                                          Dear Colleagues,

                                          If your district includes any students who will be graduating this year, I want to encourage you to
                                          dedicate next week, March 15–19, to Rock the FAFSA! Our partners at the Illinois Student Assistance
                                          Commission (ISAC) are eager to help your students secure every possible dollar to unlock their futures.

                                          All high school seniors -- whether they plan to go to college or not, and whether they believe they will
                                          qualify for financial aid -- should complete the FAFSA. Completing the FAFSA or the Alternative
                                          Application for Illinois Financial Aid is a new graduation requirement, starting this year. Filling out this
                                          single form can earn an eligible student a federal Pell grant, a state MAP grant, scholarships, federal and
                                          private loans, and a work-study job.

Rocking the FAFSA next week is easy. You can schedule free online workshops during the school day by contacting ISAC’s Abel Montoya at
Abel.Montoya@illinois.gov (mailto:Abel.Montoya@illinois.gov) or (847) 636-7253. Choose a time students will be online, and use ISAC’s toolkit
and customizable flyer (https://www.isac.org/counselors/Rock-the-FAFSA/) to spread the word among students and their parents to make sure
they have the necessary documents and information handy. Reassure them that they can correspond with ISAC staff privately during the
workshop by using the chat function. If you prefer to offer your own FAFSA workshop, you can find useful materials from ISAC at Illinois FAFSA

College-bound seniors aren’t the only students who should Rock the FAFSA. It’s crucial for students who plan to attend vocational or trade
schools, including cosmetology schools, barber colleges, and HVAC training. (Students can find out which institutions participate in the
program at https://nces.ed.gov/collegenavigator/ (https://nces.ed.gov/collegenavigator/)). In fact, among the high schools currently leading the
state in FAFSA completion rate is Simeon Career Academy on the Southside of Chicago, where 88 percent of seniors have already filed their
FAFSA.

Simeon Career Academy Principal Dr. Trista L. Harper has been rockin’ the FAFSA all year. She told us that some of her students jumped
online at midnight as soon as the application window opened. Others filled out the FAFSA in their senior seminar class, and some got reminded
during the frequent “townhall” meetings Simeon holds at various times of the day and night, to accommodate every family’s schedule. Dr.
Harper calls it “educating” her families, offering “differentiated instruction,” options, and patience.

“It’s all about educating,” she says. “And sometimes you have to educate them more than once.”

Illinois is way above the national average in FAFSA completion, and we have a shot at being the number one state in the country. Rocking the
FAFSA next week will take us over the finish line.

REVISED PUBLIC HEALTH GUIDANCE FOR SCHOOLS
The Illinois Department of Public Health and the Illinois State Board of Education today released Revised Public Health Guidance for
Schools      (/Documents/revised-public-health-guidance-for-schools.pdf). This joint guidance from ISBE and IDPH and makes important
updates to the essential, layered mitigation strategies that facilitate the safe return to in-person instruction. This updated joint guidance
prevails in the event that any of it is in conflict with guidance previously issued by IDPH and ISBE. It reflects what we have learned about
the transmission of COVID-19 in school settings, as more students in Illinois and across the country have returned safely to in-person
learning during the 2020-21 school year. This joint guidance supports the return to in-person instruction as soon as practicable in
each community.

     Interim Guidance on Rapid Point-Of-Care Testing for COVID-19 in Community Settings and Schools               (/Documents/Guidance-

FY 2021 ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF II APPLICATION NOW AVAILABLE IN IWAS
The fiscal year 2021 Elementary and Secondary School Emergency Relief II (ESSER II) grant application is now available in the electronic
Grants Management System (eGMS) through the ISBE Web Application Security (IWAS) system. The U.S. Department of Education
awards grants from ESSER II to State Education Agencies for the purpose of providing Local Education Agencies (LEAs), including
charter schools that are LEAs, with emergency relief funds to address the impact that COVID-19 has had -- and continues to have -- on
elementary and secondary schools across the nation.

All eligible grantees must create and submit an application through the IWAS system. To create an application, select "Year: 2021" and
choose "Create Application." If a checkbox appears, the applicant must select "Yes" before creating an application.

NAEP MONTHLY SCHOOL SURVEY
In support of the president’s recent Executive Order Supporting the Reopening and Continuing Operation of Schools and Early Childhood
Education Providers, the National Center for Education Statistics in the US Department of Education is collecting data on the status of in-
person learning. The goal of the monthly survey is to provide evidence-based guidance to inform national- and state-level decisionmakers
responsible for policy and resources needed to reopen schools for in-person learning. A small number of schools with students in grades 4 or 8
have been selected to represent all Illinois schools in this important study. Notifications were sent to superintendents and principals of the
selected districts and schools on March 9. Because of the urgency of this issue, we are asking that selected schools respond to the survey by
Friday, March 12. Results will be available later this month. Please note that this study does not require student participation and involves the
same school(s) selected for the postponed NAEP 2021 assessment.

IMPORTANCE OF STUDENTS OBTAINING REGULARLY REQUIRED IMMUNIZATIONS
The ISBE and IDPH Revised Public Health Guidance for Schools supports the return to in-person instruction as soon as practicable in each
community. As we progress toward the goal of fully returning to in-person learning statewide, we want to reiterate the importance of students
obtaining their required health examinations and regularly required immunizations. Students who have not received their required health
examinations or regularly required immunizations        (https://dph.illinois.gov/sites/default/files/publications/minimum-immunization-
requirements-entering-child-care-facility-or-school-illinois-fall-2020.pdf) will not be able to participate in in-person learning. Please note that the
list of required vaccines has not changed recently. Please do everything you can to provide families and students with information about the
required immunizations and, if possible, opportunities to receive immunizations they have not yet obtained. The time is now to ensure these
requirements are met.

EMOTIONAL INTELLIGENCE AND SOCIAL EMOTIONAL LEARNING TASK FORCE RELEASE FINAL REPORT
The Emotional Intelligence and Social Emotional Learning (EISEL) Task Force, created pursuant to 105 ILCS 5/27-23.12 was assigned to
develop age-appropriate emotional intelligence and social and emotional learning curriculum, assessment guidelines, and best practices for
elementary schools and high schools. The guidelines shall, at a minimum, include teaching how to recognize, direct, and positively express
emotions. The culmination of the EISEL Task Force’s work is the 2021 EISEL Final Report and Recommendations
(/Documents_SELTaskForce/EISEL-Task-Force-Final-Report-2021.pdf) that addresses areas of school and student wellness, mental health,
and social emotional learning.

SCHOOLS TO SKILLS GRANT PROGRAM NOW AVAILABLE FOR MIDDLE AND HIGH SCHOOL STUDENTS
Recently, the Home Builders Institute (HBI) announced that the third annual Schools to Skills grant program (http://www.hbi.org/s2s) is
accepting applications. Schools to Skills is a high school-focused program funded by the Home Depot Foundation (HDF) and the National
Housing Endowment (NHE) to support secondary schools in the creation or enhancement of their construction trades programs. These
important grant funds will support providing valuable training to students with the inclusion of HBI’s Pre-Apprenticeship Certificate Training
(PACT) curriculum.

HBI, HDF, and NHE are dedicated to working with secondary educational institutions to support student access to school-based instructional
programs and skills training in the residential building and construction trades. It is a joint effort to get more students learning about career
pathways in residential construction with the ultimate goal of having more students enter this industry to fill the growing skilled labor gap in the
United States.

Upon successful completion of the PACT curriculum and assessment, students will earn a pre-apprenticeship, industry-recognized certification
that is endorsed by the National Association of Home Builders and is one of three curricula recognized by the U.S. Department of Labor – all
provided at no cost to the students.

The Schools to Skills program is open to all secondary schools. The deadline to apply for the Schools to Skills Grant Program
(http://www.hbi.org/s2s) is March 31.

2021 ILLINOIS READS BOOK FESTIVAL SCHEDULED FOR MARCH 13
The 2021 Illinois Reads Book Festival will be held virtually 10 a.m.-noon on March 13. It is free and open to the public. Every year, the Illinois
Reads team identifies 36 books to promote – six books each at six different age/grade bands, from birth to adulthood. Illinois Reads activities
typically begin with a kickoff Book Festival in March and conclude with Family Reading Night activities in November.

The Book Festival includes author panels in addition to individual live Zoom sessions with some authors and prerecorded messages from
others. Everyone is welcome to participate in this free event - no registration needed! The schedule for the day is now available on the Illinois
Reads Books Festival webpage (http://www.illinoisreadsbookfestival.org). Simply click on the links for the sessions in which you want to
participate. Please visit the Illinois Reads webpage (http://www.illinoisreads.org/) to see a list of the 2021 authors and book selections. Illinois

TEACHER OF THE YEAR AND THOSE WHO EXCEL NOMINATION WINDOW NOW OPEN
ISBE is pleased to announce the nomination window for both of its educator recognition programs is now open. Nominations for all of our
awards can be submitted through the online portal found on both the Teacher of the Year (/Pages/teacher-of-the-year.aspx) and Those Who
Excel (/Pages/Those-who-excel.aspx) webpages. All teachers with five or more years’ experience will be eligible for Regional Teacher of the
Year from the eight regions       (/Documents/TOY-area-map.pdf) in Illinois. We will select our 2022 Illinois Teacher of the Year from these
exemplary teachers. Teachers with less than five years’ experience are eligible for our Outstanding Early Career Educator award.

We also have three additional awards for amazing classroom teachers in specific areas:

      Bilingual Teacher of the Year award
      Early Childhood Teacher of the Year award
      Special Education Teacher of the Year award

Nominations for these teacher categories will be accepted until April 23. Once a teacher nominated, they will be required to complete an
application. The application will be due May 21.
Those Who Excel is a way for us to celebrate the invaluable contributions of every individual who makes our schools environments where all
students can thrive. Nomination categories include administrators, teams, community volunteers, and support personnel who have made
significant contributions to Illinois students. Our school support personnel have been indispensable to the safety and well-being of our schools
throughout the pandemic. This category includes school nurses; psychologists; social workers; school counselors; speech/language therapists;
and educational support personnel, such as aides/paraprofessionals, cafeteria workers, custodians, administrative assistants, bus drivers, and
resource officers. The deadline to submit nominations/applications for all categories of Those Who Excel is May 21.

ENVIRONMENTAL EDUCATION ASSOCIATION OF ILLINOIS ANNOUNCES ANNUAL CONFERENCE
The Environmental Education Association of Illinois (EEAI) is pleased to announce its 2021 Annual Conference: A Virtual Learning and
Networking Experience for ALL Illinois Educators (https://www.eeai.net/annual-conference.html), March 11–13. The conference will feature
keynote speaker James Edward Mills from the Joy Trip Project, more than 30 presentations on a wide range of topics, and four interactive
workshops.

The conference will also include three days of learning and networking with formal and non-formal educators from all over Illinois. Gain new

Lt. Governor Juliana Stratton invites you to join her in celebrating Women’s History Month during the month of March by participating in the

Free Application for Federal Student Aid (FAFSA) mandate requires that all high school seniors complete a financial aid application as a

It’s easy to participate in Rock the FAFSA Week and help your students on the path to college:
  1. Contact ISAC to set up one or more free online ISAC Financial Aid Application Completion Workshops during the week of March 15-19.

     scheduling a workshop when you know your students will be online — during a gym or study hall perhaps?)
  2. ISAC will provide you with a customizable PDF flyer for the event and information you can provide to families about what to bring to the
     workshop.
  3. Get the word out to your students and families right away and send regular reminders encouraging them to attend.
  4. Students can complete their FAFSA during the workshop, with personalized help from ISAC through the chat function.
  5. ISAC can provide you with materials if you want to run your own Financial Aid Application Completion Workshop, including a PowerPoint
     and script.

ISBE EARLY CHILDHOOD CHAT2LEARN PROGRAM
The Illinois State Board of Education is partnering with the University of Chicago Behavioral Insights and Parenting Lab to bring a new parent
text program called Chat2Learn (https://biplab.uchicago.edu/chat2learn/) to your preschool families at no cost. Chat2Learn is research-based
and promotes a habit of everyday learning that improves children’s school readiness. Read more in our recent press release
(/Lists/News/NewsDisplay.aspx?ID=1343). The program delivers text messages to parents to prompt guided conversations about math,
literacy, and social-emotional learning with their children at home.

The Chat2Learn program (https://biplab.uchicago.edu/chat2learn/) starts every Sunday, so sign up today!

     Parents: simply fill out the Chat2Learn Sign Up form (https://biplab.uchicago.edu/chat2learn/sign-up/).
     Schools: download the Bulk Enrollment form        (https://biplab.uchicago.edu/files/2019/04/Bulk_Enrollment_Form_11.20.xlsx)to enroll
     families. Permission to share family information must be obtained following local program procedures.

Chat2Learn is available now through June 30. Families can continue to enroll in the spring, but we encourage you to sign up early to take

SIGN UP FOR ‘ROADMAP TO END HUNGER’ VIRTUAL EVENT
The Illinois Commission to End Hunger will host a virtual release event 2:30 p.m. March 10 for the “From Food Insecurity to Food Equity: A
Roadmap to End Hunger in Illinois” action plan, which aims to help end hunger in Illinois. Click here to register for the Roadmap Release Event

The Roadmap to End Hunger is a call to action for individuals, organizations, and policymakers to work on this solvable issue. The report
describes the barriers that prevent people from accessing food programs and food retail and highlights three important strategies for ensuring
equitable access to food.
Please join the Illinois Commission to End Hunger for the virtual event to explore what hunger looks like in Illinois and key strategies to address
the immediate hunger crisis created by the COVID-19 pandemic and build equitable and lasting food security. Speakers include Deputy
Governor, Sol Flores, Co-chair; Greater Chicago Food Depository Executive Director and CEO, Kate Maehr, Co-chair; and Secretary of the
Illinois Department of Human Services, Grace Hou.

MOVING AHEAD FOR PROGRESS IN THE 21ST CENTURY ACT: ENTRY LEVEL DRIVER TRAINING WEBINAR
Schools and bus contractors that train their own drivers are required to have the Federal Motor Carrier Safety Administration (FMCSA) - Entry
Level Driver Training (ELDT) program in place by Feb. 7, 2022. The Moving Ahead for Progress in the 21st Century Act mandated the ELDT
regulations and the Training Provider Registry. The ELDT final rule was based, in part, on consensus recommendations from the FMCSA’s
Entry-Level Driver Training Advisory Committee, a negotiated rulemaking committee that held a series of meetings in 2015. This is a federal
program; school districts are not exempt and must participate if they train their own drivers. Please be prepared and understand all
requirements.

The Illinois State Board of Education in partnership with Dan Meyer, division administrator of the Illinois Division for FMCSA, will host a webinar
at 10 a.m. March 23 to cover the requirements for school bus operators that train their own drivers. Meyer will cover what a school bus

United States Senate Youth Program

The United States Senate Youth Program (USSYP) (https://ussenateyouth.org/) has announced that high school students Thomas James
Musgrave of Bourbonnais and Yvin Shin of Normal will join Senator Richard J. Durbin and Senator Tammy Duckworth in representing Illinois
during the 59th annual USSYP Washington Week, to be held March 14-17. Musgrave and Shin were selected from among the state’s top

Learning Technology Center of Illinois

The Learning Technology Center of Illinois and EVERFI have partnered to provide a free professional development opportunity for educators at
3 p.m. on March 10. Teaching for This Moment: Solutions to Finish Your Year Successfully (https://ltcillinois.org/event/teaching-for-this-
moment-solutions-to-finish-your-year-successfully/) will provide educators with online and offline resources that are student-driven, standards-
aligned, self-graded, and free to use. COVID-19 and distance learning have presented a myriad of problems. For example, students are
missing out on in-person job-training experience, and recent events have heightened a need to teach students about diversity, equity, and
inclusion. How can we tackle these issues head-on with students? Educators of all grades/subject areas can attend and will receive 75 minutes
of professional development credit from ISBE.

Illinois Global Scholar is hosting a virtual youth summit featuring students from Illinois, Jordan, and the European Union from 10 a.m.-noon on
March 20. The event will include a short keynote speech from Chicago trauma nurse Wali Kahn, two flash talks from Illinois Global Scholars,

Spanish and English. Each video showcases subjects & information relevant to parents, caretakers and community members, such as the role

be added to this library to serve as a resource to parents, caretakers and communities across the state, and will be hosted on the ISBE Family
