Message from President Joe Johnson IPA - 360,000 Members H ello to you all of you! I hope that things are starting to return to normal in in Over 65 Countries your areas. As we see the Covid-19 vaccine making its way across the United States and around the globe I am hopeful that travel will begin to return to some form of normal. Appointed U.S. Positions Many IPA sections around the globe are watching travel restrictions closely and National Reporter Editor hoping to still be able to offer a few programs this year. We will keep you as up Anton Dreher - Region 5 (New York) to date as we can, but if you are watching a specific event you will find the most editor@ipa-usa.org up-to-date details for international events on the International webpage at www.ipa-interntional.org Membership Laura Beattie - Region 30 (Texas) Unfortunately we had to cancel the US Section training program due to some membership@ipa-usa.org of the training sites choosing to cancel all summer programs, and many travel P.O. We still have vacancies so if you or a member in Justin Schmeichel - Region 56 (Wisconsin) your region would like to attend please have them reach out to me. supplies@ipa-usa.org You will see in this edition of the National Reporter the registration form, and schedule for the NDC Meeting in Louisville, Kentucky to be held October 25-30, 2021. You will see that there is no formal group activity toward the end of the IPA Member Nations program, which is the cause for the lower registration amount. Message from Message from 1st VP Bob Rogers 2nd VP Carmen Alvelo H opefully everyone is doing well and is virus free. Certainly S ince our last article for the National newsletter, we unfortunately lost the President of Region 11, Robert (Bob) we are all looking forward to the time when we can meet face to face. It would appear that opportunity will present itself at Killen. Bob had been the President of Region 11 for years. He the Louisville NDC in October. Specific convention details are also had been the Past President of the National Board. Bob had available on the web page. I personally will miss him as he and I would text Covid 19. Truly “life is good”! often and communicate in reference to the IPA Bob was a very nice individual who will not be forgotten. Recruitment remains a paramount issue in the IPA. With our membership numbers declining significantly, it is essential that If you are like me, I cannot wait for COVID to be over, provided there is such a thing. I look forward to spending more time we locate new members to revitalize our organization. Those outside and traveling. They truly are an asset to our Section. Looking forward to seeing many of you at the NDC in Louisville. Enjoy! At the last World Congress, Albania was added to our list of IPA Sections. Colombia and Kyrgyzstan continue to be provision- ally affiliated. It’s great to see the IPA growing as there are more places to visit and more IPA members to meet. As the Sections begin to open to either vaccinated US members or those who have to have a PCR within 48 or 72 hours to flight arrival, if you are planning to travel, please submit your Travel Form at least 3-4 months in advance if traveling internationally and at least 3-4 weeks if traveling within the US I know these are not what the IPA recommends; however with COVID, it may assist all of us if the forms are in before the scheduled time. If you are traveling to another country, it is recommended you first check to see if that country has an IPA Section as we have had members who have filled out a Travel Form only to find out that the place they are visiting does not. If you do visit an IPA Section or one of our Regions and you meet an IPA member, it would be wonderful if you could write an article, which doesn’t have to be long, add a photograph or two, and send it to us. We are always looking for articles for the National Reporter. Who knows, if another member reads your story, they may wish to visit that Section or Region also. continued on page 6 IPA National Reporter 2nd Quarter 2021 5
Message from Message from 3rd VP Anton Dreher Secretary General Ellwood Cushman T he birds are chirping and the flowers are starting to bloom! Ahhh spring is in the air! We, from the Northeast look forward to W ith more people receiving COVID-19 vaccinations, I am becoming a little more optimistic that we may be able to resume spring and summer, especially after the last year with restricted at least some activities with some reasonable degree of safety. travel. I hope that we can all get back to some sort of normalcy And it causes me to believe that, with appropriate precautions, it with the onset of the vaccines. may be reasonably safe to have an in-person NDC this year and to travel to/from the event without unreasonable risk. It will be I was sitting down to write this article and came up with some nice to be able to see each other in Louisville, even though it is very disturbing statistics. Over 100 law enforcements have been a year later than we originally thought it would be! We will be killed in the line of duty so far this year. I find this number to be taking precautions at all IPA-hosted functions there to minimize very alarming and disturbing. It seems like in today’s society the the risk to those of us attending. good guys are bad, and the bad guys are good and sometimes this is like an episode of the twilight zone. As the 2nd VP, I have been making sure that our region board member information is updated, and so far it is. As part of the NEC, we continue to have Board meetings to discuss any IPA related issues. The eastern regions continue to recruit new members, helping to bring up our membership numbers. Some continue having Zoom meetings, some have continued to have in-person meetings, and others are beginning to resume their in-person meetings. I am sure that many of you are looking forward to meeting again, with CO- VID protocols in place. The eastern regions are doing well. The NDC is in October and yes, we will be having an in-person meeting. The information on the NDC has been emailed to all the regions as well as to you, provided you have given us a viable email address. I am looking forward to seeing many of you and I know you are looking forward to seeing your I.P.A. friends. National officer elections are this October also. I plan to run again for the 2nd V.P. position. If you feel that I have been doing a good job, I would appreciate your region’s vote. Summer is almost upon us, which means barbeques with family and friends. Enjoy your time with them. Have a great summer and I look forward to seeing you at the NDC or possibly beforehand at one of your meetings. 6 IPA National Reporter 2nd Quarter 2021

SPECIAL FEATURE : Region 5 Pizza Run The Region 5 Pizza Run By Bill Powell Freeport PD As you may have seen in We also want them to know that we wish them safety and health and to know, that even though the climate between some of the public my emails, Region 5 has and the police is less than amiable, that the vast majority of the public support them and believe in them and appreciate what they do for started a new initiative. the public. We wanted to go out to our So what is the Region 5 Pizza Run? We asked ourselves what we could do for the cops to show that we appreciate them, and we decided that brother and sister LEOs and we would treat them to pizza lunch. So we got some volunteers, and on three consecutive Fridays in August (14th,21st & 28th), we let them that we support delivered Pizzas to the different Precincts, and police Departments. Over that time we brought five (5) NCPD Precincts, seven (7) them, and we thank them Incorporate Village Police Departments, and one (1) NYS Troopers Barracks, 13 different police facilities, a total of 58 pizzas. The day for their service to the before the deliveries we would contact the Desk Officer of Precinct or departments and tell them that we would like to bring them pizzas communities and to us. for lunch the following day. They of course accepted our offer and would make arrangement with the next day’s tour to be ready for us. We would meet at Joey’s Pizza located at 5 Huntington Ave in 8 IPA National Reporter 2nd Quarter 2021
Getting the Pizzas at Joey’s Lynbrook, Joey’s would start cooking at 1100 and the crews would start showing up at 1200. Each volunteer would only have to make one delivery and they were done for the day. It only took them from one to two hours, from start to finish, and they were done. One of things the volunteers did was take pictures of the cops they were delivering to. I placed some of them below, and you can see all of them on our Facebook page. We are not done by any means, we have a lot of Law Enforcement Agency in Nassau County to deliver pizzas to. But we went three weeks in a row and since the next two Fridays were the beginning of the Labor Day weekend, and the other 911, we decided that we would take a little break. I felt it was important for us to take a breather, and since the same volunteers have been involved in all three weeks, we didn’t want wear them out. Now I’m sure you remember how good it felt when someone brought food in for you, it was a very nice feeling. Well it was no different here, they were all happy to see us, as can also see by the postings they placed on the Region 5 Facebook page. So I’ve said volunteers quite a few time, but now let me put names to those volunteers: Our Pizza Run Chair, 1VP Willie Costigan, Myself, 2VP Malverne PD Anton Dreher, Secretary Kelly Graham, members Bob Bauer, Kent Bush, Steve Fleischhauer, Carol and John Gray, Steve Kovacs, Flora and Joel Stern, Mark Worthington. We also had some non-members helping out because they believed in what we were doing, Lisa Cardinale and Flora with Trooper Cork Angela Green (we need to get them to join Region 5). I want to pub- licly thank them for their help. If it wasn’t for them we wouldn’t have been able to do this so effortlessly. Each and every one of them said that they enjoyed doing these deliveries and felt a great satisfaction. If you’d like to help, join us on September 25 for our next Pizza Run. I’m sure that you would walk away with a good feeling in your heart. Now I would be remiss if I didn’t thank one more person, Joey from Joey’s Pizza. When we told him what we were doing he insisted on being a part of it and gave us a great break on the pizzas. Now I’m someone who is picky and I’m always looking for good pizza. I don’t give accolades to pizza that easily. Well, not having ever trying Joey’s pizza, I bought one and I was incredibly pleased with it, so all I can say is that if you are in that area, stop by and try one of his pies or other dishes he makes, I don’t think you’ll be disappointed. You should find copy of his menu in the rear of the Police Blotter. Well that’s all I have on the Pizza Run for now. I’ll let you know how the September Pizza Runs do in the October Police Blotter, or even better, join us and you can find out first hand. The September deliveries were made to: NCPD Precincts 1, 3, 4, 5, & 7; Floral Park PD; Freeport PD; Hempstead PD; Malverne PD; Long Beach PD; Lynbrook PD, Rockville Centre PD; and NYS Police – East Meadow. Here are some pictures. IPA National Reporter 2nd Quarter 2021 9

REGULAR FEATURE : IPA News IPA Collectors Facebook Group It is well known that in our Association there are many members who collect and trade police and IPA badges, emblems, objects, etc. as a hobby. Many colleagues ask to exchange, buy or request such items from their section, which then enhance private or even public collections. We noticed that many small groups have been created on Facebook for this purpose, but that they are scattered and not so well known, leaving members with a sometimes long and drawn-out search process. For this reason the IPA Socio-Cultural Commission has created an official Facebook group, recognised by the IEB, which all members interested in collecting/exchanging police insignia can join. The name of the group is IPA COLLECTORS GROUP (OFFICIAL). IBZ Gimborn Podcasts For a direct link go to “IPA Collectors Group (Official)” We are happy to present you our first IBZ Gimborn Podcast! REGULAR FEATURE : IPA News Joint Statement Regarding National Police Week 2021 To Assure Opportunity for In-person Attendance, National Police Week Events Postponed to October Planned events include honoring fallen officers from 2019 and 2020. Washington, D.C., (March 10, 2021) — Host organizations of National Police Week, which includes the National Law Enforcement Memorial and Museum, the Fraternal Order of Police and Auxiliary (FOP), and Concerns of Police Survivors (C.O.P.S), have made the difficult, but necessary, decision due to the ongoing pandemic to postpone in-person events of National Police Week to October 13-17, 2021, in Washington, D.C. The rescheduling of the originally planned events to be held May 11-16, 2021, is due to the inability to secure necessary permits in time for in-person gatherings due to the ongoing COVID-19 restrictions. The National Police Weekend will offer the same honor, remembrance, and peer support as the extended National Police Week, while allowing law enforcement, survivors, and citizens to gather and pay homage to those who gave their lives in the line of duty. The planned schedule of events includes: • Thursday, October 14 - NLEOMF Candlelight Vigil • Friday, October 15 - C.O.P.S. National Police Survivors’ Conference • Saturday, October 16 - FOP 40th Annual National Peace Officers Memorial Service The three host organizations remain committed to their missions and to honoring the fallen law enforcement heroes from 2019 and 2020, while making sure their survivors are supported. In addition to the in-person events in October, each organization will host virtual events on originally scheduled dates in May 2021. More information on these events are forthcoming. ### About National Police Week (NPW) In 1962, President John F. Kennedy signed Public Law 87-726 designating May 15 as Peace Officers’ Memorial Day, and the week in which May 15 falls as National Police Week. While the actual dates change from year to year, National Police Week is always the calendar week, beginning on Sunday, which includes May 15. Main events are hosted for law enforcement, survivors, and the supporting public by three organizations: National Law Enforcement Officers Memorial Fund, Fraternal Order of Police and Auxiliary, and Concerns of Police Survivors. REGULAR FEATURE : RVing by Donald Fredricks Best RV Expectations: Trailers and 5th Wheelers Few things all RVers should be thinking about is writing letters to your RV manufacturers and elected governmental representatives letting them know how important RVers are and requesting them to keep us and our needs in mind. If we do not want to be left behind we need to get out front and be counted and protect our investments. It is not yet clear how the government's restrictions on combustion engine manufacturers will affect those with larger motor RVs will be. Until then those with trailers and 5th wheels seem to have options to explore and anticipate the future of camping. Large camping group representatives organizations should be doing the same to protect our and their interest. Eight electric pickup truck manufacturers to load up U.S. market by 2021 By Paul Lienert DETROIT (Reuters) - Tesla CEO Elon Musk and his spacy Cybertruck have ignited a frenzy over electric pickups, and at least seven other U.S. automakers expect to build new battery-powered trucks by 2021.The question is who will are scheduled to build up to 250,000 a year by 2024, according to industry analysts. Sales of those battery trucks, however, may not exceed 70,000 a year, even when many of the plants hit full production, ac- cording to AutoForecast Solutions analyst Sam Fiorani. If demand falls that far short of production targets, “there are going to be a lot of auto execs crying in their beer,” predicts IHS Market analyst Joe Langley. Musk indicated on Twitter that Tesla has received 200,000 reser- vations, requiring $100 deposits, within 72 hours after unveiling its Cybertruck, and plans to build up to 50,000 a year. The wedge-shaped pickup is expected to go into production in late 2021, and to start selling for a price of just under $40,000. The total U.S. market for conventional pickups powered by internal combustion engines is just over 3 million. Many of the EV pickups are being touted by newcomers, including Bollinger Motors and Hercules Electric Vehicles, both based in the Detroit area, and Atlis Motor Vehicles, in Mesa, Arizona. Projected prices range from $45,000 to $125,000. Lordstown Motors has a licensing deal with Ohio-based Workhorse to build an electric pickup called Endur- ance at GM’s former assembly plant in Lordstown, Ohio. Lordstown executives have said they plan to start production in late 2020, with prices starting at $52,500. Perhaps the most important new electric pickup is the R1T from well-funded newcomer Rivian, the Michigan startup that includes Ford Motor Co F.N and Amazon.com IncAMZN.O among its investors. The R1T is slated to go into production late next year at a former Mitsubishi Motors plant in Normal, Illinois, and will be priced from $69,000. In its first full year of production, Rivian plans to build about 25,000 pickups, but is installing capacity to build up to 260,000 vehicles, including a companion electric SUV and an electric delivery van for Amazon. GM and Ford both expect to begin building premium electric pickups in late 2021 at Detroit-area as- sembly plants. Each company expects annual electric truck production to hit around 40,000 by 2024, analysts said. REGULAR FEATURE : RVing by Donald Fredricks Twilight for RVing - New Hope Regarding my previous “Twilight for RVing” articles, technology does change over time and rapidly. However, the adaptations of these changes may take time to meet our RVing needs. The real issues I was trying to make, for RVers today, is think ahead before buying a new RV these days. The future may be just around the corner and we don’t want to invest in a new RV today which may soon be obsolete and almost impossible to sell later. Banyan Hill Publishing reports “The 12 Million Mile Battery”, is being pitched here by many stock investing companies. They say it charges in eight minutes. It can travel 9,200 miles on a single charge. It can last 12 million miles before you have to replace it. Tesla CEO Elon Musk announced June 22, 2020 a 'million-mile battery' at the company's live-streamed Battery Day'. The mega battery will power upcoming Tesla electric vehicles, including the heavy-duty Semi truck and the futuristic Cybertruck, for at least one million miles. Million-mile batteries are able to clock up over a million miles over the course of their lifespan – rather than powering a car for a single million-mile-journey without recharging. Tesla also is reporting they are bringing down the cost for these batteries as well. Something we RVers are sure to watch for. It’s not a fiction they say. They say this technology already exists, and it’s rolling out to manufacturers at this moment with a surge over the next decade. When will these changes become practical for all RVers of every class? Well, that is the real questions all RVers are asking themselves. A battery powered source this good might also power a home generator as well? *Disclaimer: While the examples above maybe real, the results may not be typical. All investing involves risk and you should never invest more than you're prepared to lose. Verify the companies you choose to invest in first and get the facts. Also remember: While the batteries my last that long the other mechanical parts and frame of your RV vehicle may not without proper upkeep. With the possibilities of EVs in the near future, Residence takes on a new meaning when your home has wheels and the term "domicile" becomes important. Choosing and establishing a domicile is often one of the first steps in becoming a full-time RVer. What’s needed to set up a new domicile as an RVer? What is a domicile for RVers? Escapees RV Club is well versed in this subject and many other RV related subjects. Choosing and establishing a domicile is often one of the first steps in becoming a full-time RVer. Escapees’ Susie Adams has helped countless Escapees RVers with domiciling questions and will gladly help you to review the basics steps of establishing domicile and what it means for RVers. I will expand on that in a future article. One great advancement the Covid-19 “stay at home requirements” has changed is the advancement and acceptance of working at home. Thousands of modern generations of new RVers have learned is that chang- ing their domicile to an RV allows them to not only live and work at home, but to be mobile at the same time. Who needs a vacation or retirement when you take your domicile with you to your next work location? Working or paying bills online still allows you to go where the weekend actions are. Celebrate safely, when appropriate, but don’t be late for work to be able to pay your bills on time. 22 IPA National Reporter 2nd Quarter 2021
REGULAR FEATURE : Hobbies by JJ Sullivan Collecting In These Times Have you noticed the price of silver and gold have increased? If you bought these metals a few years ago, at the right price, you probably made a profit. Did you buy as a collector or an investor? I've noticed that there are shows (ads) on TV selling silver in the form of older US silver dollars. As a collector I'm amazed at the selling prices advertised. The seller points out that they are old and in great shape. Most of the buyers are not collectors but want to protect their assets by buying precious metals. Always remember that while coins can increase in value they can lose value also. The largest coin dealer is probably the US mint. If you go to their website you'll find a variety of items for sale. I noticed a current silver dollar for sale at $79 in proof and $74 in uncirculated condition. It will take a large rise in the price of silver to make a profit. However coins also have a collector's value. In the past some of these coins have risen in value. What's a coin worth? In most cases it is worth its melt value. If it is a rare date, an honest dealer would offer a fair price for it. You can check the current melt price of a silver dollar on the internet. A lot of US dollars are called silver dollars. They are not. A silver dollar has to be made from 90% silver and 10% copper. Have you noticed coins being sold at street fairs? They sell US silver dollars for $1 each. There is a problem, they are not silver and not dollars. They are made of cheap cast metal. If you flip one it won't ring. They are counterfeits. You may want to buy one to study how good they look. Some of them have fooled experts, so be careful. Coins are interesting to collect. If you deal with an honest dealer you should be okay. I remember when comic books were actively collected. They seemed to have faded away. If you still collect them, you probably can get some great deals now. Whatever you collect be informed and enjoy the world of collecting.
