The Ontario Ministry of Transportation (MTO) is undertaking a Class Environmental
Assessment (Class EA) and Preliminary Design Study to identify corridor improvements
for Highway 401 through Belleville, from Wallbridge-Loyalist Road to approximately 5 km
east of Highway 62.
The study is being conducted in accordance with the requirements of the Ministry of
Transportation Class Environmental Assessment for Provincial Transportation Facilities
(2000) as a Group ‘B’ undertaking.
The purpose of this Class Environmental Assessment Study is to assess and identify
corridor improvements including rehabilitation and/or replacement of aging structures;
interim widening of Highway 401 from 4 to 6 lanes, with ultimate widening to 8 lanes;
operational improvements to the Wallbridge-Loyalist, Highway 62 and Highway 37
interchanges; addressing operational concerns due to close proximity of Highway 62 and
Highway 37 interchanges; potential new interchange east of the Highway 37 for the
Belleville East Arterial Road (BEAR); and carpool lot improvements.
The first Public Information Centre (PIC) was held on Thursday, December 14, 2017.
2 PURPOSE
PICs are informal meetings where area residents, interested stakeholders, agencies, and
Indigenous communities are provided an opportunity to review project information,
identify concerns and provide input to the Project Team.
The purpose of the first PIC was to present:
An overview of the study and Class Environmental Assessment process;
Study background including existing conditions and problem / opportunity
statement;
Alternatives being considered and the recommended short-listed alternatives;
Proposed evaluation criteria and process; and
An opportunity for the public / stakeholders to review, discuss and provide any
input on the study with the Project Team.

Preliminary Design for the Highway 62 Norris Whitney Bridge Rehabilitation /
Replacement.
4 PUBLIC AND AGENCY NOTIFICATION
Consultation is an integral component of the Class Environmental Assessment process.
Per the process, appropriate methods of notification are required to be selected based
on the nature of the study area, the external parties to be contacted, the stage of the
study, and the issues to be addressed. For PIC #1, a Notice was developed and widely
advertised using mail / e-mail distribution, newspaper notification, community board
posting, the project website and the project Twitter account.
4.1 MAIL / E-MAIL DISTRIBUTION
Letters / Notices were distributed via e-mail to Federal (MPs) and Provincial (MPPs)
politicians with ridings in the study area, government agencies (federal and provincial),
Indigenous Communities, local municipalities, utility services providers, and interested
stakeholder groups on November 29, 2017. A copy of the agency contact list can be found
in Appendix A.
In addition, a copy of the PIC notice was mailed directly to approximately 10,000 adjacent
property owners in the study area via Canada Post Ad Mail.
Copies of the notification materials can be found in Appendix B.
4.2 NEWSPAPER NOTIFICATION
A Notice of the PIC was also published in local newspapers, as follows:

4.4 PROJECT WEBSITE
The Notice of PIC was uploaded to the project website (www.Hwy401Belleville.com) on

Following the PIC, all materials presented were available on the project website.

7 FORMAT AND ATTENDANCE
The PIC was held as a joint session with the Environmental Assessment and Preliminary
Design for the Highway 62 Norris Whitney Bridge Rehabilitation / Replacement. The event
was held as a drop-in style, open house format. A preview session took place from
3:00 p.m. to 4:00 p.m. for invited agencies, Indigenous communities, local elected
representatives and municipal staff, and a public session occurred from 4:00 p.m. to 8:00
p.m. Project Team members were available to discuss the project one-on-one with the
attendees.
Attendees were asked to sign in at the register.
During the preview session, three (3) attendees participated including representation from
Quinte Conservation, the City of Belleville, and a participant from a real estate investor /
developer, Partners REIT.
Of the eighty-two (82) people who attended the PIC, sixty-two (62) were interested in the
Replacement of Structure and Highway 401 Widening study, and seventeen (17) had
general interest in both projects (did not check a box for either project).
Media representatives did not attend the PIC.
8 COMMENTS RECEIVED
Altogether, twenty-seven (27) comment submissions were received during the comment
period which ended January 18, 2018. These comment submissions consisted of:
Eleven (11) comment sheets submitted during the PIC;
Two (2) comment sheets submitted following the PIC by e-mail / mail;
Eight (8) comment submissions were received via the project website contact form
following the PIC; and
Six (6) comment submissions were received through the project e-mail address
following the PIC.
The following sections summarize the common verbal and written comments received for
the Replacement of Structures and Highway 401 Widening in Belleville, Class
Environmental Assessment and Preliminary Design Study.

RECEIVED AT THE PIC
Preferences of Alternatives:
- Scenario 1 preference (closing Hwy 37 exit and merging with BEAR to the east).
o Provided that the BEAR interchange is close enough to accommodate
transport truck traffic to the industrial section.
o Suggestion to also construct an east-west road north of Cannifton.
- Concern over closing access at Hwy 37 as people will use Hwy 62 instead.
- Move Hwy 37 interchange further east.
- Preference of Scenario 2 as Belleville is growing; need an additional interchange
(BEAR) rather than closing 37 and joining with the BEAR (same number of
interchanges)
- Scenario 3 is non-starter; congestion on Hwy 62 as a result of closing Hwy 37
interchange would be a concern.
General Comments regarding Interchanges:
- Support for diverging diamond at the Hwy 62 and 401 interchange.
- If planning 50-75 years into future, an interchange at Sidney Road should be
considered.
- Concern with lack of direct access to Hwy #2 in presented scenarios.
- Concerned over additional traffic lights at the Hwy 62 interchange under all
configurations presented; lights are busy already just north and south of 401, two
more would further slow traffic.
Active Transportation
- Request consideration for active transportation facilities across all interchanges.
- No mention of bicycle paths / lanes on any drawings.
- Active transportation is very important in Belleville.
Miscellaneous Comments:
- Question whether there will be a sound barrier wall planned along the widened
Hwy 401?
- Reliance on drive-by traffic for business advertising along Cannifton Road; concern
with cutting off Cannifton Road to cul-de-sac.
- Request for consideration of another PIC meeting in February or March 2018.

any plans to use it; if not, should be closed.
8.2 SUMMARY OF WRITTEN PIC COMMENTS RECEIVED
AFTER THE PIC
Preferences of Alternatives:
- Support replacing Hwy 37 interchange with flyover and making new exit further
east.
- Preference of Scenario 2 as additional interchange is much needed in growing
city of Belleville.
BEAR Alternative Alignment Preferences:
- Alternatives 3 and 4 were preferred, and Alternatives 2, 5, and 7 were not
preferred by one commenter.
General Comments regarding Interchanges:
- Concerns regarding moving Hwy 37 east as it provides a major link for citizens to
move to/from the Belleville eastern industrial area or in the east end of the city.
Preference to leave Hwy 37 as an overpass (remove Hwy 401 interchange).
- Suggestions for new Hwy 401 interchanges at Forsythe Road, Akins Road, near
the CN Rail tracks perpendicular to Hwy 401 and University Ave.
Active Transportation:
- Interest in safe pedestrian and cycling access across Hwy 401 in Belleville.
Miscellaneous Comments:
- Property at NW corner of Hwy 401 and Wallbridge-Loyalist Rd. currently listed for
sale; if needed for project early negotiations can be held.
- Question posed whether Bell Blvd. will be relocated to accommodate widening of
Hwy 401 and whether any additional lands will be required to accommodate, or if
new lanes will be added in existing footprint?
- Requests to be added to project contact list to receive future project updates.
- Concerns regarding disruption associated with removing Hwy 37 Bridge
completely.
- Agreement with problems and opportunities presented.
- Question was raised where Hwy 37 ends.

Design and Class Environmental Assessment Study (Class EA) for the widening of Highway 401
from the Wallbridge-Loyalist Road interchange easterly to 5 km east of the Highway 62
interchange. The design will accommodate a widening from four to six lanes in the interim,

proposed location of a new Belleville East Arterial Road interchange (BEAR) and includes
improvements to the Wallbridge-Loyalist Road, Highway 62 and Highway 37 interchanges and

project. This PIC has been arranged to introduce the study and to provide agencies, interested
groups, business representatives and members of the general public with an opportunity to
review and comment on the proposed alternatives for the highway widening and interchange
improvements, the recommended short-listed alternatives, and the proposed process for
evaluating alternatives.
The first PIC will be held on Thursday December 14, 2017 at The Banquet Centre located at
1 Alhambra Square, Belleville, Ontario. There will be a one-hour agency/stakeholder
preview session from 3:00-4:00 pm, followed by the PIC from 4:00-8:00 pm. Members of

makers and tech companies.
The Detroit automaker made the
announcement at an investor pres-
entation in San Francisco Thursday,
saying that based on its current rate
of change, it expects “commercial
launch at scale” of the autono-
mous vehicles within the next year
or so. The vehicles would not have
a human backup driver, the com-
pany said.
Company executives didn’t say
how many vehicles GM would
deploy or what cities they would
be in, but they were clear that the
company plans to run ride-hailing
and delivery services and quickly
make money off them — at higher
profit margins than it now makes
