CROWD PLEASER! Community cheers Goldfields Giants to victory in Kambalda A jam-packed Kambalda stadium hosted a crowd of more than 450 people when the Goldfields community came together for a fun and exciting night to watch the Goldfields Giants take on Perry Lakes Hawks recently. The very vocal crowd got to witness a 94-89 victory for the Giants on the evening of Saturday, June 15, 2019. The win means the team now qualifies for the State Basketball STORY AND PHOTOS CONTINUE ON PAGES 16-17 League play offs for the first time since 2015. Message from the Shire President

Kambalda residents would be noticing the flurry of activity in and around the swimming pool enclosure during the
past few weeks. The contractors are making good progress with the works at the site with major excavation of the old
pipe work and removal of tiles in the pool shell. The engagement of a project manager for the pool upgrade is making
oversight of the pool work much more beneficial for Shire staff, with regular updates on the progress of work, whilst
enabling our staff to continue with their own tasks.
The recent announcement by State Sport and Recreation Minister Mick Murray, that the latest application from the
Shire for state government funding for the pool refurbishment had been successful, is a massive boost in confidence
for the community and the Shire. The amount of $700,000 from the State now reduces the funding gap to only
$400,000, which will greatly reduce the amount of Shire own funding required.
Coolgardie residents may have noticed the installation of several new street bins along Bayley Street last week. The
reason for these larger bins being the volume of waste received by residents and passing travellers depositing into the
older style bins and the birds being able to access the open bin, pulling the rubbish out, which then blew around on the
main street. The new bins fit in well with the amenity of Bayley Street, and hopefully we will have a much neater street.
With the resheeting work on the Kambalda Airport road now completed, the Shire Road Crew has commenced
maintenance grading of our gravel road network, with the first of these being Coolgardie North and Jaurdi Hills roads.
With the increased mining and exploration activity in the Shire in recent times, this has meant large volumes of both
light and heavy vehicle traffic on our road network, thereby increasing the cost of maintaining these roads. Shire
contractors have replaced and widened several sections of the bitumen road to Bonnie Vale, where the road surface
has broken up and suffered surface damage. As part of the Shire strategy to maintain and upgrade the road network,
we are continually juggling mining contributions, Regional Road Group funding along with Shire own funds in an
endeavour to maintain and upgrade these roads into the future.
The Shire was privileged recently with a visit to Coolgardie by newly promoted Federal Minister for Families and
Social Services, Anne Rushton. Shire Staff, CEO and myself hosted the Minister, Member for O’Connor Rick Wilson,
Secretary to Department of Social Services Kathryn Campbell, representatives of local governments from the City
Kalgoorlie/Boulder, Menzies, Leonora and Laverton on a tour to learn and assess the implementation and positive
impacts following the implementation of the CDC trial in the Goldfields region.
The Minister and entourage also visited the Coolgardie IGA store and met with the new owners to discuss their
experiences so far with the use of the CDC transactions in their store. The message from the Minister was for all the
local governments to continue to collect imperative evaluation data from throughout the region in an endeavour to
continue and extend the use of the card into the future.
The St John, Shire of Coolgardie Primary Health Alliance continues to gain momentum, with the recent launch of the
new community transport bus. The service will officially commence in July, with volunteers currently undertaking basic
training to be able safely transport residents to and from destinations in both Kambalda and into Kalgoorlie as well.
This will be a really great initiative and benefit to many of our residents that require transport in the community.
The annual state basketball event was held in Kambalda on Saturday, June 15. The basketball game was preluded by
a Goldfields football league match between the Kambalda Eagles and Mines Rovers.

The Eagles were successful in winning both league and reserves matches in front of a large parochial home crowd,
who gave much encouragement to both teams. The last quarter of the league match was close, with the Eagles
securing a hard-fought win.

Hi everyone,
School holidays are now upon us and if you are looking for ways to entertain the kids, our amazing Community and
Recreation staff have put together a variety of programs to keep them busy. Details of all these great activities are on page
6 and 14 of this Rambler.
Thank you to everyone who came down to support the Goldfields Giants vs Perry Lake Hawks basketball game in
Kambalda - what a great win by the Giants. We received excellent feedback from the players on our amazing facility, staff
and especially, the community that made them feel so welcome. The Shire is looking forward to planning next year’s game.
We held our inaugural Community Conversation day in Coolgardie on Saturday, June 22. What a fantastic turnout by over
30 community members who took the time to give valuable feedback on the exciting projects planned for Coolgardie.
There will definitely be more Community Conversation days in the near future for both towns.
The staff have working tirelessly these past few weeks for the end of financial year as well as planning for the future year.
We have posted our Corporate Business Plan and Long-Term Financial Plan on the Shire website if you would like to read
more. Staff have also been working on developing their action plans in each Department.
I have recently held some fantastic meetings with local residents who took advantage of my open door policy. Please

Ranger Services
Furry friends visit park for community action day
RSPCA Western Australia came to Coolgardie
Park on Tuesday, June 11, to deliver a community
action day.
The RSPCA regularly holds action days like these
for communities around the state, and offers
various free services during the event.
The event saw around 20 community members
attend with their dogs.
A huge thanks to Kalgoorlie Animal Hospital who
provided free health checks, de-sexing vouchers
and microchipping, while RSPCA WA inspectors
and our own Shire rangers, Wombat and Yvette,
monitored the event and had a chat to members of
the public.
Other benefits of the event included free dog food
and free flea and worming treatments. Around
15 dogs were vet checked and they were all very
well behaved.
Thank you to RSPCA WA for organising the event
and the Shire of Coolgardie Rangers Yvette and
Wombat for assisting.

Creative journeys at art therapy workshop
Art therapy classes were
held at the Coolgardie
Community Recreation
Centre on Sunday, June 23
and 29, 2019.
We have had a great turnout
when these classes are
offered, and look forward
to holding more again in
the future.
Art therapy is a form of
psychotherapy involving
the encouragement of free
self‑expression through
painting, drawing, or
modelling, and can be used
as a remedial or diagnostic activity. The practice helps one discover their inner self, explore their feelings and emotions and express
themselves subconsciously through art.
Our participants all went on a relaxing journey through their mind and the result was some beautiful artwork and stories of
empowerment. The first stage of the workshop involved a warm-up, during which participants drew a collection of circles and then
painted the resulting pattern in colours that each person was drawn to the most.
After a quick break for lunch, we jumped into the main activity of creating a picture of ourselves – imagined as a superhero. This was
a very thought-provoking exercise that brought our a lot of stories and emotions to the surface.
A huge thank you to Carlie, our art therapy guide, who delivered the workshop, and we can’t wait for more in the future.

The first wedding in Coolgardie
Clara Saunders was living in Southern
Cross with her mother and sisters when
Evan Wisdom - the licensee of the
Exchange Hotel in Coolgardie - returned
to Southern Cross looking for a woman to
assist Mrs. Fagan, the wife of the manager
with the domestic work.
Although Clara was only 15 at the time,
she was mature for her age and keen to
take up the opportunity. She already had
experience helping her brother-in-law in
his hotel while her sister was pregnant with
their fifth child.
It was April 1893 when she came to
Coolgardie, and quickly made friends with
another girl named Florrie Cheshire.
In June of 1893, Paddy Hannan was
travelling back to Coolgardie following his
find at what became known as Hannans.
On the way he ran out of water. He filled
his water bags with brown water from a
clay pan, which resulted in him getting
dysentery. He carried on to Coolgardie to
seek help.

Storytime at Coolgardie CAPS School clients. We hope to be able to hold more of these in the future.
Jess, our Storytime hero, held a magical, fun and interactive Storytime
program at Coolgardie Primary School on June 10 and again on June Thursday YMCA for youth
24. The kids all made their very own story-specific craft, sang silly YMCA Kalgoorlie comes out every Thursday afternoon from 3pm-5pm
songs, played fun games and listened to an interactive story with Jess. for the youth of Coolgardie. The team at YMCA deliver fun activities

On Wednesday, June 19, Coolgardie Community Recreation Centre
held it’s new start to MONTHLY Pingo! Pingo has been held bi-
monthly recently but we have decided to give it a go monthly. Pingo is
a huge hit in the Coolgardie community, giving everyone a chance to
win some great prizes, while having fun and enjoying socialising with
other community members.
This month Pingo had some awesome winter goodies up for
Youth Headspace grabs, delicious soup, tasty snacks and a good sense of humour

Why register and microchip your pet?
• In the event of your pet getting lost or stolen, microchipping is an excellent way of identifying your beloved pet and
being able to reunite them with their rightful owner.
• If for some reason your pet escapes and is found wandering, if it is wearing its collar with registration tag, the
person who has found your pet can call the Shire and provide the tag number. The Shire can then attempt to
contact you to inform you your pet has been found and can arrange to reunite you and your pet.
• In WA it is law that all dogs are to be microchipped and registered after three months of age, and all cats after six
months age or on transfer of ownership. (See Cat Act 2011 and Dog Act 1976.)

Jess’s sausage rolls
INGREDIENTS:
• 1kg sausage mince • Salt & pepper to taste
• 1 large onion, diced • 5 sheets puff pastry
• 4 slices bread, • 1 Tbsp milk
crusts removed
• 4 Tbsp approx.
mixed herbs
METHOD:
1. Preheat oven to 180 degrees Celsius and line a large
baking tray with baking paper.
2. Lay the puff pastry out to defrost as per packet
instructions.
3. Place the bread into a bowl of water for 1 minute.
4. Squeeze the water out of the bread and mix all the
ingredients, including the bread, in a large bowl.
5. Cut pastry sheets in half.
6. Evenly place mixture along one side of each half.
7. Roll up and place on oven tray.
8. With a back of a knife (blunt side), create segments
along the rolls.
9. Brush each roll with milk.
10. Cook in the oven for 35-40 minutes or until golden
brown on top.

connect to a computer to play a game. Students applied their knowledge
of user interface design to create their own remote controls using Makey
Makeys. They were fabulous!
Room 1 students were challenged to build a tower using chocolate, marshmallows and a tray of
warm water. Students had to apply their knowledge of how a temperature change causes
chocolate to become a solid or liquid in order to weld their towers together.

They were fortunate to have Mr James Trail CEO of the Shire of Coolgardie to come and discuss
responsibilities of our local shire. Students loved his very informative session.
Room 1 also had a fantastic Excursion to the Kalgoorlie Town Hall and Museum; they were able
to learn about the Kalgoorlie Boulder Council meetings and the history of the Town Hall and
Council Chambers.
On Friday 21 June we held our biannual “You Can Do It”
Colour Fun Run. There was a great display of our school
values throughout the afternoon that was full of activities
and chalk dusting. Thank you to our amazing P&C members
together with parent and community helpers that helped
out on the day to ensure this event was such a success.

The St John First Responder app has a range of features, one being its unique first responder capability. The app allows qualified first aiders to sign up as a
first responder and be notified when someone has called 000 for an ambulance within 500 metres of their current location and in a public place.
To become a first responder you will need to provide evidence of having completed a first aid course within the last three years. Minimum qualification
level of HLTAID001 Provide cardiopulmonary resuscitation. We now offer the ability to become a BASIC level first responder in the app, by uploading your
Photo ID.
If you’re not looking to sign up as a first responder yet, then that’s okay! The app also contains a number of other resources, including:

At Bright Minds Occupational Therapy
we have had a busy term 2 within the
Shire of Coolgardie.
Whilst during term 1 we focused on
building awareness and referrals into the
service with lots of community activities,
term 2 changed direction with focus on
service delivery.
Many families have been provided with
screenings of their child’s speech and
language skills, and functional skills for
learning through the speech pathologist
and occupational therapist. Some
families have also commenced further
sessions to work towards their goals set
by parents and therapists.
We were lucky enough to have two
fourth-year OT students with us in term
2, which also helped to provide more
services to clients referred to OT.
We have continued our library storytime
sessions in Kambalda, through which
we continued to build connections with
local families.
We also held some developmental
playgroup sessions in Coolgardie
which gained interest when held in
the mornings. We had some services
that didn’t gain any attendees or

It is intended to make the following Local Laws:
Bush Fire Brigades
The purpose is to provide for the appointment or election of a captain, a first lieutenant, a second lieutenant, and such
additional lieutenants as may be necessary as officers of bush fire brigades in the district, and prescribe their respective
duties. The effect is that the appointment or election of a captain, a first lieutenant, a second lieutenant, and such

Cats
The purpose is to set a ‘standard number’ of cats that may be kept on premises, and areas where cats are prohibited. The
effect is that persons must not keep more than the standard number of cats unless provided for by the local law, the Cat
Act, or its associated Regulations or permit a cat to be in a prohibited area.
Cemeteries
The purpose is to provide for the orderly management of cemeteries under the care, control and management of the Shire
and to create offences for inappropriate behaviour within cemetery. The effect is that all persons in the administration of
the cemeteries, burying deceased in the cemeteries, or otherwise providing services to or making use of the cemeteries,
are to comply with the provisions of the local law.
Dogs
The purpose is to make provisions about the confinement of dogs, control the number of dogs that can be kept on
premises in the district, and to require removal of dog excreta. The effect is to extend the controls over dogs which exist
under the Dog Act 1976 and Regulations.
Fencing Amendment
The purpose is to amend the Shire of Coolgardie Bylaws Relating to Fencing and Obstructions at Intersections 1996 to
reflect more up to date terminology and legislative references, and to increase penalties for some offences. The effect is
that the Shire of Coolgardie Bylaws Relating to Fencing and Obstructions at Intersections 1996 are amended.
Local Government Property and Public Places
The purpose is to regulate the care, control and management of property of and under the care, control and management
of the Shire including thoroughfares. The effect is that some Shire property is set aside for particular uses, some activities
are allowed only under a permit or under a determination, and others are restricted or prohibited. The local law also
establishes offences for inappropriate behaviour in or on Shire property.
Meeting Procedures
The purpose is to regulate the conduct of council, committee and electors meeting. The effect is that meetings of council,
committees and electors are to be conducted in accordance with the local law.
Parking
The purpose is to enable the Shire to regulate the parking of vehicles within the district and provide for the management
and operation of parking facilities under the Shire’s care, control and management. The effect is that a person parking a
vehicle within the parking region is to comply with the provisions of the local law.

Repeal
The purpose is to repeal local laws relating to Signs, TV Antennae and Masts, and Bee Keeping. The effect is that the
local laws are repealed.
Waste
The purpose is to regulate the storage, collection and disposal of waste and refuse from premises and on waste facilities
in the Shire. The effect is that unless otherwise authorized, the storage, collection and disposal of waste and refuse within
the Shire must be carried out in accordance with the provisions of the local law.
The proposed Local Laws may be inspected at the Shire offices at Irish Mulga Drive Kambalda, and Sylvester Street,
Coolgardie and libraries at Barnes Drive, Kambalda and Sylvester Street, Coolgardie during normal opening hours or via
the website at www.coolgardie.wa.gov.au.

The Shire of Coolgardie has resolved an amendment to the current Shire of Coolgardie fees and charges relating
to building fees at the ordinary council meeting on Tuesday 25 June 2019. The new minimum fees prescribed in

Local Kambalda Photographer Frank McCubben will help you to improve your
skills, get the best out of your camers, depending on your requirements.
Frank will talk about how the camera works, shutter speeds, balancing your
photo and improve your knowledge.
Bring your own camera equipment and manual, some of your photos and
share your experiences with Frank and the other attendees.
This workshop will be in a relaxed atmosphere and morning tea will be
provided.
Age limit 13+ years.
When: Saturday 10th August 2019
At Kambalda Arts Centre
10.00 am — 3.00 pm (With 1/2 hour lunch break).
Cost: $20 (Members), $40 non members (Includes $20 annual membership).

encompasses not playing favourites, not judging before you have all the facts, and ensuring you are not judging
while being in a state of denial. Judging righteously requires humility and not putting oneself in the place of God.
