TWO GROUPS (1 x 5 TEAMS, 1 x 4 TEAMS) - 13-a-side with unlimited substitutions

• The 2018 U13C Cup Finalists to play in U14B1 in 2019
U13 C SHIELD
• Shield Preliminary Semi-Final – 4th Place Group 2 v 5th Place Group 1 (4th Place Team Home
Venue)
• Shield Semi Finals – 3rd Place Group 1 v Preliminary Semi-Final Winner; 3rd Place Group 2 v
4th Place Group 1 (3rd Place Team Home Venue).
• The Final will be played in a neutral venue.
DURATION OF GAMES
• U13 Games shall be 20 minutes a half.
• Extra-Time, In the event of a draw in normal time two periods of 10 minutes each half shall be
played in any playoffs and all knock-out games up to and including the Semi-Final.
THE ROLE OF COMPETITION CO-ORDINATOR
1. To ensure that all fixtures are played on the correct date and time as per the Coiste Iomána
information booklet.
2. If a referee is unable to referee a game:
The clubs involved must contact the co-ordinator of the competition. The requirement is 2
days’ notice. The co-ordinator is then tasked with finding a replacement referee to fulfil the
fixture. The secretary is then notified of any change.
3. T he co-ordinator contacts the referee after each game. The score is recorded and is then
uploaded on to the Galway GAA website via Servasport.
4. NB: no Co-ordinator or any club can re arrange or accommodate any postponement.
This can only be done in accordance to rule.
