Auditor’s letter
Dear Voters,

No matter who you are or where you stand on the many issues
surrounding us, it is a difficult time. Elections are the mechanism
in which we select our representatives, playing an important role
in our democracy. The 2020 Presidential Election got a lot of
attention and participation, receiving the highest voter turnout in
Cowlitz County’s history but don’t underestimate the importance
of this year’s elections!

The candidates on the ballot this year are the closest government
to you. Mayors, City Council members, Port Commissioners,
Fire Commissioners, and School Board members will be making
a lot of important decisions on your behalf. Issues that you care
about, like local infrastructure decisions, police department
budgeting, homelessness, and the quality of our local schools.
All are impacted by the people on this year’s ballot. This is your
opportunity to shape your local community.

We designed this Pamphlet to provide you with information
                                                                        Voter Registration Deadlines:

And finally, please pay attention when you sign the ballot return
envelope. Every signature on every envelope is reviewed by
elections staff trained in signature verification techniques by the
Washington State Patrol. Since most voters have been registered
to vote online, using their drivers’ license or state ID card, it’s
most likely that your voter registration signature comes from Lost or damaged

                        (Nonpartisan)

Since first elected in 2005, we have seen millions of
dollars of capital investment, including: our bottle
plant; additions to our North Port industrial park;
expansion at the TEMCO grain facility; and East
Port infrastructure development, with a significant
increase in Port associated jobs.

In the environmental arena we supported several fish
enhancement projects on the lower Kalama River
and found a beneficial use for maintenance dredging
spoils by using them for beach augmentation.

Recreation and tourism improvements include
Rasmussen Park and support facilities; Haydu
Park construction; new Port Office and Interpretive
Center; McMenamins Harbour Lodge; Westin
Amphitheatre; and renovation of the marina and the
expanded visitor dock.

This summer we expect to begin construction of
the new American Cruise Line pier and docking
facility; followed by replacement of the outdated
pedestrian rail overpass with a new ADA compliant
structure to better connect the Port to the City of
Kalama. Permitting and design continues for the
new waterfront marketplace and we hope to be in
construction next year. We are actively marketing
the East Port for future development.

Thank you for supporting me and the Port of Kalama
in our pursuit of responsible growth for our Port
District and Kalama.

The Port of Kalama has adopted a mission to induce
capital investment in an environmentally responsible
manner, to create jobs and to enhance public
recreational opportunities. I believe the Board has
done a great job serving the people of Kalama by
meeting these goals and I can help them continue
to provide the tools to facilitate economic growth
our area. Since I was appointed in February, I
have learned about projects that will bring cruise
passengers, restaurant goers, small incubator
businesses and more to Kalama. I work with the
board and staff to always look for ways to meet
needs as efficiently as possible such as dredging
the marina and utilizing the material to restore
the Columbia River Shoreline and provide a more
recreation friendly beach for our residents in a single
project that saved money. We are constantly looking
for ways to connect our riverfront with downtown
Kalama and bring job creating businesses to our
area by improving the pedestrian overpass and
installing new wayfinding signs. I appreciate your
vote and thank you for the opportunity to serve as
your representative in the Port of Kalama.

The Port of Woodland is a major job developer for
our community. It is also committed to enhance
recreational opportunities and continue to support
environmental and fiscal stewardship in its
operations.

My entire career has been focused on marine
transportation here on the Columbia-Snake River
System. This includes experience working on tugs,
in towboat operations and interface with local, state,
and federal agencies and legislators. Currently I
am Vice President of Marine Services at Shaver
Transportation Company. I have held leadership
roles in professional groups, which include: Pacific
Northwest Waterways Association, Columbia River
Steamship Operators, Grain Elevator and Processors
Society and the Oregon Maritime Museum. I have
also served on the Army Corps of Engineers Inland
Waterway Users Board.

My professional experience has offered me an
opportunity to develop working relationships with
ports from Astoria to Lewiston. I have observed
that when ports make well informed and carefully
considered decisions, they benefit and enhance the
communities they represent.

Woodland is my home. It would be an honor to serve
our Woodland community by assisting with the
mission of our Port.

Your support is appreciated.

Carol Rounds, running for Council Position #2. I
reside at 576 Buckeye St. Woodland, WA 98674,
where I have lived for 46 years. My three children
graduated from Woodland High School. I worked 37
years at a local bank and retired as branch manager
in 2014.

I am running for council position to help improve the
quality of life for all Woodland citizens by making it
a more business friendly place. I believe that this
would help create more family wage jobs, and thus
create more tax revenue without increasing taxes.

I believe I am the best candidate because I work well
with people and have a common sense approach.
My community service with Woodland Rotary, the
Chamber of Commerce, CAP, United Way & YMCA
adds to my qualifications for being on the Woodland
City Council.

Below are my top 3 priorities: Encourage economic
growth and good paying jobs; Create and/or
stimulate solutions to traffic congestion; Be a good
steward of your tax dollars.

I believe the area we should focus on the most is
industrial development which provides family wage
jobs and an increased tax base.

City of Woodland | Council Position 3 | 4-year term 43

For the previous four years, I have done my best to
serve the citizens of Woodland and will continue to
do so if re-elected. I have consistently questioned
and voted against raising taxes on our citizens
and drafted a resolution attempting to protect our
businesses when the state placed our citizen’s
livelihoods in jeopardy through state imposed forced
closures. When a resolution was brought before
the council that declared the city and our police
department was practicing and/or condoning racial
bias, I defended the city, police department and our
citizens resulting in the resolution failing to pass.
Being a city councilmember means that you stand
up for what’s right even when it isn’t popular or the
fun and easy thing to do. That’s what I’ve done for
the last four years and, if re-elected, will continue to
do.

Jenn agrees that Woodland would benefit from

I have taught special education for nearly twenty
years. Throughout my career, I have seen the good,
the bad, and the ugly in education. Last spring, when
life came to a screeching halt for the school year,
teachers had to readjust everything. Virtual learning
casted a huge spotlight on the inadequacies and
challenges our community had in regards to access
to high speed internet and effective curriculum.
With education fundamentally changing forever,
administrations and schools boards need to adjust
as well. I believe it is time for a new energy to be
brought to the Toutle Lake School Board. I love our
community and its commitment to our students.
As we navigate this new era of education, I have
knowledge and experience that can be of use.
Education is my passion.
