Miles Bibb Hall

In 2020 Miles Bibb Hall was officially renamed from North Hall to Mary Miles Bibb Hall in honor of alumna Mary
Elizabeth Miles (class of 1843). Miles became the first black woman to graduate from a public normal school in
the U.S. and has been called a pioneering abolitionist, teacher and journalist. She was married to antislavery
lecturer and abolitionist Henry Bibb from 1847-1854. During this period she opened schools and worked on the
Voice of the Fugitive newspaper her husband founded, and remained active in the antislavery movement where
they worked to set up an endpoint of the Underground Railroad in Canada. After Bibb’s death Miles married
Isaac Cary and continued to teach and run her school until the 1870’s.Residence Life and Housing

As an office within Student Development at Framingham State University, Residence Life and Housing strives to:

    •   Create and maintain a caring and disciplined residence hall community that supports academic pursuit,
        learning and student success.
    •   Foster a climate that is responsive to the developmental needs of resident students and which values

WELCOME

Dear Resident Student,

On behalf of Framingham State University and the residence hall staff, welcome to the FSU the residence hall
community. This guide is provided so that you may become familiar with safety information, amenities and
services, service requests, policies, procedures, and other information relative to residential life at Framingham
State University. Please review this guide carefully as you are expected to be familiar with its contents.

Living on campus offers opportunities for unparalleled convenience to interact with faculty, staff, students and
access to campus resources, services and events. It also all affords residents with a unique opportunity to make
connections and immerse in community.

Through your own involvement you can learn to negotiate challenges, solve problems, access resources,
exercise self-care and successfully navigate the many facets of campus life.

Residence Life and Housing strives to foster an environment which promotes inclusive excellence, diversity, and
responsible citizenship. We support and pursue equity and efforts to eradicate racism. The responsibility for
creating healthy and successful living and learning environments, however, must also be shared by all residents.
We expect that all residents will actively contribute to their communities and be open to cultivating a climate

COVID-19 AMENDMENT TO GUIDE TO RESIDENCE LIVING
COVID-19 AND RESIDENCE HALL COMMUNITY
In light of the COVID-19 pandemic the Residence Life and Housing staff has worked hard to determine how FSU’s
residence halls may be best configured to support students who want to live on campus within the guidance and
direction received through development of the University’s plans to repopulate our campus. The guidelines,
procedures and policies outlined in this COVID-19 Amendment are in effect until further notice, and take priority
over, and supersede any standard residence hall policies, procedures and guidelines which may be outlined in
other portions of this Guide, or through other FSU official publications or postings.

While we cannot anticipate, much less eliminate all risks, a number of residence hall policies and adaptations
have been planned to support public health and reduce risks. It is important to realize that metrics related to
COVID19 cases in the state or on campus may jeopardize our ability to remain on campus. Accordingly, we need
the commitment of all residents to respect campus policies and adaptations related to public health, and to
personally follow everyday preventative actions for us to successfully repopulate our campus. Residents will
undermine the spirit of this arrangement if they do not carefully follow guidelines or engage in activities in
multiple groups, or in close proximity with others.

Residents are asked to carefully consider when and how they expose themselves to others on and off campus
because such behavior could increase risks for others. We ask that during the 16 weeks of each semester you
limit travel and mixing with others – particularly without taking protective measures and social distancing – in
interest of your academic community.

It is important to remember that there are students – including some residents -who have pre-existing medical
conditions placing them at greater risk for COVID19 illness. Similarly, faculty, staff, and those close to your
friends and neighbors may also have increased risk. We ask all RAMS to act in a way that shows we care about
one another’s well-being.

We understand that this pandemic has disrupted the way our world works including your university experience.
We are committed to working to keep our residence halls open to as many students as we can while mitigating
public health risks for the campus community. While this year will be different than others, we believe that on
campus housing provides students important access to in-person academic programs, personal development
opportunities, and the ability to make connections with other students.

ENTERING RESIDENCE HALLS
All persons entering residence halls are required to wear a face covering/mask over their nose and mouth or
may be refused entry.

Maintain a minimum of 6’ between individuals anytime possible while entering, scanning ID at security desk, and
moving in the lobby/entry areas.

Upon entry, security desks will implement a no-touch self-scan process and plexiglass will be placed between
SDAs and scanners. Residents must scan their ID and wait for authorization from the Security Desk Attendant
(SDA) to proceed beyond the desk. Bag checks will also generally be touchless. Residents should be prepared to
open and display the inside of bags to the SDA upon request.

Resident are encouraged to make use of available hand sanitizer supplies in hall lobbies/entry areas.

Residents will be permitted one helper during their one-hour move in block during Fall opening. Residents are
not permitted guests in the residence halls after their one-hour move in block, including family, and students
from other halls. Only residents, staff members, and vendors and other persons related to building
management, service providers, public safety related staff, and others authorized by the Associate Dean of
Students, Student Life or designee will be authorized to enter a residence hall.

RESIDENCE HALL SPACE USE AND ADAPTATIONS
Residents are expected to observe residence hall adaptations and utilize spaces accordingly. Failure to abide by
these adaptations may result in disciplinary action. The following residence hall adaptations, which are designed
to support public health and reduce risks, are in place:

    •   ELEVATORS: Elevator occupancy limits will be in place. Unless otherwise posted, residents are advised to
        limit elevators to one person. Use of stairwells is strongly encouraged for residents medically able to
        use stairs.
    •   DIRECTIONAL FOOT TRAFFIC: Certain common areas and stairwells will have directional indicators
        directing foot traffic. All stairwells will revert to downward traffic toward exits in the event of building
        evacuation alarm.
    •   LOUNGES/COMMON AREAS: Certain residence hall lounges and common areas will be closed to support
        social distancing and allow staff to concentrate sanitation efforts in high touch/traffic areas.
    •   DECREASED DENSITY: A reduction in the number of residents in areas with shared community
        bathrooms has been put in place until further notice. In these areas most residents will be assigned to
        rooms without roommates.
    •   COMMUNITY BATHROOMS: Community bathroom use will be limited to floor members. In some areas
        RAs will work with residents to facilitate schedules to help provide predictable shower access.
    •   LAUNDRY: Laundry areas should be used only within social distancing guidelines. Certain laundry rooms
        will have maximum occupancy limits posted.
    •   FURNISHINGS: Common area furnishings must be used within social distancing guidelines – 6’ apart, face
        coverings used. Some seating will be taped off to help signal social distancing use (e.g. a 2-seater couch
        may have one cushion taped off). Do not remove markings/tape from furniture.
    •   ENTRY/EXIT DOORS: Use doors for entering and exiting the hall as posted.
    •   POSTINGS: Postings and signage is in place to provide guidance or information to support public health.
        Do not alter, move, remove, damage or vandalize public health or COVID-19 related signs, floor stickers,
        or other postings.
    •   KITCHENS/MICROWAVE: One kitchenette/Microwave area will be available in each hall for resident use.
        Residents may use this with the understanding that the wipe down appliances and surfaces with
        disinfecting spray/wipes before and after use. Dishes, pots, pans, etc. must be carried in and out of the
        kitchen by user. Any items left in the kitchen will be removed and discarded. Kitchens may be closed if
        not regularly kept clean and sanitized by residents.
    •   VENDING: Vending machines should be wiped down before and after use. If needed, a sanitizing wipe
        can be requested from the Security Desk Attendant who will provide while supplies last.
    •   WHITE BOARDS: To decrease touch points, markers should not be left outside rooms with whiteboards.
        Electronic messaging is encouraged.
    •   ADDITIONAL ADAPTATIONS: These adaptations are subject to change. Additional adaptations will be
        communicated through official FSU publications, communications or postings.

COVID-19 RESIDENCE HALL POLICIES AND GUIDELINES
Residents are expected to abide by COVID-19 related residence hall policies and guidelines. The following
COVID-19 related residence hall policies, which are designed to support public health and reduce risks, are in
place:

•     FACE COVERINGS: Face coverings fitted over the nose and mouth must be used in the residence halls except
      (a) in residence hall bedrooms/suites/conjoined rooms when staff or same hall visitor(s) aren’t present and
      the doors are closed; (b) When showering; or, (c)When brushing teeth, shaving, or washing face at restroom
      sink.
 •   SOCIAL DISTANCING: Residents are expected to respect and exercise social distancing of at least 6 feet apart
     between individuals. In addition, residents should adhere to all capacity, directional foot traffic guidance and
     social distance signage in public areas. Congregating in hallways is not permitted because it will impede
     social distancing for foot traffic. Social distancing must be practiced at all times when space
     permits except for residents living together in a residence hall room/suite/conjoined room when social
     distancing is not possible.
 •   NO GUESTS: Residents may not have guests, defined as any person who does not live in the hall, in their
     residence hall. This restriction is to limit the number of people entering each hall. This includes guests who
     live in other halls and family.
 •   ELEVATORS: Elevator occupancy limits will be in place and are limited to one person unless otherwise
     posted. Use of stairwells will be strongly encouraged for residents medically able to use stairs.
 •   GATHERINGS: Observe all guidance on in-person gatherings. Currently gatherings of more than 10 persons
     inside is prohibited.
 •   CLOSED LOUNGES/COMMON AREAS: Certain posted residence hall lounges and common areas will be
     closed to allow staff to concentrate sanitation efforts in high touch/traffic areas. Residents may not enter
     areas that are posted as closed.
 •   EMERGENCY TRAVEL/MEDICAL PLANS: Residents are required to have emergency travel and off-campus
     medical quarantine/isolation plans in case the halls are required to close, or in the event a resident is
     medically recommended to go into self-quarantine or medical isolation.
 •   IN HALL VISITORS: The maximum number of persons allowed to be present in any residence hall bedroom
     will be limited to the number of occupants plus 1 person. Suites will be limited to the number of occupants
     plus 2 additional persons, provided that the additional persons are not in the same room within the suite.
     Face coverings and social spacing should be observed during in hall visits, and residents are advised to open
     windows to increase air flow and keep visits brief. Where available, open common areas may offer larger
     spaces for socially spaced visits.
 •   ROOM CHANGE LIMITATIONS: Room changes will be generally limited to urgent and emergency situations to
     reduce introduction of new individuals to living units and potential spread of disease. In urgent/emergency
     cases, moves impacting new roommates or household unit members will generally only be allowed to occur
     immediately after receipt of a negative COVID-19 test by the party moving.
 •   FEELING SICK: Residents who are feeling sick or have symptoms associated with COVID-19 (may include, but
     are not limited to fever, cough, shortness of breath, headache, fatigue, new loss of taste or smell, nausea or
     vomiting, diarrhea) should stay home/in residence hall room and promptly inform the FSU Health Center at
     508-626-4900. In such a case, stay out of common areas and avoid interactions with others. Do not enter
     dining areas, classrooms other campus facilities If you are sick.
 •   TRAVEL: Residents are advised to limit travel away from campus and avoid gatherings with individuals on or
     off campus which may increase risk of exposure. Residents are expected to abide by MA COVID-19 Travel
     Order and may be subject to quarantine related to any out of state travel. To protect other members of the
     residence hall community, residents should continue to observe social spacing, face covering, frequent hand
     washing and other COVID-19 preventative efforts.

• MEDICAL CONSIDERATIONS: Residents with pre-existing medical conditions placing them at greater risk for
   COVID19 are encouraged to speak with their doctor(s), assess risks, and make a personal determination
   about whether living in a shared residential community is in your best interests at this time. Residents
   seeking accommodation related to COVID-19 should provide documentation and advise the Health Center
   and Laurie Carr, Residence Life Assignment Coordinator by July 1, 2020 for the Fall Semester and by
   November 1, 2020 for the Spring Semester. We will evaluate available assignments which may mitigate, but
   cannot eliminate, risks. If you need accommodations beyond room assignment, please contact Disability
   Services.
 • ADDITIONAL POLICIES: Residence hall policies and guidelines are subject to change. Additional adaptations
   will be communicated through FSU email or through other FSU publications, communications or postings.

RESIDENCE HALL ROOM ASSIGNMENT TYPES
In response to COVID-19 two residence hall room assignment types will be adjusted until further notice. Room
assignment types are described below:

 • TRADITIONAL HALLS: In traditional residence hall areas with shared community bathrooms we will have
    significantly decreased occupancy (generally one person to a room) to decrease the number of residents
    sharing community bathrooms. If policies and public health guidance allow, it is possible occupancy may be
    expanded in these rooms at some point during the academic year.

 • HOUSEHOLD UNITS: In living areas with shared private bathrooms (suites and/or conjoined rooms in West,
    Miles Bibb and Linsley Halls) residents will be allowed to live in “household units” with
    roommates. Household units mean that the residents in these units will commit to live as a household
    (similar to groups living in apartments and houses off campus) and will be expected to manage health and
    cleaning precautions together within their room/suite.

COVID-19 TESTING, QUARANTINE, ISOLATION AND CONTACT TRACING
Resident students are required to complete COVID-19 testing within 24 hours of moving onto campus at the
beginning of occupancy and periodically (e.g. biweekly, weekly, etc.) thereafter as directed. Any resident not in
compliance with COVID-19 testing requirements may be required to leave the residence halls until such time
that testing requirements are satisfied as confirmed by the Director of Health Services or designee.

Residents medically advised to self-quarantine or move into medical isolation must immediately implement
their emergency plan. In case of extenuating circumstances limited spaces may be available on campus for
students advised to quarantine or isolate. Please note:

    •   Students in quarantine or Isolation are not allowed to interact with others or leave quarters except for
        emergency evacuation; to receive urgent medical care; to complete quarantine/Isolation at home or off-
        campus; or, when the Health Center confirms the quarantine/isolation period has ended.
    •   No visitors are allowed in quarantine/isolation rooms.
    •   Meals will be delivered to the door of the quarantine/isolation room.
    •   Students who quarantine or are in isolation rooms on campus should bring enough sheets, towels,
        toiletries, face coverings, and other necessities that will last for 14 days.

Finally, with regard to contact tracing, residents are required to promptly respond to, and cooperate with, public
health representatives engaging in contact tracing efforts.

FAILURE TO COMPLY WITH COVID-19 AMMENDMENT TO THE GUIDE TO RESIDENCE
LIVING
Failure to comply with any of the policies or information included in the above amendment; or with any
residence hall related COVID-19 communication, directive, posting or publication regulations may result in one
or more of the following:

•   Refusal of entry to residence hall by security desk attendant or other member of the Residence Life and
    Housing staff
•   Restriction of residence halls and deactivation of access card for specified time
•   Formal Student Code of Conduct complaint
•   Cancelation of Residence Hall License Agreement
•   Civil citation in accordance to Commonwealth regulations

In the event a resident is required to vacate a residence hall as a result of failure to comply with the University’s
polices and regulations regarding the COVID-19 pandemic, that resident shall not be entitled to any refund of my
room and board payment.

As shifting public health notices and Gubernatorial Executive orders change, so may COVID-19 related residence
hall expectations, adaptations and policies.

THE RESIDENCE HALLS
CORINNE HALL TOWERS
The largest of our residence halls and comprises 11 floors that can accommodate over 500 students. Rooms are
primarily double occupancy rooms, though there are a limited number of singles. The hall is home to the Honors
Floor, the Tomorrow’s Leaders Floor, and the Arts Collective Floor. Corinne Hall Towers also houses offices,
including the Office of Residence Life and Housing and the Stalker Institute. It is named in honor of Corinne Hall,
a former home economics teacher at Framingham State University. The residence hall opened in September
1973 and underwent major renovations in 2004 and 2005.

HORACE MANN HALL
A coed residence hall housing approximately 120 students in single and multiple occupancy rooms. Most
students in Horace Mann Hall reside in single occupancy rooms. There are also two mini-suites, each of which
include a living area and accommodations for six students. The hall is named for Horace Mann, the famous
educator, legislator and the first secretary of the Massachusetts Board of Education. Mann was instrumental in
the creation of the Commonwealth's first Normal Schools, institutions dedicated to teacher training. The
institution which later became Framingham State University opened in 1839. Horace Mann Hall was completed
in 1920.

LARNED HALL
This six-story coed residence hall, divided into two wings, provides living and study facilities for approximately
360 residents in double and multiple occupancy rooms. Each floor contains living quarters, and a study room
and floor lounge. Larned Hall is home to several living learning communities including the New England Sports
Nation Floor, the Health & Wellness Floor, the Social Justice Floor and the Extended Quiet Floor. Situated atop
Bare Hill, the residence hall is surrounded by an exterior plaza providing an overall view of the campus. Larned
Hall is named for Dorothy Larned, who served as the Dean of Women from 1942 to 1961, spoke at the hall’s
dedication in 1968 and received an honorary degree in 1988.

LINSLEY HALL
Linsley Hall is three-storied, three-winged, coed residence hall located at the foot of Adams Road. Linsley offers
traditional single and double occupancy rooms, as well as six and eight person suites. It is named after the late
James D. Linsley (1936-1970), a popular professor who taught pre-Civil War American history and the history of
minorities in America. The residence opened in September 1971. Linsley Hall is the only FSU residence hall that
remains open during the Thanksgiving, Winter and Spring Break vacation period.

MILES BIBB HALL
Miles Bibb Hall opened in Fall 2011. Miles Bibb Hall houses approximately 410 sophomores, juniors, and seniors
in four-person suites or in connected doubles and singles sharing semi-private bathroom facilities. The back lawn
of Miles Bibb Hall faces Linsley Hall and provides green space for students to enjoy. Miles Bibb Hall also houses
Sandella's Flatbread Café.

In 2020 Miles Bibb Hall was officially renamed from North Hall to Mary Miles Bibb Hall in honor of alumna Mary
Elizabeth Miles (class of 1843). Miles became the first black woman to graduate from a public normal school in
the U.S. and has been called a pioneering abolitionist, teacher and journalist. She was married to antislavery
lecturer and abolitionist Henry Bibb from 1847-1854. During this period she opened schools and worked on the
Voice of the Fugitive newspaper her husband founded, and remained active in the antislavery movement where
they worked to set up an endpoint of the Underground Railroad in Canada. After Bibb’s death Miles married
Isaac Cary and continued to teach and run her school until the 1870’s.

PIERCE HALL
Peirce Hall is named for Cyrus Peirce, who was the first Principal of the Normal School. Peirce Hall is an all-
female residence hall for approximately 120 students. While there are some double and conjoined rooms the
majority of rooms in the hall are singles. A private portion of Peirce Hall houses the Center for Academic Success
and Achievement (CASA).

WEST HALL
West Hall is the newest residence hall at Framingham State University. The six-story building opened for the Fall
2016 semester and houses approximately 315 residents. The majority of rooms are connected double-double
bedroom units with a private bathroom. There are also connected single-single bedroom units with a private
bathroom. The first floor boasts a game room and the main lounge includes a fireplace and kitchen area for
building use; and the top floor includes a large media lounge..

RESIDENCE LIFE AND HOUSING STAFF
The Office of Residence Life and Housing is located in the lower level of Corinne Hall Towers. The offices of the
Associate Dean of Students, Student Life, the Associate Director of Residence Life, the Residence Life
Assignment Coordinator, and Administrative Assistant staff are located in the office. The office is open from 9:00
a.m. – 5:00 p.m., Monday through Friday and is closed weekends and holidays.

Residence Life and Housing has overall responsibility for most facets of residence hall and housing programs and
services. The office maintains all housing records including room assignments, Residence Hall License
Agreements, room selection information, and resident assistant staff selection information.

PROFESSIONAL STAFF
Area Directors/Residence Directors (AD/RD). Each residence hall is supervised by an area director (AD) or
Residence Director (RD). The AD/RD is a full-time professional staff member who is responsible for overseeing all
aspects of the Residence Life program in one or more assigned residence halls. The AD responds to emergency
situations, mediates conflicts, processes conduct cases, monitors the operation of the residence hall, supervises
staff and students, develops programs, advises individuals and groups, and administers policies. ADs have
master’s degrees in areas related to their work with students and/or significant residence hall work experience.
AD/RDs live in professional staff apartments on campus and maintain regular office hours in the AD/RD offices
located in the residence halls. ADs are available during posted office hours to discuss resident problems or
concerns.

The AD/RD on Duty 24 hours a day. The AD/RD on Duty may be contacted through the Framingham State Police
Department (508-626-4911) for after-hours emergencies.

STUDENT STAFF
Security Desk Attendants (SDA) staff the security desk in the residence halls. SDAs verify residency upon entry to
the hall, screen and register guests, sign out hall equipment, enforce policies within the lobby, and monitor the
entrance. Because it is not possible for all SDAs to know all residents and their current address, residents must
present their identification cards to the SDA each time they enter the residence hall. SDAs are required to verify
that only authorized individuals are allowed access to the halls.

Resident Assistants (RA) report to the area/residence director and work closely with the residents on each floor
or area to which they are assigned. RAs serve as a resource, explain and enforce policies, respond to emergency
situations, coordinate social and educational floor programs, offer general assistance and support, and promote
the growth of a positive learning community on the floor/area and in the building.

Administrative Resident Assistants (ARA) are student staff members in each hall who work closely with, and
assist, the area/residence director in management of the security desk as well as with other administrative
tasks. ARAs have specific responsibilities which include security desk operations and mail delivery. They also
have the same responsibilities as other resident assistants.

Both RAs and ARAs are mandated Title IX reporters. If an RA/ARA is informed of an allegation of sexual
misconduct the RA/ARA is mandated to report this information to an appropriate university staff member.

RESIDENCE HALL INVOLVEMENT OPPORTUNITIES
RESIDENCE HALL COUNCIL
Each Residence Hall Council is viewed as a student organization affiliated with Residence Life. In the fall, hall
council officers are elected for the academic year. These students form the governing/executive board for their
residence hall and take part in a leadership development program. Each Hall Council plans social and
educational activities and reviews issues regarding residence living. Eligibility is extended to all Framingham
State University students residing in the respective residence hall. All residents of the respective residence hall
have the right to attend meetings and functions of the organization, unless otherwise noted. Meeting times are
publicly posted in the residence hall lobby and/or sent to each resident by FSU email.

HALL PROGRAMMING
Resident assistants, area/residence directors, and hall councils work with residents to plan, sponsor, and run
numerous activities and programs each semester. Programs are primarily designed to facilitate involvement in
the community. In addition, educational or awareness programs are sponsored by staff on occasion.

If you have ideas for hall programs, please contact your RA, AD, or hall council representative. They welcome
your suggestions, support, and assistance.

RESIDENCE HALL ADVISORY BOARD (RHAB)
Representatives from each hall council meet with the associate dean of students/director of residence life to
form the Residence Hall Advisory Board (RHAB). The RHAB discusses and advises upon matters impacting
resident students and facilitates communication to and among the hall councils.

CONDITIONS OF RESIDENCY AND FINANCIAL MATTERS
RESIDENCE HALL LICENSE AGREEMENT
The Residence Hall License Agreement is a contractual agreement between the resident student and
Framingham State University. The term of the agreement is the full academic year (fall and spring semesters).
Like all official contractual agreements, students are strongly urged to familiarize themselves with the terms and
conditions of the agreement. Violations of the terms of the Residence Hall License Agreement may result in
termination of the Residence Hall License Agreement.

In the event of external factors beyond its control, Framingham State University reserves the right to alter or
terminate the Residence Hall License Agreement or alter a room assignment. Residents are strongly advised to
work with family and have a personal/family emergency plan in place.

HOUSING RESERVATION DEPOSIT
New resident students are required to pay a $150 “Housing Reservation Deposit” when they request on-campus
housing. The housing reservation deposit may be deferred for returning residents. The “Housing Reservation
Deposit” is non-refundable and non-transferable unless Framingham State refuses occupancy. The deposit is
applied against room charges during the spring semester. Residents who withdraw from the University,
withdraw from housing, or who do not maintain eligibility for housingprior to the end of the spring semester
refund period forfeit the $150 housing reservation deposit.

MAINTAINING RESIDENCY
Students are required to have their student accounts in good standing (zero balance or approved arrangements
with Student Accounts Office) by stated due dates to maintain an on-campus housing reservation. Submission of
the Housing Reservation Deposit does not guarantee an on-campus space unless the student meets ongoing
financial obligations, participates in room selection, and remains in good social standing.

In the event that any required fees or charges remain overdue or unpaid, Framingham State reserves the right to
refuse to register the student for future semesters, or to withhold the resident’s diploma and/or the remainder
of the resident’s housing reservation/damage deposit.

DAMAGE
Each resident student has a $100 damage deposit applied to their student account. This deposit is applied
against any common area damage and individual damages assessed during the occupancy period.

Individual damage will be assessed by comparing the room inventory at check-in against an inspection of the
room performed by the area director when the room is completely vacant.

Damage assessment bills are sent after the close of the spring semester. Assessments may be appealed, in
writing, in accordance with damage appeal procedures. Only the charged resident student may appeal damage
assessment charges.

The damage deposit will be credited to the students account at the end of the Spring Term after the room, floor,
and/or hall damage has been assessed.

Any damage or cleaning costs not attributed to a specific responsible individual(s) will be shared by residents,
pro-rated and billed to the area/floor or the entire residence hall. It is the responsibility of all students in
conjunction with staff to report damage to the area director and Framingham State Police Department as soon
as possible. Individuals found responsible for vandalism may be subject to criminal action and expulsion from
Framingham State.

Framingham State is not responsible for damage to personal belongings. Parents/guardians are encouraged to
extend their home owners’ insurance coverage to include the students’ belongings away from home. Otherwise,
residents may wish to purchase their own insurance, since they are responsible for their personal belongings.

ROOM CHARGES
All students are responsible for paying room and board charges for the full term of the Residence Hall License
Agreement (Fall and Spring Terms). Residents who withdraw from on-campus housing will remain liable for
room and board charges for the term of the agreement, except as follows:

    1. Withdrawal prior to occupancy – Residents who wish to withdraw from housing prior to occupancy may
       obtain a refund on room fees, less any cancellation charges as outlined in the Residence Hall License
       Agreement, provided written notice of intention to withdraw is given to the associate dean of
       students/director of residence life by June 30, 2020 for the beginning of the 2020-2021 academic year
       and, Framingham State is able to fill the vacancy in the system created by the resident’s withdrawal. The
       $150 housing reservation deposit, however, is neither refundable, nor transferable, and is forfeited
       upon withdrawal prior to occupancy.
    2. Residents beginning their housing term for the Spring 2021 semester who wish to withdraw from
       housing prior to occupancy may obtain a refund on room fees provided written notice of intention to
       withdraw is given to the associate dean of students/director of residence life by January 1, 2021 and,
       Framingham State is able to fill the vacancy in the system created by the resident’s withdrawal. The
       $150 housing reservation deposit, however, is neither refundable, nor transferable, and is forfeited
       upon withdrawal prior to occupancy.
    3. Petition for individual exceptions due to a resident’s demonstrated inability to fulfill the terms of the
       Residence Hall License Agreement can be made in accordance with petition guidelines. Petition packets
       are available at Residence Life. In cases where a student is released via petition, any refund would follow
       housing refund schedule for Withdrawal from University.
    4. Students who withdraw from the University are responsible for room charges in accordance with the
       Residence Hall License Agreement. In cases where a refund may apply following a Leave of Absence or
       Withdrawal from the University room and board charges are calculated on a per diem basis of 1% of
       semester charges per day until October 2, 2020 (for the Fall Term) and February 18th (for Spring Term).
       There is no refund for a person who does not withdraw and remove all personal belongings from room
       and checkout after October 2, 2020 (for the Fall Term) and February 18th (for Spring Term).

       The last date of occupancy will be the based upon the later of the withdrawal date or the date all
       personal possessions are removed from the assigned room and a check-out is completed (express or in
       person check out). Students are expected to check out, remove all personal belongings and return keys
       within 24 hours of withdrawal.

    5. Students who withdraw from housing only are not eligible for refund of housing charges except as noted
       above. Any resident who withdraws from housing or the University, or has housing cancelled who fails
       to remove personal possessions, check out and return keys will be subject to lock change charges
       (effective after checkout date) and room charges until the date items are removed from room, and a
       check out is complete.

ELIGIBILITY FOR ON-CAMPUS HOUSING
To maintain eligibility for on-campus housing residents must:

    1. Be a matriculated student in good academic standing. (Must not be on academic suspension/dismissal).
